This standard includes safety requirements.
This standard has been prepared by Technical Committee ISO/TC 127 “Earth-moving machinery” in
collaboration with Technical Committee CEN/TC 151 “Construction equipment and building material machines
— Safety” (Secretariat: DIN, Germany).
The responsible German body involved in its preparation was the Normenausschuss Maschinenbau
(Mechanical Engineering Standards Committee), Section Bau- und Baustoffmaschinen.
Representatives of manufacturers and users of earth-moving machinery, and of the employers' liability
insurance associations contributed to this standard.
Amendment of the European Machinery Directive has made it necessary to review the previously valid
standard, EN ISO 2860:1999, in terms of the essential requirements of the new European Machinery Directive,
2006/42/EC.
This standard contains specifications meeting the essential requirements set out in Annex I of the “Machinery
Directive”, Directive 98/37/EC (valid until 28 December 2009), and the “revised Machinery Directive”, Directive
2006/42/EC, which takes effect on 29 December 2009, and which apply to earth-moving machinery that is

either first placed on the market or commissioned within the EEA. This standard serves to facilitate proof of

compliance with the essential requirements of the directives.
Once this standard is cited in the Official Journal of the European Union, it is deemed a “harmonized”
standard and thus, a manufacturer applying this standard may assume compliance with the requirements of

the Machinery Directive (“presumption of conformity”).


The International Standards referred to in clause 2 of this document have been published as the corres-
ponding DIN EN ISO Standards with the same number.
This standard makes reference to documents which were valid as of the publication of the International
Standard.
Since then, the International Standards ISO 3411-1995 and ISO 6165:1997 have been withdrawn and
replaced by ISO 3411:2007, Earth-moving machinery — Physical dimensions of operators and minimum
operator space envelope and ISO 6165:2006, Earth-moving machinery — Basic types — Identification and
terms and definitions.

Amendments
This standard differs from DIN EN ISO 2860:1999-10 as follows:
a) Annex ZA (informative) “Relationship between this European Standard and the Essential Requirements of

Foreword
The text of ISO 2860:1992 has been prepared by Technical Committee ISO/TC 127 “Earth-moving machinery”
of the International Organization for Standardization (ISO) and has been taken over as EN ISO 2860:2008 by
Technical Committee CEN/TC 151 “Construction equipment and building material machines - Safety” the
secretariat of which is held by DIN.

This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by March 2009, and conflicting national standards shall be withdrawn at
the latest by December 2009.

Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights.

This document supersedes EN ISO 2860:1999.

This document has been prepared under a mandate given to CEN by the European Commission and the

Relationship between this European Standard and the Essential


Requirements of EU Directive 98/37/EC

This European Standard has been prepared under a mandate given to CEN by the European Commission
and the European Free Trade Association to provide a means of conforming to Essential Requirements of the
New Approach Directive Machinery 98/37/EC, amended by 98/79/EC.

Once this standard is cited in the Official Journal of the European Communities under that Directive and has
been implemented as a national standard in at least one Member State, compliance with the normative
clauses of this standard confers, within the limits of the scope of this standard, a presumption of conformity
with the relevant Essential Requirements 1.1.2d and 1.6.2 of that Directive and associated EFTA regulations.
