Construction of Road Traffic Signs and Markings

1.1 General

The Sheikh Jaber Al-Ahmad Al-Sabah Causeway provides a link across Sulaibikhat Bay between
Kuwait City and Doha Peninsula. The Causeway is composed of 7.72 km of the marine bridge
and 4.71km of the onshore highway. Marine bridge comprises the West Approach Bridge, Main
Bridge, East Approach Bridge and Shuwaikh Interchange Bridge. Onshore highway comprises the
Entertainment City Interchange, Peninsular Road, and Doha Interchange. Figure 1-1 shows the
project alignment of the Doha Link Project.

1.2 Construction Requirements

This method statement will include the Construction, Quality Control, and HSE Plan and
Procedures for the Construction of Road Traffic Signs and Markings, primarily in compliance
and accordance with Section 7 (Traffic Markings and Signs) of the General Specifications of
Kuwait Roads and Highways (GSKRH), Kuwait Manual on Traffic Control Devices (KMTCD)
Specifications, and to the requirements of the project.

The construction of the above-described traffic signs and markings shall be in accordance with
the approved final design drawings for construction, approved shop drawings, manufacturer’s
procedures/recommendations where applicable, and to the relevant specifications and
requirements of the Project.

1.3 Scope of Works

This method statement includes the following scope of works for the Construction of Road Traffic
Signs and Markings:

a) Construction/Installation of Road Traffic Signs


b) Construction/Installation of Road Markings
c) Construction of Rumble Strips
d) Construction of Gantry Signs Overhead Structures

As to work locations, generally this method statement includes the scope works for the road traffic
signs and markings of the Onshore Highway (e.g. Entertainment City Interchange, Doha
Peninsular Road, and Doha Interchange) and the Marine Bridge (e.g. West Approach Bridge,
Main Bridge and Transition Spans, East Approach Bridge, and Shuwaikh Interchange Bridge).

For further details of the scope of works covered in this method statement, refer to Section 8,
Attachment No. 8-2 (Plans and Drawings) of this method statement.

The Contractor intends to organize, deploy, and provide on-site the following key staff and personnel
for the proper management and implementation of the works, in order to achieve the objectives of this
method statement, requirements of the specifications, construction drawings, construction programme
and deliverables of the project.

2.1 Project Manager

 Over-all CONTRACTOR’s Representative to direct, manage, coordinate and supervise all


CONTRACTOR’s personnel assigned at the project site.
 Responsible for the overall management of all construction activities including all related HSE
and Quality Control activities at the project site.

2.2 Assistant Planning Manager / Assistant Project Manager

 Overall CONTRACTOR’s Deputy Representative to direct, manage, coordinate and


supervise all CONTRACTOR’s personnel assigned at the project site as directed or
delegated by the Project Manager.
 As a Deputy to the Project Manager, responsible for the overall management of all
construction activities including all related HSE and Quality Control activities at the project
site as directed or delegated by the Project Manager.

2.3 Construction Manager

 Responsible for developing, arranging, and managing all construction teams at the project site
necessary to undertake and implement all the construction works/activities including all related
HSE and quality control activities at the project site.
 Responsible for the proper implementation of all site execution plans for the timely and
successful completion of all construction works/activities and related HSE and quality control
activities at the project site.
 Reports to the Project Manager the status and progress of all construction works/activities and
related issues/concerns that require actions/solutions.

2.4 Construction Engineer / Site Engineer

 Reports to the Construction Manager the status and progress of all construction
works/activities and related issues/concerns that require actions/solutions.
 Responsible for the coordination and control of all Contractor’s works/activities at the project
site to ensure compliance and conformance with the execution plan, HSE Plan, Quality Plan,
and related project requirements.

2.5 Quality Manager

 Responsible for the proper implementation and management of all Quality Assurance and
Quality Control Plan for all construction works/activities and related project requirements
 Responsible for the developing, arranging and managing of the QA/QC Team at the project
site necessary to undertake and implement the QA/QC Plan in coordination with all
construction works/activities undertaken by the construction team.
 Responsible for the review/approval of all QA/QC inspection reports,
Nom-Compliance/Conformance (NCR) Reports and Quality Records.

