- Fuel Gas/ Diesel Oil Modulating Low NOx ATEX Monobloc burner controlled by a PLC, Ex ( ATEX
zone 1&2 version ), with the following characteristics:
- Fully self-running modulating burner manufactured in steel with air regulation by air flaps.
The following items are incorporated to the burner.
Steel housing manufactured in carbon steel where the fan motor and the air wheel are
included.
Fan operating safety control by air pressure transmitter. Suitable for ATEX area EExd.
Combustion burner head composed by center gas tube, gas lances, flame tube, primary air
front plate.
Ignition by a non-continuous pilot burner.
Sight glass at the back of the burner for visualization of flame.
Flame detection by 1 UV self-checking EExd certified flame scanner.
Internal damper for regulating air flow.
Trafo. included in a S.S. EExe junction box.
1Off ATEX zone 1 & 2 EExd actuator for moving the air flaps.
1 Off EExe ATEX junction box for the connection of the elements.
Automatic system for the oil lance retraction when the burner is operating with gas with
one EExd zone 1 limit switch
1 Off 5/2 EExd solenoid valve for moving the cylinder of the oil lance.

Mechanical Design:
Mechanical design of pressure parts of the air cooled heat exchangers shall be in accordance with job

Structural Design:
Structural design of the air cooled heat exchanger support structure shall be performed using STAADPRO
software.
Fans:
The fans will be of COFIMCO make with Aluminum blades and manually adjustable pitch and forced draft
type. All air coolers will have sound pressure level < 85 dbA at 1 m from unit periphery.
All Pressure parts materials shall be procured in accordance with EN 10204 3.1 certification. All Non
pressure parts will be with 3.1/2.2 material certification as per availability.

Design Basis ;
B) The Minimum Dew Point of water at dryer outlet is (-)40 °C at atmospheric Pressure.
C) Instrument Air & Utility Air Receiver is sized with 5 mintues residance time between normal and
Maximum Supply Pressure.
The Instrument and Utility Air System is used to provide the air for Control valves, Shutdown valves, on/off
valves and maintenance of Vessel. Instrument/ Utility air systems are designed to cater all the
requirements. Instrument/ Utility air System consists of ;
Atmospheric air is compressed through the IA/UA Compressor Package to the required pressure. IA/UA
Compressor is designed to deliver the _____ Nm³/hr air capacity(2x100%-1 is in operation and 1 for
operational Standby). The IA dryer package should be heatless type and 20% of the dried air from the dryer
outlet is used for dryer bed regeneration. Utility air receiver and IA Dryer package receives inlet from IA/UA
compressor package discharge header. Utility Air Receiver distributes the Utility air to Utility air consumers.
Instrument Air dryer is used to remove water vapour and to achieve the dew point of (-)40 ° at atmospheric
pressure from compressed air to use as instrument air. The process of air compression concentrates
atmospheric contaminants, including water vapour. This raise the dew point of the compressed air relative
to free atmospheric air and leads to condensation within pipes as the compressed air cools downstream of
the compressor. Excessive water in compressed air, either in the liquid or vapour phase, can cause a variety
of operational problems for users of compressed air. These include freezing of outdoor air lines; corrosion
of equipment;fouling of processes and products. After drying the air , it is sent to the instrument air
receiver. Instrument air is distributed to the consumers from the instrument air receiver.

The IA/UA compressor sarts automatically once the utility air receiver pressure reaches the low level. The
IA/UA Compressor is programmed with auto start/Stop function .

PLC Panel:
The proposed PLC system shall be used for control and monitor of Dew Point Unit and suitable for Safe
Area.
The proposed system is of PLC based system (Siemens make) PLC with simplex IO s.
We have considered a sheet steel enclosure IP55 rated suitable to be placed in safe area.
A 7” HMI has been proposed to control and monitor the system. HMI shall be mounted SS316 Enclosure.
The proposed HMI will be communicating with the PLC via Ethernet based network.

