ANNOUNCEMENT
SUPPORTING STAFF RECRUITMENT FOR NATIONAL PROGRAMME MANAGEMENT
UNIT (NPMU) FOREST PROGRAMME IV – MAMASA/SULAWESI

Forestry Program (FP) IV has been established under the auspices of the bilateral
cooperation between the Federal Republic of Germany and the Republic of Indonesia. It is
a forestry-based program within a framework of Germany’s financing support through KfW,
the German state-owned development bank. This program is complementary to the KfW
supported Bakaru II hydropower program executed by PT Perusahaan Listrik Negara (PLN)
or state electricity enterprise aiming to promote renewable and sustainable energy
resources. Specifically, the FP IV grant will provide financial support to improve Mamasa
Watershed management leading to a reduction in soil erosion and sedimentation that is
burdening the reservoir and installations of the current and planned Bakaru and Poko
hydropower plant. The massive inappropriate agricultural practices in the upper watershed
are indicated as the major sources of soil erosion in the Mamasa Watershed. This problem
significantly affects the quantity and quality of the water flows which in turn has impacted
the Bakaru hydropower operation and the lifetime of the reservoir. To deal with the problem,
the FP IV will implement a forest rehabilitation and biodiversity conservation program
applying a watershed management approach.
The FP IV implementation is envisaged to be seven years (2020–2027) with total funding
of EUR 23.5 million. The program will be implemented in Mamasa Watershed located in
West Sulawesi and South Sulawesi Provinces covering the areas of four Forest
Management Units (FMUs), namely, FMU East Mamasa, FMU Central Mamasa, FMU
Sawitto, and one national park, namely, Gandang Dewata National Park (TNGD). The
responsible agency of FP IV is the Ministry of Environment and Forestry (MoEF) and the
Program Executing Agency (PEA) is the Directorate General of Watershed Management
and Forest Rehabilitation through the Directorate of Forest Rehabilitation. The Program
Implementing Units (PIUs) are BPDASHL Jeneberang Saddang in Makassar-South
Sulawesi, BPDASHL Lariang Mamasa in Mamuju-West Sulawesi, and BBKSDA of South
Sulawesi in Makassar. To manage the program, the PEA is supported by the National
Program Management Unit (NPMU) established in Jakarta under the Directorate of Forest
Rehabilitation. Meanwhile, to undertake the wide range of activities, the PEA, PIUs, NPMU
will be assisted by an implementation consultant team based in Mamuju.
The NPMU Coordinator leads the organisation assisted by at least (1) one Financial
Administration Specialist; (2) one Technical Assistant; and (3) one Provincial Coordinator.
In order to optimized the NPMU organization, it is a need to recruit one supporting staff. The
role of the Supporting Staff “Management and Information System - Reporting Staff” is to
design and maintain both internal and/or external databases with Technical Staffs and
Finance Staffs in NPMU, PEA and PIUs to establish efficient information and systems that
strengthen collection and use of project information for decision-making. This Supporting
Staff is a national officer with a full-time job based in Jakarta and will report his/her output
to the Coordinator of NPMU of Forest Programme IV.

Supporting Staff Assignment:


1) Programming of the components of the web and mobile information capture and analysis
systems
2) Assist the NPMU coordinator in development and optimization of information, monitoring
and evaluation systems from front end and back end, with user friendly interface and search
possibilities; This includes analyse, model and interpret data in the process.
3) Recommend software solutions using best practices for data extraction and report
generation, including visualisation is required, such as tableau, R, python, SQL, etc.
4) Use of GIS (geographic information systems) software for project monitoring and supporting
policy initiatives.
5) Management of existing servers and architecture in Google Cloud.
6) Monitor the progress of the project and support in the documentation of the developed
technical and finance database from PIUs.
7) Develop, implement and manage Forest Programme IV social media strategy, including
manage and oversee social media content
8) Technical support of mobile applications developed in Android, if applicable.
9) Work as a team with other activity area teams, including the Administrative and Finance
Specialist, Technical Forestry Staff, Technical staffs, and Finance Staffs at provincial level,
as needed, for day to day work.
10) Assisting and supporting meeting materials, presentations and hosting online meetings.
11) Reporting to NPMU coordinator and PEA (if needed).

Term of Assignment:
1) The Supporting Staff is expected to start working in November 2022 until the end of Forest
Programme IV in 2026 .
2) S/he will be based in the NPMU office in Jakarta, with and able to travel to project locations
(Makassar and Mamuju, and other locations if assigned).
3) S/he will be employed based on an annual contract and subject to annual renewal
depending upon the need of PEA; Be based on the performance evaluation by PEA assisted
by The Implementation Consultant.
4) s/he will be working under supervision of NPMU coordinator and work together as a team
with Administrative and Finance Specialist and Technical Forestry Staff.

Job Recruitment:
Required academic, skill, and attitude qualifications:
1) Must have a Bachelor’s Degree in Computing Engineering, Computing Systems,
Informatics, Mathematics, Statistics, or related with. (GPA minimum 3.00 on a 4.0 scale)
2) Has at least 2 years of experience in a similar position, yet Fresh graduates are welcome to
apply.
3) Able to operate Microsoft Excel (basic and macro), Tableau, Java, .Net, SQL Server/Oracle,
R, and/or Phyton.
4) Able to operate such video conferencing platforms as Zoom, google meet, Webec, microsoft
team, and/or others.
5) Able to operate social media platforms as Facebook, instagram, tik tok, etc.
6) Able to analyse, model and interpret data, using Visualisations is required (using Tableau
will be an advantage).
7) Develop, implement and manage Forest Programme IV social media strategy, including
manage and oversee social media content
8) Experience in the development of web gis, dashboard, and web based monitoring-
evaluation of forestry projects preferably forest rehabilitation and forest conservation
projects supported by recommendation letters from previous employers (as an advantage).
9) Having experience in foreign assisted projects will be an advantage.
10) Level of Bahasa and English, good written/oral communication.
11) Knowledge of methodologies and techniques for software development.
12) Able to work on a team.
13) Willing to be based in the National Project Management Unit (NPMU) office in Jakarta and
able to travel to project locations (Makassar and Mamuju, and other locations if assigned).