2.6 QA/QC Engineer

 Performs daily inspection activity in accordance, compliance, and conformance with the
requirements of the QA/QC Plan for the project.
 Establish and maintain adequate inspection records, including ITP inspection reports as well
as Issue NCRs and verified the corrective actions taken by the construction teams.
 Reports to the QA/QC Manager all QA/QC activities works/activities requirements, status,
progress and issues/concerns that requires actions/solutions.

2.7 HSE Manager

 Responsible for the proper implementation and management of all HSE plan for all
construction works/activities and related project requirements.
 Responsible for developing, arranging, and managing HSE Teams at the project site
necessary to undertaken by the construction team.

 Particularly for the works, responsible for the review/approval of all HSE inspection reports and
related HSE Records.

2.8 Environmental Manager

 Responsible for the preparation of project’s occupational safety and health plan, and its
supporting procedures;
 Ensure the full and correct implementation of the project’s occupational health and its
supporting procedures through:
- Daily presence at the operation sites.
- Provide required training and TBT to the project team as planned and where needed.
- Ensure the full implementation of the project environmental and social management plan.
- Participate in the coordination process with the relevant government agencies to ensure
the full and correct implementation of the aforementioned plan.

2.9 HSE Engineer /Supervisor

 Closely monitor all HSE inspectors on site and convey all instructions made by HSE Manager.
 Check all the PTW (Permit to Work) System is in place for all construction works/activities,
including its documentation, and relevant safety measures/policies to be implemented at the
project site.
 Inform the HSE Manager immediately upon the occurrence of accident/incident.

2.10 Organization Chart

For the organization chart for the Works covered by this method statement, refer to Attachment
No. 8-3.

3. MOBILIZATION

3.1 Materials

3.1.1 General Requirements

For the Construction of Road Traffic Signs and Markings, the required major materials are
tabulated in Table 3-1 below. Actual requirements shall conform as per approved detail
design drawing for construction, and shop drawings.

3.2 Manpower

The following manpower is planned to be mobilized for the Construction of Traffic Signs and
Markings. The deployment of manpower will be depended on the site requirements for the timely
completion. If required, additional manpower will be mobilized.

4. CONSTRUCTION PROCEDURE AND SCHEDULE

4.1 Construction Procedure

The Construction of Road Traffic Signs and Markings will be carried out in the following sequence
below in Figure 4-1 shall be followed.

5. CONSTRUCTION METHODS FOR INSTALLATION OF ROAD TRAFFIC SIGNS AND


MARKINGS

5.1 General Requirements

The Contractor shall construct and install all road traffic signs and markings including gantry sign
overhead structures and rumble strips, as shown on the Approved Final Design Drawings and
Shop Drawings for Construction and/or in accordance with the lines and location as directed by
the Consultant/Engineer. The Construction of Road Traffic Signs and Markings shall generally
follow the procedures/specifications of GSKRH, KMTCD, and to the requirements of the Project.

5.2 Construction Details

5.2.1 Preparation Works

5.2.1.1 Survey and Setting Out of Road Traffic Signs and Markings (Alignment, and
Location)

In accordance with the Approved Final Design Drawings and Shop Drawings for
Construction, the Contractor shall accurately and properly established the
location and alignment of all road traffic signs and markings.

5.2.1.2 Mobilization of Equipment, Manpower, and Delivery of Required Materials

The Contractor shall accordingly in accordance with the project procedures the
mobilization at site of the required equipment, manpower, and materials for the
Construction of Road Traffic Signs and Markings.

5.2.2 Construction and Installation of Road Traffic Signs

The Construction and Installation of Traffic Signs shall consist of furnishing and installing
reflectorized sign panels, sign supports, and sign support foundations as shown on the
Approved Final Design Drawings and Shop Drawings for Construction, and in accordance
with Clause 704 (Traffic Signs) of GSKRH Specifications, or as directed by the
Consultant/Engineer, and as approved by the Ministry of Interior (MOI) Traffic Department.

