1.0 Purpose and Scope

1.1 This method statement describes the techniques and methods to be implemented and the
resources to be utilized for all the concrete operations required in the construction of the
‘‘Early and General Civil Works at Power Plant PP14 in Riyadh, Saudi Arabia’’.
1.2 The work covered includes the transportation and placement of concrete for typical concrete
structures in the works.
1.3 When required and particularly at the large pours (over 400m3) an amendment will be prepared
in which will be described in detail :
a) The pouring gangs and the sequence of pouring.
b) The vibration pattern.
c) No and position of concrete pumps.
d) Back up plant requirements
e) Pouring time schedule.
f) Location of thermocouples
g) Identification and fix number of proposals for corrosion items (anchor bolts,
cast-in plates, earth conduits, ducts and pipe works).

2.0 Document Control

2.1 This method statement is a controlled document as required by the system procedure Quality
Planning and it is issued in accordance to the system procedure Control of Documents and
Data. Furthermore, it will be distributed as such to those detailed on the Internal Distribution
of Documents Matrix maintained by the Document Controller.
2.2 Internal distribution of this document will be by the Document Controller, while external
distribution will be via the Secretary.
2.3 The documents govern the preparation, registration, approval, distribution and
amendment/revision of this method statement will be detailed in below paragraphs if necessary.
2.4 This method statement is subject to amendments during the execution of all operations
described above in Paragraph 1.2, as a result either of periodic reviews or whenever
circumstances demand such an action.
2.5 Revisions will be issued in accordance to the system procedure Control of Documents and Data
both whenever the body of the method statement changes and when an appendix is being added
or removed. Revised appendices for substitution will be issued separately and, where
appropriate, will include a separate schedule of contents. Revisions to the text of this document
will be indicated by a black line in the right hand side. Revisions to forms and the like will be
indicated by ‘’clouding’’ the changed information.
2.6 Details of previous revisions will be removed. This document’s revision and appendix issue
status is shown in the Project Register of Management System Documents, a copy of which
may be obtained from the Project Office upon request.

2.7 This document includes all revised versions, will be included in 11061-PMG-PSP-10-F01,
“Deliverables Plan” prepared by the Project Controls Manager and maintained by the
Document Controller.

4.0 Definitions, Terms and Abbreviations

4.1 Definition and Terms

document.

5.0 Responsibility

5.1 The Project Manager is responsible to appoint site supervisory personnel to organize,
coordinate, and oversee the execution of the work detailed in this method statement.
5.2 The Construction Manager is responsible for the organization and coordination of the entire
work detailed in this method statement.
5.3 The responsible Section Engineer is responsible for the execution of the works detailed in this
method statement. He will be responsible for instructing the Foremen/Superintendent about the
requirements of the contract, including all restrictions, safety regulations, scope of work and
time schedule. In addition, he will be responsible for related logistic matters and all matters
related to HSE and the quality of the works.

5.4 The Site Civil Engineers are responsible to assist the Section Engineer and to ensure that the
construction teams will be provided with the necessary information to execute their work
accurately and effectively.
5.5 The Superintendent/Foreman is responsible for the day-to-day implementation and supervision
of the works detailed in this method statement.
5.6 Assigned HSE staff is responsible to assist the construction team to develop safe methods of
working and to monitor implementation of the controls as required.
5.7 Assigned QA/QC staff is responsible to assist the construction team to ensure all works comply
with specified requirement and to monitor implementation of the controls as required.

6.0 Materials and Equipment

6.1 Materials
 All materials to be used in the permanent works will comply with the latest project
specifications and appropriate Material Approvals will be submitted and approved prior to the
incorporation of the materials into the works.
 Quality Control tests will be performed as required by the project specifications to ensure
compliance prior to any materials being incorporated in the works.

 The main items of permanent materials are as follows:

- Concrete Grade 15/200 KG/m3 Class A (Lean concrete & Conduit duct bank outside
traffic area).
- Concrete Grade 35/400 KG/m3 Class B (Walls, Paving & slab all above grade).
- Concrete Grade 35/400KG/m3 Class C (All RC Foundation below grade).
- Retarding Admixtures.
- Air-entrainment admixture.
- Curing Compound.
- Concrete Repair Mortar (Minor/Major Defects).
- Bonding Agent.
- Potable water.

