Objective:

To provide employees an opportunity to maintain work-life balance, fulfil their family and
social obligations and rejuvenate themselves.

This policy and procedure aims to achieve the following objectives:

-7 Establish written guidelines for better clarity and transparency

-7' Ensure staff spends quality time with their family members and friends.
-7 Work to a fair and effective procedure, which is consistent with UGC norms and equal
opportunities policies and practices.

General Guidelines-

-7 The leave cannot be claimed as a matter of right. When exigencies of the


service so require, discretion to refuse or revoke leave of any kind is reserved
by the Leave Sanctioning Authority. On such recall, the employee shall report
for duty forthwith. The Leave Sanctioning Authority may sanction or refuse
the leave applied for, but shall not alter the nature of the leave applied for,

LEAVE POLICY

~ Leave shall not be granted ordinarily to the extent by which it would reduce
the strength of service of department below essential minimum. In case
large number of applications are received resulting into urgency, the Leave
Sanctioning Authority shall consider the following factors while granting the
applications, namely:-
• Special circumstances for which leave is requested;
• amount of leave due to the applicant;
• whether applicant was recalled from his/her last leave or has been
refused leave in the interest of office requirement;
• the period and character of the service rendered by the applicant since
his/her last return from leave;
• the employee who can best be spared for the time being;
• whether any of the employee already on leave can be recalled to duty in
order to spare any other employee for availing his/her leave under any
special circumstances.
~ The employee against whom a departmental enquiry is initiated or proposed to be
initiatives or who is proposed to be suspended or is discharged, or is under orders of
removal or dismissal shall not be entitled to leave, however, s/he may be given short
leave on condition that s/he becomes available for inquiry, if and when required.
The Leave Sanctioning Authority shall force such employee to go on leave in case the

matter is grave in nature for which enquiry is initiated ..

,~ The employee on leave shall not accept any other employment, either part- time or
full-time except voluntary work.

~ The employee discharged or removed except on account of misconduct or who has


once resigned, if reappointed, shall not be entitled to claim leave in respect of
service rendered prior to his/her discharge, removal or resignation, as the case may
be.

Leave to Persons Re-employed after Retirement

~ In the case of a person re-employed after retirement, the provisions of these Rules
shall apply as if s/he had entered in the service of the University, for the first time on
the date of his/her re-employment.

LEAVE POLICY

-7 Earned leave due and admissible may be granted to a re-employed pensioner prior
to cessation of his/her duties only if s/he has not availed his/her retirement benefits.

Types of Leave-

Applicability: All employees working on full-time basis are entitled for Leaves. Staff
recruited as consultants, advisors and working on man days/hourly/part time basis are
excluded.

LEAVE POLICY

CASUAL LEAVE (CL):

-7 Employees are eligible for 12 days (Twelve) CL in a calendar year (January to


December).
-7 Employee(s) joining in between the year shall be eligible for CL after completion of
one month of service. In such cases, CL shall be calculated on prorata basis.
-7 Total 12 CLs shall be credited @ 6 (six) leaves in the month of January and July,
respectively.
-7 CL shall not be accumulated and hence unavailed CL shall lapse automatically at the
end of the calendar year (December).
-7 CL may be availed minimum Yz (half) day or maximum upto 03 (three) days at a
stretch.
-7 Leave more than 03 (three) days shall be considered as EL (Earned Leave). In case, if,
employee is not having sufficient EL balance or not eligible for EL or has zero.
balance, in that case the over and above. three days CL shall be treated as leave
without payor with pay only in case of genuine reasons.
-7 CL may be availed either prefix or suffix to holidays e.g.
o Prefix: Leave applied from Wednesday to Friday or Thursday to Saturday with
Weekly off Saturday and Sunday or Sunday respectively, however s/he has to be
present on duty on the immediate falling Monday else all leave shall be treated
as without pay.
o Suffix: Leave applied Monday, Tuesday and Wednesday (ealier Saturday and
Sunday being holiday) however s/he has to be present on duty on earlier week
Friday/ Saturday.
-7 Paid Holidays or weekly off day(s) falling in between the leave period applied shall be
counted as leave e.g.
o Leave applied from Friday to Monday. Weekly off day is Saturday/Sunday or
both.
o Actual leave applied is for 2 days (Friday and Monday), however, due to
intervening weekly off days it will be counted at 3 or 4 days of leave
o Similar treatement counting leave applied in case of holidays

-7 CL cannot be combined with any other leaves.