5.2.2.1 Scope of Construction/Installation of Road Traffic Signs

The scope of Construction and Installation of Road Traffic Signs includes the
following items but not limited to:

a) Regulatory Signs (301, 302, 310, 331)


b) Warning Signs (410, 413, 415, 416, 429, 441, 442, 443, 444, 445, 447,
455, 458, 459, 460)
c) Guide Signs (Substation, Exit, Road Name, etc.)
d) Other Road Traffic Signs as required

5.2.2.2 Construction and Installation Procedure of Road Traffic Signs

The materials for the construction of foundations, supports and panels shall
conform to the requirements of the following Sections of the GSKRH unless
otherwise specified in Clause 704 (Traffic Signs):

a) Portland Cement Concrete – Section 5


b) Reinforcing Steel – Section 5
c) Structural Steel – Section 12
d) Paint – Section 12
e) Aluminum Panels – Section 12

The installation of Ground Mounted Road Traffic Signs shall be in accordance


with the following procedures:
a) Unless otherwise noted, the location of the signs shown on the Drawings
are approximate and the exact location will be established by the
Engineer/MOI’s Traffic Department in the field.

b) It shall be the responsibility of the Contractor to determine the location of


any underground electric cable, drainage structures, or utility lines in the
vicinity before beginning the Works, and shall conduct the Works so as
to avoid damage to these installations.

c) The Contractor shall be responsible for the proper elevation, offset, and
effective orientation of all road traffic signs. They shall be erected so that
the face of the sign is vertical and oriented as indicated on the Final
Design Drawings and Shop Drawings for Construction, or as directed by
the Consultant/Engineer/MOI's Traffic Department, to provide the most
effective display for both day and night. All road traffic signs shall be
complete and installed to the satisfaction of the
Consultant/Engineer/MOI's Traffic Department at the time of acceptance
of the Works. Sign faces shall be examined by the Consultant/Engineer
both during conditions of daylight and darkness.

d) When so notified by the Consultant/Engineer/MOl's Traffic Department,


the Contractor shall cover certain road traffic signs to facilitate and
control the operation of the project and maintenance and protection of
traffic. The covering shall consist of plywood or metal sheet, securely
fixed so that the requisite area of the sign panel will be invisible. The
Contractor shall not use any type of adhesive tape on the face of the
signs. Other methods of covering may be proposed by the Contractor for
the approval of the Consultant/Engineer/MOl's Traffic Department.

e) The Contractor shall replace, any sign or sign support included in the
Contract which is damaged from any cause whatsoever, including traffic

damage, prior to acceptance by the Consultant/Engineer/MOl's Traffic


Department.
f) For the road traffic signs foundation, all excavation required for footings,
columns, wings, tie beams and slabs, shall be done through whatever
materials are encountered, and to the dimensions and elevation shown
on the Final Design Drawings and Shop Drawings for Construction, or as
established by the Consultant/Engineer, and in accordance with the
requirements of Section 2 (Earthworks) of the GSKRH. Column shafts
shall be excavated by drilling.

g) Footing for ground-mounted road traffic signs, the stub posts to be


embedded in drilled shaft foundations shall be set carefully in the
foundation holes and held vertically in place by an approved template
before the concrete for the foundation is placed. The forms and
templates supporting the sign posts shall not be removed until the
concrete has gained the specified 28-day working strength. Springing or
raking of posts to secure proper alignment will not be permitted.

h) All concrete works at road traffic sign foundations, including reinforcing


steel, shall be in accordance with Section 5 (Concrete Works) of the
GSKRH. All parts of the concrete foundations extending above the
natural or finished ground line shall be given a Class 2 rubbed surface
finish in accordance with Section 5 (Concrete Works) of the GSKRH. The
footings for ground-mounted signs shall not extend more than 100 mm
above the finished grade. No structure or post shall be erected on a
concrete foundation nor shall any road traffic signs be attached to a
signpost embedded in concrete until the concrete has gained the
specified 28-day strength.

i) All backfilling and compaction shall be completed prior to the erection of


any sign on the structure. Unless otherwise shown on the Final Design
Drawings and Shop Drawings for Construction, backfilling shall be
carried out in accordance with Clause 208.07 of Section 2 (Earthworks)
of the GSKRH. Where embankment protection or surfacing is removed

for placing foundations for road traffic signs, it shall be replaced with like
material as directed by the Consultant/Engineer.

