INTERNAL/EXTERNAL VACANCY ANNOUNCEMENT FOR THE POST


OF TEN (10) MANAGING DIRECTORS OF NATIONAL AGENCY FOR
SCIENCE AND ENGINEERING INFRASTRUCTURE (NASENI)’S
RESEARCH AND DEVELOPMENT INSTITUTES

Applications are invited from suitably qualified candidates to fill the vacant
positions of Managing Directors for ten (10) of NASENI’s Research and
Development (R&D) institutes. NASENI, like its global counterparts,
operates as an extra-ministerial body under the Presidency and is
empowered to conduct research and production and establish in-house
pilot production units and plants to demonstrate the commercial viability
of research results and prototypes. The agency has mandate to establish
Science and Engineering manufacturing complexes to fast-track industrial
development of Nigeria.

The Managing Directors (MD) will be responsible for the day-to-day


operations of the institutes and report directly to the Executive Vice
Chairman of NASENI, who is the Chief Executive of the Agency.

2. GENERAL REQUIREMENTS

- Candidates must possess relevant Ph.D. degrees appropriate to


the mandate of the institutes.

- Minimum of 15 years post-qualification (post first degree)


experience in technical fields, and requisite experience at
management level is a mandatory requirement.

- Candidates must possess knowledge in the new and emerging
areas of science and technology, including CNC and CAD/CAM.

- Candidates must demonstrate leadership qualities.

- Candidates must demonstrate capacity for Research and


Development (R&D).

- Candidate should possess the ability to develop/implement


prospective vision for the institute, establish strategic goals, liaise
with the private sector and other local and international research
and technology-based organizations.

- Senior executives in the Engineering/Science Infrastructure


operation of NASENI, who meet the conditions herein are
encouraged to apply.

- Candidates without factory/industrial experience need not apply.

- Candidates must not be more than fifty-five (55) years of age by


October 2022.

- Ownership of productive patents would be an advantage

3. INSTITUTE-SPECIFIC REQUIREMENTS
a. Managing Director, Power Equipment and Electrical
Machinery Development Institute (PEEMADI), Okene,
CONRAISS 15

Mandate and Job Description


Power Equipment and Machinery Equipment Development Institute
(PEEMADI), Okene, is a relatively new Institute under NASENI. It
was established to develop capacity and capability to guarantee
research, manufacturing and sustenance of electrical machineries
and power equipment and to transfer such capacity to local SMEs
for the development and growth of a viable power industry in
Nigeria. The vision of the Institute is to become a centre of
excellence dedicated to local development of capacity/capability to
support power generation, transmission, distribution, and
management. Its mission is to develop an environment for nurturing
creativity and innovation that will generate new ideas for design,

maintenance and manufacturing of power equipment that will
ensure the growth of the power sector, which in turn, will support
and galvanize the country’s industrialization. The Managing Director
will be responsible for all operations of the Institute. He reports
directly to the Executive Vice Chairman, National Agency for Science
and Engineering Infrastructure who is the Chief Executive of the
Agency. He is accountable for the day-to-day running of the
Institute; he manages the resources of the Institute for the purpose
of meeting product and profit targets. He prepares proposals for
short, medium, and long-term plans, as well as the recurrent
budgets of the Institute.

Qualification
Candidate must possess relevant University degrees, or their
equivalents, up to Ph.D in Electrical Power and Machines
Engineering, COREN registration and membership of relevant
professional bodies are mandatory, while quality scholarly
publications in reputable local and international journals are added
advantage.

