INTRODUCTION
 Pollution under Control (PUC) Certificate:

The Indian government has mandated the Pollution under Control


(PUC) certificate under the Central Motor Vehicles Rule, 1989. The PUC test
assesses the emission of a vehicle and checks if it follows the standard
pollution regulation. In India, a valid driving license, insurance coverage and
a Pollution under Control Certificate are legal mandatory requirements for a
car. An insurance coverage is mandated by the Motor Vehicles Act, 1988, for
all cars plying on Indian roads. Similarly, the Central Motor Vehicle Rule,
1989 mandates the PUC Certification. The PUC certificate states that the
pollution emitted by your vehicle meets the emission standards set by the
Government. Generally, a vehicle that is older than 5 years emits more
pollution since it runs on previous BS (Bharat Stage) bars. The PUC certificate
was first mandated by the Central Motor Vehicles Act of 1989. The fine earlier
was Rs.1, 000 for the first offense and Rs.2, 000 for subsequent offenses. The
fine has been enhanced to Rs. 10,000/- now.

 What is PUC Certificate?

The smoke emitted from vehicles, if left unchecked, could pollute the
environment to a great extent. PUC is a certification mark that is provided to
vehicles that undergo the PUC Test successfully. The certification indicates that
the vehicle’s emissions are in alignment with standard pollution norms and are
not harmful to the environment. All vehicles on Indian roads are mandated to
carry a valid PUC certification.

 Validity and Cost:

 When you purchase a new car, a PUC certificate is provided for it and the
validity of this certificate is 1 year. Following that your car would need to
undergo the PUC test at regular intervals and a new certificate will be
issued each time.
 The validity of the new certificate is usually 6 months. In case an adverse
reading is observed in the PUC test, the validity of the certificate will be
decided on the basis of that reading.
 If cars exhibit higher levels of emission than the prescribed limits, the
registration number of the vehicle will be informed to the RTO, Deputy
RTO or Assistant RTO by the testing centre within one day.
 The cost of the PUC test is quite minimal. It varies from Rs. 60 to Rs. 100,
based on the vehicle that is being tested and its fuel type.

 PUC Test Procedure:

In the case of diesel vehicles, the accelerator is fully pressed and the
readings of pollution levels are observed. This is repeated five times and the
average constitutes the final reading.
For petrol vehicles, the car is kept idling without pressing the accelerator.
Only one reading is taken and this constitutes the final reading.

 Test Criter:

 Importance of PUC Certificate:

The PUC certificate contains the following information,


 The serial number of the issued certificate
 The vehicle’s license plate number
 The date on which the test was conducted
 The expiry date of the PUC certificate
 The readings and observations from the test

 What are the Ways to Open a PUC Centre?

You can open a PUC centre in India with the following requirements:
Requirements for the site

 A petrol pump or an oil company’s retail outlet, or


 A workshop that is authorised as vehicle manufacture can work too. The
workspace must be at least 400 sq. ft. For testing the emissions of two and
three-wheelers. For testing four-wheelers, the workspace must be at least
1000 sq. ft. or
 When an individual or a firm wants to establish a PUC centre, the
minimum area required is 200 sq. ft. additionally, there should be space
for parking so that the traffic jams do not happen as traffic causes
inconvenience to the public.

 Qualifications for a PUC operator:

A PUC centre must have a designated PUC operator. The operator


needs to be skilled in this line of work. After meeting the site requirements,
ensure that you employ someone with the qualifications given below needed
for a PUC operator. The qualifications are:

 The person should have a certificate in motor mechanics, auto mechanics,


Diesel mechanic, or automobile engineering from a recognised institute of
learning.
 The PUC centre should employ him/her.
 The person should be up to date with all the procedures. He should also be
skilled enough to make minor adjustments to lower a given vehicle’s
pollution levels.
 The designated operator must operate the PUC centre. No other person is
authorised to run the PUC centre.

 Procedure for opening a PUC centre:

The following procedures have to be followed when a person aspires to open a


PUC centre:

 One should apply for authorisation at the RTO, i.e., Regional Transport
Office.
 You should apply at the nearest RTO division from your address that is on
your identity proof.
 You will need to submit an affidavit when applying for a license.
 The terms and conditions should be clearly mentioned in the affidavit.
 Apply for a NOC from the local authorities.
 The fees for applying depends on the state in which you are applying.

 Fees for setting up a PUC centre:

The fee varies from state to state. In the Delhi NCR region, the application fee
is Rs. 5,000. The license has to be renewed every year. Annual license renewal is
charged, which costs Rs. 5,000. A PUC centre can recover the application fee in a
matter of days.

 Contents of the PUC Certificate:
The PUC Certificate for a vehicle contains details such as:
 Registration number of the vehicle.
 The serial number of the PUCC.
 The date on which the emission test was done.
 PUC test validity date.
 Emission test reading of the vehicle.

 Benefits of Obtaining PUC Certificate for Your Vehicle:

The impact of pollution on the global environment has prompted countries


to bring in new and effective laws to deal with the emission levels of motor
vehicles. Apart from being a mandatory document for vehicles plying on roads,
below are some of the benefits of obtaining an emission certificate for your
vehicle:

 Caring for the Environment:

Air pollution and its effects on the environment change the earth’s climate
and high levels of pollution can have a devastating impact on the global
environment. As a responsible individual, caring for the environment by testing
your vehicle for pollution and ensuring that they are under the norms should be
your priority. Every time you renew the PUC Certificate, you ensure that your
car or bike is emitting pollution levels within the stipulated norms.

 Awareness of Your Vehicle Condition:

You have to renew the PUCC every 6 months and this lets you know the
pollution levels of the vehicle. If the levels are higher, you can get it checked
with the mechanic before the issue becomes a larger problem. This also helps
you maintain the condition of the vehicle by servicing it at regular intervals.

 Law Abiding Citizen :

By obtaining the PUC Certificate, as a law abiding citizen you are adhering
to the rules set by the Government of India through the Motor Vehicle Act, 1988.
This also avoids any possible penalties for not carrying the PUCC for your
vehicle

 Mandatory Documentation For Motor Vehicle Insurance:

During the car or bike insurance renewal, the PUCC is one of the
mandatory documents to confirm and approve a renewal for your vehicle. The
IRDAI has made it compulsory for insurance companies to renew the vehicle
insurance upon producing the emission certificate.

CONCLUSION

Pollution has become the first enemy of the mankind. Industrial revolution of
19th century led to environmental disaster. The whole world is now more afraid of
pollution rather than nuclear blast. Technological advancement has brought
revolutionary changes in life style and national economy with overwhelming power
over nature. The protection of environment has become a major issue around the
global for the wellbeing of the people and economic development.
