70 Hon. Philip Conrad Acop manifested: “By tomorrow, new leaders will rise up, some old souls
71 will step down. To the new leaders, I would like to challenge them that despite the hardships,
72 despite the trials, speculations, despite the doubts, just remain steadfast in your purpose,
73 to protect Antipolo and that of Antipoleños. To the old souls who are stepping down, I don’t
74 think I have to remind you but we will meet in time, know noble ways to attain that
75 objective, some through our love ones who have given the chance to lead, others find noble
76 ways to help Antipoleños again. This pandemic is not yet over and there will be various and
77 different pandemic that may come, it may not be the same but these pandemic will come. A
78 new President is set to take his oath tomorrow as well, we do not know what he brings, we
79 do not know what kind of governance he will be setting as an example to all of us, just know
80 that if it is unpopular but right, stay the course but if it is wrong and popular be the one to
81 fight. It might be difficult but still, it is the right thing to do. With that po, that is the challenge
82 I will provide, I challenge myself first. And hopefully, with the days and years to come, we will
83 find a better Antipolo and a better future for Antipoleños. Thank you.”

85 The Presiding Officer, Hon. Josefina Gatlabayan manifested: “That is a challenge to the new
86 City Council and I believe that we have done that, we have performed our role, our job
87 effectively and efficiently. Although, there are some battlenecks or some weaknesses on our
88 part, but, still, we don’t have this kind of decision might it be unanimous or majority, still, you
89 are the captain of your soul and the master of your faith. If one of us believe on his side
90 positively although, not drawing to the unanimous decision of the rest, you are the master of
91 your faith even if you don’t approve to the majority or unanimous decision, although may
92 kanya-kanya tayong pag-iisip, mayroon din tayong faith sa sarili natin na kung ano man ang
93 ating naging decision specially in the approval of a resolution or an ordinance, we hold on our
94 belief that your approval has something to prove that your side either positive or negative can
95 be depended on. Thank you very much, Coun. Philip Acop.”

314 Inarawan, there were two major items that were not tackled and answered at the same
315 time. This matter is the Budget of Brgy. Inarawan, when we check the budget, it was
316 approved but there was a typographical error, it was discussed, they cannot reduce the
317 budget. The second item that was discussed is the veracity of the renovation of the
318 barangay in time of pandemic. What they discussed is to pass a resolution in order for
319 them to continue the renovation of the barangay. Just for safety, we advise them to make
320 the necessary resolution instead of antidating the resolution, they made a ratificatory
321 resolution from the renovation. Even it is already on the budget that was budgeted that
322 they are going to renovate the barangay. During the time of pandemic, they also made a
323 resolution, Resolution No. 020-2022, “A Resolution Ratifying the Approval for the
324 Improvement of the Second Floor of the Barangay Hall Comprising the Office of the Punong
325 Barangay with Restroom, Sangguniang Barangay Office with Restroom, Treasury Office,
326 Admin Office, Secretariat Office with Restroom and the Lobby.” and the Resolution No. 021-
327 2022, “A Resolution Approving the Improvement of the Ground Floor of the Barangay Hall
328 Comprising the Office of the Reception Area, BPSO Office, BADAC Office, Lupon Office,
329 VAWC Office, a Kitchen with a Common Restroom and a Minor Improvement of Health
330 Office.” In this regard, I believe the Barangay. Inarawan was able to satisfy the worry of
331 Sanggunian.”

336 Brgy. Inarawan, as we know before they come up with the budget, the Barangay
337 Development Council had convened. So, they have the common residents of the Barangay
338 and the other several members of their barangay. So, the Barangay Development Council
339 was able to come up with the Annual Investment Program of the Barangay and they
340 intended the people of the Barangay Inarawan to add additional funds in order for them to
341 renovate their barangay. Since, the AIP was the basis of Barangay, they made sure that
342 they included it on the budget. And despite the fact that there was a Budget Ordinance of
343 Brgy. Inarawan, we required them to pass this resolution also for their protection.”

357 comply with the requirements. We know the fact that the resolution has an important
358 role when it comes to the requirements. So, actually I am the one who raised the issue, to
359 approve a resolution. I’m glad that they were able to comply. Wala na po akong masasabi,
360 that’s good kasi para naman po sa kanila ang ginagawa natin.”

378 typographical errors in the aspect of health has been corrected already. Second, the
379 barangay has stipulated two resolutions regarding the improvement of 1 st and 2nd floor of
380 the barangay. I believe all the questions laid on the floor have been answered and verified.