j) For support posts, the length of the posts for each road traffic sign
shown on the Final Design Drawings and Shop Drawings for
Construction shall be determined by the Contractor before ordering in
order to meet the existing field conditions and to conform to the sign-
mounting heights shown on the Drawings. After fabrication the post and
stub post shall be galvanized in accordance with ASTM A123. All
fabrication shall be completed and ready for assembly before
galvanizing. No punching, drilling, burning, or cutting shall be permitted
after galvanizing. Any part of the post from which the galvanizing has
been damaged in fabrication, transit, or erection or when bare metal is
exposed shall be repaired to the satisfaction of the Consultant/Engineer
by application of galvanizing repair compounds, or by re-galvanizing, as
directed by the Consultant/Engineer.

k) For break-away assembly, the "break-away" assembly shall be


constructed by attaching the post to the stub post with high strength bolts
and one flat washer on each bolt between the plates as shown on the
Final Design Drawings and Shop Drawings for Construction. Shims may
be used between the plates as shown on the Drawings. Shims may be
used between the plates to align the posts. The bolts shall be tightened
in a systematic order to the required torque shown on the Final Design
Drawings and Shop Drawings for Construction. Then each bolt in turn
shall be loosened and retightened to the required torque in the same
order as the initial tightening. The threads shall be burred or center
punched at the juncture of bolt and nut to prevent the nut from loosening.

l) For post installation, the size and number of posts required to support
each road traffic sign panel installation shall be as shown on the Final
Design Drawings and Shop Drawings for Construction. The post or posts
shall be vertical. When two posts support the same panel, they shall be

erected vertical and parallel with each other with the tops of the posts at
the same height.

m) Structural beam for ground-mounted signs, the size of the steel wide-
flanged beams required to support each sign shall be as shown on the
Final Design Drawings and Shop Drawings for Construction. The
structural steel sign support posts shall be erected in a vertical position
on a previously prepared foundation, with the tops of the posts in each
sign installation even, level with each other, and extending 100 mm

5.2.3 Construction and Installation of Road Traffic Markings

In general the Construction and Installation of Road Traffic Markings shall be in


accordance with the Approved Final Design Drawings and Shop Drawings for
Construction. The procedure set forth in this section shall apply Road Traffic Markings
required in Onshore Highway and Marine Bridge.

5.2.3.1 Scope of Construction and Installation of Traffic Markings

The scope of Construction and Installation of Road Traffic Markings includes the

5.2.3.2 Construction and Installation Procedures of Traffic Markings

5.2.3.2.1 General Requirements

White or yellow thermoplastic for use as reflective pavement


marking or striping material on bituminous concrete pavement shall
consist of materials containing glass beads, so manufactured as to
be applied to the pavement surface in a molten state by mechanical
means. With surface application of glass beads at the specified rate.
Upon cooling to normal pavement temperature, this material shall
produce an adherent stripe of specified thickness and width and
shall be capable of resisting deformation by traffic.

Unless otherwise shown on the Approved Final Design Drawings


and Shop Drawings for Construction, white and yellow reflective
thermoplastic striping materials shall meet the requirements of
AASHTO M 249.

The following general procedures shall be followed for the


Construction and Installation of Road Traffic Markings, particularly
for the general application of thermoplastic pavement markings:

a) The material shall be applied to the pavement by extrusion


or by spray method.
b) The materials when formed into traffic stripes, must be
readily renewable by placing a thin overlay of new material
directly over an old line of compatible material. Such new
material shall bond itself to the line in such a manner that no
splitting or separation take place.
c) The thickness of the thermoplastic materials shall not be less
than 1.5mm except where applied to plant mix seal in which
case the thickness shall not be less than 2.5mm.
d) The materials shall be applied at the rate recommended by
the manufacturer within plus or minus ten percent as
determined by quantitative measurements made of the area
of line applied per unit volume of material. The yield of the
thermoplastic material will change according to application
methods, thickness and road coarseness.
e) To ensure optimum adhesion, the thermoplastic material
shall be installed in a melted state at a temperature of
211˚C±7˚C.
f) Glass beads shall be automatically applied under pressure
to the surface of the material at a uniform rate of 400 to 500
g/m2. These glass beads shall be sprayed onto the
thermoplastic at the time of application.
g) When recommended by the manufacturer, a binder-sealer
material shall be applied to the old surface or marking prior
to the actual thermoplastic installation. When sprayed, the
binder-sealer material will form a continuous film over the
existing surface which shall dry rapidly and strongly bond to
the pavement surface.
h) No markings shall be applied when the moisture or foreign
matter is present on the surface or when wind conditions are
such as to cause dust to be deposited on the areas or to
prevent satisfactory application of the markings.