We have considered 400A Auto Transfer Switch (ATS) controlled Change Over system for 400 Volts, 3 PH,
50 Hz incoming supply from 2 no’s diesel generator in Power Distribution and ATS Panel with Motor
Control Center.
Following starters for 3 phase pump motors and Air cooler have considered in the MCC section.
The same panel will be equipped with single phase feeder for lighting distribution, PLC power and
container utility. Single phase voltage shall be derived internally using power transformers which shall be
installed inside the distribution section.

1. Considering the large heat duty requirement we have proposed the heater to be designed for 2x 50%
Configuration.
Our design is based on Natural draft Indirect gas fired bath heater; each with the process duty
requirement of about 13 MM Btu/HR.
2. Since Site location details are not provided we have considered Elevation as 500 Mtrs.
3. RFQ Datasheet refer for process gas M.W. as 17.18 ; however based on the provided gas composition
M.W is calculated to be 16.4; we have considered Process gas Molecular weight as 16.4 for the heater
design. Client to confirm.
4. Client to advise the fuel gas composition and feed conditions as this information is required to finalise
the fuel gas train. Currently we have considered 2 inch line size for both common and individual fuel
train lines. Fuel gas line size to be confirmed later.
5. Client to clarify if there is any minimum Stack height and emission requirement to meet the local
regulations on this project.
6. The Process Coil is designed and manufactured based on Seamless pipe of 6 inch Sch 80 A 333 Gr 6
Materials; if welded type piping materials is required then we have to go with 6 inch Sch 120 and this
will change the heater design due to higher pressure drop.
7. We have not accounted for any heat tracing mainly on the fuel gas line; client to confirm if required; we
can provide with additional price.
8. Please note that typically the Shell is designed to Atmospheric Pressure +Static head and is a Non Code
Design.
Crescent Engineering proposed process coils/connections will be designed and built in accordance to
ASME Sec VIII Div 1.
Heater Shell and Expansion tank will be Non-code, designed for atmospheric pressure; they are not
designed to ASME Code.
Fuel Train piping will be per ASME B31.3 Process Piping.
9. MOC will be as per the materials specified above and client Specification; Crescent will not take any
responsibility for the selection of MOC and thereby guarantee for any design life required on this
project.
We have considered material certification as per BS EN 10204 as below

10. There will be Level gauge provided on the expansion tank and level transmitter / switch on the Shell to
monitor the level in the bath heater and to safe guard the heater.
Water make up in the heater will not be a continuous operation.
11. Water bath temperature is monitored by Temperature transmitter which sends a signal to package PLC.
Temperature transmitter to be installed at the outlet Header measures the temperature of the process
gas at the Outlet of heater.
The Temperature control valve on the fuel gas line controls the fuel input at main gas line and this in
turn maintains the temperatures at water bath and gas outlet. This is achieved via the Low select logic
between Bath temperature controller and Process outlet temperature controller Low select logic.

