REFORM
The enchanted Pursuant to Section 16 of Republic Act No. 10533, entitled “An Act Enhancing the Philippine
basic education Basic Education System by Strengthening Its Curriculum and Increasing the Number of Years for
Basic Education, Appropriating Funds Therefor and for Other Purposes,” otherwise known as the
“Enhanced Basic Education Act of 2013,” approved on May 15, 2013, and which took effect on
June 8, 2013, the Department of Education (DepEd), the Commission on Higher Education
(CHED), and the Technical Education and Skills Development Authority (TESDA), hereby issue the
following rules and regulations to implement the provisions of the Act.

Mother tongue Learners begin their education in the language they understand best—their mother tongue—
based and need to develop a strong foundation in their mother language before effectively learning
multilingual additional languages.
Education
This is where the Department of Education (DepEd) gets inspiration in its inclusion of Mother
Tongue-Based Multilingual Education (MTB-MLE) as a feature of the Enhanced Basic Education
Program. It mandates the use of the language that students are familiar with (their first
language) as medium of instruction to allow them to grasp basic concepts more easily.

Contextualized Contextualized curriculum helps students learn language skills by teaching the skills using the
Curriculum authentic contexts in which students must use those skills in the real world. Contextualizing
curriculum is effective both for community-based and workplace classes.
Senior High 5,965 public schools, operated and funded by DepEd, are offering Grade 11 in 2016 and Grade
School 12 in 2017. These public schools utilize new classrooms and facilities constructed under the
2014, 2015 and 2016 budgets of DepEd or other fund sources, or use available facilities for
Senior High School.
In addition, 4,729 private high schools, private and public universities and colleges, technical-
vocational schools, and Philippine schools overseas are offering Grade 11 in 2016 and Grade 12
in 2017. An additional 101 schools will be offering Grade 11 in 2017 and Grade 12 in 2018. In
total, there are 4,830 private high schools, private and public universities and colleges,
technical-vocational schools, and Philippine schools overseas approved to offer the Senior High
School Program
