This addendum forms a part of the Bidding Documents and modifies the Bid-Set Documents
dated April 14, 2021. Insofar as the original Contract Documents, Specifications, and Drawings
are insufficient, this Addendum shall govern. Please acknowledge receipt of this Addendum on
the Bid Form. FAILURE TO ACKNOWLEDGE RECEIPT OF ADDENDA ON THE BID FORM
MAY BE CAUSE FOR DISQUALIFICATION.

BIDDER QUESTIONS:
1. The plans and specifications are inconsistent regarding seismic importance factor.
Drawing S1.1 indicates an importance factor of 1.5, while Specification 33 52 43.20
(1.01.F) indicates a SUG = I (importance factor of 1.0). What importance factor should
be used in the design of the tank?
a. Answer: The Seismic Use Group is III, which corresponds to an Importance
Factor of 1.5. Specification 33 52 43.20 Part 1.01 F. has been revised to reflect
this SUG.

2. Drawing S2.1 under the Ring Wall Foundation Detail, it calls for asphalt impregnated
board beneath the tank bottom, which is not acceptable for anchored tanks – anchored
tanks must be grouted per API 650. Please provide clarification.
a. Answer: The anchored tank shall be shimmed and grouted per API 650 Appendix
E Part E.7.9. Contractor shall also install jet fuel resistant caulk (Sika Flex or
equal) around the perimeter of the tank chime to encapsulate the grout. See
revised drawings attached to this Addendum 3.

3. On drawing G2.10 Keynote #2 it indicates that "The Entire Dike Area Shall Feature a
New 30-Mil XR-5 Liner System with Stone Ballast." Installing the liner in advance of the
three future tanks will expose the liner to damage when the future tanks are installed.
Will the Airport Authority consider installing the liner for future tank T-5, T-6, T-7 at the
time of the tank installation?
a. Answer: The new liner shall be installed within the entire dike area to provide
sufficient impervious secondary containment for the new tank.

4. In paragraph 1.05 A. on page 33 52 43.20-3 it states "See Division 00 for other


requirements" regarding the Tank Fabricator qualifications. There are no additional
qualifications listed in DIV 00. Is this intentional?
a. Answer: Yes.

5. In specification section 26 05 26, 3.8 A - it indicates that the grounding is per
specification section 26 41 13. Specification section 26 41 13 has not been provided

a. Answer: Specification 26 41 13 Lightning Protection System is provided as an
attachment to this Addendum 3.

6. On drawing FE2.10, Note #15, it states for new power conductors to be installed inside
of an inner duct in the existing conduit. Could this be an error as I have never heard of
installing power circuits inside of inner duct.
a. Answer: Inner ducts are primarily used for signal and communications cables,
however, there are no code restrictions prohibiting the use of them for power
cables. This is not an error; the inner ducts are provided to maximize the use of
the existing conduits.

7. What is the required over excavation depth in the tank ring wall? Required depth of over
excavation for containment wall footings?
a. Answer: See Section 5.1 of the Report of Geotechnical Investigations by Soils
Southwest, Inc, which is provided as an attachment this Addendum 3.

8. Sheet SV1.00 there is a note that the existing drains (near existing load rack) are full of
oil-is this line clogged-how are we to construct this-who is responsible for removal of oil
& what qty is to be expected?
a. Answer: The containment drain is not clogged or full of oil. The Contractor shall
be responsible for demucking the south catch basin as required to tie-in the new
containment drain.

9. Need detail for the 4 ea tie ins on the existing storm drain lines
a. Answer: The new containment drains shall be tied in with new y-fittings utilizing
fusion welded butt welds, or other Contractor means and methods as approved
by the Engineer.

10. Is there enough slope for the new catch basin/pipe to tie in to existing and still have
enough fall for flow?
a. Answer: Yes.

11. S2.1 details call for concrete wall-This appears to be a CIP concrete wall (and will need
to be CIP to embed the liner strip)-Please confirm this is a cast in place wall
a. Answer: Confirmed.

