SUBJECT : IMPLEMENTING GUIDELINES ON THE BARANGAY


ECOLOGICAL SOLID WASTE MANAGEMENT COMMITTEE
(BESWMC) FUNCTIONALITY AUDIT

1.0 Background

1.1 The implementation of Solid Waste Management has been a challenge


for the National Government over the years. It is a universal issue
worldwide that concerns every individual that, if neglected, will contribute
to the continuous degradation of the environment, pose a serious threat
to human health, and hinder the country's economic growth. Hence, a
collective effort from the national government, local government units,
businesses, private sectors, and the community is vital to address this
concern.

1.2 Republic Act No. 7160 or the Local Government Code of 1991, the
barangays are mandated to provide basic services and facilities related
to health, general hygiene and sanitation, beautification, and solid waste
collection.

1.3 Likewise, Section 389 (b) (9) of the same code provides that, for efficient,
effective, and economic governance, the purpose of which is the general
welfare of the Barangay and its inhabitants under Sec. 16 of the LG
Code of 1991, the Punong Barangay shall enforce laws and regulations
relating to pollution control and protection of the environment.

1.4 Further, Section 6, Rule VI of the Implementing Rules and Regulations


(IRR) of R.A. 9003 or the Ecological Solid Waste Management Act of
2000 provides the creation of a Barangay Solid Waste Management
Committee (BSWMC).

1.5 To implement the said provisions, the Department issued numerous
environmental-related issuances to create BESWMCs in every barangay
and remind them of their roles and responsibilities, particularly in
protecting the environment and maintaining its cleanliness.

1.6 In the midst of the COVID-19 Pandemic, the generation of waste


materials from households and establishments drastically increased as
the movement of people was restricted during quarantines. Also,
patrolling and conduct of monitoring activities for the environment and
habitat protection were limited.

1.7 Hence, the Department, through the National Barangay Operations


Office (NBOO), develops a monitoring mechanism to assess the
performance of the barangays on their roles, responsibilities, and efforts
in protecting the environment and maintaining its cleanliness. This
assessment would help identify policy gaps that will eventually be used
in policy formulation and identification of appropriate interventions for
the barangays.

2.0 Scope/Coverage

All City and Municipal Mayors, Punong Barangays, DILG Regional Directors,
and Field Officers, Minister of the Interior of Local Government-BARMM, and
others concerned

3.0 Policy Content and Guidelines

3.1. Organization and Composition of BESWMC

The Punong Barangay shall issue an Executive Order organizing


BESWMC within 100 days upon assumption of office. The said
committee shall be composed of the following:

One (1) Parents and Teachers Association
president or representative;
One (1) Religious organization representative;

President of Market Vendors Association, One
(1) representative from junkshop owners’
association.

3.2. Functions

3.2.1. Formulate a community solid waste management program


consistent with the city/municipality.

3.2.2. Be responsible for the segregation and collection, of solid waste,


specifically for biodegradable, compostable, and reusable
wastes.
3.2.3. Establish within the barangay or cluster of barangays a Material
Recovery Facility (MRF), a redemption or eco-centers in a
barangay-owned or lease land or any suitable open space to be
determined by the Sangguniang Barangay.
3.2.4. Allocate barangay funds for the barangay ecological solid waste
management program, approved by the Sangguniang Barangay.
3.2.5. Organize Core/Street Coordinators to assist the BESWMC in
implementing their programs and activities.
3.2.6. Conduct training for barangay residents on segregation,
composting, recycling, and livelihood opportunities from the use
of recyclable waste and monitor their implementation.
3.2.7. Integrate the Ecological Solid Waste Management Program in
the Barangay Development Plan (BDP) and/or Annual
Investment Program (AIP).
3.2.8. Find alternative sources of funds other than the regular
barangay budget.
3.2.9. Submit a monthly report to the C/M ESWMC on the progress of
the program, copy furnished the city/municipal DILG office
3.2.10. Implement policies and plans on the following:

3.2.10.1. Education

3.2.10.1.1. Develop and disseminate IEC materials on


solid waste management to every
household, business establishment, and
other institution in the barangay.
3.2.10.1.2. Conduct community training and seminars
on ecological solid waste segregation,
composting, reduction of waste for disposal,
and recycling.
3.2.10.1.3. Issuance of community policies that will
patronize ecologically friendly products and
packaging.

3.2.10.2. Engineering

3.2.10.2.1. Provision of support mechanisms for


segregated collection.
3.2.10.2.2. Setting up redemption or eco-centers
(MRFs) within the barangay for
non-biodegradable or recyclable materials
before selling in bulk to junk shops.

3.2.10.3. Enforcement

3.2.10.3.1. Enact barangay ordinances on the


establishment of awards systems and other

incentives and sanctions in the barangay,


and other rules and regulations to
implement the program.