-7 Employee serving notice period shall be allowed to avail CL with proper approval for
not more than three days. The approving authority may take a call depending on the
exigencies of work, work handover status and genuiness of the case.
-7 Employee proceeding on leave should get a minimum three days of prior approval
before proceeding on leave. However; for unforeseen reasons, employee may
inform imemdiate superior and apply for the same on resuming of duty.
-7 In absence of prior approval of leave, shall be considered as unauthorized
absenteeism and may attract disciplinary action.
-7 Sanctioning authority for leave is the immediate superior.

EARNED LEAVE (EL):

-7 All full time non-teaching employees and academic administrators (VC/Pro


VC/Provost/Dean/Associate Dean/Deputy Dean/librarian/Director - Physical
Education) are eligible for 30 days EL in a calendar year.
-7 Employee will be eligible for accrual of earned leave after completing one year of
service and as such -
a. First EL will be accrued and credited on pro-rata basis (for those who join
anytime during academic year) in.the second year of service
b. EL will be credited twice in year _1st January and pt Julv
-7 For the purpose of computation of one year, employee joining between pt to 15th of
the month shall be considered to have completed one year on the last day of
preceding month of joining and employee joining on or after 16th of the month shall
be considered to have completed one year on the last day of same month of joining.
-7 Each employee MUST avail minimum 10 days EL in a year else, it shall be lapsed.
This is applicable wherein employee having minimum 30 days of EL accrued to the
account.
-7 Minimum leave to be availed at a stretch is 3 days, and above subject to prior
approval of the immediate reporting officer.
-7 EI can be availed for a day if, employee's casual and medical leave is exhausted
subject to recommendation of reporting authority and approved by Registrar.

LEAVE POLICY

-7 Prefix or suffix holidays / Sundays shall not be counted as leave


-7 However, Paid Holidays/ Saturday / Sundays falling in between the leave shall be
treated as leave.
-7 There should be a gap of three months between two long EL (more than 10 days)
applications.
-7 Long leaves shall not be granted during academic sessions are ON. For genuine
reasons, EL may be recommended by the reporting authority and approved by.
Registrar. Such request must be applied 30 days in advance.
'-7 EL can be clubbed with medical leave only if, essential.
-7 EL cannot be availed during notice period. _
-7 EL shall be approved minimum ten days in advance and shall be responsible to
assign his/her tasks to the team members.
-7 EL can be availed for maximum four times in a calendar year with not more than 10
days at a stretch. Overstaying of leave will be treated as unauthorized absenteeism
and shall be subject to disciplinary action.
-7 The sanctioning authority for EL shall be the immediate superior and his/her superior
authority.
-7 Special Provision - As a progessive approach and a generous gesture, employee shall
have full authority to GIFT his/her leaves to the junior in genuine cases and only
when the beneficiary don't have EL balance to account. This is the new provision
introduced from this year (January 2020 onwards)' wherein each one of the
employee may support in need.
,-7 During the first 18 months of service leaves can't be accepted and gifted as well
-7 There is no limit to gift the leaves.
-7 A consent from the employee who is willing to gift his/her leave shall be taken.
Vacation

-7 Teaching Staff can avail 45 days' vacation in an academic year: 15 days in winter
(Diwali) and 30 days in summer period.
-7 Non-Teaching staff and academic administrator (VC/Pro
VC/Provost/Dean/ Associate Dean/Deputy Dean) are not eligible for vacation.
-7 A new faculty joining in the summer vacation period is not eligible for vacation
during that summer period.