8.0 Methodology / Procedure

8.1 General
This Section includes all operations for casting typical concrete foundations and
slabs including blinding concrete, formwork, reinforcement, embedded items, water
stops, construction joints, transportation & placement and curing of concrete.

8.2 Transportation and Delivery of Concrete


The concrete will be delivered from the batching plant to the place of pouring in
agitating transit mixers. Before departure of the loaded transit mixer from the batching
plant, the delivery ticket will be handed over to the driver.

In order for the concrete to maintain a homogeneous mass, transit mixers shall have
drums rotating continually both during transportation and while waiting to discharge.
The mixers prior to discharge will stop at the site laboratory, or at a suitable testing
station within the construction site, where tests will be performed on the fresh concrete
and cylinders will be taken for strength tests for the casting of test cubes. The
frequency of testing shall be in accordance with the ‘’Inspection and Test Plan for
Concreting Works’’.
No addition of water shall be permitted at any point after the transit mixer has left the
batching plant.

Should we require to increase the concrete slump to maintain or achieve better


workability, but without exceeding the maximum dosage which is permitted, one
addition of plasticizer will be allowed after consultation with the batching plant
manager.

If water additives are added to the fresh concrete after leaving the batching plant, then
the company representative is to be advised.

The concrete will be transferred to the point of placement in one of the following
ways:
a) By metal chutes.
b) By concrete pump.
c) By concrete bucket with bottom opening. The bucket will be carried to
the place of pouring by crane.

8.3 Lean concrete of 100mm thickness:


A Lean concrete layer Class A grade 15 / 200 Kg/m3, will be poured on the compacted
soil. The Lean concrete layer shall be minimum 100mm thick will cover an area
exceeding the foundation footprint by 100mm on each side. The Lean concrete surface
will be toweled to achieve a smooth surface.

8.4 Bitumen Coating:


Two coats of Nito Proof 10 bitumen coating, or similar approved, will be applied to
the blinding concrete layer top surface. A two hour period will be afforded between
coats in accordance with the manufacturer’s instructions. Prior to the application, it
will be ensured that the concrete surface will be dry and free from dirt, dust, oil and
grease.

8.5 Vapor Barrier


Vapor barrier of 250 microns will be provided on top of lean concrete prior to install
rebar & formwork. In the case of the grade slab a vapor barrier will be provided in the
form of a 250 micron thick plasticized sheet laid on the ground surface prior to pouring
the grade slab concrete to prevent bleeding of the blinding concrete that will
subsequently be poured. A 300 mm minimum lap shall be maintained where the
plasticized sheet is jointed as per the approved drawings.

8.6 Formwork
Formwork will be comprised of steel or timber frame panels or proprietary formwork
material and will be supported by props anchored on surrounding shores and on the
protective concrete layer or any other supporting surfaces or members.
Formwork will be of adequate strength and rigidness, and will be installed sufficiently
tight to prevent loss of mortar from the poured concrete, as well as to ensure the
accurate dimensions of all reinforced concrete elements.
Upward or lateral displacement of any part of the formwork system will be prevented
during all time of works. When forms for continuous surfaces are placed in successive
units, the forms will be fitted over the completed surface to obtain a continuous
alignment and to avoid leakage of mortar.
Surveyors will mark the location of all formwork system. Checking of location,
verticality and cleanness will be carried out prior to any further actions.
Void formers will be prevented from moving horizontally or vertically. Form ties
where used shall be sleeved by PVC pipe to allow subsequent withdrawal. Before any
use of the formworks, all members will have to be clean, with all loose elements, loose
bindings and any other extraneous matter removed.
A Chemical Mould Release Agent, FOSAM Company Limited or similar approved,
will be smeared on the inner surface of all formwork panels before installation, to
ensure their smooth subsequent removal.
The criteria for striking vertical formwork, not supporting the self-weight of concrete,
shall be solely based on a minimum compressive strength requirement. In accordance