i) Markings shall be of the length width, rate, and placement as


specified in the Approved Final Design Drawings and Shop
Drawings.

5.2.3.2.2 Execution of the Works

Layout for Road Traffic Markings

The Contractor shall lay out the work in accordance with the
Approved Final Design Drawings and Shop Drawings furnished or as
directed by the Consultant/Engineer. The layout shall include all
necessary operations to place the road traffic markings. Unless
otherwise specified, the Contractor shall establish control points,
satisfactory to the Consultant/Engineer, spaced at intervals that will
ensure accurate location of strips.

Tolerances for Road Traffic Markings

Longitudinal lines shall be reasonably straight and the line shall not
deviate more than 50 mm in 100 meters. STOP, crosswalk, and
parking space lines shall not deviate from the dimensions shown on
the drawings more than 2%. Road traffic markings outside these
tolerances shall be removed and re-executed. Removal shall be by
grinding, sandblasting or other method approved by the
Consultant/Engineer.
Cleaning of Pavement for Road Traffic Markings

The road surface shall be thoroughly cleaned of all dirt, grease, oil
moisture and any other material which would affect the bond. This
may be done by mechanical broom or other methods approved by
the Consultant/Engineer.

Protection of Road Traffic Markings

The Contractor shall ensure that road traffic markings are protected
from marring after application. Any markings that are marred shall be
removed in accordance with Clause 1802.08.2 of Section 18
(Maintenance and Protection of Traffic) of GSKRH and be replaced
by the Contractor as required.

5.2.3.2.3 Road Pavement Markers

The installation of road pavement markers shall generally follow the


specifications, procedure, and guidelines of Clause 703 (Pavement
Markers) of the GSKRH, and the relevant provisions of KMTCD.
Further, the construction and installation of pavement markers shall
also follow the manufacturer’s recommendation or guidelines.

5.2.4 Construction of Rumble Strips

In general the Construction of Rumble Strips shall be in accordance with the Approved
Final Design Drawings and Shop Drawings for Construction. The procedure set forth in
this section shall apply Rumble Strips required in Onshore Highway and Marine Bridge.

5.2.4.1 Scope of Construction of Rumble Strips

Figure 5-1 below, shows the scope of construction of rumble strips.

5.2.5 Construction of Gantry Sign Overhead Structures

In general the Construction of Gantry Sign Overhead Structures shall be in accordance


with the Approved Final Design Drawings and Shop Drawings for Construction, and as per
Manufacturer’s Procedures/Recommendations. Prior to the Gantry Sign Overhead
Structures, the required Gantry Foundations has already been completed. The procedure
set forth in this section shall apply at Gantry Sign Overhead Structures in Onshore
Highway and Marine Bridge.

5.2.5.1 Preparatory Works

This includes the execution of sub-works (i) Delivery of Gantry Sign Overhead
Structures and Related Assemblies to the Site, (ii) Pre-Assembly of Gantry Sign
Overhead Structures (Mounting and Walkway Brackets Including Collapsible
Safety Railing and Walkway) at the Site Prior to Lifting and Final Positioning.

5.2.5.2 Construction and Installation of Gantry Sign Overhead Structures

This includes the execution of sub-works (i) Lifting and Installation of Vertical
Post (Two-Posts or One-Post) (Including the Grouting of Base Plates), (ii)
Lifting and Installation of Mast Arm (Including Field Splice Connections), (iii)
Lifting and Installation of Pre-Assembled Mounting and Walkway Brackets to
the Mast Arm, (iv) Installation of Required Sign Panels, and (v) Installation of
Lantern Mounting Brackets, and Sign Lantern Lighting System.

