OBITUARY REFERENCE

Speaker = Hon'ble members as we meet today. It is my sad duty to


inform the house of the demise of our former union minister Jaswant
Singh

Former Defence minister Jaswant Singh passed away on Sunday at the
age of 82. The former Indian army officer served in Atal Bihari
Vajpayee's cabinet. He held the portfolios of defence,finance and external
affairs in the Atal Bihari Vajpayee's cabinet between 1998 and 2004.
He was one of India's longest serving parliamentarians, having been a
member of the Lok Sabha or the Rajya Sabha almost continuously
between 1980 and 2014.
PM(Manjula ben)-Ma'am I rise to pay my tributes to Shri Jaswant Singh,
whose death has been deeply pained by all of us.
He served the nation in several capacities including the charge of Raksha
Mantri,he was a very effective minister and a Parliamentarian and
Jaswant singh Ji served our nation Industriously.
First as a solider and later during his long association with politics during
Atal bihari Vajpayee govt and he also handled crucial responsibilities and
left a strong landmark in the world's of finance,defense, and external
affairs
I Manjula, as a prime minister of India Express my deep condolences on
the unfortunate demise of Shri Jaswant singh Ji, he was very true to his
nature,he fought his illness with immense courage for the last six years
and unluckily he passed away on the last sunday! And here I discharge
my speech leaving a fellow feeling towards his family and supporters in
the sad hours!!!

प्रश्न ग कोरोना जैसी महामारी से निपटने के लिए सरकार ने कौन कौन से कारगार
कदम उठाए हैं?

माननीयअध्यक्षमहोदयामैंविपक्षकोयहबतानाचाहूंगाकी 15 अगस्त 2022 तककु लसंक्रमितलोगोंकीसंख्या 44,268,381 हैऔर
52,7,069 लोगोकीमृत्युहुईहै।साथहीस्वस्थहोनेवालेलोगोकीसंख्या 43,623,804 है।

प्रश्न ग के जवाब में मैं सदन को बताना चाहूंगी की भारत में प्रति 10 लाख की आबादी पर 328 मामले सामने आए, वही प्रति
10 लाख की आबादी पर 55 मौतें हुई हैं जो कि दुनिया में समान रूप से प्रभावित देशों की तुलना में सबसे न्यूनतम में से एक है।

भारत में इस प्रकोप की बढ़ती हुई तीव्रताने समय रहते बचाव,सक्रियता,श्रेणीबद्ध,पूर्णसरकार, समाज आधारित दृष्टिकोण के लिए
आह्वान किया और संक्रमण को रोकने, जीवन को बचाने एवं महामारी के प्रभाव को कम करने के लिए एक व्यापक रणनीति बनाई ।

राष्ट्रव्यापी लॉकडाउन सरकार द्वारा लिया गया एक साहसिक निर्णय था। सरकार के इस फै सले से लगभग 14 से 29 लाख
संक्रमण के मामले और 37 से 78 हजार मौतें कम करने में सफलता मिली है। भारत में आवश्यक व्यक्तिगत सुरक्षा उपकरण
पीपीई, एन 95 मास्क और वेंटिलेटर बड़े पैमाने पर बनाए गए। उस समय अपेक्षित मानकों के पीपीई का कोई स्वदेशीविनिर्माता
नहीं था। अब हम इसका बड़े पैमाने पर निर्माण करने और साथ ही निर्यात करने में भी सक्षम है।

माननीयप्रधानमंत्री जी के नेतृत्व में सभी राज्यों और कें द्र शासित प्रदेशों के मुख्यमंत्रियों के साथ 20 से अधिक बारबैठक की गई ।
सभी वाणिज्यिक उड़ानों का निलंबन किया गया। कं टेनमेंट और बफर जोन को परिभाषित किया गया।जहां जनवरी 2020 में देश
के पास कोविडसंक्रमण की जांच हेतु मात्र एक प्रयोगशाला थी वहीं वर्तमान में 1705 प्रयोगशालाऐ हैं।
इसके अलावा कु ल 2 लाख 31 हजार 93 ऑक्सीजन सुविधा युक्त आइसोलेशनबेड और 62 हजार 717 आईसीयूबेड बनाए गए
हैं कें द्र सरकार पहले ही किसी भी आकस्मिक स्थिति का सामना करने के लिए 60,948 वेंटिलेटर खरीदचुकी है। आज देश
ऑक्सीजन की मांग और ऑक्सीजन सिलेंडर में आत्मनिर्भरहै।
मैं इस सदन को सूचित करना चाहती हूं कि सरकार ने भारत में कोविड के प्रसार को रोकने के लिए सभी आवश्यक उपाय किए हैं।

M.R. Reddy- माननीय अध्यक्ष महोदया, जै सा कि आप जानती है कि


स्वच्छ पर्यावरण हमारे जीवन का आधार है और इस स्वच्छ पर्यावरण के
लिए वनों की अत्यं त आवश्यकता है मैं आपके माध्यम से माननीय वन
एवं पर्यावरण मं तर् ी जी से पूछना चाहता हँ ू कि :-
दे श में कुल वनाच्छादित भूमि के क्षे तर् फल में पिछले वर्ष की तु लना में
कितने प्रतिशत की वृ दधि ् या ह्रास दर्ज़ की गई है