3.2.10.4. Entrepreneurial

3.2.10.4.1. Establish a system of buying and selling of


recyclable wastes including compost.
3.2.10.4.2. Promote livelihood activities from waste
materials.
3.2.10.4.3. Networking with the private/business
establishments within the barangay.
3.2.10.4.4. Microfinancing for livelihood projects from
waste.

3.2.11. A barangay ESWM Secretariat (from the community/or


Barangay Development Councils) shall be formed to assist the
Committee in the performance of its functions. It shall provide
technical and administrative support to the Committee whenever
necessary.

3.3. Functionality Indicators

The BESWMC shall be assessed on their performance based on the


following areas:

3.5. Monitoring of BESWMC Functionality

3.5.1. The conduct of the functionality of BESWMC shall assess by the


BESWMC Assessment Team (BAT) which is composed of the
following members of the City/Municipal Solid Waste
Management Board (C/MSWMB) and the additional members
for the assessment purposes:

Chairperson : City/Municipal Mayor

Members :
One (1) representative of the Sangguniang
Panlungsod and Sangguniang Bayan,
preferably the chairperson of either the
Committees on Environment or Health, who
will be designated by the presiding officer;

President of the Liga ng mga Barangay in the
municipality or city;

Chairperson of the Sangguniang Kabataan


Federation;

A representative from NGOs whose principal


purpose is to promote recycling and the
protection of air and water quality;

A representative from the recycling industry; if


available

A representative from the manufacturing or


packaging industry, if available; and

A representative of each concerned


government agency possessing relevant
technical and marketing expertise as may be
determined by the Board.

Additional members for assessment purposes:

City/Municipal Local Government Operations


Officer/DILG City Director.

President, LnB City/Municipal Chapter.

City/Municipal Environmental and Natural


Resources Officer if any.

3.5.2. Functions of BESWMC Assessment Team:

3.5.2.1. Consolidate the barangay self-assessment form


(BESWMC Form 1) in their respective jurisdiction;
3.5.2.2. Review and assess the functionality of the BESWMC
based on the submitted barangay self-assessment,
means of verifications (MOVs), and other related
documents;
3.5.2.3. Ensure that the barangays completely accomplished
the BESWMC Monitoring Form 1 and submitted the
required MOVs. Lacking MOV for a specific indicator
is considered non-compliance, hence the 0-point
score;
3.5.2.4. Conduct validation activities whenever necessary;
3.5.2.5. Submit the consolidated monitoring report and
assessment results to their respective DILG Field
Offices; and
3.5.2.6. Ensure strict observance of minimum health
protocols during the conduct of the assessment.

3.5.3. Timeline of BESWMC Functionality Assessment and Submission
of Report

3.5.3.1. The conduct of BESWMC Functionality Assessment


shall be conducted annually based on the following
schedules:

3.5.3.2. The DILG Regional Office shall prescribe the


schedule of submission of provincial and
city/municipal assessment results.

3.5.3.3. A duly signed regional summary report shall be


submitted to the DILG Central Office, through the
National Barangay Operations Office, on or before
the deadlines of submission as indicated in item no.
3.5.3.1.

3.5.3.4. Likewise, the results of the BESWMC Functionality


Assessment shall be encoded through a shared
Google Drive on or before June 30 of every year.
The data encoded are expected to be reviewed and
final.

3.6. Guidelines in the Formulation of the BESWM Program

3.6.1. Every barangay shall formulate a 3-year term-based BESWM


Program consistent with the city/municipality.

3.6.2. The Punong Barangay shall convene the Barangay Ecological


Solid Waste Management Committee (BESWMC) and shall
formulate their BESWM Program1.

3.6.3. To ensure that all barangays are compliant with the formulation
of the BESWM Program, all barangays without the 2022
BESWM Program are hereby directed to formulate the said
program within 60 days upon the approval of this MC.

3.6.4. The BESWMC shall ensure that their identified activities address
environmental issues and concerns within the barangay and the
activities are in line with the following solid waste management
components:

3.6.4.1. Recycling
3.6.4.2. Composting
3.6.4.3. Segregation at Source
3.6.4.4. Segregated Collection
3.6.4.5. Material Recovery Facility
3.6.4.6. Information, Education and Communication (IEC)
Campaign
3.6.4.7. Training and Orientation (for barangay officials or
community).
3.6.4.8. Others

3.6.5. The BESWM Program shall be approved by the majority of the


members of the BESWMC through a resolution.

3.6.6. The BESWMC shall furnish the Barangay Development Council


(BDC) with a copy of the approved BESWM Program for
consideration and integration in the BDP and/or AIP.

3.6.7. The BESWMC shall also furnish their respective Local Solid
Waste Management Board with a copy of the approved BESWM
Program, for reference and consideration in the formulation of
the C/M Municipal Solid Waste Management Plan.

3.6.8. The approved BESWM Program may be subjected for review,


update, and/or adjustment by the barangay officials concerned
every year thereafter.

