1) Holding area for violators. - a) Every Barangay shall utilize a
portion of the barangay hall as a holding area for violators;
2) Processing of violators. - All minors apprehended for
violation of this ordinance shall be brought to the holding area in the barangay hall of the barangay where he/she is caught, and shall immediately be processed by recording the violators full name, age, date of birth, place of birth, place of present residence; name of parents or gruardians; time of arrest; crime committed other than violation of this ordinance;
3) Processing Officer. - Every barangay shall designated two
(2) processing personnel who shall work in shifts: a) the 1st shift shall be from 10:00 o'clock in the evening to 1:00 o'clock in the morning; and the b) 2 nd shift shall be from 1:00 o'clock in the morning to 4:00 o'clock of the same morning.
4) Processing form. - Every barangay shall provide a
processing form that shall conform to the template herewith appended and shall be known as "Barangay Apprehension File".
Every accomplished "Barangay Apprehension File" shall
be signed by the violator and by the processing officer. A mug shot shall be taken of the violator via a mobile phone camera, and a hard copy of the photograph shall be printed and appended to the violator's "Barangay Appehension File". The barangay shall provide in their annual budget funds for the procurement of materials for the printing of "Barangay Apprehension Form", and for the purchase of reliable brand of mobile phone with at least fifty (100) gigabytes of memory or for its replacement in the event its irreparable destruction.
The Chairman of Committee on Pease and Order of the
Sangguniang Barangay shall be responsible for the safekeeping and maintenance of the file for the "Barangay Apprehension Form". For this purpose, the two (2) processing officers shall be directly responsible to the the Chairman of the Committee on Pease and Order of the Sanggunian Barangay, and the latter directly responsible to the Punong Barangay.

offense or not penalized if committed by an adult shall not be considered an offense and shall not be punished if committed by a child.
So, in ordinance prohibiting sale of alcoholic beverages to
minors, only the seller who not a minor, or the owner who is not a minor may be penalized!!!