468 Program, Establish the Mechanism for its Implementation, and for Other Purposes. It was
469 declared Under Section 2, it shall be the policy of the State to undertake in cooperation
470 withn the private sector, a comprehensive and continuing Urban Development and Housing
471 Program, hereinafter referred to as the program. With this, we were able to have or
472 established the Social Housing Finance Corporation or the SHFC. It was created through
473 Executive Order No. 272 and it directs the transfer of the Community Mortgage Program,
474 Abot- Kaya Pabahay Fund Program, and other Social Housing Powers and Functions of
475 the National Home Mortgage Finance Corporation to the Social Housing Finance
476 Corporation. With this, the SHFC delegate the Urban Poor to at least to have a decent
477 housing for them. We have two parties here, the Audrey Heights , this party is the
478 Homeowners Association located at Phase 2B and the other party is the Winning Homes
479 Realty, the owner of the property. In here, these parties entered into a Memorandum of
480 Agreement wherein the owner is willing to sell to the association and the association is
481 willing to purchase the property in the amount of P26,343,230.00, and both parties agree
482 that the acquisition of the said property is through the Community Mortgage Program.
483 Since this is a CMP, the Local Government of Antipolo which will be represented by the
484 Local Chief Executive will be the originator. This is the reason why the Hon. Andrea B.

783 pinoprotektahan ng PAGCOR yung business pero hindi yung institusyon na mahalaga sa
784 atin, yung kalusugan, paaralan at edukasyon, hospital o government facilities. Merong mga

786 nawawala sa wisyo. I told SK Papel kanina, I heard a farmer says na hindi pa naaani yung

877 Visayas Avenue, Diliman, Quezon City, represented by its Director, Engr. William P.
878 Cuñado, hereinafter referred to as the DONOR and The City Government of Antipolo with
879 office address Carigma Street, represented herein by the City Mayor, herein referred to as
880 the DONEE.

884 That the DONOR hereby freely and voluntarily gives, conveys, and transfers by way of
885 donation unto the DONEE the following equipment to become effective upon signing of

888 a. One (1) unit of biodegradable waste shredder with a minimum capacity of 250
889 kilograms, powered by 12 HP diesel engine with electric and manual start,
890 composed of shredding chamber, shredder blades; and
891 b. One (1) unit of composter with a capacity of 1,000 kilograms per batch for every
892 24 hours’ operation powered by five (5) HP by Electric Motor, 220v, 60hz, single
893 phase with speed reducer 1:10 type 120

895 That the DONEE shall use the equipment in processing wastes generated within his
896 territorial jurisdiction and shall fulfill the roles and responsibilities stipulated in the
897 Memorandum of Agreement (MOA);

899 That the DONOR reserves the right to revoke this Deed of Donation and withdraw the
900 said equipment from the DONEE for failure to utilize them within three (3) months upon
901 receipt of the said equipment and/or failure to perform, with justifiable cause, the
902 responsibilities provided under Section 4, Article III of the MOA;

905 interpolation and this is self-explanatory. I believe that these equipments will be added at
906 the Materials Recovery Facility situated in Sitio Tanza. The Material Recovery Facility also

963 by DTI and its management assisted by PSA for data purpose has announced that Antipolo
964 City Government led by our Chief Executive Officer, Hon. Andrea B. Ynares has received
965 award as 2nd Place for the Most Competitive Component City in the whole Philippines, in
966 terms of the structure, government efficiency, economic growth and resiliency. The
967 awarding has been done on the 3rd Floor of Provincial Capitol Building. The Department
968 Heads were there and I was invited also. The Cainta is the over-all winner on the first and
969 second class municipalities in the Province of Rizal. The third is Taytay, in terms of
970 economic growth, structure. San Mateo in terms of resiliency. So, it is still the Province of
971 Rizal, the number one for the Most Competitive Province in the Entire Nation, seven times
972 already. It will still give an inspiration for all the workers/employees in the Province of Rizal
973 to continue extra effort. We are part of its success as a contributor as legislation is
974 concerned. Thank you very much, Coun. Leyva as Chairman of the Committee on
975 Environmental Protection and Natural Resources and Committee on Public Works and
976 Highways. Coun. Acop as Chairman of the Committee on Agriculture and thank you also for
977 helping Antipolo in the case of Covid-19. Coun. De Guzman, as very cooperative and