वनाच्छादन के प्रतिशत को मानक स्तर तक पहुंचाने के लिए सरकार की
भविष्य में क्या योजनाएँ हैं ?
माननीय वन एवंपर्यावरणमंतर् ी : : अध्यक्ष महोदया, सांसद श्री M.R. Reddy जी के सवाल
के जवाब में मैं कहना चाहता हँ ू कि सरकार दे श की पर्यावरणीय स्थिति को ले कर पूरी तरह
सं वेदनशील है | सदन के समक्ष मैं यह स्पष्ट करना चाहता हँ ू कि फॉरे स्ट सर्वे जो 1987 से अब
तक दे श की पर्यावरणीय स्थिति पर रिपोर्ट दे ते आई है उसके अनु सार 2021 की तु लना में
2022 में दे श की वनाच्छादित भूमि में 3755 वर्ग किलोमीटर की वृ दधि ् दर्ज़ की गई है और
1306 वर्ग किलोमीटर वृ क्षाच्छादित भूमि में वृ दधि् हुई है | अभी दे श की 24.56% भूमि
वनाच्छादित है I|

ख ) माननीय सांसद के अगले प्रश्न के उत्तर में मैं कहना चाहता हँ ू कि सरकार वृ क्षारोपण के
मानक 33% तक प्राप्त करने के लिए कटिबद्ध है | इसके लिए वनीकरण को समाज से जोड़ा
जा रहा है | प्राकृतिक वनस्पति एवं जं तुओं की रक्षा के लिए लोगों में जागरूकता लाई जा
रही है | विद्यालयों एवं काले जों के छात्रों को वृ क्षारोपण के लिए प्रेरित किया जा रहा है |

दे श में ग्रीन ट्रिबु नल की स्थापना की गई है | वनाच्छादित भूमि के प्रतिशत को बढ़ाने के


लिए जर्मनी एवं जापान से आर्थिक मदद ली जा रही है |सरकार ने इस दिशा लोगों की
भागीदारी बढ़ाने के लिए पे ड़ लगाने एवं उसकी दे ख – भाल के लिए लोगों को आर्थिक मदद
दे ने की योजना प्रस्तावित है | कोशिश की जा रही है कि पे ड़ों को भी लोगों को गोद दिया
जाए एवं उनका नामकरण उनकी दे ख भाल करने वाले व्यक्ति अथवा उसके द्वारा सूझाए गए
नाम पर किया जाए I वृ क्षारोपण को प्रोत्साहित करने के लिए वृ क्षारोपण पु रस्कार वृ क्ष
मित्र पु रस्कारों की राशि बढ़ाने का प्रस्ताव है I|

Chandrasekher Dwivedi – honourable speaker madam , through you , I


Prateek Kumar would inform the house that in the current situation where
india is surrounded by enemies and the chances of getting attacked or
ambushed are so high ,and at the same time the government introduced the
AGNEEPATH BILL which removes about 75% of all the candidates ?
I would like to ask the the defense minister
A) State the reasons ___
Why the is government wasting so much human resource at this crucial time ?

B) Will the government please state their motives ………

RaMEMBERrasad Chauhan –honourable madam , in answer to the


question a. I would like to state that we know that currently india is
surrounded by so many enemies like china , Pakistan who wish to
haMEMBERer our country . but one thing the Oppostion failed to notice is
that where previously out of 100 applicants only 25 had been selected but now
all 100 applicants are selected through AGNEEPATH SCHEME , while 25
best will be selected to continue their vocation , the others will not only be
given a monetary benefit of 12 lakh with business loans but also priority in
several government organization like Assam rifles , CRPF etc . So where is
this waste of human capabilities that the opposition is stating. If we actually
take a sensible look there is no difference that occurs with the addition of
agmeepath, The only difference is that, Those who didn’t acquired a chance at
the army will now get more benefits.

And in response to question b)


I would like to state that the government’s motive by introducing this bill is to
actually increase the human resource of the nation and also iMEMBERrove
the quality of our defences . not only the 46000 vacants will come as a major
asset to the nation but the people left will also be turned into asset to combat
the uneMEMBERloyement which in 2021 was 4.33 crore and 4.42 crore in
2022 respectively.

Supplement question – honourable madam we all know that the


AGNEEPATH SCHEME is a scheme for the new and young generation .
But when these agniveers coMEMBERlete their serving to the nation for 4
years and come out , they will be left with the knowledge of arms and
ammunition . we cant ignore the fact that these young generation maybe
misguided by anyone . so what does the government plan to do about it ?

RaMEMBERrasad Chauhan – honorable sir/mam , this country is our own


and we are the proud citzens of india so this question never arises . but still in
case this situation arises , the government has already planned this and
ensured different job oppurtunities in different field which will stop them
from being misguided .

And as for the knowledge of the arms and ammunition, I have already
informed the house that this scheme ensures their job opportunities in other
defense sectors like CRPF and Assam rifles. I can assure you that and, you
don’t have to worry about that.

