Introduction

Covid- 19 pandemic brought a massive disrupt to labor market, majority of

employees reported their job was suspended, hours and pay reduced, or were forced to

take unpaid leave. Shutdown of business establishment has led to the country’s highest

– ever unemployment rate. This situation pushed to do massive layoff of workers from

companies that turn to closure. During COVID-19, it is likely that the owner/managers

are finding themselves at a crossroads for their hotel. On the one hand, they should have

to find a way for their hotel to survive the crisis. On the other hand, they need to make

humane decisions for their employees. Due to various quarantine measures imposed by

the government around the world, certain industries, businesses or establishments have

been affected much more than others. Fear of financial loss may lead to rash decisions

that will ultimately cost a company to abandon the well-being of its employees. As only

business establishments and services involved in the value chain of essential services are

operational that needs to respond to unusual situation and to address the fast changing

variables presented by Covid- 19. (Citation)

Palawan is a province in the Philippines situated in the MIMAROPA grouped

under the Luzon island group. The province has a land area of 14, 649.73 square

kilometres or 5, 656.29 square miles. Its population is 939, 594 as determined by the

2022 Census. It has 23 municipalities, with 367 barangay; Puerto Princesa serves as the

provincial capital. It is located at the westernmost of the Philippines (Philippine

Statistics Authority, 2021).

Dealing with retrenchment or an unexpected loss of income can be challenging

for many people, causing significant financial and emotional hardship. According to

Ralph Rivas, Covid- 19 plunges to its news blows where the country’s unemployment

rate increases until December 2021, showing that 3.16 million were jobless in the

Philippines. Relatively, increase of unemployment leads to suicide, depression,

separation and other factors of anxiety and breaking down due to losing a job. This will

show the data in finding out the alternative way to overcome retrenchment, the

significant difficulties and the matters of providing the needs of the families and people

who constantly relies for financial strain is the major reason of the retrenched

employees along with the challenges and the endurance in overcoming the situation all

throughout two years and a half almost.

Hence, this study will identify the alternative source of income of the selected

retrenched employees of the hotels in the city of Puerto Princesa, Palawan to provide

recommendations or potential alternative sources of income for the unemployed people

in the city and bring improvement to their lives, also, the government and other officials

to use this study to conduct a program for their people, especially amid the pandemic.

Statement of the Problem

This study aims to assess the Income Generating activities of retrenched

employees of hotels and resorts of Puerto Princesa during Pandemic.

Specifically, the study would answer the following objectives:

1. What is the demographic profile of the respondents in terms of?

1.2 Age;

1.3 Sex;

1.4 Civil Status/Marital Status;

1.5 Educational Attainment; and

1.6 Job Title/ Position?

2. What is the alternative source of income for the selected retrenched employees of

the Hotels in Bgy. San Puerto Princesa City, Palawan?

3. What are the challenges that the selected retrenched employees of hotels in Bgy.

San Puerto Princesa City, Palawan encounter in engaging in income-generating

activities?

4. What is the effect of income-generating activities of the selected retrenched

employees of the hotels in Bgy. San Puerto Princesa City, Palawan?

Significance of the Study

The significance of the study depicts the reasons for the researcher to undertake a

particular study. This study provides the necessary information which is fundamental in

the following aspects:

The Government. since the importance of having professionals advise members who

are engaged in income-generating activities, as well as allocating sufficient financial

resources to help community members through various structured community groups,

will be stressed in this study, As a result, this information can be used by the

government to provide more assistance and develop an alternative strategy that would

provide opportunities to the impacted individuals in the tourism and hospitality

industry.

Businessman, the input of the study will also serve as wake-up call for the

businessmen to pursue alternative income generating activities that they could offer to

their employees to be able to retain them and help them survive during the pandemic.

Planners, in charge of policy formulation will benefit from the findings of this study

because they will be aware of the necessity to design appropriate. Policies and plans

directed toward the development of potential or alternative income-generating

activities.