12. There are numerous other highly qualified tank installers that could be utilized Paso
Robles Tank, Pacific Tank, Tanco, Beacon Tank, etc. Phillips has declined to bid and
several listed subs have not been responsive. Can we utilize subs other than those
listed?
a. Answer: Yes, provided these Tank Erectors mean the criteria specified in
Specification Section 33 52 43.20 Part 1.05 A.

13. There are no call outs for striping-is this required? Can detail/qty be provided?
a. Answer: There is not striping in the Contractor’s scope of work.

14. Can the airport provide the existing SWPPP?


a. Answer: The Airport’s SWPPP will be made available to the awarded Contractor
as stated in Specification Section 01 31 00 Available Project Information Part
1.01 C.

15. Please confirm that over excavation & recompaction is required for the future tank R/W
foundations.
a. Answer: See Section 5.1 of the Report of Geotechnical Investigations by Soils
Southwest, Inc, which is provided as an attachment this Addendum 3.

SPECIFICATIONS:
1. 00 01 10 Table of Contents
a. Specification Section 26 41 13 Lightning Protection System has been added to
the TOC.

2. 26 41 13 Lightning Protection System


a. This is a new Specification Section that was not issued with the original Bid
Documents.

3. 33 52 43.07 Aviation Fuel Facility Liner System


a. Part 1.01 A. has been revised to state: “The Work to construct the liner system
shall consist of removal of stone and base material, re-grading area with sand for
drainage, Installing and certifying a new 30 mil smooth polyester geomembrane
liner (8130 XR-5 by Seaman), with geotextile layers on either side of the liner.
Installation of polyester geomembrane liner (8130 XR-5 by Seaman) collars
around each penetration through the liner, welding liner to the collars and band
clamping around the penetration. Securing and sealing liner around all
penetrations (piping, foundations) and to the curbing. New concrete structural
shall have a cast-in-place embed strip, with the new liner system shall be welded
to. Batten liner to new concrete structures in area where embeds are not
appropriate.”
b. Part 2.02 has been revised to state: “The geomembrane shall consist of new, first
quality products designed and manufactured specifically for the purpose of this
work which shall have been satisfactorily demonstrated by prior testing to be
suitable and durable for such purposes. The geomembrane panels shall be 8130
XR-5 as manufactured by Seam Corporation that meets the physical properties
of this material specification. The geomembrane shall be supplied as a
continuous sheet with no factory seams in rolls. The geomembrane will meet the
property requirements as shown in the tables in subsection C of this section.”

a. Part 1.01 F. has been revised to state: “Tanks shall be evaluated, designed,
erected, and tested in accordance with the latest version of API 650 for Seismic
Zone 4. These tanks are assigned an API 650 use group designation of SUG III.”

a. Detail 1 has been revised to show grout between the tank bottom and ring wall
foundation per API 650, and jet fuel resistant caulk to encapsulate the grout. The
asphalt impregnated board has been removed.
2. FM4.04-REV1
a. Detail 6 has been revised to provide anchored traffic delineators.
b. Detail 8 has been added depicted the PIV detail for the containment drains.
3. FT2.00-REV1
a. Detail 2 has been revised to show grout between the tank bottom and ring wall
foundation per API 650, and jet fuel resistant caulk to encapsulate the grout. The
asphalt impregnated board has been removed.
4. FT4.01-REV1
a. Details 1 and 2 have been revised to show grout between the tank bottom and
ring wall foundation per API 650, and jet fuel resistant caulk to encapsulate the
grout. The asphalt impregnated board has been removed.
5. FT4.03-REV1
a. Detail 4 has been revised to show grout between the tank bottom and ring wall
foundation per API 650, and jet fuel resistant caulk to encapsulate the grout. The