LEAVE POLICY

-7 A faculty joining in the middle of the academic year is eligible for a proportionate
vacation for that academic year.
-7 Vacation will not be accumulated, carried forward or compensated.
-7 Vacation may be clubbed only along with Medical leave, study j sabbatical leave.
Winter Vacation:
-7 . Winter (Diwali) vacation of 15 days shall be availed on or before 31st December of
every year.
-7 Diwali holidays are inclusive of winter vacation.
-7 Winter vacation can be availed in maximum three slots.
-7 The management shall circulate a notice every year of the start date and end date of
winter vacation and the eligibility.
-7 The HoS shall sanction the winter vacation (except Diwall vacation) on rotational
, basis by ensuring 1j3rd of the faculty available at the respective school.
Summer Vacation:
-7 Summer vacation of 30 days shall be avail on or before 30th June every year.
-7 Summer vacation can be availed in maximum three slots.
-7 The management shall circulate a notice every year of the start date and end date of
summer vacation and its eligibility.
-7 The HoS shall sanction the summer vacation on rotational basis by ensuring 1j3rd of
the faculty available at the respective school.

MEDICAL LEAVE (ML):

-7 Employees are eligible for 10 days of ML in a calendar year (January to


December)
-7 Employee shall be eligible for ML after completion of one year of service.
However, can avail the same after completion of one .vear on prorata basis of
second year.
-7 Total 10 MLs shall be credited @ 5 (five) leaves on pt January and 1st July.
-7 Unavailed ML shall be carried forward to next year without any upper limit.
However, ML is not encashable in any form.
-7 ML may be availed of minimum 0.5 days and maximum there is no limit,
however ML exceeding three days at a stretch shall be supported by Medical
certificate.

-7 ML cannot be availed during notice period.
-7 For planned treatment, employee should seek approval atleast ten days in
advance.
-7 Uninformed ML shall be treated as unauthorized absenteeism and may attract
disciplinary action.
-7 If the employee frequently applies for grant of leave on medical ground with
short intervals, his/her case may be referred to the Medical Authority, with a
request to give its considered opinion on employee's state of health, the period
required for his/her complete recovery, and also whether s/he is likely to be fit
for duty after rest and treatment.

PATERNITY LEAVE (PL):


-7 Employee who have put in continuous service of one year shall be eligible for 8
day's of PL for first child only.
-7 PL MUST be availed at a strech for 8 days and cannot be availed partly.
-7 PL cannot be accrued nor encashable.
-7 Prefix and suffix holidays / Sundays shall not be treated as PL However,
intervening paid holidays / Saturdays / Sundays shall be counted as leave.
-7 PL cannot be combined with any other leave.
-7 Prior approval of a month is must, failing to which, shall be considered as
unauthorised absenteeim and may attract discipliancy action.

MATERNITY LEAVE (ML)


I

The University believes that the personal obligations of employees who become parents
should be respected. To that end, the University provides assistance and adequate time off
to employees to allow them to combine their personal and professional lives. With these

LEAVE POLICY .

principles in mind the University grants leave to eligible employees for the birth and care of
a new-born child.

Maternity Leave is available to all female employees as defined under the Maternity Benefit
Act.
Eligibility
,
All female employees working full-time at the University, subject to a minimum attendance
of 80 days in a period of twelve months immediately preceding the date of her expected
delivery.

Leave Entitlement (Paid Leaves)

• Pregnancy (up to first 2 children)


- Total maternity leave 26 weeks - eight, (8) weeks immediately preceding the
birth and eighteen (18) weeks immediately after the actual date of birth.
In case where the nature of work assigned to a woman is of such nature that
she may work from home, the employer may allow her to do so after availing
of the maternity benefit for such period and on such conditions as the
employer and the woman may mutually agree.
- Availing number of leaves pre and post-deliverv shall be as mutually agreed
with the employee.
• Pregnancy (more than 2 surviving children)
- Total maternity leaves 12 weeks - six (6) weeks immediately preceding the
birth and six (6) weeks immediately after the actual date of birth.
In case where the nature of work assigned to a woman is of such nature that
she may work from home, the employer may allow her to do so after availing
of the maternity benefit for such period and on such conditions as the
employer and the woman may mutually agree.
• Child Adoption/Commissioning Mother
"Commissioning mother" means a biological mother who uses her egg to
create an embryo implanted in any other woman.
- A woman who legally adopts a child below the age of three months shall be
entitled to maternity benefit for a period of twelve weeks from the date the
child is handed over to the adopting mother OR the commissioning mother
as the case may be.

