This is in response to your letter dated June 23, 2011, requesting information under the Freedom oflnformation Act (FOIA). Specifically, you requested that the Risk Management Agency (RMA) provide you copies of all FOIA logs or other compilations of FOIA requests made to RMA from January 2010 to the present. Enclosed is the information you requested with redactions. The information is redacted based on the privacy level. The redactions include personal information of requestors, such as home addresses and home telephone numbers. This information was redacted pursuant to Exemption 6 ofthe FOIA. RMA also redacted producers' names, addresses and private information. We are not permitted by statute ofthe Federal Crop Insurance Act Section 502(c) (copy enclosed) and the Privacy Act of 1974, 5 U.S.C. 552a(b) to release specific producer information without authorization from the producer. The records also meet the requirement pursuant to Exemption 6 of the FOIA under privacy. Exemption 6 of the FOIA protects information about an individual in "personnel and medical files and similar files" where the disclosure of such information "would constitute a clearly unwarranted invasion of personal privacy." 5 U.S .C.552(b)(6). The District Courts have held that all information that applies to a particular individual meets the threshold requirement for privacy protection. See United States Department of State v. Washington Post Co., 456 U.S. 595 (1982).