Maria de costa Hon’ble speaker madam will the minister of finance be please to state
that a) what was the rate of inflation during 2021 & 2022? What was the CPI & WPI
during these years?
b) If so, the steps taken by govt. in this regard?
c) Why is govt. failed to control inflation from last two years?

SPEAKER MADAM: Hon’ble finance minister to answer please-

FINANCE MINISTER: Speaker Madam through you I would like to let the
members know that

a) The rate of inflation during 2021 was 5.13%& 6.71% in 2022& WPI was 13.56 %
in 2021 &15.38% in 2022 respectively. The CPI was about 5.2% and 5.7% in
july2022 respectively.
b) The govt. has taken several steps to control the rate of inflation in recent time.
Recently govt. has raised the bank rate and CRR by 0.25%. At the same time govt.
has taken several steps to curb black marketing and hoarding to control the prices of
product in the market.
c) Weak monsoon, inflationary economic trends, black marketing and hoarding etc.,
are several causes which leads to increase in inflationary pressure in the economy.
But we are looking forward to overcome the situation.

Orissa from last 4 to 5 years a very serious issue of dengue has been
observed in the locality due to which large number of people are dying every
year but so far no initiative has been taken by government in this regard? It
is also spreading rapidly on some parts of berhaMEMBERur, Rayagada,
Cuttack, Jaipur, khorda and neighbouring Andhra pradesh and maybe
convert into a huge epidemic in future.

Madam, The medical administration has stepped up measures and opened
special chambers in different hospitals for consultation and treatment of
suspected dengue cases across the four urban local bodies(ULB) and 14
blocks. Door to door awareness caMEMBERaign are also being conducted
by medical staff, ASHA and Anganwadi workers to prevent the spread of the
mosquito bornviral diseases.
Even suspected cases are being sent to hospitals by grassroots workers.
In urban areas of Koraput,Kotpad ,Sunabedaand Jeypore, the municipal
authorities are taking to public address system to spread awareness. Even
telephonically I talked to the koraput chief district medical official Shri MN
Behura and he ensured that precautionary measures are being taken to
prevent dengue.

MINISTER FOR EDUCATION: Madam Speaker, I beg to move the


NationalEducation policy, Bill 2020 aims to devise four national curriculum
frameworks for which a coMEMBERrehensive strategy has been worked out jointly
by the ministry of education and NCERT.It aims to bring a shift in education with
the holistic development of children, skilling, learning in mother tongue along with
culture.

Hence, I want to propose the bill for Consideration.The National Education Policy
2020 aims to provide highest quality of education for all learners regardless of social
or economic background It proposes the revision a modification of all aspects of the
education structure as the old national education policy which was launched way
back in 1986. This is the first education policy of 21 st century that will replace 34
years old education policy.

The new NEP is based on four pillars which are access,equity, quality and
accountability. through this new education policy, we will try to make India a
Global Knowledge Superpower and it will be done by making education system
more flexible, holistic and disciplinary.

The main clauses of this bill are:

1. Students shall take a school examination which shall be conducted by the


appropriate authority in the grades 3,5 and 8.

2. Boards examination for 10th and 12th will be continued but will be redesigned will
the aim of holistic development.

3. Mathematical thinking and scientific coding and vocational education will start in
school from 6th grade which will also include internship.

4. Higher education will receive flexibility in subjects.


5. There will be multiple entries and exit points will appropriate certification for
higher education.
Speaker madam, I am confident that all the honorable members of this house
irrespective of party affiliation will welcome the bill whole heartedly and through it
expansion, evolution, and growth of education system in our nation.

respected minister and I strongly support this bill.
According to me, with this bill we could aim to achieve 100% youth literacy rate

SMT. Seejal: honorable speaker madam, I rise to oppose this bill. I come from the
north eastern state of India, especially from the beautiful state Manipur. As all the
members here are well aware of the distant location of
Manipur from the main land India, they are not as well equipped with the modern
technology so it’s not easy for those student to study vocational and technical
courses because of the facilities and environment present there.
So as to put a major change in syllabus and courses could prove a confusing and
strange opportunity for students of Manipur. I hope that the members of the right
wings will also support me in this. And do some amendments for these students.

This house recommends that the govt. should –
1) I would like to introduce the fee regulatory bill under RTE act to regulate
the fee of private schools.
2) To provide sufficient no. of seats for downtrodden classes in the private
schools.
Mrs. Speaker Madam as you know that the main function of private schools is to
maximize profit rather than maximizing social welfare. The gross enrolment ratio is
too low in recent time in respect of total youth population. There are very less no. of
students’ belong to poor community who are getting quality education in private
institutions.
I would place the following suggestions before the govt.-
a) The govt. should interfere in the determination of maximum fee in the
private institutions.
b) There is urgent need to determine the quotas for economically poor
classes in private institutions.

SHRIMATI ‘SAkshara Debi’: Hon’ble speaker madam, I rise to support the


resolution moved by the learned member. Through you I would like to congratulate
him for having brought forward this resolution.

required to protect the interest of the community.

reduce the dropout rate.
In view of the efforts undertaken by the govt. to meet this problem, Madam through