LEAVE POLICY

• In case of miscarriage or medical termination of pregnancy - for a period of up to 6


weeks immediately following the day of her miscarriage or medical termination of
pregnancy (subject to production of a medical certificate).
• In case, of illness arising out of pregnancy, delivery, premature birth of child,
miscarriage, medical termination of pregnancy or tubectomy, operation, employee
shall, on production of such proof as may be prescribed, be entitled, in addition to
the period of absence allowed to her, to a paid leave for a maximum period of 30
calendar days limited up to first two instances.

Guidelines

• Female employees must notify the University in writing and produce a medical
certificate confirming the pregnancy and detailing the expected date of birth and the
date on which maternity leave is to commence.
• Payment of salary during maternity leave is at full pay.
• Any paid holiday / Saturday / Sunday that falls during maternity leave is counted as
part of the maternity leave and will not give rise to any additional leave or payments.
• This leave is over and above other leave entitlement.

Study I Sabbatical Leave:


-7 The faculty shall be eligible for study / sabbatical leave for pursuing PhD or Post
Doctorate degree.
-7 Study / Sabbatical leave shall be of maximum 90 days i'1 the whole service period for
either of the degree.
-7 Study / Sabbatical leave shall be with full pay ((except Transport Allowance).
,-7 The 90 days leave can be availed in maximum two slots.
-7 These 90 days shall be availed within seven years of span from the date of PhD
registration or three years span from the date of Post Doctoral registration.
-7 Faculty who has put in a continuous service of two years of probation period is
eligible for Study / Sabbatical leave.
-7 The Faculty shall put in continuous service of three years post awarding of the PhD
degree.
-7 Faculty who have not been awarded PhD degree post availing this facility of Study /
Sabbatical leave shall put in minimum five years of service.
-7 The discontinuation of service shall be at the discretion of management.

LEAVE POLICY

-7 Faculty interested for Post Doctoral shall proceed on two years lean on proper
approval from the Management.
-7 The lean period of two years shall be treated as without pay.
-7 The Faculty shall be eligible for increment on awarding of post doctoral degree,
however if the degree is not awarded s/he shall not be eligible for any increment and
shall joining on the same last drawn salary.
-7 The concerned faculty shall sign a bond before proceeding on lean.
-7 This leave can be clubbed with vacation leave.
-7 The application has to be approved by the HoS, Dean, Registrar, Pro-Vice Chancellor,
Vice Chancellor / Executive President.
-7 The final authority will be the Vice Chancellor.
-7 In case of breach of contract the concerned faculty shall be liable to pay the
University amount equal to salary paid against sabbatical/study leave.
-7 Faculty who gets awarded the provisional PhD certificate or completes Viva before
completion of 90 days study / sabbatical leave shall join the University within five.
days from the day of provisional certificate.l viva.

Leave Without pay -

University does not encourage this practice. Under exceptional circumstances such as
serious illness the University may authorize such leave only when all other forms of leaves
are exhausted and additional approval from VC in case of teaching staff and Registrar for
non teaching staff.

Outdoor Duty -

Any employee nominated by the University to attend meetings, seminars, conferences,


workshops or any other official work, etc. organized, by Professional bodies
approved/recognized by the University will be considered to be in official capacity and
hence will be treated as Outdoor Duty (00) after it is recommended by reporting authority
and approving authority respectively. 00 of more than 10 days shall be approved by VC for.
teaching and by Registrar for non-teaching staff.

~ If the employee is associated and/or is member of various Professional Bodies,


invitation received from such Professional bodies (if s/he is a member of the body) for
