1. Purpose

The purpose of this procedure is to established standard guidelines for the safe
operation of all mobile equipment, light and heavy vehicles.

2. Scope

All It covers all the mobile equipment working under ITS Contracting Company
including subcontractor’s personnel.

3. Definitions

3.1 Mobile Equipment – A vehicle or mobile equipment owned or rented by ITS


Contracting.

3.2 Operator – Person authorized to drive or operate a vehicle of mobile equipment.


He should be experience and trained to operate such equipment or vehicles.

3.3 Transport Coordinator – A person trained in this procedure who the driver or
operator shall contact before travelling and to whom to report when returning
back after the travel.

3.4 Remote Area – Any location which is seldom or very few people in the area
where the person is intend to travel.

3.5 Journey Log – A document record detailing the vehicle, purpose of travel
duration, personnel involved and routes.

3.6 Pre- Start Equipment Checklist – A form that requires driver or operator to inspect
a vehicle prior to operation.

4. Responsibility

3.1 Site Manager and Department Manager

 Ensure the implementation of this Traffic Management Procedure


 Provide financial and leadership support for this program.
 Ensure that all employee adhere to the guidelines of this procedure.

3.2 HSE Manager

 Assist Site Manager in implementing this procedure in the field.


 Ensure all drivers and operator attended the defensive drivers training.
 Records of training and checklist shall be kept in HSE Department.
 All road incident shall be reported and investigated.

5. General Procedure

5.1 Hazard Identification

 Identification of hazard shall be conducted in a project site involving traffic and


personnel at site and includes the following but not limited to;
a) Mobile Equipment and workers interface
b) Vehicle speed
c) Light and Heavy vehicle operating
d) Communications
e) Restricted areas and escort vehicles
f) Vehicles safety standard
g) Project roads
h) Equipment and vehicle inspection and maintenance.

5.2 Public Interface

 Interface with the general public, extra precautions are required to restrict access
into project area.
 The use of signage and public information bulletin to notify the public that beyond
a designated location is a project area and access is restricted to project
personnel only.
 Additional warning signs or personnel will be used to control traffic flow.

5.3 Project Road Workers

 Speed limit at project main road is to be limited to a maximum of 40 km/hr (or


as approved by the client).
 Road sign and directions shall be installed near the work area where workers
working along the road.
 Roads where hazardous work is being undertaken, shall have a speed
restriction of 20 KPH and sign shall be place at both ends of the work area.
 All workers to wear reflectorized vest.

 Dust control shall be conducted near the work area or along the road to prevent
dust that may affect visibility.
 Spotter and flagman shall be assigned to direct traffic flow. Use of traffic baton
light shall be used during night time.

5.4 Use of Flagman

 The responsibility of a flagman is to guide the traffic flow and to guide the mobile
equipment such earthmoving equipment and light vehicles.

5.4.1 Traffic Flagman


 Flagman personnel are used to control traffic flow through work areas at
decreased speeds to reduce the hazards to personnel working in the area.
 The flagman must be clearly visible from a distance to permit appropriate
response to the flagman’s instructions by a vehicle operator. If at any point
the flagger is not visible, all equipment moving through that area must stop.
 Use of red and green flag for day time and traffic torch light red and green
shall be use during night time.
 Reflectorized orange vest shall be used.

5.4.2 Hand Signaling Device

 Use of red and green flag for day time and traffic torch light red and green
shall be use during night time.
 Flags use for signaling purposes shall be of 18” width and length (square
size) fastened to approximately 3 feet length plastic tube handle.

5.4.2 Training of Flagman

 Flagman shall be trained and issued identification ID.


 Flagman must be familiar with their roles and responsibility.
 All flagman to wear reflectorized orange vest to identify them as a flagman.
 Flagman must attend training such as communications, attitude, use of safety
equipment, hand signals and flag signaling, positioning and emergency
procedures.
 A sticker on helmet identified as a flagman and flagman trained ID shall be
issued to each trained flagman.