The lowest PID controller output shall be selected between two TICs and shall control the TCV
accordingly. Both the controllers shall be reverse acting PID controllers and the controller output shall
increase when the temperature falls below the respective set points.
12. The Fuel gas line for each burner (fire box) with main line and pilot line; Main Line will be provided with
Direct Acting pressure regulator followed by PSV , Pressure gauge, Pressure transmitter or Switch for
low low alarm, two (2) pneumatic Operated Shutdown valve and a vent line in between SDV are with
solenoid valve and then control valve on main burner line.
Pilot line will be tubing with Direct Acting Pressure regulator followed by Solenoid valve and Pressure
gauge.
The fuel gas train will be provided with all necessary isolation valves; and instruments.
NFPA 87 is the one which is applicable for Indirect fired heater and we comply with its requirements.
The MOC for the isolation valves on fuel gas train will be with CS Body and SS Trim; other wetted part of
the instruments will be SS.
Fuel Gas Piping will be with Piping Class A01B.
13. MOC will be as per the materials specified above and client Specification; Crescent will not take any
responsibility for the selection of MOC and thereby guarantee for any design life required on this
project.
14. The bath heater will be provided with Inlet / Outlet Header; we are not offering Inlet / Outlet piping
with any inlet Outlet Isolation valves. This to be taken care by client. Our battery limit will be
terminated till the Inlet /Outlet header.
Inlet Header will be provided with Pressure gauge and temperature gauge.
Outlet header will be provided with Pressure gauge and temperature transmitter.
15. One (1”) test port is provided on stack for emission monitoring. We are not offering any monitoring
system (CEMS) with the offer.
16. Insulation is provided for Heater Shell and End Plates. Expansion Tank and Process headers are not
insulated.
17. We have not accounted for any intrinsically safe instruments in our package.
18. Crescent Engineering sizing calculations are proprietary and will be not provided. We shall submit the
heater datasheet during project execution.
19. We have accounted for 3D modelling for the bath heater in our current offer.
Client to confirm if we are required to participate for any Hazop Meeting; currently we have included
attending HAZOP in UAE or by video conference only. We have not included any travel to visit client’s
office in Turkey.
20. We understand that there is No Restriction to country of Origin for the materials.
Considering the quantity for the bought out items; the Materials/ Equipment’s offered shall be
manufactured and supplied from suppliers approved by Crescent Internal approved manufacturers who
got a good track record with us.

21. We are not considering HIC Tested Plates or the plates tested for HIC for the bath heater shell. The
pipes, flanges and fitting offered are not with any or complying with any HIC testing requirements.
Radiography if any will be carried out using Gamma source. We have not accounted for any ultrasonic
test in this project.
22. Manual valve offered on the Shell are with Carbon steel body and SS Trim; considering the sizes
required for this project all the manual valves will be Socket welded or threaded for 2” and below.
Inspection /testing requirement considered for the manual Valves are with 100% Visual and PMI only;
Being low pressure valves ; we have not accounted for any RT, MPT, and DPT for the valves. Client to
provide if any specific NDE test to be carried out for the valves required in the fuel gas line.
We have not accounted for any DBB Valves for Instruments isolation in the fuel gas line and for the
instruments directly mounted on the Bath heater Shell.
23. All fuel train piping >= 2” nominal pipe size shall have flanged type connections wherever it is practical,
otherwise NPT and/or welded connections will be used as selected by Crescent. Piping < 2” nominal
pipe size shall be NPT and/or welded as selected by Crescent.
24. Shell is leak tested with liquid fill for any leaks at static head only. Fire tube leak test is performed by
inserting it into the shell during the shell leak test and checking for any water entrainment into the fire
tube (visual inspection only). All other tests will be per Crescent standards. Test procedures will be
submitted for information only.
25. P&ID, GA drawing and all other documents will be per Crescent format i.e., tagging / numbering
philosophy will be in Crescent standard format. They can be provided in other formats if required by
customer.
26. Post order, submittal documents will be P&ID, GA Drawing. GA Drawing does not include any internal(s)
details. All other documents & drawings (including fabrication drawings) will not be provided as a part
of Crescent offering in this proposal.
27. Crescent will be released to purchase long lead materials (shell plate, burner, coil and others) prior to
client’s final drawing approval. If otherwise, delays will occur.
28. No taxes, permits, licenses or inspection fees are included in the price quoted except for those items
applicable to the design and manufacture (and shipment, if applicable) of this equipment. No sales or
use taxes are included.
29. VDRL (Vendor Document Release List) and ITP (Inspection Test Plan) are offered as our Crescent
standard. If different documentation is required, it will need to be discussed and agreed upon prior to

VALIDITY
The quoted prices are fixed and firm for the contract delivery period subject to acceptance within thirty
(30) days from date of the proposal.
Due to the current variability in materials prices, this quotation is based on current material prices which
are in effect at time of order. In the event Crescent is the successful bidder we must verify prices prior to
accepting any orders.

