11 INSPECTION AND TESTING


The Fiscal Metering Systems shall be subjected to a comprehensive and systematic hierarchy of tests
commencing with internal tests performed by the SUPPLIER to verify that all components have been
developed compliant with project specifications and approved documents.
The metering system, its components and other equipment and materials supplied by the SUPPLIER shall
be subject to inspection by the COMPANY/EPcmC Contractor and/or any third party nominated by it.
Refer to Package Instrument Specification UT-MID-60-WPR2-160012 for further testing requirements for
metering package unit.
11.1 Factory Acceptance Testing (FAT)
The FAT shall include the testing and acceptance of both hardware and software systems.
SUPPLIER shall develop and produce a FAT procedure covering all aspects of testing of entire metering
mechanical skid along with Metering control system. The FAT procedure shall be submitted to the EPcmC
Contractor for review / approval prior to the commencement of the FAT. The FAT procedures shall include
“pass/fail” criteria.
The SUPPLIER shall provide full access for inspection by the COMPANY’s representative and any third
party Verification Body appointed by the COMPANY during the course of manufacture. Further, the
SUPPLIER shall arrange for the access to be available at SUB-SUPPLIERS works, where requested by the
COMPANY.
Company and EPcmC Contractor representative shall witness the entire FAT. The FAT procedure shall be
signed off by the SUPPLIER, EPcmC Contractor and Company representative at the successful conclusion
of testing. The SUPPLIER shall notify the Company/EPcmC Contractor 4 weeks in advance of the start of
the FAT, to enable mobilization of personnel.
The SUPPLIER shall carry out comprehensive inhouse testing to ensure full and satisfactory functionality of
the metering system prior to offering the equipment (or any part thereof) for Factory Acceptance Test (FAT).
A copy of the signed off FAT procedure, punch list and related printouts shall be furnished to Company
representative.
The FAT shall include but not limited to:
• Skid Visual Inspection for workmanship
• Skid Dimension Checks
• Skid Piping Hydrotest
• Flow Meters and other skid instruments Calibration Check
• Analysers and Sampling System functional check
• Metering Panel Layout and Wiring Checks
• Flow Computer Function Check
• Supervisory Computer Functional Check
• Prover Skid Functional Check
• Metering Workstation HMI checks
• Communication Interface Test for external Interfaces with ICSS/SCADA
• Instrument Loop Checks
• Material Certificate Checks

• Non-destructive testing of Skid Piping and Equipment


The scope of the tests shall fully demonstrate the capability of the metering system to meet the requirements
of all applicable statutory regulations and this specification.
11.2 Site Acceptance Testing (SAT)
SAT shall duplicate tests performed at the FAT on site as necessary to confirm correct functionality and
operation in order to ensure that the system has not in any way been damaged in transit and that it has been
installed correctly.
SUPPLIER shall develop and produce a SAT procedure covering all aspects of the system testing specific to
the site including punch list item from FAT. The SAT procedure shall be submitted to the EPcmC Contractor
for review / approval prior to commencement of SAT.
The SAT shall include all the interfaces to the actual sub-systems, system redundancy, configuration,
physical installation and interfaces, data links settings and testing of data transfer from each data point.
During SAT, all field devices shall be tested from the field device through to the operator workstation. At the
satisfactory conclusion of the SAT, a final Certificate of Acceptance shall be prepared by the SUPPLIER.

12 PACKING, PRESERVATION, STORAGE, HANDLING AND SHIPPING


Equipment and materials shall be packed, preserved and protected to withstand road, sea and air transit as
applicable, and an extended period of storage on the fabrication site. All internally mounted components
shall be fitted securely so that during transport there is no damage to any of the components. Any
component that may be damaged during transport shall be identified and corrective measures shall be
employed prior to transport.

13 SPARE PARTS AND SPECIAL TOOLS


Spare parts and special tools shall be provided for the metering systems, and the provers.
13.1 Start-Up and Commissioning Spares
The SUPPLIER shall supply start-up and commissioning spares and consumables as required in the Material
Requisition to avoid using any of the recommended operational spares.
13.2 Operational Spares
The SUPPLIER shall review the equipment (including tools, testing and calibration equipment) supplied for
the project and shall include a comprehensive recommended spare parts list sufficient for continuous
operation of the equipment. The costs of the operational spares shall be quoted separately, by part number,
with additional detail of lead times for additional spares.
All spare parts shall be clearly marked and identified using a concise tag number.
Spare parts shall be adequately protected and packaged to prevent deterioration of components and
contract surfaces during prolonged storage.
Operational Spares shall include but not limited to:
• One (1) no. or 10% of each type of analyser, whichever is higher
• One (1) no. or 10% of all components of sample conditioning system/sample pre-conditioning
system (pressure reducers, pressure instruments, temperature instruments, flow instruments, filters,
relief valves, manual valves, pumps etc.), whichever is higher
