RA 9003 – Ecological Solid Waste Management Act of 2000

General Objective
● The action plan aims to come up with feasible and realistic community programs
in Aurora Hill to address the ecological solid waste management problem of
Baguio City. The proposed action plan will serve as a trial and example for other
barangays in the city.

Specific Objectives
● To determine methods on how to properly address the ecological solid waste
problem in an urban setting.
● To come up with community planning programs that will encourage residents to
conserve the local ecosystem through proper waste management practices in
the barangay.
● To create activities and programs that will reduce, reuse, and recycle solid waste
matters and materials.

Programs and activities

● Segregation of biodegradable and non-biodegradable waste materials


○ The Barangay Chair, Kagawads, and their counterparts should implement
a stricter policy when it comes to the segregation of biodegradable and
non-biodegradable waste materials. Proper facilities for each barangay
should be provided to encourage its residents to segregate their wastes as
most of the time there are still biodegradable waste materials found in
trash bags during collection. This imposes health hazards not only on the
ecosystem but also on the garbage collectors.
● Improved Material Recovery Facility (MRF)
○ Most barangays in Baguio City lack the facilities for garbage collection.
There are no defined facilities for recyclable and non-recyclable solid
waste materials. Garbages are dumped on the side of the road until the
next morning when a garbage truck collects them. People do not
practice segregation of recyclable and non-recyclable solid waste
materials because there are no MRFs available in the barangay. Each
barangay should have its own MRF so that the recyclable materials can
be recycled and the proceeds can be used to improve the public
facilities.
● Barangay Officials should conduct seminars on solid waste management
○ Barangay officials should educate their residents about the importance of
proper waste disposal. A seminar is a good way to relay information to
people - about recycling and segregation. Preserving our ecosystem is a
collective process that involves people as they are the main contributors
to climate change and global warming.
● Barangay Officials should encourage a member of a family to render at least
one hour of community service each month.
○ To raise awareness and bring the community together in a barangay, the
barangay chairman should propose a program where any member of a
family household should render at least one hour of community service
each month. This way, they will understand the importance of cleanliness
in the community and their responsibilities to conserve their local
ecosystem.

People involved

● The Barangay Officials will lead the programs and activities. The residents of the
barangay will participate in the programs and activities.

Timeframe

● Conserving the ecosystem should be an ongoing process, therefore, there is no


fixed timeframe. The programs and activities should be interwoven into the
community so that the culture of conserving and preserving the natural
environment will develop over time.