Experience
At least 15 years post graduation experience in the field of electrical
power and/or electrical machines engineering, project and process
development. Academic and industrial experience are prerequisites.
In addition, very reasonable knowledge of production management
and control will be required together with maintenance
management experience. Candidate must have demonstrable
leadership qualities and show interest in continuous research and
development, training and retraining of staff, especially in the new
and emerging areas of science and technology including CNC and
CAD/CAM. The job will also require the capability to liaise with the
private sector and other research and technology based
organizations, locally and internationally.

b. Managing Director, Scientific Equipment Development


Institute (SEDI) Enugu, CONRAISS 15
Mandate and Job Description
The mandate of Scientific Equipment Development Institute (SEDI)
Minna is to research and produce technologies, equipment and

machineries locally that will demystify teaching and learning of
Science, Technology, Engineering and Mathematics (STEM). It is
within the Institute areas of specialization and operations; the
invention and production of innovative teaching aids and technical
laboratory equipment for primary, secondary and tertiary
institutions as well as industrial laboratory facilities in all
specializations. These are ceded to the private sector for mass
production and commercialization to stop importation of foreign
product. The Managing Director will be responsible for all operations
of the institute. He is responsible for design and manufacture of
scientific and teaching educational as well as industrial laboratory
equipment, machineries and spare parts. He is expected to drive
emerging innovative growth oriented scientific equipment for
creation and expansion of SMEs in Nigeria. The Managing Director
reports directly to the Executive Vice Chairman/Chief Executive of
NASENI.
Qualification
Candidate must possess a Ph.D. degree in any field of Mechanical,
Electrical/Electronics, Chemical, Metallurgical, Materials, or
Industrial Engineering. Candidates must be registered with COREN
and produce evidence of membership of other relevant professional
bodies. Publications in peer-reviewed scholarly journals is a
requirement.

Experience
Sound knowledge of machine shop practice at precision engineering
level, and automation aids for manufacturing operations will be an
advantage. In addition, very reasonable knowledge of production
management and control, and maintenance management
experience, will be required.

c. Managing Director, Advance Manufacturing Technology


Development Institute (AMTDI) Jalingo, CONRAISS 15

Mandate and Job Description


Advance Manufacturing Technology Development Institute (AMTDI)
Jalingo was established to research and develop processes,
methods, and practices in the areas of modern manufacturing such

as automation, industrial process control, precision engineering and
proliferation of Advance Manufacturing Technology (AMT) Culture
in the manufacturing sector of the Nigerian economy.
The Managing Director is responsible for design and manufacture of
systems, machines and equipment using new and emerging
technologies in the manufacturing sector especially Industry 4.0 in
collaboration with other institutes of the agency and in line with the
need of Nigerian economy. He is expected to give the institute
purposeful leadership in modern manufacturing method such as
robotics; additive manufacturing; and application of artificial
intelligence. He reports directly to the Executive Vice
Chairman/Chief Executive of NASENI.

Qualifications
Candidate must possess a Ph.D. degree in any field of Production or
control/Process/ Metallurgical/ Mechanical/ Mechatronics/ Robotics
or Systems Engineering. Candidates must be registered with COREN
and produce evidence of membership of other relevant professional
bodies. Publications in peer-reviewed scholarly journals is a
requirement.

Experience
Post graduation experience in any of the fields of Production or
Control/ Process/ Metallurgical/ Mechanical/ Mechatronics/
Robotics/ Systems Engineering, project and process development,
teaching, research or industry is required. Sound knowledge of
materials designs, selection, manufacturing, and the relationship of
these to commerce and industrialization, will be an advantage. In
addition, very reasonable experience in production and maintenance
management will be required.

d. Managing Director, Engineering Materials and Equipment


Development Institute (EMEDI), Katsina, CONRAISS 15

Mandate and Job Description


The Engineering Material and Equipment Development Institute
(EMEDI), Katsina is to undertakes Research and Development
(R&D) work in the area of Engineering Materials and Infrastructure

for the production of various types, sections and sizes of machines
and equipment. The institute will facilitate development of silica
abundant in Katsina using modern methods and tools. Current and
mid-term emphasis of the Institute are the following amongst
others:
(i) Infrastructural materials and development of
Austempered Ductile Iron (ADI) as replacement for
HSLA steels in low component and part applications, for
example, gears, shaft, crankshafts, dies etc.
(ii) Modern manufacturing techniques in the form of
computer Aided Design and Computer Aided
Manufacturing (CAD/CAM), which breed
production/manufacturing efficiency, precision, and low
unit costs.
(iii) Polymers which include research and development work
on polymer electronics for example in areas of light
emitting diodes (LED), and photo voltaic cells (PV) for
energy generation.
(iv) Nanoparticles, nanoindentation, nanotechnology
products and their applications in Biomaterials, Polymers
and Crystalline solids.
(v) Virtual Manufacturing where modeling and simulation
techniques enable the visualization on the computer, the
effects of design and process parameters, prior to actual
manufacturing.
(vi) Computational Material Sciences.
(vii) Development of different types of glass, solar cells and
electronics component using silica.

