INTRODUCTION OF NEW MINISTERS
QUESTION HOUR
MR. SPEAKER : Now the question hour starts. Question No. 101 Shri
Samarjeet Singh
?
MINISTER OF health -

PAPERS TO BE LAID
MR. SPEAKER : Hon’ble Minister of Steel and mines .
MINISTER OF STEEL and mines : Madam, I beg to lay on the Table a copy each
of the following Notifications (Hindi & English Versions) Under sub-section (I) of
Section 28 of the Mines and Minerals (Regulation and Development) Act, 1957:-
24
SECRETARY; Sir, I have to report the following message received from the
Secretary of the Upper Chamber of Youth Parliament:-
MR. SPEAKER : Secretary to lay on the Table a copy of the Bill as passed
by the Upper Chamber.
SECRETARY : Sir, I lay on the Table of the House, the weapons of mass
destruction and their delivery system (Prohibition of unlawful activites ) Amendment
bill, 2022 as passed by the Upper Chamber.
Speaker - now let us take up calling attention motion Mr ayushman sahu call
the attention of the minister please.
25
Mr ayushman – I beg to call the attention of the minister of health
department to the situation arising in Odisha. It is observed that at Koraput in
Orissa from last 4 to 5 years a very serious issue of dengue has been
observed in the locality due to which large number of people are dying every
year but so far no initiative has been taken by government in this regard? It
is also spreading rapidly on some parts of berhaMEMBERur, Rayagada,
Cuttack, Jaipur, khorda and neighbouring Andhra pradesh and maybe
convert into a huge epidemic in future.
SPEAKER MADAM: Now the House will take up consideration of the National
Education Policy Bill 2020.
Minister Please
Hence, I want to propose the bill for Consideration. The National Education Policy
2020 aims to provide highest quality of education for all learners regardless of social
or economic background It proposes the revision a modification of all aspects of the
education structure as the old national education policy which was launched way
back in 1986. This is the first education policy of 21 st century that will replace 34
years old education policy.
The new NEP is based on four pillars which are access, equity, quality and
accountability. through this new education policy, we will try to make India a
Global Knowledge Superpower and it will be done by making education system
more flexible, holistic and disciplinary.
27
The main clauses of this bill are:
2. Boards examination for 10th and 12th will be continued but will be redesigned will
the aim of holistic development.
3. Mathematical thinking and scientific coding and vocational education will start in
school from 6th grade which will also include internship.
MR Manoj: honorable speaker madam, I have gone through the cause laid by the
respected minister and I strongly support this bill.
According to me, with this bill we could aim to achieve 100% youth literacy rate
and development of human resources of our nation. Thankyou madam.
SMT. Seejal: honorable speaker madam, I rise to oppose this bill. I come from the
north eastern state of India, especially from the beautiful state Manipur. As all the
members here are well aware of the distant location of
Manipur from the main land India, they are not as well equipped with the modern
technology so it’s not easy for those student to study vocational and technical
courses because of the facilities and environment present there.
So as to put a major change in syllabus and courses could prove a confusing and
strange opportunity for students of Manipur. I hope that the members of the right
wings will also support me in this. And do some amendments for these students.
Thankyou madam.
28
SPEAKER – MINISTER OF EDUCATION
SHRI Mahesh: Madam, the minister is not listening. He is listening to the minister
next to him.
SMT.swayam prabha :Madam I think due to removal of board exams, student will
be more fearless and it will affect the qualitative education. Thank you.
I think the ‘Ayes’ have it, the ‘Ayes’ have it, the ‘Ayes’ have it.
Leave is granted.
29
SPEAKER MADAM: Now the house will take up private members
resolution Shri Anurag;’ to move the resolution.
SHRI ‘Anurag’: Madam I move the following Resolution-
This house recommends that the govt. should –
1) I would like to introduce the fee regulatory bill under RTE act to regulate
the fee of private schools.
2) To provide sufficient no. of seats for downtrodden classes in the private
schools.
Mrs. Speaker Madam as you know that the main function of private schools is to
maximize profit rather than maximizing social welfare. The gross enrolment ratio is
too low in recent time in respect of total youth population. There are very less no. of
students’ belong to poor community who are getting quality education in private
institutions.
I would place the following suggestions before the govt.-
a) The govt. should interfere in the determination of maximum fee in the
private institutions.
b) There is urgent need to determine the quotas for economically poor
classes in private institutions.
30
It has played vital role in iMEMBERroving the enrolment ratio as well as it helped
to iMEMBERrove the performance of slow bloomers. At the same time, it helped to
reduce the dropout rate.
In view of the efforts undertaken by the govt. to meet this problem, Madam through
you, I request Shri Anurag to withdraw his resolution.
RE : BREACH OF PRIVILEGE
31
MR. SPEAKER : Shri ‘Abhinav Joshi’, have you given notice of it earlier?
You may give due notice along with a copy of the newspaper article cutting and I
shall consider it. You cannot spring a surprise on me like this.
ADJOURNMENT MOTION
SPEAKER MADAM: Now the house is adjourned for Next parliamentary session.
32