General Notes:
1. One (1) set of the operations manual will be provided within two weeks from the date of shipment.
2. Crescent shall provide relevant drawings or documents for the project, excluding proprietary

Crescent as approved, approved with Changes, or with some other affirmative indication of
approval to proceed with release for fabrication.
CONSTRUCTION SCHEDULE
Process Documents like PFD /P&IDs will be submitted two (2) to Four (4) weeks after acceptance of order
(AOA).
The unit will be ready for shipment in 24 Weeks after receipt of approved PFD and P&ID’s.
To meet the delivery schedule, we are not expecting any Document approval cycle is required to comply
other than PFD & P&ID.
We can discuss and improve the delivery time once firm ordering date is in place.
Drawing and fabrication schedules are based on engineering and shop loads as well as material availability
at the time of quotation. These schedules could change; we therefore reserve the right to review this
portion of our proposal prior to order placement, and revise if necessary.
QUALITY ASSURANCE
Crescent and all affiliated companies performing any of the work as part of this project are certified ISO
9001 and operate a full Quality Assurance/Quality Control program in accordance with the requirements of
the ASME Code.
Crescent Engineering Director of Quality has full responsibility for implementation and control of total
project/product quality. The Quality and/or Code manuals are available at all times on site at
manufacturer’s facility for client's review purposes.
Start-up, pre-commissioning and commissioning and Training are not included in the base price. If
requested the service of a start-up engineer to assist on installation or start-up will be provided at the rate
in effect at time of need. This will include travel time. Living and travel expenses will be billed for the
actual expenses incurred.

The equipment would be made available for shipping, uncrated, with all openings plugged or covered to
prevent the ingress of moisture or foreign material.
Instruments and accessories, which are liable to damage during transit, will be dismantled, tagged and
packed in a crate(s). Re-assembly of such items on site would be by others.
Pricing does not include taxes, export packing, duties, or freight unless otherwise noted. Freight and
packing can be included by Crescent on a pre-pay and add basis at a cost plus 10% handling fee. Should the
outlined scope of supply change, pricing is subject to change as well.
LIMIT OF LIABILITY
In no event shall either party be liable to the other for any indirect or consequential damage of any nature
or kind arising from this contract unless such consequential loss, liability, damage or claim was caused by
the negligence or recklessness or willful misconduct of suppliers or any servants or agents of supplier or any
partner affiliates or subsidiaries. Companies or sub-contractor suppliers shall not be liable for any
consequential loss in respect of loss of use, loss of profits, or loss of production.
ASSIGNMENT
Any transaction resulting from this quotation shall not be assignable by either party without the prior
written consent of the other party hereto, except that any transaction may be assigned without such
consent to the successor of either party acquiring all or substantially all of the business and assets of such
party.
POLITICAL RISK
Notwithstanding anything to the contrary herein, this order is not cancelable by buyer, its client, or the
ultimate end user due to force majeure, EXCEPT acts of God. Should buyer, its client, or the ultimate end
user wish to cancel this order for any situation other than acts of God, said cancellation shall be considered
to be "Cancellation for Convenience" and seller shall be paid for all costs incurred by it to the date of
cancellation and all reasonable costs incurred in effecting the cancellation.
FORCE MAJEURE
Any delay in or failure to perform by a party, other than the payment of money, shall not constitute a
default that exposes it to liability for breach if and to the extent the delay or failure to perform is caused by
an occurrence beyond the reasonable control of the party, including, but not limited to, an act of God or
the public enemy; expropriation or confiscation of facilities; compliance with any order or requirement or
any governmental authority; act of war, rebellion or sabotage or damage resulting therefrom; fire, flood,
explosion or accident; riots or strikes or other concerted acts of workmen; inability after diligent effort to
obtain necessary licenses or permits; the delay or inability of Crescent to secure products, parts, materials,
fuel, supplies, equipment or power at reasonable prices or in sufficient amount through usual sources of
supply; or any other cause, whether or not of the same class or kind as those specifically above named,