with CIRIA Report 136; Formwork Striking Times, a minimum value of in situ cube
strength of 2 M Pa is required to prevent mechanical damage.
Once removed, formwork will be prepared for being reused where and when required
based on schedule of works.
8.7 Reinforcement
Steel reinforcement bars, cut and bend in accordance with approved drawings, will
be supplied by approved supplier. Cutting and bending of all reinforcement bars will
be done in accordance to the project specifications.
Non-structural connections for the positioning of reinforcement will be made with
1.5mm black tie wire from Al-Faizal Steel Products Company, or other approved
supplier. Care will be taken to ensure that projecting ends of ties do not encroach
into the concrete cover.
Concrete spacers will be used for the proper placing, spacing and supporting of all
reinforcement bars. The concrete spacers will be manufactured from the same
concrete grade as that of the concrete element under construction. Additionally,
spacers will ensure the required concrete cover based on relevant design drawings is
achieved.
Reinforcement bars will be protected from rough handling, shock loading (prior to
embedment) and the dropping from a height. Reinforcement will be secured against
displacement outside the specified limits.
Reinforcement will not be surrounded by concrete unless it is free from mud, oil,
paint, retarders, grease or any other substance which can be shown to adversely
affect the steel or concrete chemically, or reduce the bond.
The positioning of reinforcement shall be checked before and during concreting.
Particular attention will be directed to ensuring that the required cover in maintained
within the limits given.
8.8 Construction Joints
Construction joint locations will be as per the drawings issued for construction. The
number of additional construction joints will be kept to the minimum necessary for
the adequate execution of the works. Generally they will be located at right angles to
the main direction of the reinforced concrete members. Vertical joints will be formed
against a stop end.
The top surface of a layer of concrete will be level and reasonably flat. When a kicker
is used, it will be at least 70mm high and cast with the previous concrete.
The surface of the first pour will be roughened to increase the bond strength and to
provide aggregate interlock. Both at horizontal and vertical construction joints, a
retarder on the stop end will be applied, to enable the joints surfaces to be treated after
the stop end has been removed. Rugasol ® -2 Liquid PDS, a Water based Concrete
Surface Retarder, or similar approved will be applied to the shutters face forming the
construction joints, and at the concrete top where the construction joints are

horizontal. The retarder will be removed by water jetting shortly after the stripping of
the formwork, leaving exposed aggregate concrete finish at the construction joint
surface.
Care will be taken to ensure that the joints’ surfaces are clean immediately before the
fresh concrete is placed against it. Joint surfaces will be soaked with water and
bonding agent Nitobond 10 or similar approved will be applied. Prior to the new
concrete being placed, to prevent excessive loss of mix water into the previous cast
by absorption and enhance the bonding between the existing concrete surface and the
newly laid concrete. Particular care will be taken in the placing of new concrete close
to the joints to ensure it is fully compacted and dense.
8.8.1 Concrete Pouring
Concrete of approved mix design will be supplied by Saudi Archirodon Ltd own
site based batching plant or other approved supplier. During concreting operations a
stand-by batching plant will be made available. This second/stand-by batching plant
will be Saudi Ready-mix Concrete Co or other approved supplier.
The temperature of the mixed concrete shall not exceed below criteria referred in
table - 1 at discharge into the works. Measures to assist keeping the concrete within
the required temperature levels, will include keeping the aggregates in a shaded area
prior to batching, adding ice to the mixing water during batching, and spraying with
water the formwork and reinforcement before placement.

Discharge of concrete will be done within a maximum of ninety (90) minutes from
the time of batching. Placement into the works will be carried out via truck mounted
concrete pumps. A stand-by concrete pump will be available at all times in case of a
breakdown.
Pouring of the concrete in each element shall be done in a continuous operation and
in horizontal layers of 450 mm maximum thickness. The concrete mix must have
sufficient workability at the time of compaction to ensure that reinforcement is
thoroughly embedded into the concrete mass.
Concrete will be well compacted with the use of concrete vibrators during the process
of pouring. Concrete vibrators shall penetrate by 150mm, the layer below in cases of
a multilayer concrete casting. Concrete will have to be thoroughly worked around the
reinforcement, the water stops and into the formwork system inner corners, in order
to prevent honey combing or planes of weakness. Vibration will continue until the

