Whole note and whole rest have 4 beats
Half Note and Half Rests have 2 beats

Eight note and eight rest only last for ½
beat. When you are counting the rhythm of
eight notes the usual way is to say the
word and between each beat, this
subdivides each beat by two and make it
easier to count the eight notes evenly.