SECTION 26 41 13

LIGHTNING PROTECTION SYSTEM

PART 1 – GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including Contractual Conditions
and Division 01 Specification sections apply to this section.
1.2 SUMMARY
A. This section includes the requirements for provision and installation of a complete
lightning protection system.
1.3 DESCRIPTION
A. A Lightning Protection System shall be provided and installed on the structure
even though not shown on drawings, by experienced LPI Certified Installers in
compliance with provisions of Code for Lightning Protection Systems as adopted
by the National Fire Protection Association and Underwriters' Laboratories. All
equipment to that result shall be included whether or not specifically called for
herein with the additional requirement that the system shall meet all the
requirements of LPI.
B. Materials shall comply in weight, size and composition with the requirements of
Underwriters' Laboratories and the National Fire Protection Code relating to this
type of installation, and shall be UL Labeled.
C. All materials, where available by any one manufacturer, shall be cast.
D. System shall comply with the following:
1. LPI
2. ANSI/NFPA 780; Class I (Class II for buildings over 75 feet in height)
3. UL 96A; Master Label for:
a) New installation, and
b) Reconditioned installation.
4. UL 96A; Letter of Findings.
1.4 REFERENCES
A. ANSI/NFPA 780 - Lightning Protection Code.
B. ANSI/UL 96 - Lightning Protection Components.
C. LPI - Lightning Protection Institute.
D. UL 96A - Installation Requirements for Lightning Protection Systems.
1.5 SUBMITTALS
A. Submit shop drawings showing layout of air terminals, grounding electrodes, and
bonding connections to structure and other metal objects. Include terminal,
electrode, and conductor sizes, and connection and termination details. Drawings
shall include full layout of cabling and points, and connections.

B. Submit product data showing dimensions and materials of each component, and
include indication of listing in accordance with ANSI/UL 96.
C. Submit manufacturer's installation instructions.
D. Submittal shall include ground wells as called for in Section 26 05 26 – Grounding
and Bonding.
1.6 PROJECT AS-BUILT DOCUMENTS
A. Record actual locations of air terminals, grounding electrodes, bonding
connections, and routing of system conductors on red lined as-built documents.
1.7 QUALIFICATIONS
A. Manufacturer: Company specialized in lightning protection equipment with
minimum five (5) years documented experience and member of the Lightning
Protection Institute.
B. Installer: Authorized installer of manufacturer with minimum five (5) years
documented experience and member of the Lightning Protection Institute.
1.8 PRE-INSTALLATION CONFERENCE
A. Convene a pre-installation conference one (1) week prior to commencing lightning
protection work.
1.9 SEQUENCING AND SCHEDULING
A. Coordinate the work of this Section with roofing and exterior and interior finish
installations.

PART 2 – PRODUCTS
2.1 MANUFACTURERS
A. Thompson Lightning Protection, Inc.: Premium Line.
B. Independent Protection Company, Inc.: Premium Line.
C. Heary Bros. Lightning Protection: Premium Lines.
2.2 MATERIALS
A. Components: In accordance with ANSI/UL 96 and LPI.
B. Air Terminals:
1. Air Terminals shall be solid (aluminum) as required to match roof conductors,
and shall have proper base support for surface on which they are attached,
and shall be securely anchored to this surface.
2. Terminal length: Comply with NFPA 780.
3. Air Terminal for Chimneys: Lead-coated copper.
C. Conductors:
1. Roof conductors shall consist of aluminum complying with the weight and
construction requirements of the Code. Roof conductor material shall match
and be compatible with roof flashing material.
2. Down conductors shall be copper, and shall be provided where shown
installed in PVC conduit and hidden within the structure.

D. Fastener: Conductor fasteners shall be of the same material as the conductor,


having ample strength to support conductor.
E. Connectors and Splicers: Bronze or aluminum as required to be compatible with
conductor being connected.
F. Ground Rods: Comply with all requirements of Section 26 05 26.
G. Ground: Copper.