expulsion of air has practically ceased and in a manner that does not promote
segregation. Over-vibration will be avoided to prevent the risk of harming a weak
surface layer. The concrete shall be placed in a manner to avoid segregation. Tremie
pipes will be used where necessary to avoid the concrete being dropped into place
from a height exceeding 1.5 meters. No concrete transportation within the formwork
system is allowed by the use of mass concrete vibrators.
The Concrete top surface shall be screeded and floated to achieve the required finish.
Once the concrete is of adequate stiffness and the film of moisture has been removed,
a fine finish will be achieved by refloating or by mechanical means.
All concreting operations will be supervised by a competent person at all times.
8.8.2 Concrete Curing
As soon as the concrete has been placed, compacted and finished, the curing process
will begin to prevent moisture loss whilst maintaining a satisfactory temperature
regime.
The process will involve application of a hessian mat over the whole of the exposed
surface of the poured concrete. This hessian layer will be kept moist throughout the
curing duration. A layer of polyethylene sheet will be laid on top of the wet mat to
prevent water evaporation.
On top of the polyethylene sheets, a combination of insulating open cell polyurethane
foam (foam mats) and quilts will be used to prevent heat loss from the surface and to
contain the differential temperature between the concrete core and surface within the
20oC prescribed limit.
The insulation wherever installed will be covered with tarpaulin sheets, which will
increase the insulating value and ensure that the concrete element will be wind proof
to prevent the drying of the concrete surface and propagation of plastic shrinkage
cracking.

For Slabs (including Grade slabs), Pavings & horizontal elements, curing
compounds will be used like Masterkure 106 J or similar approved. The compound
will form wax emulsion like blockade and the resultant film retains sufficient moisture
in the concrete to ensure full hydration of the cement and it will help to produce
optimum strength development.
It is suitable for spray application to freshly poured concrete, as soon as the initial
surface sheen has disappeared from concrete surface, as evenly as possible at ratio of
5 - 6 m2 per litre. The compound will removed completely by grinding the surface
prior to the application of any surface finish or treatments, as per the manufacturer
recommendation.
When placing concrete in elements where the smallest dimension is greater than 1000
mm , the temperature differential between the core and surface of the concrete element
will be measured by embedding electronic sensors (thermocouples) in the cast (see
figure - 1).

The number of thermocouples to be used depends on the dimensions of the structure.


In principal we place one row of thermocouples at mid height, with the first
thermocouple 100 mm from the form, the next one about 250 mm from the form and
the rest spaced about 700 mm apart until we reach the middle of the section. We repeat
the spacing as we approach the opposite side of the section, and repeat this array in a
line perpendicular to the first set and at the center of the cross section. We finally add
a thermocouple near the base and one near the top surface where heat loss may be the
most rapid.
After all works have been completed and prior to pouring the concrete, thermocouple
installation will be carried out. The thermocouple wires will be attached to the
reinforcement with nylon cable zip ties. Immediately after fixing, the thermocouples
shall be checked by comparing readings to the relative ambient temperature. Any
damaged thermocouple wires will be replaced. Doubling the wires will minimize the
risk of them being damaged during the concrete pouring works.

After placing the concrete, temperature readings shall be taken at regular intervals of
every two hours for first two days after the concrete pouring and every four hours
from third day and logged. This monitoring frequency will continue until the
minimum concrete temperature is 20oC or less than the daily minimum ambient
temperature. Once this is achieved, the curing will cease and all insulation,
polyethylene sheets and other curing material will be removed.

9.0 Quality Control


9.1 All works will be undertaken in compliance with the quality requirements of the Contract,
and PP14-00-Y-CNQ-SAR-001 Rev A, “Project Quality Plan”.

9.2 All works requiring inspection and testing to demonstrate conformity with requirements
will be undertaken in accordance with PP14-00-Y-CPT-SAR-002 – Rev.0 “Inspection and
Test Plan for Civil Works attached in Appendix A.
9.3 Where non-conformities are found/identified, they will be addressed in accordance with
QLT-PRO-05 – Rev.0 “Control of Non-conformities”.

9.4 The quality control activities associated with the works will be conveyed to all personnel
involved in the execution of the works by the Project QA/QC Manager prior to the
commencement of the work.

9.5 All concrete testing will be monitored and tested by RGF or any approved third party
independent Lab technician.

9.6 Concrete Pouring plan and drawing will be submitted including numbers of equipment to
be used prior to pouring of concrete, if the concrete pour is more than 250 cubic meter.

9.7 Prior to concrete production of Contractor’s Batching Plant and Laboratory, all equipment
will be calibrated and will be submitted for Company Representative approval. And also
concrete trial mix for Contractor’s Batch Plant will be submitted for approval accordingly.

