JUVENILE WORK PERMIT

The main objective of the youth employment is to provide an income support of the
youth, to give them work experience thus increasing the human capital of the nation,
and also to keep the youth from getting into trouble by keeping them socially invested.
This was investigated by analysing the SYEP program in the year 2005-2008 by the
NYC government (Gelber, A., Isen, A. and Kessler, J.B. (2016). The new law demonstrates
how much importance the UAE government and authorities place on the development
of UAE employment laws and marks another significant step forward for labour and HR
regulations in the UAE.

 JUVENILE LABOR FORCE PARTICIPATION

With the participation of the young adults in the societies job market and firms we
can now expect an expansion in the employment sector and an increase in
production. It is now easier for the employer to recruit more part-time employees
since the cost for the employer will be reduced for the students compared to others.
The work permit allows the young adults to do the menial tasks, freeing up the adults
to focus on other tasks. As an increased number of workers would be available for
hire, the new rules would be beneficial to employers since they would be able to hire
workers without incurring the full cost of a visa.

 SKILLED WORKERS
The juvenile work permit avails the young adult to come into the working field and
have first-hand experience of handling real life jobs, which will help them in their
future careers. This course enables students to become familiar with the
challenges they will face in the workplace in the real world. Recruiters feel
hesitant in hiring freshers and this has put the youth at a disadvantage as they do
not have much prior work experience, but this opportunity helps them in getting a
head start. Formal apprenticeship schemes, combined to a varying extent with
part-time schooling, have had a positive impact on employment for young men
and on earnings for young women (G. Betcherman, M. Godfrey, S. Puerto, S.F.
Rother, F.A.)

ECONOMIC ANALYSIS OF JUVENILE WORK PERMIT

Success and advancement in the economic sphere are essential for economic
empowerment. Additionally, it includes the power to make and act on economic
decisions. Letting young people work helps them in building the skills and resources
that one needs to compete in the market. Plan International in Indonesia has
implemented a youth economic empowerment programme in Rembang district
which has benefitted 1,235 young people. Training is available for young people
aged 18 to 24 regardless of their background. In addition to technical, vocational,
and educational training, the programme also implements micro-enterprise
development training to help young people start their own businesses. To date, 70
people have started their own businesses because of the programme (plan
international). The above case study is done in Indonesia where the authorities had
taken up the challenge of empowering and enlightening the youngsters of the
country and we see the change that it has caused in the life of the teenagers by
entitling them to the opportunity as they now have their own aspirations. Some of the
factors of this analysis is given below:

 MICROECONOMIC ANALYSIS
Many young people have no or little experience on the labor market, and often lack
relevant skills. Employing young workers entails higher investment costs and lower
termination costs for businesses (Dr M.Thomas, Social Policy and Penny
Vandenbroek, Statistics and Mapping). Thus introducing juvenile work permit will
deal with the two issues that are affecting the labor market.

 MACROECONOMIC ANALYSIS
A countries growth is always based upon the productivity of its youth, thus by giving them
the chance to prove themselves of their capabilities by juvenile work permit increases the
chances to enhance the economic growth of the country too. COVID-19’s impact on
access to education and employment is setting an entire generation up for a
potentially devastating employment trajectory. Being unemployed at a young age
can have long-lasting, negative effects in terms of career paths and future earnings
(Mercy crops).

 YOUTH CONTRIBUTION TO GROSS NATIONAL INCOME


 Human capital is fundamental in enabling a person to find opportunities to be productive,
increase earnings and achieve income security (Filmer and Fox 2014)

IMPACT ON U.A.E ECONOMY AND JOB MARKET

 GROWTH IN ECONOMY
By granting juvenile work permits we see a growth in the labor force which helps
in the expansion of UAE’s economy. The youth has an excess income of their
own which they can use to increase in purchase and thus spend in their
communities.

 CHANCES OF MORE EXPATRIATES.


This development has provided a pathway for more parents to bring their kids
to the UAE as their kids will be eligible to gain the experience of working in
the country, thus increasing the interest of expatriates' to relocate there.
