(ii) NCR letter no. NCR/EL/LOCO/WAG12 dated 29.06.2020.

Speed certificate for operation of WAG12B class of locomotive up to maximum
speed of 100 kmph was issued, vide reference (i) above. Further, Amendment no. 1
of this speed certificate was issued, vide reference (ii) above, for changes in para
2.3 & 2.2.3.3 (c), pertaining to Signaling & Bridge, respectively.
North Central Railway, vide reference (iii) above, has requested to issue
suitable guidelines on working of WAG12B locomotive with trailing wagons having
different axle load on bridges. PCOM/ W.Rly. has also highlighted that since a loco
can be used for working all types of wagons having different axle loads, speed
certificate of loco should not contain speed restrictions on account of some specific
axle loads of trailing stock.
ln view of this, B&S Directorate of RDSO has reviewed their comments and
accordingly, following changes pertaining to Bridges in speed certificate referred at
(i) above and it’s amendment no. 1 referred at (ii) above are being made:

(ii) PCOM/CR letter no. L.253.AC.141/A/WAG12B dated 20.05.2020.

With reference to (i) above, Speed certificate for operation of WAG12B (Twin Bo-
Bo) class of locomotive up to maximum speed of 100 kmph was issued. Central
Railway vide letter at ref. (ii) above has requested to review the para pertaining to
Signalling of this speed certificate.
In addition to this, B&S Dte/RDSO has also revised their comments pertaining to
para no. 2.2.3.3(C) of referred speed certificate.
Accordingly, following para no. 2.2.3.3(C) pertaining to Bridge and 2.3 pertaining
to Signalling of referred speed certificate are amended as below.
1. “Para 2.2.3.3 (C):-
Superstructure of standard spans up to 25.6m designed to RBG Loading
Standard are fit for 60kmph speed except span of 31.9m & 47.25m (all
effective span) which are fit for speed of 50 & 45 kmph speed respectively”.
2. “Para 2.3:-
i. Provisions of GR, SR, SEM & all extant instructions issued from time to time
as applicable shall be complied with.
ii. In case of locomotive or locomotive alongwith rolling stock / train in
composition having EBD of more than 1 Km and non provision of second