The Managing Director will be responsible for all operations of the


Institute. He reports directly to the Executive Vice Chairman,
National Agency for Science and Engineering Infrastructure who is
the Chief Executive of the Agency. He is accountable for the day-to-
day running of the Institute; he manages the resources of the
Institute for the purpose of meeting product and profit targets. He
prepares proposals for long-term plans, as well as the
capital/operating budget of the Institute.

Qualification
Candidate must possess relevant University degrees, or their
equivalents, up to Ph.D level in any field of
Chemical/Mechanical/Metallurgical Engineering, Physics or
Chemistry. COREN registration and membership of engineering
professional bodies are mandatory, while scholarly publications in
reputable journals are added advantage.

Experience
At least 15 years post graduation experience in the field of Materials
Science and Engineering, project and process development,
teaching, research and industry. Sound knowledge of material
designs, selection, manufacturing and the relationship of these to
the market place, will be an advantage. In addition, very reasonable
knowledge of production management and control will be expected.
Candidate must have demonstrable leadership qualities and show
interest in continuous development, training and retraining of staff,
especially in the new and emerging areas of science and technology
including CNC and CAD/CAM, Visual Manufacturing and
Nanotechnology.

e. Managing Director, Agricultural Machinery and Equipment


Development Institute (AMEDI), Calabar, CONRAISS 15
Mandate and Job Description
The mandate of Agricultural Machinery and Equipment
Development Institute (AMEDI) Calabar is to develop modern and
appropriate agricultural machineries, equipment, and food
processing technologies to reduce human labour and promote
mechanize farming and cede developed products to the private
sector for mass production and commercialization.
The Managing Director will be responsible for coordinating research
and development of agricultural machineries, equipment, processes,
food preservation (post-harvest) technologies and equipment
manufacturing, sustainable energy for agriculture and Internet of
Things (IoT). The successful candidate will be responsible for
coordination of collaboration with farmers and private sector agro-
allied industries on the development of appropriate technologies in
the areas of crops, horticulture, aquaculture and animal husbandry

for food production and processing. He is also expected to
coordinate and demonstrate smart modular irrigation method to
promote multi-crop cycle. The managing Director is accountable for
the day-to-day running of the Institute; resource management for
optimal utilization and reports directly to the Executive Vice
Chairman/Chief Executive of NASENI.

Mandate and Job Description
The mandate of Agricultural Machinery and Equipment
Development Institute (AMEDI) Lafia is to develop modern and
appropriate agricultural machineries, equipment, and food
processing technologies to reduce human labour and promote
mechanize farming and cede developed products to the private
sector for mass production and commercialization.

Mandate and Job Description

h. Managing Director, Solid Minerals Machinery and


Equipment Development Institute (SOMMEDI), Nasarawa,
CONRAISS 15
Mandate and Job Description
The mandate of Solid Minerals Machinery and Equipment
Development Institute (SOMMEDI) Nasarawa is in the area of
design, development, fabrication and mass production of Solid
Minerals mining and processing machineries and equipment
towards creation of an enabling environment for sustainable
industrial growth of Nigeria’s mining and solid minerals sector and
to transfer developed technologies to manufacturers, mining
operators, mineral processors and SMEs for mass production and
commercialization.

Successful candidates will be responsible for coordination and


supervision of research for the development of equipment, systmes,

and processes for the conversion of raw and semi-processed
materials for value addition and various types of application. He will
be responsible for establishment, operation and management of
metallurgical, minerals and materials processing laboratories. The
Managing Director will lead collaborations with relevant government
ministeries and agencies in the design, research and development
of programmes and projects. He is responsible for management of
a repository of information on solid minerals, mining and processing
technologies developed within and outside the NASENI system and
dissemination of same to relevant researchers, organizations and
industries. He reports directly to the Executive Vice Chairman/Chief
Executive of NASENI. He is accountable for the day-to-day runnings
of the Institute; he manages resources of the institute to optimal
profit and performance.

