CREATION OF ORGANIZATIONAL TEAMS FOR THE ROLLOUT,

IMPLEMENTATION, AND MAINTENANCE OF THE LAND USE AND ZONING
INFORMATION SYSTEM (LUZIS)

The Land Use and Zoning Information System (LUZIS) is a geo-IT system which shall
enable the Department to store, display, archive, and monitor geospatial data on land
use and urban development. The establishment of the system is in compliance to the
agency's mandate to develop and maintain a geographic information system for
management and monitoring of land use, zoning, and urban development which shall
include data on inventory of lands, Comprehensive Land Use Plans and other local
plans, inventory of housing stocks, and information on land use changes and
agricultural reclassification.

To establish and implement the system, organizational teams composed of

representatives from the DHSUD Central and Regional Offices are hereby
constituted, as follows:

A.MANAGEMENT TEAM

The Management Team shall provide direction in the development and

implementation of LUZIS including the conduct of following tasks:

1. Oversight function of LUZIS-related activities to ensure timely implementation.

2. Recommend to the Secretary the approval of plans, projects, and activities,
including budget proposals, Terms of References, and project strategies for
the development, maintenance, and implementation of LUZIS.

The Secretariat shall carry out substantive and administrative work that will support
LUZIS Management Team and organizational teams' activities, including:

1. Coordination with LUZIS focals, partners, consultants, and other institutions

on the conduct of related activities.
2. Preparation of required documents/issuances for related activities, including
project proposals, Terms of References, and memoranda.
3. Cascading of relevant information and updates to LUZIS organizational teams.
4. Ensuring full project completion and turnover of trainings, documentations, and
after sales support or warranties, among others.

The Management Tearn and Secretariat shall be composed of the following

B. REGIONAL FOCAL PERSONS

The Regional Focal Persons shall be the primary users and data managers, and shall
lead the system operations in their respective Regional Offices. They shall perform
the following tasks:

1. Attendance to meetings, trainings, and consultation workshops on the

development and implementation of the system.
2. Provision of inputs/feedback for the improvement of the system and its
supporting materials and documents.
3. Implementation and integration of LUZIS in the day-to-day operations of their
respective offices.
4. Collection, digitization and uploading of the datasets in the system. (see Annex
2 on the list of LUZJS datasets)
5. Representation as resource person during trainings and pilot testing to
Regional Offices' divisions, LGUs, and other institutions.

C. SYSTEMS ADMINISTRATIVE AND TECHNICAL OPERATIONS SUPPORT

TEAMS

Support teams shall be organized to serve as the systems administrative and

technical bodies which shall assist in the operationalization of LUZIS components.
The teams shall be composed of IT personnel and advanced LUZIS users from the
Central and Regional Offices.

The team shall be in-charge of ensuring that LUZIS System Components (Web
Server, Mobile, Desktop) are operational, well-maintained, and secured. The team
will be composed of representatives from ELUPDB/ELUPDD and KMISS and shall
conduct the following tasks:

ELUPDB/ELUPDD
1. Installation and configuration of hardware and software for LUZIS Desktop and
Mobile, and troubleshoot Level 1 technical issues raised by Technical
Operations team.
2. Monitoring of Azure cloud services usage.
3. Escalation of higher-level system support concerns to the project owner and/or
the development team.
4. Provision of internal support to Management Team and introduction of
upgrades to the system, as needed.

KMISS
5. Monitoring and troubleshooting of DHSUD's network services to ensure
accessibility to the LUZIS apps.

 6. Provision of assistance in the crafting of technical specifications for required
work station/equipment to ensure compatibility on LUZIS apps.
7. Review of users' access and management policies to ensure that security
standards and guidelines are established and strictly followed, including the
development and implementation of standards on data quality assurance.

The Technical Operations Support Team shall be in-charge of maintaining LUZIS'

internal technical infrastructure and providing support to Regional Offices in the
utilization of LUZIS, including:

1. Addressing DHSUD Central and Regional users' queries and directing them
through a series of strategies to assist them in resolving any issues.
2. First Stage valuation of data and logs for underlying patterns and potential
problems.
3. Installation of software for LUZIS Desktop and Mobile, and initial
troubleshooting on technical difficulties raised by the DHSUD and regional
users.
4. Management of documentation, including transmitting unaddressed technical
issues to the System Administrative Support Team for resolution, or
coordinating with partners, consultants, and other institutions.
5. Monitoring of data and information uploaded in the system.
