1. Introduction

The purpose of the document is to describe AC voltage test of the insulation of the Array Cable power
cores from the Pfisterer joint on the OSS to the Connection Units in the Foundations.

The work has been assigned the Key Subcontractor, Winsome Engineering Consultant CO., Ltd. which is
to be performed at the CHW01&02 WTG & OSS platforms offshore work.

I. Sieyuan Solution

i. Application scope and test capability of this test system

Meets the frequency tuned AC withstand voltage test of 19.373km (0.302µF/km) XLPE
cable. The test frequency is 26 - 300Hz, the test voltage is 64.8kV, the capacitance of the
test product does not exceed 5.8516µF, and the duty cycle is 60min ON - 60min OFF -
60min ON - 60min OFF - 60min ON, 3 times/day).

ii. Explanation of applicability

The cables which need to be tested in the project is the capacitance with 0.302 uF/km (630sqmm)
and with 0.232 uF/km (300sqmm), and the longest length of cables is 18.441km. The testable
length and capacitance of application scope from Sieyuan is 19.373km and 0.302µF/km, which
are longer and larger than needed in this project. That means the scope is applicable to the cables
which need to be tested.
More specifically, considering the snaking, j tube allowance, the total length of every string in
terms of the over pull length can be calculated. From the file1, the longest length of cables from
string of CHW01-07-503 is 18.441km, extracted from 8 strings as the photo below.

For the string, the total cable length with 630 mm 2 is 9295.732m, and total cable length with 300
mm2 is 9145.462m2. The actual load capacitance is 4.929µF3. The cable sizes of the specification
from Sieyuan is in terms of 630 mm2. Its load capacitance is 5.8516 µF with testable cable length
19.373 km. That means the test equipment from Sieyuan can handle any possible conditions
(snaking, j tube, etc) with its enough load capacitance.

iii. List of Sieyuan components for HV test set

YDK--2720/85 Reactor: Rated capacity 2720kVA, Rated voltage 85kV, Rated


current 32A, Rated inductance 12H. Also, as per the contract, contractor is responsible for
any power and lighting. We will add a single phase isolation transformer to convert the 380V
power to 110/220V for future application, the socket will be assembled on the wall of VF and
exciter container.

Note: These spare parts for maintenance purpose won’t be transported in the offshore container. All critical spares

are included. The member of test team of HLPE and (or) Winsome will maintain/fix the equipment if there is the

breakdown.

iv. Configuration and test range of various electrical equipment

The HVAC test equipment will be put in offshore substation (OSS) till the test is completed,
and will be moved to another OSS. The drawing of equipment allocation of CHW01 and
CHW01 OSS are as follows. They are all stored in the containers.

Note: 50 Hz or 60 Hz is either for the test equipment, as long as the input voltage is correct, there is no problem for test

operation.

According to the resonance condition XL = XC;


FTEST = 1 / [2π√(LC)] can be used to calculate the resonance frequency;
Here, the calculations results as Table 5 (see next page) can be known by using following
parameters:

5. Environment relative humidity at 25 ℃, the maximum daily average is 95%, no condensing.
The installation place is flat and the inclination of the reactor is not greater than 5°.

6. As indicated at point 1.9 of the attachment 1, 'Under output test capacity, Duty cycle: 1 hour
ON, 1 hour OFF, 3X/day'. It means the equipment can operate for one hour, and should be
off for one hour. It can take three times for the cycle (1 hr on / 1 hr off) within one day. There
is no over-heating issues.

II. Description of Generator (Brand: )

ii. Illustration of needed power for test


The test equipment we will use is Variable Frequency Resonant System. Refer to the basic theory
of resonant system, for long cable networks, they are high capacitance base compared to resistance.
If the cable networks are in good quality conditions, the regular Q factor can be 100 and above.
The output kVAR is related to the input power by:

POUTPUT=Q x PINPUT, if Q=100, then we can use 250kVA PINPUT for 25000kVA POUTPUT,
the application on 4400kVA system output only needs 44kVA input, it may be less when Q gets
higher. Thus, the output (250kVA) of generator is pretty enough for the needed power of test.
According to the resonance condition XL = XC, when the test circuit is under resonance condition,
the voltage on the test object (CLOAD) will be as following formula:

When design the reactor coil, it is necessary to increase the cross section of the wire and reduce the
resistance of the coil, but simply increasing the cross section of the wire will cause the coil and the
iron core to be too large, resulting in the situation that the volume and weight of the test reactor

exceed the limit. Under the premise that the size and weight of the reactor allow, reduce the
resistance of the coil as much as possible. In this project, multiple wires are wound in parallel to
reduce the resistance of the HV reactor. The equivalent resistance of the wire is around 22Ω.