5.2.5.3 Final Inspection of Completed Gantry Sign Overhead Structures

This includes the execution of Final Inspection of Completed Gantry Overhead


Structures by Consultant/Engineer.

6. QUALITY CONTROL PLAN

All material and workmanship shall comply with the requirements in the Outline Construction
Specification of the project and the required inspection and test on site will be carried out in
compliance with the approved ITP, and Inspection and Test Control Procedure.

6.1 Sequence of Inspection and Test

Results of inspection and test shall be recorded in the approved formats and checked, signed off
by Construction Team’s Site Engineer, QC Personnel/Inspector, and Consultant’s Inspector.

In general, inspection and testing will be carried out in the following order:

 Establish Inspection and Test Plan (ITP) (Attachment No. 8-4)


 Submit Request for Inspection and Test (RFIT) per the specific stages of works/activities
 Implement inspection and test
 Record results of inspection and test
 Conduct corrective action (if required)

6.2 Tolerances for Construction of Road Traffic Signs and Markings

In general, tolerances for shall be in accordance with Specification except as otherwise provided
in approved Drawings and Contract Documents.

Per Clause 11.11 of the Particular Specifications, the following tolerances shall be followed for the
bridge railing works.

1. Overall length of members: ± 2 mm per 3 m length

7. HEALTH, SAFETY AND ENVIRONMENTAL PLAN

The Contractor will comply and conform to the Health, Safety, and Environment (HSE) requirements
of the project. In general, the execution of the works, the Health and Safety Plan of the project per
Doc. No. RA214-00-HAS-HS-PLN-000002-C0 shall be generally followed. In this section, the
Contractor will specify all HSE measures applicable for the proper and timely completion of the works.

The Contractor aims for an HSE Plan to achieve the following criteria/objectives:

 Zero fatal accident for the whole duration of works;


 Minimal near miss incidents for the whole duration of the works;
 A healthy, safe, and environment-friendly workplace and project site; and,
 An HSE compliant construction methods and procedures.

The Contractor shall follow as a minimum the conditions and precautions listed in the project
specifications. The Contractor shall adopt and implement the following health, safety, and
environmental plan for the works.

 All staff involved with the project shall be inducted into the safety, health, and environmental
requirements associated with the works.
 Only trained personnel with relevant experience shall be allowed to handle machinery or
equipment required for the works.
 Appropriate safety sign boards, barriers, lighting, and other safeguards shall be provided as
required by the nature of and location of the works.
 All operations shall be carried out in accordance with safety requirements.
 All field personnel shall use PPE safety requirements, like safety shoes, helmets, coverall,
goggles and a dust mask.

The contractor shall undertake the following basic important HSE procedures and measures:

a) Toolbox talk shall be made prior to the start of the Job.


b) Safety officer must be available on site during the construction operations.
c) Traffic safety officer must be on site during moving the equipment. Traffic Management Plan
shall be prepared before moving to new area. Also, a flagman shall be placed at the site.
d) Work permits shall be prepared before starting any new activity.
e) Third party certificates & driving licenses for Heavy equipment shall be made available to the
operators or inside the equipment.
f) GS EHS personnel shall inspect the site before starting any activity.
g) Emergency contact numbers displayed via posters on site.

7.1 Provision of PPE for all Staff/Workers at Site

In order to achieve the criteria/objectives as enumerated-above, the Contractor shall adhere to


the strict compliance of the provision of Personal Protective Equipment (PPE) to all Staff/Workers
of the Contractor, subcontractors, and Vendors of the project. In this regard, the Contractor shall
implement the following procedures:

(1) All new staff/workers shall be inducted by the HSE Department and accordingly issued by
basic PPE such as safety helmet, safety glass, safety shoes, safety vest, and safety gloves.

(2) All staff/workers working in a PPE required area shall strictly wear all basic PPE

7.2 Other HSE Measures

In addition to the provision of PPE, the following HSE measures shall also be strictly implemented
by the Contractor in order to comply with the HSE Plan criteria/objectives:

(a) For works during night time, sufficient floodlights will be installed in a given work area.
(b) The Daily toolbox meeting shall be conducted before starting every fieldwork.
(c) All personnel shall be familiar with Emergency Response Procedures.
(d) First Aid facilities shall be provided in the workplace and designated areas on the project site.

