II. RATIONALE:
This activity is part of the project development stage as indicated in the current operational
guidelines of the CBRC AF NCDDP.
The new modality still adopts the Community-Driven Development (CDD) approach as a strategy to
achieve the goals of KALAHI-CIDSS NCDDP which is to empower local communities to address development
challenges. Part of this empowerment process is the building of local capacities in designing, planning and
analysis of their proposed development projects to be implemented.
After the conduct of the Barangay Disaster Risk Reduction and Management Council (BDRRMC)
meeting cum COVID-19 Needs Analysis and Assessment to produce the Community-Based Response for
COVID 19 (CBRC), the community volunteers will undergo capacity building activity called Municipal Level De-
sign Planning and Analysis Workshop (MDPAW). MDPAW as a learning activity, will involve hands-on capa -
bility building process, where community volunteers discuss, analyze various social, technical and are pro -
vided technical assistance inputs on the four key areas of the project development cycle namely the project
identification & selection; project development; project implementation & management; and project sustain -
ability.

The MDPAW is also an activity in where Project Preparation Teams (PPT) as Community Volunteers
selected by each barangays during the BDRRMC meetings are taught with the key processes and tools, to
identify, select and design appropriate solutions to address problems. Members of the ACT, MCT and the
MIAC provide valuable technical assistance inputs to community volunteers that will aid them in drafting
community proposals for sub-project funding of Kalahi-CIDSS. The lessons and tools learned by the
community volunteers during the MDPAW can also help them in developing proposals for other projects that
can be proposed to other funding groups.
The actual project development activities will be undertaken in a series of parallel activities at the
community level. The formal workshops in the MDPAW will only serve as an orientation to the various as-
pects in development planning while most of the activities are done at the community or barangay level.
III. OBJECTIVES
After the conduct of the said activity, the participants could have been able to:
1. Form project development committees that will assist the Project Preparation Teams (PPTs) in
undertaking activities related to the preparation of community project proposals.
2. Create a Barangay DPA Plan, Barangay Resolution forming the BSPMC, Barangay Resolution requesting
for the Technical Assistance Fund (TAF) and opening of the TAF bank account.
3. Orient local volunteers on the critical areas of the Kalahi-CIDSS NCDDP Project Development cycle vis-à-
vis with the CBRC AF NCDDP modality;
4. Provide local volunteers with the basic knowledge of the key points that need to be considered in the
preparation, design, and development of community projects, and the packaging of community project
proposals;
5. Create a venue for creative dialogue between community volunteers and local technical assistance
providers, in particular local government unit MIAC members, on the design of development interven-
tions.
6. Draft a community project proposal of their proposed community project, highlighting major areas for
further development; and
7. Draft a two-month action plan for project development activities to be undertaken by the barangay.

b. Participants
The activity will be participated by the community volunteers, municipal officials, MIAC members,
CSOs representatives, ACT and MCT members, and RPMO staff.

C. Activity Management
Venue is arranged and is big enough to accommodate the minimum and the approved number of
participants for the conduct of mass gathering as recommended the local IATF. Contactless alcohol and
thermal scanner are positioned at the entrance of the venue. Participants will be reminded from time to time
on the health protocol through announcements by the facilitators over microphone. The Barangay Health and
Emergency Response Team (BHERT) will be task to monitor the conduct of the activity to ensure that
Department of Health (DOH) protocols is strictly observe during the conduct of activity.
Chairs will be arranged following the 1 meter social distance from the next participants. At least two
(2) Microphones will be provided with standby disinfection kit. No group works/SLE will be used as
method of learning but only with the use of audio visual presentation. Co-facilitator will ensure that sharing
of ideas between the facilitators and the audience during the actual meeting is still possible and captured
during discussion.
The participants are expected to arrive at the venue between 8:00 – 8:30 in the morning for
registration. Aside from the attendance, a logbook will be provided for the Secretariat to write the
participants information. The participant will have to present any valid ID bearing all the information needed
especially the address and the contact number for contact tracing purposes.

Participants are also instructed to bring their own ballpen for the attendance during registration, only
the assigned Secretariat will write details in the logbook. Mask and own alcohol will be check and mandatory
wearing of mask even inside the venue will be imposed. Social distancing protocol must be observed at all
times.
Packed foods will be provided during lunchtime. Participants are requested to minimize talking while
eating and refrain from moving from one place to another after eating.
From time to time, a reminder on practicing social distancing will be announced by MCT focal
for Health protocols to remind the participants on the health protocol that must be strictly observed

VI. RECOMMENDATION
As with the above stated rationale and activity details, the proponent therefore finds the realization
of the proposed activity very important specifically in the social preparation stage of the CEAC in the
implementation of the KC Project. It is therefore recommended that this proposal be approved along with its
budgetary requirements amounting to Seventeen Thousand five Hundred Pesos only (Php17, 500.00).