The Q value of the reactor can be calculated based on regular operation frequency range of 30Hz
to 300Hz as below:

II. Illustration of fuel usage


1. Basic information
100% Prime power fuel consumption: 54.4 Liter/Hour
Fuel tank capacity: 950 Liter
Fuel grade: ASTM D975, Class 1D and Class 2D
2. Calculation
Consider the standby and preparing time, using 1.1 for calculation coefficient;
Fuel consumption base for calculation: 54.4 x 1.1 = 59.84 (Approx. 60 Liter/Hour);
100% Prime power with full fuel tank can be used for: 950/60 = 15.8 Hours;
It means the fuel tank needs refilling after every 5 strings (5 x 3 phase = 15 hours).
3. Fuel refilling
There is a fuel filling hole on the tank, fuel can either be refilled by manual or filled
with machine. It depends on the availability. Also, there is the oil sump/reservoir for
gathering the oil leak if any. The capacity of oil sump is 500 L, meaning it can gather
at least half of the capacity of fuel tank if it leaks.

Offshore containers and offshore frame containers are customized for meeting the requirements
of this project. All containers are DNV 2.7-1 certified for offshore use and lifting. This operation
container loads the variable frequency converter and exciter transformer, the divider will be take
out for being installed near the test object. We have TWO offshore containers and TWO offshore
frame containers to load test equipment. Those test equipment are loaded separately with total
four containers (two containers & two frame containers), NOT are lifted for several times by only
one container or one frame container.
When lifting the containers and frame containers, there are four M42 shackles (see left photo
below) connected on the top of the four corners of containers. One shackle with load capacity of
8 tons, so four shackles can load up to 32 tons. Then, using the sling (see right photo below) for
loading a whole container with loaded items.

Although the total weight of no.2, no.3, and no.4 (ID: 1b, 2a, and 2b) seem to be quite close to
the crane limit, we have tried to keep our total load weight below the limit weight (5000kg). The
weight of equipment and tare of offshore container is not adjustable, and the reactor also cannot
be taken apart for crane limit consideration. We thought the crane limit weight (5000kg) should
be the "safe working load", meaning any dynamic effects should be already taken into
employer's/rule maker's consideration ahead.
i. Offshore container
1. Purpose: For loading “variable frequency converter”, “exciter transformer”,
“divider”, and “generator set”.
2. Explanation: there are TWO times for loading the above items:
2.1. First container (ID: 1a) for loading “variable frequency converter”, “exciter
transformer”, and “divider”. Total weight is 4500kg, which is less than the roof deck
crane limit (5000kg).

2.2. Second container (ID: 1b) for loading the generator set. Total weight of the set of
generator, and tare of offshore frame container is 4750kg, which is less than the roof deck
crane limit (5000kg).

The generator is 14cm each side along with the installation length. When we operate the

generator, two side 4 doors will be opened for air circulation. It shall be no problem for
the generator operation, and the supplier will try to shorten the length of generator, it will
completely meet the 10' length demand.

ii. Offshore frame container

1. Purpose: For loading “reactors”. These test equipment can be protected by ‘tarpaulin
cover’. It is better to cover equipment itself than to cover the frame container. Use screw bolts
to fix all of the bottom of equipment to the bottom of containers. Fasten the tarpaulin and
equipment with screws and steel cable. Tarpaulin needs to be removed before testing. The
example figure is as below.

Container Container
The containers with their loading items will be transported according to transportation requirements.
For the frame containers which load the two reactors, they are well protected/fastened with tarpaulin
as mentioned earlier. Thus, no additional fastening solutions required for loading reactors. When
loading all the system, it can be craned to its position as close as possible, just leave the door opening
clearance for diesel generator and control container when operation. An earth path resistance test will
be carried out after the container earths have been applied.

i. Grounding requirement

The grounding connections for each component in the test system is first priority for the safety
operation, all the peoples must keep in mind, “NEVER DO ANY TEST BEFORE YOU START THE
SYSTEM”.

ii. Grounding position

1. Diesel Generator: Two grounding M12 studs are pre-installed close to the door.
2. Control Container: This container has variable frequency converter with its control and exciter
transformer installed, the grounding studs are installed as generator container close to the door.
The operator can pick up the nearby stud for grounding connection.
3. High Voltage Reactor Container: The High Voltage Reactors are installed inside its own frame
type container, each container has two M12 grounding studs on the corner, the operator can pick

up the nearby stud for the grounding connection.
4. High Voltage Divider: During the transportation, the High Voltage Divider is disassembly into
several sections with carrying case protection, and store inside the Control Container. There is
one grounding stud on its base for grounding connection.

1. The grounding connection shall made by 38mm2 welding cable at least, or 150mm x 0.5mm
copper foil.
2. The connection shall be as distribution from the station ground to each container directly, not
collect each container to go to station ground, and keep in mind, it shall be “AS SHORT AS
POSSIBLE”.
3. The divider ground shall go to the nearby container ground.
4. The shield of MV test cable must go to nearby container grounding stud directly.
5. All earthing cabling and accessories are supplied with the test set & generator. Those cabling and
earthing devices will be stored in the containers when transporting the whole test systems.
6. 'Check earthing status' will be shown in the QC checklist. Making sure everything is well
grounded is required. We won't record the resistance test value because it seems not meaningful
in the test.