which is not within the control of the party and which, by the exercise of reasonable diligence, the party is
unable to prevent or remedy (force majeure).
In the event of force majeure, the party claiming force majeure shall furnish the other party with written
notice or by telephone immediately confirmed in writing, setting forth the full particulars of the force
majeure claimed, as soon as possible after the occurrence of the force majeure, and the obligations of that
party, so far as they are affected by such force majeure, shall be suspended during the continuance of any
inability so caused, but for no longer. The party relying upon such force majeure shall use due diligence
and all reasonable efforts, including, but not limited to, reasonable expenditure of money, to overcome the
cause of force majeure. If a force majeure event exceeds 45 days, either party may cancel this order
subject to the Cancellation Schedule below.
ACCEPTANCE
Before releasing equipment for shipment, a signed statement of acceptance is required of customer. A
complete check out and functional test of components are to be witnessed by customer prior to signing this
release. Upon equipment arrival at job site a visual inspection is required prior to signing the bill of lading
submitted by carrier. Any damages to the equipment or its components are to be filed with the carrier, and
Crescent is to be notified. Such inspection without objection or failure to inspect within five (5) days after
equipment delivery shall constitute acceptance thereof as being in conformity with the order and
purchaser waives any damages not reported.
MECHANICAL WARRANTY
Crescent warrants new products of its manufacture to be free from defective workmanship and material
for a period of twelve (12) months from the date of equipment start-up or eighteen (18) months from the
date of transmittal of notice of readiness for shipment to customer, whichever period expires first,
provided customer subjects the equipment only to the operating conditions specified by customer when
the order is placed and in accordance with Crescent's written operating instruction, if any.
Crescent does not warrant components manufactured by others, but shall exert good faith effort to assign
such components manufacturer's guarantee to customer. In the event of a breach of this warranty,
Crescent's obligation is limited to replacement of the defective equipment, Ex Works fabrication plant.
No allowance will be granted for repairs or alterations made by customer without option, either to repair
the defective part or furnish a replacement without written consent. Equipment performance guarantees, if
any are limited to those specifically enumerated in the quotation.
Crescent makes no warranty with respect to service work, to parts requiring replacement due to wear and
tear, to used equipment, or to painting/coating/lining. There are no other warranties, except for the
warranty expressly stated above, and none shall be implied by law, including those of merchantability and
fitness for a particular purpose.

Crescent warrants the equipment shall perform as described in the “Process Design Basis” for a period of
twelve (12) months from the date of equipment start-up or eighteen (18) months from the date of delivery,
whichever expires first, provided the inlet fluid composition, capacity, conditions and properties form such
“Process Design Conditions” are provided by the client or others. This Warranty is valid only if the
equipment is operated according to the operating conditions specified by customer when the order is
placed and in accordance with Crescent’s written operating instruction, if any.
Crescent makes no representation as to the accuracy of the client inlet data, nor any client-supplied design,
equipment or use data. Our Process Warranty exclusively covers only those system components specifically
designed or specified by us to control the process outputs/parameters. As such, this Process Warranty
specifically excludes mechanical, electrical, control, instruments, accessories, pneumatic devices, internals,
components and/or systems that are designed, selected and specified by others.
Crescent does not warrant components manufactured by others, but shall exert good faith effort to assign
such components manufacturer's guarantee to customer.
There are no other warranties, except for those expressly stated herein, and none shall be implied by law,
including those of merchantability and fitness for a particular purpose.
CANCELLATION SCHEDULE
The cancellation or termination of this project after customer's authorization to proceed, shall result in the
customer's paying all costs, expenses, losses and damages sustained by Crescent in connection with such

The Prices quoted include insurance of the equipment up to "Pass of the Title".
INSPECTION
CHANGE ORDER
Once an order is received and additions or deletions are required, a lump sum, net price, plus or minus, and
revised delivery date, if applicable, will be submitted to the customer's office for approval.
The engineering change order will include:

* Drafting changes and related costs
* Material costs
* Freight deliveries and/or restocking costs

2 years Spare parts price to be provided during Detail Engineering once we finalize the sub vendors. We
have found it is not possible to provide accurate spare parts list and costs until agreement is reached on
what specific equipment, valves, instruments, and controls are to be supplied.
