LEADERSHIP AND MANAGEMENT CERTIFICATION PROGRAM

(C-Pro)
HANDOUT
About the Program
The Leadership and Management Certification Program provides an alternative
qualification for Division Chief and equivalent positions by ensuring that
candidates possess the necessary leadership competencies that will make them
effective in the position through training and assessment. The program is based
on the Five Leadership Competencies specified in the CSC Resolution No.
1500615 as amended in CSC Resolution no. 1501534.

The program provides for two tracks: the Recognition of Prior Learning Track and
the Training Track.

The Recognition of Prior Learning Track considers actual work experience as an


effective means towards developing leadership competencies. As such,
candidates with sufficient experience and who are confident that they have
acquired and practiced the required leadership competencies may opt to directly
undertake assessment instead of going through formal training.

On the other hand, candidates who would like to make sure that they are able to
develop the leadership competencies may opt to go through the Training Track
before submitting themselves for assessment.

The Training Track consists of two major components: the classroom training with
five modules corresponding to the required five (5) leadership competencies; and,
the action learning project, which provides the participants with opportunities to
apply the acquired leadership competencies. During the action learning project,
candidates shall be coached to keep them focused in applying and honing the
leadership competencies and building up a portfolio of pieces of evidence that
they have actually adequately practiced the competencies.

Whether candidates opted for the Recognition of Prior Learning Track or the
Training Track, they shall undertake a competency assessment consisting of:
written test to determine conceptual knowledge; portfolio review to determine
adequate practice of the competencies; and, behavioral event interview, to further
probe competencies presented in the portfolio.

Successful passing of the competency assessment in all of the five leadership


competencies shall earn the candidate a Certificate in Leadership and
Management, which can be used as an alternative qualification to the educational
requirement of a Masteral Degree for the appointment of Division Chiefs and
equivalent.

Registration Process
You may express your desire to enroll in the Leadership and Management
Certification Program (C-Pro) by registering at the Civil Service Institute (CSI)
Website (csi.csc.gov.ph). This will prompt CSI to schedule you to attend a
General Orientation on C-Pro.

During the General Orientation, you shall be provided with detailed information on
the C-Pro particularly with respect to its features, components, options and
requirements. You shall also be guided to do a Competency Self-Assessment to
enable you to determine where you stand with respect to the Five Leadership
Competencies specified in the program. This should enable you to decide
whether to take the Recognition of Prior Learning (RPL) Track or the Training
Track.
Should you decide to pursue the Training Track, you shall be provided with an
Application Form, which should be submitted together with your Competency Self-
Assessment Form to CSI within 10 working days from the date you attended the
General Orientation.

CSI shall conduct a paper screening of submitted Application Forms and shall
prioritized applicants based on the following:

Priority 1: Those who are on OIC designation to Division Chief or equivalent


positions due to lack of educational requirement.

Priority 2: Those being considered for the Division Chief or Executive/


Managerial or equivalent positions.

Priority 3: Those already appointed to the Division Chief or Executive/


Managerial positions but need to further develop their leadership
competencies.

Priority 4: Those in the private sector planning to establish a career in the


public sector.

Should you be selected based on the above priorities, CSI shall inform you of your
acceptance in writing.

Should you opt to pursue the RPL Track, your Application Form shall be referred
to the CSC Examination, Recruitment and Placement Office (ERPO) which shall
inform you of the schedule of RPL Pre-qualifying Written Test and its succeeding
activities.

Training Track
The Training Track consists of a one day Program Orientation, five (5) two-day
modules corresponding to the five leadership competencies followed
immediately by a 90 day Action Learning Project. If you registered for this Track,
you are required to propose two Project Briefs, which can be considered for the
Action Learning Project phase.

You are also required to identify an Executive Sponsor who shall support you in
identifying, refining and implementing the project. The Executive Sponsor may
be any person occupying an executive position in your Agency. You have the
option to select the Executive Sponsor provided that the selected person
expressly agrees to assume such role.

Your Sponsor shall approve your project based on the following criteria:

1. Involves a current concern or challenge that is important, relevant and


broad enough to be considered a strategic endeavor for the participant’s
organization.

2. Complex enough to require a coalition to be organized and managed to


facilitate problem solving and solution implementation.

3. Involves a solution unique enough for the organization to demonstrate


innovativeness and creativity.

4. Implementable in 90 days.
During the 10 day classroom training, you shall be equipped with principles,
processes and practices that will enable you to develop your leadership
competencies. Based on this, the project proposals you submitted shall be
constantly reviewed and revised until you are able to finalize a project that you
will pursue during the Action Learning Project.

By the time you complete the classroom training you would have a clear project
plan, which you can implement within 90 days. At this point, you shall also be
provided with an Action Learning Coach who will help you reflect and maximize
your learning from the project implementation. Your coach will also guide you in
building your portfolio for the Competency Assessment. There will be 6 coaching
sessions scheduled until you are able to successfully complete your project.

RPL Track
If pursued the RPL Track, you are expected to build your own portfolio from real
life work and experience. You shall be provided with a template to guide you in
building your portfolio. Make sure that all of the five leadership competencies
have adequate pieces of evidence to prove that you are actually capable to
practice all of the required competencies.

Assessment Process
Prior to taking the RPL Track, you are required to undertake the pre-qualifying
written test to determine if you can directly proceed to the competency
assessment. Should you pass the pre-qualifying test, you may proceed with your
portfolio build-up and assessment. However, those who fail the test may
reconsider the Training Track instead.