10.2.1 Planning & Objectives

The fundamental HSE objective for the Project is to achieve a mutually agreed
target of zero harm to People, assets and the environment, and to maintain the
welfare of all Project personnel by removing or reducing to As Low as Reasonably
Practicable (ALARP) all Occupational Safety, Health and Environmental risks
during all field activities. Specific objectives are:

 To define the methods to be applied for the prevention of incidents and the
improvement of HSE standards.
 To foster the maximum involvement by management and employees in
the prevention of accidents through training, orientation and mutual
consultation, and their actions.
 To record and monitor the effectiveness of the Corporate and Project HSE
Management System by utilizing best-practice methodology and
recognized continuous improvement processes.

10.2.2 Hazard Identification, Assessment and Control

The Project HSE Management Strategy is to identify hazards and their potential
consequences within the construction environment. This will be achieved by
encouraging the active participation of all personnel in the identification and
continual assessment of hazards to avoid or minimize the risk of the hazard to a
level that is As Low as Reasonably Practicable (ALARP) and/or controlling the
events that could lead to a potentially hazardous situation.
Hazard and risk management techniques, such as HAZIDs, HAZOPs, JSAs, and
START Cards will be used throughout the Project.

 Job Safety Analysis (JSA)


From a safety perspective, JSA is the most commonly used term and the most
misunderstood within the industry today.
To ensure clarity with regard to this item, this procedure describes JSA in the
context of:
 Tasks that have a history of, or high potential for, injury, near miss or loss-
related Incidents.
 Critical tasks outlines in Company’ Safe Work Procedures or Practices.
 Tasks carried out in new or unusual environments.
 Tasks that have high potential for changing conditions during execution.
 Tasks that are rarely performed in a petrochemical environment.
 Tasks where multiple contractors / subcontractors are required to
sequentially execute an activity.
 Tasks where high ongoing interaction with process operations is required.
 Tasks that have a high potential for impact on the integrity of processing
systems.
 Tasks that need to be performed when a state of zero energy cannot be
achieved.

10.3 Mandatory Safety Rules


Adherence to critical safety rules is mandatory. Failure to follow these rules
allows the potential for serious injury to people or damage to equipment. As such,
the consequence, after investigation, may result in dismissal from site for the
subcontractor’s employee(s) in violation of the rule. In addition, the employee’s
immediate supervisor will be appropriately disciplined and / or dismissed from
the work site. The following are the contractor.
Mandatory Safety Rules:
1. Always protect against falling where you can fall more than 1.8m (6 ft).
2. Never throw or drop any object or tool from one level to another.
3. Never initiate or participate in any physical altercation (fight).
4. Always adhere to work permit procedure.
5. Never engage in any horseplay.
6. Never tamper, alter or remove any safety device.
7. Always verify and tag and lock all energy isolations.
8. Never wilfully give an unsafe instructions nor allow another person / s to
work in an unsafe manner.
9. Always smoke in designated smoking areas.
10. Never begin a skilled task or operate equipment or machinery unless
qualified.
Instructing or allowing an employee to operate any type of equipment without the
required competencies and / or licenses is not allowed.

10.4 Site Transportation Rules


 Drivers of motor vehicles shall be instructed to exercise judgment as well as
observe posted speed limits. Maximum speed limit is 30 Km/h in all site
premises. Vehicles shall only be operated by employees having a valid driver’s
license and insurance recognized by the Government permitting them to drive
in Saudi Arabia.
 All Contractors’ means of ingress and egress routes will be adequately marked
as such, since their employees are to travel these routes only.
 Pedestrians have right of way over motorized traffic.
 Established signals or turn signals are to be used.
 Ignition key is to be left in cars at all times when within the jobsite. Contractor’s
employees’ cars may be locked within the designated Contractor’s perimeter
parking area.
 Reckless driving or other non- observance of these instructions will be cause
for withdrawal of driving privileges on the project.
 No bicycle or 2 wheeled motorized vehicles are allowed on the project.
 Full caution is to be exercised in the movement of heavy equipment on
EGCW’s roadways.
 Flagmen or grounds-men shall be provided by Contractor ahead of and behind
heavy moving loads to ensure safe movement of this equipment, the Health &
Safety of other plant traffic, protection of pipe
