II. RATIONALE:
The National Community Driven Development Program (NCDDP) Additional Financing (AF) will scale
up the Disaster Response Operations Modality (DROM) developed under the parent project (KALAHI-CIDSS-
NCDDP) in order to respond to the impact of the COVID-19 pandemic and other major disasters and to
pursue the institutionalization of Community Driven Development (CDD) principles and systems in the
harmonized barangay local development planning.
NCDDP AF will work in partnership with the Department of Interior and Local Government (DILG) to
assist in preparing the Local Government Unit (LGU) within its coverage for the expanded responsibilities as
a result of the Mandanas ruling and the full devolution of basic services by way of strengthening local
response to COVID 19 and other natural hazards. DSWD will facilitate citizens’ participation in the barangay
development planning process in order to ensure continuity, quality, and inclusive provision of services and
disaster response.

Upon identification of COVID-19 emergency response sub-projects for NCDDP-AF support, Project
implementation proceeds to the 2nd stage, covering design, proposal preparation and implementation of
priority sub-projects that will be provided with NCDDP-AF support. In this stage, the barangays will be
capacitated to design and develop emergency-response sub-project ideas into full-blown sub-project
proposals with detailed technical, financial and implementation management specifications consistent with
NCDDP standards and best practice The Phase 1 project development will serve as a pilot demonstration
phase towards the second (2nd) and third (3rd) round of sub-project preparation and implementation
using Project funds and GOP funds and procedures, respectively.
Design Planning and Analysis or commonly known as Project Development Workshop (PDW) has
been one of the capacity building activities in KALAHI-CIDSS Program that involves a hands-on capability
building process, where community volunteers discuss and are provided technical assistance inputs on the
four key areas of the project development cycle namely the project identification & selection; project
development; project implementation & management; and project sustainability.
As a program adopting a Community-Driven Development (CDD) strategy, one of its goals is to
empower local communities to participate in addressing development challenges. Hence, communities
through their volunteers are being capacitated to collectively identify and agree on the kind development
interventions, participate in the design and its finalization, facilitate and prepare the documentary
requirements and to work together in the implementation and maintenance of the prioritized and funded
interventions.
Specifically, the proposed Design, Planning and Analysis activity will create an enabling
environment for community volunteers to learn to decide on the appropriateness and technical feasibility
of their chosen development interventions based on available financial resources and local technical
capacities.
The Design Planning and Analysis activity cannot be completed on 2-day activity, rather, it is a start
to a series of parallel activities both at the municipal and barangay level. The 2-day Municipal DPA will only
serve as an orientation and a brief technical assistance provisions to the various aspects of the project
development planning process and documentary requirements for the release of grant fund. Most of the
activities will be done and the documents will be finalized at the community or barangay level.

III. OBJECTIVES
General Objectives:
1. To orient project stakeholders particularly the community volunteers of the KALAHI-CIDSS NCDDP
Participatory Project Development Processes;
2. To create a venue for creative dialogue and provision of technical assistance between community
volunteers and MDC/MDRRMC/MIATF/MIAC members along project development;
3. To equip project stakeholders particularly the community volunteers with the necessary knowledge
& skills in the preparation & completion of the documentary requirements (social, technical and
financial) for the release of grant fund intended for their community sub-projects;
Specific Objectives:
All throughout the preparation process of the sub-project proposals for NCDDP-AF grant
support, the BDC-appointed BDC-TWGs are:
(i) Trained on the sub-project proposal preparation requirements, standards, and processes;
(ii) Conduct safeguards screening and process/prepare required safeguards documents;
(iii) Conduct technical assessments (e.g. site visits for infrastructure sub-projects, feasibility study
for livelihood and local economic development support subprojects, etc.);

(iv) Prepare sub-project design documents (i.e., technical drawings for infrastructure SPs, business
plans for livelihood and LED support SPs, etc.) & full sub-project proposals consistent with &
informed by the results of the RDANA & PSA, & the Barangay Profile and;
(v) Prepare required supporting documents including procurement plans, costs estimates, program
of works, financial plans and budgets, implementation work plans, operation and maintenance
(O&M) plans, sustainability plans, and other documents as appropriate, using prescribed
formats and templates, and;
(vi) Prepare documents to facilitate opening of bank account to receive block grants.

IV. DESCRIPTION OF ACTIVITY


A. Content and Process
This will be a one (1) day activity where-in the Area Coordinating Teams (ACTs), the Municipal
Coordinating Teams (MCTs) together with the Municipal Inter-Agency Committee will be extending
technical support/ inputs to the PPTs in project proposal development. Moreover, the RPMO consultants
will extend technical assistance as well to facilitate quality output in the long run.
Considering that the municipality was still in the declaration of General Community Quarantine
(GCQ), the Local Inter-Agency Task Force (LIATF) will be consulted on the required protocols to be
followed. The Training Management Team from A/MCT will ensure that basic health and safety protocols
will be observed in the entire duration of the training.

B. PARTICIPANTS
The Project Development Workshop will be attended by project stakeholders and community
volunteers who have vital roles during the Development, Planning and Analysis period particularly in the
pre-engineering activities and preparations of documentary requirements for the Request of Fund Release
(RFR). Specifically, the participants for the workshop are the following:
a) BDC-TWG known as BSPMC Chairpersons of 12 barangays
b) Barangay Chairman of 12 barangays
c) Selected members of MIAC and MDRRMC
d) Facilitators from Municipal Coordinating Team (MCT) and Area Coordinating Team (ACT)

C. ACTIVITY MANAGEMENT
Proposed venue of this activity is at the Municipal Evacuation Center. The venue can accommodate
the approved number of participants in this activity and allows air movements to ensure that there is no
possible COVID-19 case due to air-borne transmission. Alcohol/sanitizers and thermal scanner are
positioned at the entrance of the venue. Aside from attendance sheets, participants will also write down
their necessary information like address and contact numbers in the LGU logbook for contact tracing
purposes. The MCT and LGU personnel assigned as lookout in mass gatherings will be task to monitor the
conduct of the activity to ensure that DOH and local IATF protocol is strictly observe during the entire
activity.
Chairs will be arranged following the 1 meter distance from the next participants to observe DOH
protocol on social distancing. No group works/SLE will be used as method of learning but only with the use
of audio visual presentation. Co-facilitator will ensure that sharing of ideas between the facilitators and the
audience during the activity is still possible and captured during discussion.
The participants are expected to arrive at the venue between 8:30 – 9:00 in the morning for
registration. Mandatory wearing of mask inside the venue and social distancing protocol must be observed
at all times. Foods during lunch and snacks will be served in packs and talking while eating is strictly
prohibited.

V. BUDGETARY REQUIREMENTS
This is a one (1) day activity with proposed one (1) meal and two (2) snacks provisions for the
participants. Details of the proposed food budget with inclusion of venue and logistics is presented below:

VI. RECOMMENDATION
The social, technical and financial inputs that will be given to the participants (project stakeholders
& community volunteers) are vital elements in the participatory project development process. It will
facilitate the fast and timely completion of the documentary requirements of the sub-projects for the
release of grant fund which will finance vital priority development interventions in the barangays. Given
the importance of the activity, the undersigned hereby recommends the amount intended for this activity
be approved amounting to Eleven Thousand Nine Hundred Pesos (Php11,900.00).
