CONSTITUTION AND BY-LAWS OF THE INRSF EMPLOYEES’ CLUB

PREAMBLE

The Ilocos Norte Regional School of Fisheries Employees’ Club (INRSF-EC) seeks the
aid of the Divine Providence to establish a government that shall embody its ideals, promotes
the general welfare of the school, implements laws and orders, maintains a high degree of
cooperation and loyalty, encourages and supports all desirable school activities under the
guidance of Justice, Liberty, and Democracy does ordain and promulgate this constitution.

Article I – NAME OF THE CLUB


Section 1. The
organization is called the INRSF-EC (Employees’ Club).

Article II – OBJECTIVES
Section 1. The INRSF-EC is a democratic one. Sovereignty resides in the officers and
members; authority emanates from them with the direction and guidance of its advisers.

Section 2. The tasks of the INRSF Employees’ Club are as follows:


a. To help the School Administration maintain a high standard of discipline
and leadership;
b. To protect, defend and help the members at all times;
c. To maintain peace and order;
d. To carry out projects for the general welfare;
e. To render send-off and retirement programs;
f. To encourage and maintain the spirit of camaraderie among its
members; and
g. To make the school a progressive and healthy place for the students to
study.

Article III – MEMBERSHIP, FEES, AND BENEFITS


Section 1. All permanent employees are automatic members of the club.

Section 2. Membership is terminated upon separation from the service due to


retirement, transfer, resignation, or death.

Section 3. A quarterly contribution of Ninety Pesos (Php90.00) shall be collected from


each member. The said contribution shall be collected by the cashier and remitted directly to
the INRSF-EC Treasurer.

Section 4. The contribution is used for the operation of the club, school projects, and
other expenditures which shall be presented and approved by the body.

Section 5. Mutual Aid. A fee of Two Hundred Pesos (Php200.00) is collected from
each member upon the death of a member’s beneficiary/dependent and Five Hundred Pesos
(Php500.00) to the member himself/herself. However, a member is allowed only seven (7)
beneficiaries/dependents as reflected in the EC Form No. 01, duly approved by the EC
President and verified by the School Administrative Officer IV.

Section 5.1 Update of Beneficiaries. A member can update his/her


beneficiaries every two years provided that all those who have already availed will still be
included in the list. A member can update as the need arises (marriage, having a child, legal
adoption) for one time in two years.

Section 5.2 Voluntary Contribution. A member gives voluntary contribution to


the death of a relative of a member up to 2 nd degree by consanguinity (parents, children,
grandparents, brothers/sisters, grandchildren).

Section 6. Medical Benefits. A member contributes a minimum of One Hundred


Pesos (Php100.00) to a fellow member who is in dire need of medical assistance supported
by a medical certificate.

Section 7. Retirement. A member who meets his/her retirement is entitled to a send-


off program. A contributiofforof Five Hundred Pesos (Php500.00) is collected from each
member for the purpose.

Section 8. Send-Off. A member who will transfer to another agency/division or resign


is given a simple program. A contribution of One Hundred Pesos (Php100.00) is collected
from each member for the purpose.

*Section 9. Birthday Present. A member who celebrates his/her birthday is given a


simple present. A contribution of Thirty Pesos (Php 30.00) is collected from each member for
that intent.

Article IV – DUTIES
Section 1. The President presides over the meetings of the association, carries out
policies and regulations it promulgates, appoints committees if and when the need arises,
calls special meetings when necessary, and acts on all matters not provided in the by-laws in
consonance with the dignity of his office and the honor of the association, and signs papers
with the secretary and files records which affect directly or indirectly any members of the
association or the association as a whole.

Section 2. The Vice-President, in the absence, disability, and resignation of the


President assumes the duties and responsibilities of the office of the President.

Section 3. The Secretary keeps a record of the proceedings of the meetings of the
association and other documents.

Section 4. The Sub-Secretary, in the absence of the Secretary, assumes the duties
and responsibilities of the office of the Secretary.

Section 5. The Treasurer, as the custodian of the money and property of the
association, keeps an account of the collections and disbursements made, withdraws money
from the association fund, and makes payment of expenses duly approved by the President.

Section 6. The Auditor keeps an up-to-date audit of the records of the Treasurer,
keeps the members of the association informed of the financial standing of the association,
and performs such other duties, checks, and signs with the treasurer to all payments made.

Section 7. The Business Manager coordinates with the work of the different
committees of the association and performs such other duties as may be required of him by
the President.

Section 8. The Public Information Officer must place the name of the association in
good standing in maintaining harmonious relations with the community, school officials,
teastudents’sdentsss and handle all publicity on the activities about the interest of the
association.

Article V – TERMS OF OFFICE


Section 1. An officer can have 1 term in office for 2 years and can be re-elected for
another term.

Article VI – MEETINGS
Section 1. Meetings are called by the President and upon the request of the majority of
the members upon the approval of the adviser.

Article VII – QUORUM


Section 1. A simple majority (1/2 + 1) constitutes a quorum for all meetings of the
association.

Section 2. The consensus of the majority is the basis for deciding any issue/s being
deliberated during club meetings.

Article VIII – RULES AND REGULATIONS


Section 1. Members who entered the school campus, not in the prescribed uniform are
recorded by the security guard and submitted to the Administrative Officer IV unless otherwise
there is a justifiable reason for the member not to wear his/her school uniform except for
mourning and maternity. A fine of One Hundred Pesos (Php100.00) shall be collected from a
member who will violate this rule.

Section 2. Members who are absent during school programs and other DepEd-related
activities as required are fined Two Hundred Pesos (Php200.00) unless there is a valid reason
as determined by the School Head.

Article IX – AMENDMENTS
Section 1. This constitution and by-laws may be amended after two (2) years or upon
request by 2/3 of the association's members to keep it up-to-date.

Section 2. Effectivity. These by-laws of INRSF-EC shall take effect immediately upon
its approval by the body this July 3, 2019.