3.6.9. The BESWMC shall ensure that the BESWM Program covers
the performance year on the conduct of functionality
assessment.

For barangays with the existing BESWM Program, the BESWMC shall
ensure that their programs shall be made consistent with the minimum
required projects and activities under Item 3.6.4 of this Circular.

3.7. Organization of Core/Street Coordinators through an E.O. or


Sangguniang Barangay Resolution

Core/Street coordinators refer to the individuals responsible for


assisting the BESWMCs in implementing environmental operations at
the barangay level. The barangay shall determine the number of
Core/Street Coordinators in its area of jurisdiction depending on the
demographic of its barangay. They can assign per block, street,
subdivision, village, etc. Hence, Core/Street Coordinators can be
Sitio/Purok leaders, Home Owners Association officials, NGOs, and
others. Their duties and responsibilities shall be the following:

a. Act as the coordinator in the community for the conduct of any


environmental-related activities;
b. Report any environmental-related incidents to the barangay;
c. Assists the BESWMC in monitoring the compliance of the
households on existing environmental ordinances such as

segregation at source, prohibition of waste disposal, prohibition of
open burning, etc.
d. Recommend measures and strategies to the BESWMC for the
improvement of the implementation of environmental-related PPAs
in the community; and
e. Perform other functions as required by the BESWMC.

3.8. Institutional Arrangements

3.8.1. Punong Barangay

3.8.1.1. Accomplish the BESWMC Self-Assessment Form


and submit the same to BESWMC Assessment
Team together with the prescribed MOVs and
other related documents.

3.8.2. City/Municipal Mayors

3.8.2.1. Create a BESWMC Assessment Team in


accordance with item no. 3.5.1.
3.8.2.2. Provide assistance to BESWMC in the
implementation of their program and activities.
3.8.2.3. Provide assistance to the BESWMC Assessment
Team in their operations.

3.8.3. DILG NBOO

3.8.3.1. Formulate policies and develop technical guide


notes for the conduct of the said functionality
assessment;
3.8.3.2. Create the monitoring system via Google
Spreadsheet for the conduct of the BESWMC
Functionality Assessment;
3.8.3.2. Maintain the National Masterlist of barangays with
the functional status of BESWMCs;
3.8.3.3. Conduct field validation activities whenever
necessary;
3.8.3.4. Calibrate and finalize audit results gathered from
DILG Regional Offices;
3.8.3.5. Prepare National Summary Report on the
BESWMC Functionality Assessment and submit
the same to SILG; and
3.8.3.6. Provide assistance to DILG Field Offices.

3.8.4. DILG Regional Offices

3.8.4.1. Prescribe the schedule of submission of provincial


and city/municipal assessment results;
3.8.4.2. Maintain the Regional Masterlist of Barangays with
the functionality status of BESWMC;

3.8.4.3. Prepare the Regional Summary Report (BESWMC
Monitoring Form 4) and submit the same to DILG
Central Office through NBOO;
3.8.4.4. Disseminate the monitoring system shared by
NBOO to DILG field offices within their area of
jurisdiction;
3.8.4.5. Ensure the correctness and completeness of the
data encoded in the shared Google Drive, and the
compliance of the DILG Field Officers on the
encoding of their reports;
3.6.4.6. Provide assistance to DILG Field Offices; and
3.6.4.7. Conduct validation activities whenever necessary.

3.8.5. DILG Provincial Offices

3.8.5.1. Maintain the Provincial Masterlist of Barangays


with the functionality status of BESWMC;
3.8.5.2. Prepare the Provincial Summary Report
(BESWMC Monitoring Form 3) and submit the
same to their respective DILG Regional Office;
3.8.5.3. Ensure the correctness and completeness of the
data encoded in the shared Google Drive within
the area of jurisdiction;
3.8.5.4. Provide assistance to DILG Field Offices; and
3.8.5.5. Conduct validation activities whenever necessary.

3.8.6. DILG City/Municipal Offices

3.8.6.1. Assists the BESWMC Assessment Team in


performing their functions as indicated in item no.
3.5.2.
3.8.6.2. Ensure that all barangays within the area of
jurisdiction are assessed on the conduct of the
BESWMC Functionality Assessment;
3.8.6.3. Review the data entry and assess the functionality
of BESWMC based on the BESWMC
self-assessment form;
3.8.6.4. Evaluate the MOVs per indicators as submitted by
the barangays;
3.8.6.4. Encode the results of the assessment in the
shared google drive;
3.8.6.5. Conduct validation activities whenever necessary
3.8.6.6. Prepare the City/Municipal Summary Report
(BESWMC Monitoring Form 2) and submit the
same to their respective DILG Provincial Office or
DILG Regional Office, in the case of highly
urbanized cities (HUCs) and independent
component cities (ICCs); and
3.8.6.7. Provide technical assistance to the barangays.