5.4.2 Flagging Procedure

 To stop traffic, the flagger shall face approaching traffic and extend the red
flag horizontally across the traffic lane in a stationary position so that the full
area of the flag hanging below the staff is visible. The free arm may be raised
with the palm turned toward approaching traffic.

 When it is safe for the vehicle operator to proceed, the flagger shall use the
green flag turn parallel to the traffic movement. The red flag shall be use to
signal a stop to the moving equipment or vehicle. The red flag shall never be
used to signal traffic to proceed.

 To slow traffic with the flag, the flagger shall give the stop red signal and then
change to the signal to proceed before the vehicle comes to a stop.

5.5 Restricted Areas and Escort Vehicles

5.5.1 Restricted Area and Escort Vehicles

 Site personnel will be informed as to the restricted areas of the project. These
areas are not to be accessed without authority from client or authorized
personnel.
 The speed limit for the project is to be limited to a maximum of 40 km/hr or as
per the approved speed limit on site by the client. Local road rules apply to the
roads.

5.5.1 Escort Vehicles

 Large and extended loads, an escort vehicle shall be assigned as per client
requirement and use in front and back of the mobile equipment with large and
extended loads.
 Escort vehicles shall have orange revolving light installed at the roof of the
vehicle for traffic escort identification, the revolving light shall be activated during
escort operation.
 All escort drivers shall wear personal protective equipment and reflectorized
vest. A flag red and green shall be available with then for emergency traffic use.
Torch baton light shall be use during night escort.

6. Vehicle Speed

 The general speed limit at project site shall be 40 kph at main road and 25 kph
at project inner branch road or as specify by client.
 All drivers and operators to follow speed limit indicated on the speed limit
signboard. Disciplinary action shall be imposed to violators.
 Regular monitoring shall be conducted by traffic security team and safety
department. Use of speed radar guns and speed limiter alarm can be installed
in light and heavy vehicles.

7. Light and Heavy Vehicle Drivers Training

 All light and heavy vehicles shall have a SAG License to operate mobile
equipment (Light and Heavy Vehicles).
 All drivers to attend defensive drivers training provided by HSE Department.
 A driver’s safety declaration shall be explained and signed by the drivers before
he can operate equipment at site.
 Drivers shall be held responsible and accountable for the daily pre start
operation checklist.

8. Vehicle Safety

 Any defect and breakdown of vehicles or mobile equipment shall be reported to


the immediate supervisor and any incident must be reported to HSE Department
for proper investigation.
 Any unsafe vehicle or mobile equipment shall be red tag and “Out of Service”
sign shall be posted.
 All vehicles shall be equipped with safety devices such as EWD, first aid Kit,
dedicated 1 pc Fire Extinguisher.
 All vehicle and mobile equipment shall be inspected monthly by Equipment
Inspector and color coded.
 Daily inspection shall be conducted by driver or operator.

9. Journey Management

 The driver or operator shall make arrangements with the transport coordinator
and all necessary information shall be fill up to the journey log.
 Communications shall be in place either by two-way radio or by mobile phones.
 In case there is no means of communications was established and no arrival
on the expected time, emergency response team shall be dispatch to locate the
driver and the vehicle.

10. Vehicle Maintenance

 All vehicle shall undergo the scheduled preventive maintenance service to


maintain its good operating condition.
 Daily checklist shall be conducted by the driver or operator.
 Monthly checking and color coding shall be conducted by designated equipment
inspector.

 Preventive maintenance inspection and repair shall be conducted by authorized


shop mechanic.
 Any safety fault or defect of the vehicle must be reported immediately to
supervisor or manager.

11. Signage

 All signage that will be use must have a minimum of the following;
a) Give clear direction
b) Be visible and not blurred
c) Well maintained
d) Be reviewed regularly for relevance
e) All intersection is signed (STOP)
f) Flashing lights will be placed to warn drivers of any hazards
present at night or in poor visibility