To the hoteliers, the study gives them a clear picture of the impact of income

generating activities via the literature review; the findings of the study; and the

strategies put forward by the study on how effective income generating activities.

To the researcher, as the researcher conduct this study, knowledge about the income-

generating activities of the retrenched employees will acquire. The researcher will be

able to understand, identify, determine, and assess how income-generating activities

affect the employees’ lives and can recommend alternative source of income to the

people and government in Puerto Princesa City, Palawan.

To other researchers interested in conducting studies on income-generating

activities can use the findings as a guide. This research would be great contribution to

the body of information since there’s not much studies conducted similar to this topic.

Scope and Limitation of the Study

The research study entitled “Alternative Source of Income of the Retrenched

Employees of Hotel Establishment in Barangay San Pedro, Puerto Princesa City” limits

its coverage only to the selected retrenched employees by the researcher in San Pedro,

Puerto Princesa City, Palawan at the Hotels and Resorts.

This research is focused on identifying the source of income of selected retrenched

employees of the hotels and resorts, determining the factors hindering selected

retrenched employees of the hotels and resorts participating in the income-generating

activities, and assessing the effect of income-generating activities of the selected

retrenched employees of the hotels and resorts in Puerto Princesa City, Palawan. The

study limits its selected respondents as well as the research location, this study will be

conducted in Puerto Princesa City, Palawan.

Definition of Terms

To have clear understanding between the researchers and the readers of this

study, the following terms are defined as they will be used in the study:

Retrenched Employees. Refers to a dismissal or is a no-fault form of the employee,

it is a process by which the employer reviews his business needs to increase profits or

limit losses, resulting in a reduction of his employees.

Demographic. Refers to a group of people with the qualities (such as age, sex, and

income) of a specific group.

Alternative. Refers to a proposition or situation offering a choice between two or more

things only of which may be chosen by an individual.

Income- Generating Activities. Refers to an activity in order to generate revenues

used to ensure the financial sustainability of an organization or an individual.

Pandemic. Refers to a large-scale outbreak of infectious disease that can greatly

increase morbidity and mortality over a wide geographic area and cause significant

economic, social, and political disruption

REVIEW OF RELATED LITERATURE AND STUDIES

Rapid expansion in modern employment was strong enough to pull workers

away from the informal sectors in such big numbers that in reality employment was

shrinking for the first time in the Philippines. Unemployment rate in the Philippines can

be crucial in both helping the citizen in coping with the stress of job loss as well in

finding a new job. (Lanzona, 2006).

According to National Economic and Development Authority the relationship

between the work and social identity in that individuals’ self-perception is often linked

to their jobs and/or work identities. These statement represent the cognitive and

behavioural attempts to deal with unemployment. (Cesario, 2022)

According to Jorge V. Sibal on Globalization and changes in Work and

Employment Conditions, pandemic had triggered a large reallocation of jobs across

sectors. While job losses have occurred across, the hardest hit sectors on personal

contact such as accommodation, food services, transportation and recreational services.

In contrast, the sectors that recovers quickly and present positive job growth are those

that tend to absorb lower shares of labor such as communications and technology and

several higher- skilled service sectors.

Cited from Mcbride and EisenDP (2020) the outbreak of the Covid – 19

hampered the economic status of one’s sate hugely affecting private sectors companies

particularly those into providing services and transportation due to the unexpected

shutdown. The dilemma of jobless growth underlines the impact of globalization in the

Philippine labour market, alongside persistent underemployment, mismatch in skills

and jobs demanded, growth in short term employment and expansion of the informal

sectors. Employers emphasize the need to survive, compete and succeed in global

competition. Companies resort to relentless organizational changes to achieve the best

results.

In Portugal, unemployment often leads to negative life changes so that people

must adopt coping strategies to deal with this stressful event. It is not just an individual

problem; job loss impacts income and involves social and emotional dimensions that

should be addressed by the researchers and policy maker. (Walsh and Gordon, 2020)

According to Chandra (2015), retrenchment causes the person and the family to

perceive negatively with their life due to traumatic effect. This showcases their holistic

development that some of the retrenched employees experienced insignificant weight

loss, anxiety, and restlessness and other associated health issues after experiencing

retrenchment.

