Growth from 1980-2000 was 14.5% ‘and then decreased to ~1.2% from 2000 to 2010. It increased 1% in 2019. The total population per the 2020 Census is 73,620 compared to 78,072 in 20%0. Population by Age Group shows inereases in Pre School, and Childbeating Age Groups that might be an indication of a stabilizing enrollment in the near future. Residential permitting for now housing peaked in 2000 at 320 units and has Severely decid to a recent avorage of 124 units per year and i projected to decrease, No adjustments are made for a future increase in residential construction Sales of Existing Housing with a recent average of 192 units per year is more significant than the recent average of New Housing at 124 units per year. Total average sales of 18 units per year includes the average of 124 units of new housing, Live Births The 9-year average of 666 Births is used in the projection for those. years not yet available but required for the projection, Historical Enrollments in the District were generally decreasing at a rate of about 100 studenis on average per year from 2014 to 2019. In 2019, enrollments increased due to adding additional Pre-K capacity. ‘Tee Methodology used in projecng enrollments s the recommended method of the New Jersey Department of Education (NJDOE) and is known as “Cohort Survival’. Studies indicate this methodology has af accuracy of 41 1% per year. Adjustments to the Standard Methodology are made for the Pandemic influenced enrollments, Special Education program changes, recent School Closures and Reuse, and for the Pre-K Expansion Grant, District-wide Enrollments are projected o be dcreasing ata slower rate, Nine years of historical enrollments indicate a total decrease of 896 students or 9% over last 9 years. Seven year future enrollments are projected to remain relatively steady until 2029. Bre-K Enrollments inthe projection period unl 2029s expected io increase to 629 students as per the Pre-K Expansion Grant. Depending on potential building capacities; this Prek enrollment number could increase more. Elementary Enrollments decreased by 435 total students to 3,453 students from over last 9 years, and will remain relatively steady with a very slight increase projected until 2629. Middle School Enrollments decreased by 316 total students to 1,805 students over last 9 years, and will remain relatively steady until 2029. High School Enrollments decreased 544 students to 2,635 students over last 9 years, and will remain relatively steady with a projected slight decrease until 2029 Township Profile Brick Township is located in Ocean County, New Jersey. As of the 2020, United States Census, the township had a population of 73,620, making itthe state's 13th-largest municipality and the third most populous municipality in Ocean County (behind Lakewood Township and Toms River Township). Population at the 2000 Census was 76,110 and 75,072 at the 2010 Census, In 2009, Brick Township ranked No. 6 on Newsmax magazine's list of the "Top 25 Most Uniquely American Cities and Towns. According to the United States Census Bureau, the township had a total area of 32.22 square miles, including 26.61 square miles of land and 6.61 square miles of water (20.5%). The 2020 United States Census counted 73,620 people, 29,280 house- holds, and 19,551 families in the township. The population density was 2,877.2 per square mile. The racial makeup was 82.1% (60,442) White, 2% (2,576) Black or ‘African American, 0% (0) Native American, 1.7% (1,251) Asian, 0% (0) Pacific Islander, and 2.9% (2,135) from two or more races. Hispanic or Latino of any race were 10.3% (7,582) of the population. Of the 29,280 households, 24.5% had children under the age of 18; 14.6% had some- one living alone who was 65 years of age or older. ‘The average house- hold size was 2.53 andthe average fal size was 5.4% of the population is under the age of 5, 19.7% of the population were under the age of 18, and 20% who were 65 years of age or older. ‘The median age was 43.6 years. ‘The Garden State Parkway is the most prominent highway passing through Brick. It traverses the westem part of the municipality with three interchanges: Exits 21, 90, and 89. Three state routes also pass through: Route 70, Route 88, and Route 35, The major county routes that pass through are CR 28 and CR 549 (as well as its spur} NJ Transit offers bus service between the township and the Port Authority Bus Terminal in Midtown Manhattan on the 137 route, to Philadelphia on the 317 and to Newark on the 67. Ocean Ride service is provided on Route 3, 3A and 4. Cohort is the name given to the common groups of children originally born in a given year and progressing, together, through the school ‘system, one grade level to the next. tis mandatory to use the same data collection system at the same time each year. Cohort Survival Ratios (CSR) refer to the number of students from one year and grade level who “survive to” or enter the next grade level the following year. The Survival Ratio is then calculated for each grade level change between the six years of actual enroliments which yields 5 ‘Survival Rates per grade change. The five changes are Averaged for each grade level change and itis that Average Survival Ratio between each grade that is used In the Projection ‘The survival ratio indicates whether the enrollments stable, increasing, or decreasing. A survival ratio of one indicates stable enrollment, less than one indicates declining enrollment, while greater than one incicates increasing enroliment. Hf, for example, a schoo! district had 110 first graders and the next year only had 96 second graders, the Grade 1 to Grade 2 Survival Ratio would be 95/1 10 or 0.863. ‘The CSR method assumes that what happened in the past will also cocour in the future, In essence, this method provides a linear projection of the population. The CSR method is most applicable for districts that have relatively stable increasing or decreasing trends without any major Unpredictable fluctuations from year to year. Studies indicate this methodology has an accuracy of +1% per year. In school districts encountering a change in trends, the CSR method must be modified and supplemented with additional information. ‘Adjustments to the Standard Method are most often made for significant in- creases in Residential Construction, changes to educational programs, or school closures and redistricting Pe, = Adjustments to the Standard Cohort Survival Methodology Residential Construction 'No adjustment are required for accelerated housing construction in Brick Township. ‘According to the Township Planner, ‘Generally, the Township does not anticipate a large impact from residential development. We are 99% built out and the subdivisions that we experience are typically minor subdivisions and reconstruction of homes from summer residences to ful-time larger homes. We do have a few major subdivisions that have been in the pipeline for years ..but they are & lot, 12 lot or one 24 lot subdivision, We recsived approvel for our Affordable Housing Settlement Agreement with a RDP (Realistic Development Potential) obligation of 105 units by 2028...” The Pandemic Due to the COVID Pandemic, the 2020-2021 school year enrollments are not included in the averages.
