Task # 1 : Analyzing the Rizal Bill of 1956, its provisions, and historical

background

1. Why is it important to commemorate Dr. Jose Rizal through a subject in


college?
Rizal is important to all of us Filipinos, especially students and the youth,
not only because a student cannot graduate without passing it, but also because
studying Rizal's life would aid and teach us a lot of principles that we, as
members of our nation, should possess and live with. His very noble life is truly
inspiring and worth to be admired, especially by the young ones of our present
time. Commemorating Dr. Jose Rizal through a subject in college allows us to
recognize the importance of Rizal's ideals and teachings in relation to the present
conditions and situations in the society, encourage the application of such
standards in current social and personal problems and issues, develop an
appreciation and deeper understanding of all that Rizal fought and died for our
country, and to foster the development of the Filipino youth in all aspects of
citizenship. Hence, all of Rizal's thoughts, ideas, principles, and convictions he
shared with us should not only remain as part of our knowledge but must also be
practiced and put into action as we go along with our everyday lives.

2. What provision of the law you think was opposed by the Church? Why?

One of the provisions of the law pertains to the inclusion of compulsory


reading of Rizal’s works and writings, particularly his novels Noli Me Tangere and
El Filibusterismo. This provision was strongly opposed by the Roman Catholic
Church in the Philippines due to the anti-clerical themes in Noli Me Tangere and
El Filibusterismo. During the 1955 Senate election, the church continued to
oppose the bill, claiming it would violate freedom of conscience and religion.
Ironically, almost 70 years after the publication of Noli Me Tangere, the church
still viewed Rizal’s novels as blasphemous.

3. One of the main arguments of the law pertains to the provision of the
mandatory reading of Rizal's novels. Are you in favor of amending the law
by abolishing the provision of the required reading of Rizal's novels? Why
or Why not?

is only a novel. This means that it
is a product of great literature and
poetry of Jose Rizal. And
they might have misinterpreted the
intentions of the bill which states
that the life and works of
Jose Rizal is to develop moral
character, personal discipline and
civic conscience.
The contrary opposed the bill for it
violated the Article III Section I
Paragraph VII of the
Constitutional Provisions as it
contradicts the faith and beliefs of
the students. But for me, it
does not ultimately breached the
provision as the bill does not
deprive nor prohibits any rights of
the students. Furthermore, the
RA 1425 does not indoctrinate
Christian beliefs instead it
encourages the youth to conduct
nationalism and patriotism.
The bill does not have the intention
to mislead the thoughts of the
students, instead the
purpose of the law was to present
inspiring source of patriotism
which with the minds of the
youth, especially during their
formative and decisive years in
school. Moreover, it purports the
mindset of the students to practice
nationalism, using the freedom of
expression in a reasonable
manner and conduct responsible
civil obligations. And in respect to
the heroes who fought and
died for the freedom, the Rizal
Law, remembers with special
fondness and devotion the lives
and works of the heroes who
shaped our national character.

at that time but for the

dedication of our National Hero,