Reforms in Philippine labour market policy attempt to fill the gaps by providing

among others public employment service centers to cater the standards of enforcement

framework. According to the Philippine Institute for the Development Studies (Abrigo et

al, 2020) the Philippine may suffer economic losses between 276.3 billion and 2.5

trillion due to the Covid- 19 pandemic. The most affected businesses sectors will be

manufacturing with losses between wholesale and retail and 150 billion given the

decline in household consumption. And assuming to control economy in the second half

of 2021.

Department of Tourism (2021) stated that the tourism industry in Puerto

Princesa, Palawan is most affected when the outbreak happened, since the city is known

for its tourist destinations, natural beauty, but the Department of Tourism (2021),

specified that before visiting Palawan's paradise, people should be aware of all key travel

warnings and rules to keep both tourists and locals protected and it is subject to General

Community Quarantine (GCQ) and is therefore not available for tourism.

According to Dessler (1984) as cited by Wandera (2013), Dessler (1984), Crane

and Miner (1995), downsizing is the process of drastically lowering the number of

people currently employed. It happens when organizations strive to make their

workforce more competitive or when a firm significantly lowers the number of its

personnel through mass layoffs, expedited retirements, and other means. The studies of

Chandra (2015) and Jobs.co.za (2021) found the social-economic impact of an

unexpected and involuntary loss of employment retrenchment on workers. It shows that

retrenchment damages one's life and the lives of his or her family, and the consequences

of being retrenched may be catastrophic for a retrenched individual.

Moreover, the “Economic Profile” (2021), indicate that Puerto Princesa is mostly

based on agriculture, notably fishing, tourism, trade, and commerce, with tourism

becoming a significant economic basis, and Emotive (2021), found out that the city

doesn’t want to rely on fishing and agriculture only, that is why they intended to create

an alternative income-generating activity since according to the studies of Wandera

(2013), and ILO-OECD (2020), COVID-19 pandemic affects a lot of employees and were

retrenched.

Theoretical Framework

The researchers used theories to deepen the understanding about the study to

further explain the relationship of the variables in terms of economic, social and

personal aspect of the selected retrenched employees in the study.

Economic Theory

Retrenchment in informal sector contributes greater value to the economy.

Workers in the informal sector lack protection, rights, and representation. It is a major

challenge for Philippine unions to organize and provide representation for workers in

the informal sectors such as hotel establishments. There is a need to strengthen the

capacity of the labor inspectorate including occupational safety and health support

services to employees who are subjects of involuntary retrenchment (Maragtas, 2005).

There is no doubt that the economy as a whole is now on the brink of a recession.

Several business industries have taken a much slower pace due to the global pandemic

affecting the flow of supply and employment status of every citizen especially those who

are affected by the retrenchment period (Salonga, 2020).

Social and Personal Theory

Retrenchment may sometimes be a necessary part of securing future employment

for large sections of workforce. On personal view, loss of job may affected by many life

events such as financial hardship, health and mental negative reaction. The distress

associated with job loss and financial stress can lead to the development of common

mental health conditions (Rivas, 2020). It shows that it is very important that this

factors that contribute in a sever reaction of retrenchment, there should be a

reinforcement in dealing with some alternatives to surpass the situation of financial

hardship brought by the pandemic.

The potential impact of retrenchment appears to have been recognized in a

number of studies examined the experiences of the victims and survivors of

retrenchment. In the majority, it has been found that the negative experiences in the

case of survivors translate into lowered work attitudes, work performances, increased

job security, feelings of organizational unfairness, distrust and betrayal, depression,

emotional stress, work overload and fatigue, reduced risk taking and social,

psychological and medical consequences of unemployment in the case of the victims

(Bruckner, et al., 2020)

The concept of this study is to assess the alternative source of income of the

selected retrenched employees by the researcher of the hotels and resorts in Puerto

Princesa City, Palawan. The researchers will identify the perception, determine the

challenges encountered during the retrenchment. Assess the effect of generating the

source of income and upon identifying all the concepts, the researchers will propose an

alternative income generating activities that will improve the lives of the retrenched

employees.