PART 3 – EXECUTION
3.1 EXAMINATION
A. Verify that surfaces are ready to receive work.
B. Verify that field measurements are as shown on shop drawings.
C. Beginning of installation means installer accepts existing conditions.
3.2 PROTECTION OF SURROUNDING ELEMENTS
A. Protect elements surrounding work of this Section from damage or disfiguration.
3.3 INSTALLATION
A. Install in accordance with manufacturer's instructions.
B. Install in accordance with UL 96A, ANSI/NFPA 780, and LPI.
C. Install ground rods in accordance with Section 26 05 26. Where conflict exists
between the requirements of Section 26 05 26 and this Section, the most stringent
shall govern.
D. Installation shall be made in an inconspicuous manner with conductors routed to
conceal as much as possible. Down conductors shall be concealed within
structure, and shall be run in 1" PVC conduit. See Paragraph 'F' below and NFPA
780 4.15.1.
E. Where fasteners are to be mounted in masonry or structural work, they shall be
furnished to the Masonry or Structural Contractor so they may be installed during
construction of the project.
F. Conductors concealed in steel reinforced concrete shall be installed and bonded
per NFPA 780 4.15.3. Specific attention is brought to the requirements of 4.9.13
requiring down conductors to be connected to reinforced steel at its upper and
lower ends.
G. Lightning protection system shall be bonded to metal bodies as required by NFPA
780 4.21.
H. Provide proper connections of lightning protection system to all grounded media
in and around the protected structure per NFPA 780 4.20 "Potential Equalization".
I. Provide proper grounding of all grounding media in, on and around structure to
provide common ground potential per NFPA 780 4.14 including electric service,
telephone and antenna system grounds as well as underground metallic piping
systems, underground metal conduits, etc.
J. Ground Ring: Bond to ground ring system. See Section 26 05 26. Items required
to be bonded/connected in 'H' and 'I" above shall be bonded/connected via ground
ring system where available and applicable.

K. All exposed conductors located 6 ft. or less above finished floor or finished grade
are to be suitably protected/shielded as well as other exposed locations where
conductor is subject to mechanical damage.
L. Coordinate and receive approval of all penetrations of roofing system and
mounting to roofing system with Designer and Roofing Contractor prior to
submittal of shop drawings.
M. Coordinate and receive approval of all connections to structural steel, rebar, and
other structural elements with Structural Engineer prior to submittal of shop
drawings.
N. Ground Terminals:
1. Ground connections shall be made in accordance with requirements of all
applicable codes and Section 26 05 26 (including but not limited to
requirements for testing, ground rods, materials, wells, etc.).
2. Ground rods shall be placed outside, a minimum of two (2) feet from building
foundations. Top of rod shall be at least one (1) foot deep into earth (i.e., with
minimum earth cover of one (1) foot).
3. Each and every ground rod location shall consist of:
a) Two or more 30 ft. ground rods (5/8" copper) at no less than 30 ft.
spacing shall be driven vertically to a depth resulting in one (1) foot earth
cover.
b) Bond the two or more ground rods together with a cable size that meets
the applicable requirements of NFPA 780 for Class I or II locations as
applicable.
c) Provide additional rod electrodes as required to achieve specified
ground resistance.
d) Complete installation shall exceed the minimum requirements of NFPA
780.
e) Provide grounding well enclosure at each ground rod location in
accordance with Section 26 05 26.
3.4 FIELD QUALITY CONTROL
A. Test grounds per Section 26 05 26.
B. Obtain the service of Underwriters Laboratories, Inc. to provide inspection and
certification of the lightning protection system under provisions of UL 96A. Submit
certification and submit in O & M Manual.
C. Obtain UL Letter of Findings and submit to OAR and include copy in O & M
Manual.
D. Obtain UL Master Label and attach to building at location directed by OAR.
Submit copy of paperwork to OAR and submit in O & M Manual.
E. Submit test results on each ground location including final length of each ground
rod and final distance between each installed ground rod at each ground rod
location.
