EXECUTIVE ORDER NO. 0038 - 2022

AN ORDER RE-ORGANIZING THE LOCAL INTER AGENCY COMMITTEE (LIAC)


FOR THE LUMAKIL IP VILLAGE PROJECT OF THE MUNICIPALITY OF
POLOMOLOK, PROVINCE OF SOUTH COTABATO.

WHEREAS, Republic Act No. 7160, otherwise known as the “Local Government Code”,
mandates the Local Government Units to take a principal role in providing housing services to its
constituents;

WHEREAS, Section 29 of Republic 7279, also known as the “Urban Development and Housing
Act of 1992”, directs Local Government Units, in coordination with the National Housing
Authority, to implement the relocation and resettlement of persons living in danger areas such as
esteros, railroad tracks, garbage dumps, riverbanks, shorelines, waterways, and in other public
places as sidewalks, roads, parks, and playgrounds, and to provide relocation and resettlement
sites with basic services and facilitates and access to employment and livelihood opportunities
sufficient to meet the basic needs of the affected families;

WHEREAS, the Municipality, in partnership with relevant government agencies, embarked on


housing project for Indigenous People (IPS) informal settlers in a 5.4875 hectare property
situated at Sitio Lamcuah, Barangay Maligo, Polomolok, South Cotabato which project is known
as the “Lamcuah IP Housing Project”;

WHEREAS, the Municipality Of Polomolok likewise partnered with the National Housing
Authority (NHA), the National Commission for Indigenous People (NCIP) and the IP
community (Tagacaolo) to provide 100 core houses to the IPs in Barangay Lumakil, Polomolok,
South Cotabato, which project is known as the “Lumakil IP Village Project”;

WHREAS, the Municipality of Polomolok formed its Local Inter-Agency Committee (LIAC)
composed of the LGU, national government agencies, and other stakeholders to act as the
decision-making coordinating and consultative body responsible for the for the supervision and
monitoring of the sub-committee that implement and/or cause the carrying out of the various
activities, plans and programs related to the said project;

WHEREAS, there are inevitable changes and/or movement in the position or designation of
some of the members of the LIAC for the “Lamcuah IP Housing Project” and “Lumakil IP
Village Projects”; and for the purpose of perpetuating its roles and functions, it is therefore
necessary to recognize the same;

NOW THEREFORE, I, HON. BERNIE D. PALENCIA, Municipal Mayor of the


Municipality of Polomolok, by the virtue of the powers vested in me by law, and in order to
perpetuate the critical roles and functions of the Local Inter-Agency Committee (LIAC), do
hereby decree and order:

SECTION 1. REORGANIZATION AND COMPOSITION. The Municipal Local Inter-


Agency Committee (LIAC) for the Lumakil IP Village Project of the Municipality of Polomolok,
Province of South Cotabato is hereby re-organized to be composed of the following:

SECTION 2. FUNCTIONS. The Local Inter-Agency Committee shall have the


following functions:

1. Act as consultative body of the subcommittees that directly implement the various
activities, plans, and programs of the project;

2. Serve as the venue for information dissemination, consultation and resolution of


issues regarding the project.

3. Monitoring the progress of the project implementation.

4. Accept the completed development works turn-over by National Housing Authority.

SECTION 3. EFFECTIVITY. This executive order shall take effect immediately.