CHAPTER 3

METHODOLOGY

This section conceptualizes the research design, the instrumentation used in

conducting the study and how it was validated to ensure the applicability of the results

to its desired population. This section will explain of how gathering of data was

gathered.

Locale of the study

This research study will be conducted in Puerto Princesa, wherein the data will be

gathered through a survey face-to-face interaction.

RESEARCH DESIGN

This study will use the Descriptive Method of research. The descriptive Method of

research aims to accurately describe a population, situation, or phenomenon. By using

the descriptive method, it was ensured that the data collected would meet the research

objectives and, more importantly, that the information needed for effective decision-

making and the assessment of the impact of income-generating activities of the selected

retrenched employee of the hotel in Bgy. San Puerto Princesa City, Palawan during the

pandemic would be gained.

RESPONDENTS OF THE STUDY,

The respondents of this study were the selected employees from the hotels of

Barangay San Pedro, Puerto Princesa City. A total of 50 retrenched employees from

different hotel establishments.

SAMPLING PROCEDURE

The respondents were selected by using purposive sampling in getting the

relevant data necessary to serve the purpose of the study. Robinson (2015) defined

purposive sampling as a non-probability sampling technique that is based on the

research judgment to the participant’s capability to draw out responses from a certain

phenomenon.

PROFILE OF THE RESPONDENTS

The data were collected from 150 respondents in the study. The respondents were

classified according to the age, sex, civil status, and educational attainment. The

respondents assessed and answered the specified questions.

RESEARCH INSTRUMENT

The survey questionnaire and interview guide questions were the primary instruments

in the assessment of the income-generating activities of retrenched employees during

the pandemic. The survey questionnaire and interview guide questions were adopted by

the researcher. The questionnaire was divided into three parts:

Part I Profile of the Respondents. This part elicited data to establish the profile of the

respondents in terms of age, sex, civil status and educational attainment.

Part II Information about the income generating activities of the selected retrenched

employees of hotels and resort in Puerto Princesa City, Palawan. This part gathered

information to determine the types of income-generating activities that the

retrenchment employees were involved in.

Part III Challenges encountered by the respondents. This part elicited data on the

problem encountered by the respondents.

Part IV Assessment of the Livelihood Activities of Retrenched Employees during the

Pandemic.

Gathering Procedure

The researcher will first get permission and approval from the thesis adviser, and

the Local Government Unit of Puerto Princesa City, Palawan before conducting the

survey. Following approval, the instrument is administered to the respondents. The

researcher administered the instruments by using different online platforms such as

social media, Google Forms, email, Google Meet and face-to-face interaction. The

respondents will be properly informed about the research's objective and content.

Questions about the questionnaire will also be answered. Health protocols will be

observed, as well as any other applicable health regulations.

After the conduct of the survey, the data gathered will be tallied, presented in the

tabular form and analyzed using the MS Excel and SPSS to draw conclusive output and

provide recommendations.

Research Clearances

A letter of request to conduct the research will be given to the office of the Mayor,

City Tourism Office of Puerto Princesa, Palawan. The respondents will be informed of

the objectives of the research and their permission to conduct the study.

Survey Administration

Before answering the survey, the researcher gave an overview of the rationale of

the research. Respondents will be visited at their convenience during scheduled days to

discuss the substance of the questionnaire and collect their replies. Questions from the

questionnaire will be tailored to ensure that responders understand the question and

the study's goal. The survey questionnaire will be collected and tabulated once it is

complete

STATISTICAL TREATMENT DATA

Descriptive statistics will be used to characterize or summarize features of a

sample or data collection, such as the mean, standard deviation, or frequency of a

variable.