(e) Work permits shall be sought and applied for before commencing any works and all workers,
tools, and equipment must have the necessary passes.
(f) Competent Supervision throughout the work.
(g) Risk Assessment shall be conducted. (Refer to Attachment No. 8-1)
(h) Vehicle/equipment movements at the project site shall be properly managed by traffic
supervisor and flagmen.
(i) The Contractor will provide full safety supervision by instituting an area supervisor and a
standby HSE officer on site.
(j) Two-way radio communications system and protocol will be provided.
(k) “No Lone Working Policy” will be implemented by Buddy-buddy System.

7.3 Responsibilities of HSE Supervisor

The Contractor shall employ adequate HSE Supervisors in the day to day implementation of the
HSE Plan. The HSE Supervisors shall be responsible for the duties and responsibilities:

(a) Attend the Safety Inspection and Safety Committee Meetings.


(b) Arrange new workers to attend Safety Induction Course prior to work commencement.
(c) Issue PPE for all workers.
(d) Closely monitor all HSE inspectors on site and convey all instructions made by HSE Manager
accordingly.
(e) Ensure and monitor all the welfare facilities are in place at the site.
(f) Check all the PTW System is placed or not, as well as all the HSE documents and ensure all
safety measure needs to be implemented on the site.
(g) Verify the validity of all tools, machinery, and equipment certificates.
(h) Keep all records of accident/incident/near miss that occurred at the project site.
(i) Inform the HSE Manager immediately upon the occurrence of accident/incident.
(j) Ensure good housekeeping on the project site.

7.4 Risk Summary and Management

The Contractor shall implement the needed risk management in order to identify likely or possible
risks, assess their severity or likelihood, and the measures and management required to avoid
and mitigate those identified risks.

For the works, the Contractor shall implement the required risk identification, assessment, and
management.
7.4.1 Risk Identifications

The Contractor has identified the following possible risks (but not limited to) that may pose
to the works:

(a) Traffic accident during mobilization, implementation of the works and demobilization of
equipment and materials;
(b) Accident due to machinery or equipment;
(c) Unforeseen accidents due to improper warning signs and poor lighting;
(d) Accident and injury due to working in confined spaces;

7.4.2 Risk Management

The Contractor shall implement the following procedures in the management of the
identified risks:

(a) Implement the Hazard Mitigation Measures for the Works


(b) Ensure that staff/workers shall wear proper PPE and required protective gears;
(c) Implement “Permit to Work” System for all works/activities;
(d) Conduct Daily Tool Box Meeting for mutual understanding and awareness of the works;
(e) Conduct regular or daily check of the equipment or machinery prior to the use;

7.5 Environmental Protection

During the implementation of works, some of the environmental control protection will be carried
out as instructed in the specification and environmental control plan.

7.5.1 Solid Waste Management

Following are the recommended mitigation measures to be implemented to manage the


resulted solid wastes during the construction phase of the project:

 The resulted types of solid wastes should be collected in a designated temporary solid
waste dumping area. Then, it should be transferred by an authorized contractor to the
designated solid waste dumping site.
 During the operation stage of the project facilities, the different types of resulted solid
wastes should be segregated according to its type and collected in proper collection
containers, then transferred through an authorized contractor to the designated solid
waste dumping site.
 Also, it is important to implement the Precautionary approach to avoid unnecessary
and prolonged solid waste accumulation at the campsite and in the nearby areas
resulted from the daily operations of the project facilities.

7.5.2 Fluid Waste Management

Following are the proposed mitigation measures will be implemented to ensure


appropriate management for the resulted fluid wastes during the construction phase of the
project:

 Implement a waste management strategy to ensure that all wastes are properly
managed in accordance with regulatory and KEPA standards from wastes collection,
documentation, disposal, and tracking.
 Adequate equipment (drip trays, absorbents, floating booms, pumps etc.) will be
available for the immediate containment and cleanup of any oil spillage from the land
and marine activities.
 Workers will be provided with training in the proper use of this equipment.
 Ensure no burning of oily wastes.
 Meet all legal requirements associated with waste management.