Please refer to above drawing for the system power connection. For the HV output connection, the
High Voltage Divider can be anywhere to be close to the High Voltage Reactor, but keeping the safety
clearance is required. In the test voltage of 66kV submarine cable network, 650mm HV clearance is a
must for all the time.

The connection between the High Voltage Divider to the cable network (DUT) shall be either high
voltage conduits (if test layout is allowed) or MV test cable. The MV test cable which comes with
35kV outdoor type cable termination will be connected to the prepared stud inside the top electrode of
High Voltage Divider. The other end of the MV test cable is the CONNEX 4 plug (Pfisterer female
inline joint16), before the test is conducted, the operator must have the CONNEX 4 plug plugged into
the dummy plug securely, NEVER has CONNEX 4 plug floating when voltage is applied.

The 100m MV test cable is stored inside the generator container when transportation, it is a special
cable drum, overall weight for the cable drum and a 100m length test cable is around 245kg, before
paying off the MV test cable, please carefully lead the cable end out, then rotate the cable drum, be

note, the cable must all lead out for connection, NEVER have the cable on the drum before HV tests.
The overall weight for the generator without fuel will be around 4995kg.

In the abnormal status, the protection device will automatically switch OFF the power.
1.11.2. Overvoltage protection
The product has overvoltage protection function. The overvoltage protection value can
be set manually. The analog signal of the voltage divider is used for hardware protection.
Overvoltage protection accuracy is 2%.
1.11.3. Overcurrent and overheating protection
Overcurrent protection is dual. One side is each IGBT module has its own overcurrent
and overheating protection function. Another side is it uses Hall element to sample DC
and hardware protection according to the setting. The protection time is less than 1μs.
1.11.4. Discharge protection
After the sample is discharged, the test automatically trips within 1μs, and the LCD
screen displays "discharge protection". After the discharge, the parameters of the circuit
change abruptly, and the reactor is an inductive component. This may cause overvoltage
at the end of the reactor and damage the excitation transformer and the variable
frequency power supply. To this end, a lightning arrester must be installed on the high
voltage side of the excitation transformer, Install a filter at the outlet of the variable
frequency power supply. Since the capacitive sample will generate a pulse current after
discharge, it will cause a counterattack. Hence, a line protection is installed on the power
supply side to prevent the inverter from being damaged by the counterattack voltage.
1.11.5. High voltage no signal protection
When the divider signal cannot input to the frequency converter control box due to a

failure, the voltage cannot be boosted normally in the automatic test mode, and appear
"No high voltage signal input”
1.11.6. Power OFF protection
In any case, the test device suddenly disconnects the AC power supply and the units
can work normally when the voltage is re--boosted.
1.11.7. Zero Start
The voltage regulation has high resolution and can be started from zero. If not closed
from zero, the converter will not start.
1.12. The complete equipment adopts sealing measures; the device can be stored, assembled and
disassembled outdoors, and the equipment is convenient for automobile transportation. After
normal railway and road transportation, the positions of the devices are not changed, the fasteners
are not loosened, and the components are not damaged.
2. Variable frequency converter VF--3/300
2.1 The frequency converter is a special frequency conversion for high--voltage test. The main
body of the control power supply has functions such as frequency regulation, voltage
regulation, control and protection.

2.3.6. With full voltage output protection, in the process of voltage regulation, once the
voltage regulation is out of control, the variable frequency power is immediately
blocked
2.3.7. Various protection status displays: such as overvoltage protection, discharge protection,
overcurrent protection, etc.
2.14. Following operation can be performed:
2.14.1. Frequency adjustment: rising and falling. The frequency adjustment is divided into
coarse adjustment and fine adjustment, and the test resonance point can be
automatically searched to ensure that the resonance frequency does not drift during the
entire test process.
2.14.2. Test voltage adjustment: rising and falling. There are two types of voltage adjustment:
coarse adjustment and fine adjustment. They can control the speed of voltage regulation
to ensure that the voltage rises and falls uniformly and stably. With overvoltage output
protection, it can automatically trip if the voltage is exceeded.
2.14.3. With a special key switch, the working power can be turned ON or OFF only after the
mechanical lock is released.
2.14.4. HV ON/OFF Pushbuttons.
2.14.5. With test data printing function
2.14.6. The variable frequency converter is controlled by a high--performance dedicated
microcomputer, with stable waveforms and minimal temperature drift. It uses high-
-permeability materials to isolate and shield each device and conductor. In order to
improve the response speed and reliability, and avoid damage due to external impact, a
hardware protection circuit should be used.
2.14.7. The power supply has a reliable ground terminal to ensure the safe operation of test
personnel.
