 The Ombudsman in Bulgaria was established in 2005.

 The Ombudsman is elected by the National Assembly for a term of five years and currently it’s
Prof. Dr. Diana Kovacheva.
 The ombudsman can help with complaints against the work of:

state and municipal members and their administrations; the persons who provide public services, such as
heating, electricity supply, telecommunications, plumbing services, education, health care, etc.; the
administration of the judiciary – for example, when judicial proceedings are unjustifiably delayed.

 However the Ombudsman does not consider complaints and reports that refer to the work of
the National Assembly, the President, the Constitutional Court, the Supreme Judicial Council and
the Audit Chamber; the administration of justice by the judiciary - court, prosecutor's office and
investigation, when there is an effective court decision, an act of the prosecutor's office or the
investigation; or on the merits of pending legal or pre-litigation proceedings; private
relationships between citizens
