The undersigned is directed jotefer to the Army Public Schools & Colleges System
(APSACS) Secretariat's letter No.APSÁCS/Coord/2021 dated 25th May, 2021 on the above subject
andto convey that your case has been considered in this Ministry. As APSACS is a federal entity/
system, it would be granted an NOC for printing the textbooks by this Ministry as and when its
textbooks are reviewed
satisfactorily as per this Ministry's Notifications No.4(5)/2015-NCC/RE
dated 12th March, 2021 and No.F.1-3(IC)2021 dated 5th
May, 2021 (copies enclosed). Hence,
APSACS is not required to obtain any further NOC from the
provinces.

NOTIFICATION

NO,4-(5/2015-NCC/RE In exercise of the powers conferred under The Federal Supervision


ofCuricula, Textbooks and Maintenance of Standards of Education Act, 1976, the standard
operating procedure for the printing and publication of textbooks is being issued as follows:

1. OBJECTIVES;

i. To ensure that the textbooks do not contain any hate material against any community,
faith, the ideology of Pakistan and there is nothing against Islamic injunctions of life.
ii. To align the content of textbooks with the Student Learning Objectives (SLOs) detailed
in the Single National Curriculum (SNC).
ii. To ensure that the textbooks produced are
responsive
to the needs of 21s century
learming standards, and promote values of peace, tolerance, harmony, and civic
responsibility.

2. SELECTION OF REVIEWERS:
There shall be a review committee comprising of experts to ensure that textbooks are in
compliance with SNC objectives.
The National Curriculum Council (NCC) Secretariat, in consultation with the
Federal
Directorate of Education (FDE), the Federal Govemmental Educational Institutes
FGEI's), and the Higher Education Commission (HEC), will notify a wide pool of expert
reviewers, including subject experts, teachers, university professors, education experts
and private sector experts. The pool will have an appropriate number of experts from
women and minorities. This
pool will be uploaded on the website of the Ministry.
The private publishers will be free to choose the
required number ofexperts for the review
of their publications, within a time
given frame. They will directly approach the reviewers
and co-ordinate meeting schedules. The
publishers may approach the NCC if there is any
difficulty in coordinating with the reviewers.

3.COMPoSITION OF REVIEW COMMITTEES:


The NCC will devise an eligibility standard to ensure the
quality of reviewers in the panel,
after receiving acknowledgement of their be
willingness to part of the review process.
The review committee for the shall comprise of the following:
primary level

i. one teacher from schools teaching the subject at the relevant grade level.
ii. one subject specialist/senior elementary teacher, from FDEFGEI (Federal
Govermment Educational Instirute)
iii. one cducation and curiculum spccialist.
iv. one minority/gender specialist.

4.RECORDINGOF REVIEW PROCESS:


.The review committee will be required to record the minutes
detailed explanations of their reasons for denying or of each meeting, along with
improvement or publication.

The review committee may ask for a
second review meeting with the publisher for want
of any improvement in content. No more than
two meetings may be held before the
issuance of the final certificate.

5. CERTIFICATE OF REVIEI
The review committee will issuea
certificate duly signed by every member, which will
be printed on the firsi of
page every textbook. The sample of the certificate will be
provided by the NCC in consultation with the Ministry.
As soon as the certificate is
issued, the publisher will deposit it with the NCC.

6. YALIDATION BY RAPID ASSESSMENT COIMITTEE


Within three days of the receipt of the review
certificate, NCC will constirute a three-
member Rapid Assessment Committee of
experts:
The committee will cary out a
rapid critical assessment of the quality of the first review
within a period of 5-7 days.
The recommendations of the Rapid Assessment Committee will be treated as final for the
publisher.
The publishers will not require any other NOC from any organization, and they will be at
liberty to publish their books.

7.FUNCTION OFREVIEWANDASSESSMENT COMAILTTEES

vi. Compliance and Conformity with local context (Culure and Values System) and
international commitments.

vii. Conformity with Social, Ethical, Religious, National, and Democratie Values.

8.RESPONSIBILITY OF COST OF REVIEW¥


The publisher will pay the consulting cost directly to the reviewers under a written
agreement. The publisher will also be responsible for any ancillary costs incurred for the
meetings.
For Rapid Assessment, the publisher is not required to pay any expense.

9. COMPLAINT REDRESSAL

In case of any complaint received from any quarter regarding the quality and relevanceof
content, the ministry may constitute a special review commitee to examine and scrutinize
the complaint after listening to both of the parties. Such a special review committee will
be constinuted on a case-to-case basis, keeping in view the nature of the complaint. The
decision of the committee will be binding upon the publisher.
The publishers may also lodge a complaint with the Ministry regarding the delay and
faimess (or otherwise) of the review process.
T h e Ministry will nominate a focal person for complaint redressing.

10.REVIEVSTANDARDS AND GUIDELINES;


The NCC will issue detailed guidelines for the reviewers to enable the review process to
be conducted in a fair and transparent manner, in line with the objectives of the SNC.

11. POST-PUBLICATION REVIEIV;

Fublishers vwill also submit 12 copies of each publication to the NCC for post-publication
review.
NCC will perform a post-publication desk review and intimate the Ministry if any special
review committee needs to be constiruted with regards to a particular publication.

4 PUBLICATION OFsUPPLEMENTARY READING MATERIALS:


r o r publication of any supplementary reading material, no reviews are required and the
entire
responsibility of such material rests with the publisher.

continuation of the earlier notification No.4-(5)/2015-NCC/RE dated 12th

March, 2021 and in exercise of the powers conferred under The Federal Supervision
.of Curricula, Textbooks and Maintenance of Standards of Education Act, 1976,
following additional clause is hereby included in the standard operating procedure for
the printing and publication of textbooks.

NOCsISSUED BY PROVINCIAL TEXTBOOK BOARDS:


* f a publisher has already received an NOC for a textbook from any provincial

textbook board (Punjab, Sindh, Khyber Pakhtunkhwa, Baluchistan) he will not be


required to seek its review again by the review committee constituted under clause
3 of the earlier notification dated 12th March, 2021. Nor he will be required to
deposit any fee in this regard. However, the publisher will submit the textbook to
National Curriculum Council (NCC) Secretariat for its validation by rapid
assessm.ent committee as mentioned in clause 6 of the earlier notification.