Qualifications
Candidate must possess a Ph.D. in the field of Mineralogy, Mineral
Processing, Minerals Resources Engineering, Mining Engineering,
Materials Science, Materials and Metallurgical Engineering, or other
relevant fields. Candidates must be registered with COREN and
produce evidence of membership of other relevant professional
bodies. Scholarly publications in peer-reviewed journals is a
requirement.
Experience
Post graduation experience in any of the fields of Mineralogy,
Materials Science, Materials and Metallurgical Engineering, or other
relevant fields, is required. Sound working knowledge of materials
processing, processing machineries and technologies is also
required.

i. Managing Director, Heavy Machinery and Equipment


Development Institute (HEMEDI) Bauchi, CONRAISS 15
Mandate and Job Description
The mandate of Heavy Machinery and Equipment Development
Institute (HEMEDI) Bauchi is in the area of heavy-duty machinery
and equipment design, research, development and manufacturing

and ceding production systems to private industries for local mass
production and commercialization. This is in addition to helping and
interventing in the areas of heavy machinery overhaul, repairs,
maintenance and production of spare parts for local industries.
Successful candidate will be responsible for coordination and
supervision of research for the development and manufacturing of
heavy duty equipment and machineries for self-reliance and
industrial development of Nigeria. He /She will provide solutions to
the problems of equipment maintenance and local manufacturing of
essential spare parts for heavy equipment and machineries. The
Managing Director is accountable for the day-to-day running of the
institute. He manages resources for optimal utilization and revenue
generation while ensuring profitability. He reports directly to the
Executive Vice Chairman/Chief Executive of NASENI.
Qualifications
Candidate must possess a Ph.D. in the field of
Mechanical, Automobile, Metallurgical, Materials, or Industrial
Engineering. Candidates must be registered with COREN and
produce evidence of membership of other relevant professional
bodies. Scholarly publications in peer-reviewed journals is a
requirement.
Experience
Post graduation experience in any of the fields of
Mechanical, Automobile, Metallurgical, Materials, or Industrial
Engineering, is required. Sound knowledge of machine shop practice,
machine tool operation at precision engineering
level and automation aids for manufacturing operations will be an
advantage. In addition, very reasonable knowledge of production
management and control, and maintenance such as retrofit and
management experience is also a requirement

j. Managing Director, Aeronautics and Air Vehicle


Development Institute (AAVEDI), Kaduna, CONRAISS 15
Mandate and Job Description
The mandate of Aeronautics and Air Vehicle Development Institute
(AAVEDI) is to develop aviation and aerospace component parts,

equipment, machineries and products and their production systems
and disseminate developed technologies, products and services to
the private sector for local mass production, commercialization, and
standardization of the Nigerian made aviation products.
The institute is mandated to help local industries and companies in
the aviation sector in the areas of equipment maintenance, local
manufacture of spare parts, and the design and manufacture of
machines.

Successful candidate would be responsible for research, design and


development of local manufacturing of aviation and aerospace
components parts and aircrafts. He/She is responsible for
development of solutions to the problems of equipment
maintenance and local manufacturing of essential spare parts and
components for both civil and military applications. The managing
director will liaise with civil aviation authority, military and private
sector, local and international research and development
organizations and industries.

Qualifications
Candidate must possess a PhD degree in the field of aeronautics,
industries, avionics engineering or related fields. Candidate must be
registered with COREN and produce evidence of membership of
other relevant professional bodies. Publications in peer-reviewed
scholarly journals is a requirement.

Experience
Sound knowledge of machine shop practice of precision engineering
level and automation aids for aviation and navigation aids for
aviation and aerospace industries/manufacturing operations will be
an advantage. In addition, reasonable knowledge of production
management and control, maintenance management in aviation
industry is a requirement.
