1. Purpose
To implement the general guidelines defined in the Saint-Gobain WEBER UAE EHS Standard on
Road Risk, WEBER UAE puts in place this road risk policy and actions to control road risks,
complying with:
 SG safety standard “Road Risk Management: Travelling on Company Business and
Commuting”
 Related local road law of countries where SG operates

Note: WEBER UAE represents “Sodamco Emirates factory for building materials & Sodamco
SAL”

2. Scope
These Guidelines cover WEBER UAE activities. It shall apply to all employees, regardless of the
position held, the management level or the years of service.

It shall not replace similar procedures possibly implemented locally, but shall frame them with
a centralized mechanism at the Delegation level, without prejudice to local legislations.

3. Objectives
In all trade and industrial activities, when an employee is on the road, whether he/she is
carrying out an activity of transport, delivery or travel for the business, he/she is a person at
work. Driving is an integral part of the job.

Therefore, the road risks to which he/she is exposed must be considered as occupational risks.

The purpose of this standard is to ensure that the risk to colleagues and members of the
public are reduced to the lowest level reasonably possible. This could be achieved through the
identification of hazards and risk reduction due to the development of effective Safe Systems
and the establishment and deployment of effective information, instruction and training
programmes.

This Standard has been developed to ensure compliance to the WEBER UAE Standard ‘Road
Risk Management’.

4. Definitions

Travel on company business: This is travel to carry out a task outside the usual work place. It
requires travelling in a vehicle and is based on a travel order from the employer. Field staff

members (car and truck drivers, delivery drivers, fitters, sales staff, etc...) are considered to be
on company business.

Risk assessment: Process of evaluating the Health and Safety (HS) risk(s) arising from a
hazard(s), taking into account the adequacy of any existing controls and deciding whether or
not the Health and Safety risk(s) is acceptable. (See Risk Assessment Standard)

Commuting: This is travel between the employee’s workplace and his/her main place of
residence or a regularly-used secondary residence, or any other place where the employee
usually travels for family or personal reasons. This is not considered a company business
travel.

Company Vehicle: A vehicle which is provided by WEBER UAE to its employees. Those vehicles
could be:
- WEBER UAE owned cars or commercial vehicles (Van, demo Van, pick-up, trucks…)
- Service vehicles (subcontracted vehicles)
- Leased Vehicles
Personal vehicles owned by WEBER UAE employees are sometimes used for business purpose.
In this case, guidelines of this policy apply.

5. Responsibilities

Senior management is committed to ensure proper dissemination of this policy to all


operating managers of all entities for immediate compliance.

It is the responsibility of the Branch, and Office / Site Managers to ensure the requirements of
this policy are deployed and adhered to.

It is the responsibility of the department head (Supply Chain manager, Logistics manager,
Commercial and/or Sales Manager, Operations Manager…who is responsible of employees on
company business travel) to ensure that resources are available and provided to meet and
adhere to the requirements of this policy.

It is the responsibility of the EHS manager/line managers/ supervisors to advise and assist in
the compliance with this policy.

It is the responsibility of the authorised driver operating the company vehicle, to ensure that
he/she adheres to the requirements of this policy.

6. Assessment of the Road Risk


Driving must be taken into consideration in the Site’s risk assessment according to the
WEBER UAE Standard. Driving risks for sales staff and truck drivers must especially be taken
into consideration.

This risk assessment must take into consideration:

 The condition of vehicle, its equipment and the environment:


Road infrastructure
Circulation on the site
Geography and climate
Maintenance
Transported materials …

 The organization of the travel:


Nature of business travel (short/long, frequent/exceptional, day travel/night travel,
small roads/highway…)
Procedures for travelling: Head of department must assess the need for travel: Is the
trip really necessary? What is the most appropriate travel facility: Train, plane or car?
Trains (in case applicable) or planes are safer than cars, and trains are safer than
planes. Also, sites must take the travelling time into account: How much time does
the trip require?
Remember: travelling by car time must include a 15 minutes break every 2 hours.
External support structures (rest or parking areas, restaurants, gas stations…in case of
long trip)

 The training and awareness of drivers:


Drivers’ profiles: health and fatigue status
Driving licence…
Received training

7. Management of Vehicle Fleet

The company must keep proper inventory and record of its fleet.
Management of vehicle fleet (including leasing and service fleet) must take into consideration
suitability for tasks required and environment where the task is being performed, long or
short trips, weather conditions, transport of goods and materials, parking conditions and
loading and unloading conditions.
The vehicles made available to employees must comply with local law and regulations in force.
For WEBER UAE vehicle fleet (including leased vehicles), the use of tools is essential for
carrying out mandatory maintenance and servicing, in the framework of a procedure:
logbooks, monitoring forms for maintenance operations, for following up consumption, etc...
(Refer to Section 7).
Decreasing vehicle CO2 emissions is a fundamental lever in the fight against climate change.
The choice of eco-friendlier vehicles in terms of CO 2 emissions must be a major factor in
purchasing and maintenance specifications for vehicle fleets. Good vehicle maintenance
(motor tuning, cleaning of air filters, correct tire pressures taking into consideration

winter/summer temperature, etc...) enables a reduction in emissions of polluting particles and


CO2.

Selection and appropriateness of vehicles:

Vehicles must be selected according to the risk assessment of the activities; Instructions are
available on how to deal with inclement weather situations such as;
• Wet weather, lack of grip on the road surface
• Driving in ice and snow
• Driving in heavy winds
• Driving in fog
 Driving in extreme hot weather

Purchasing and using eco-friendly vehicles is recommended.

The safety equipment of the vehicles must be selected in compliance with the local weather
condition, load and/or materials to be carried and unloading conditions if applicable, eco-
friendly… the safety equipment of the vehicle must also be in compliance with national laws
and regulations and in accordance with the risk assessment in order to provide all the
appropriate guarantees of active* and passive* safety. At a minimum, the vehicles are
equipped with front and rear safety belts, airbags and ABS (Anti-lock Braking System).

Company vehicles should be equipped with hands-free car kits.

Vehicles with integrated GPS are advisable.

The vehicles must be used in accordance with their intended purpose. For example, the
maximum load must not be exceeded.

*Active safety features help to minimize the chance of accident or malfunction before they occur. Another way
to think of it is that active safety means engagement and notification. These are often electronic, computer
controlled components that are continually working to keep the fleet, drivers and the public, safe. Examples:
ABS, ESP, alarm, warning lights, sensors…
*Passive safety equipment helps to minimize accidents (i.e. injuries and/or death) in the event something goes
wrong. Alternatively, it is easier to define passive safety as a system that monitors, and engages on, as-necessary,
basis. Examples: Airbags, seat belt lock engagement, fuel pumps kill switch…

8. Vehicle Maintenance and Incidents Report


 All vehicles are required to be serviced at regular intervals, in accordance with the
Manufacturers guidelines.
 Records of servicing are required to be kept up to date with details of the service
provided and any maintenance or repairs undertaken to the vehicle. The use of a
logbook is recommended to monitor forms of maintenance and follow up
consumption.

 Daily commercial vehicle checks must be provided and system checks undertaken
where applicable to comply with legislation or where deemed necessary to reduce risk
as per SG processes (refer to annex here enclosed for daily check list).
 Regular checks at an approved inspection specialist are required to be undertaken on
company cars, to ensure that the condition of the vehicle is maintained and in
accordance with the company car driver policy. Records of those inspections to be
documented.
 All road traffic incidents involving a company vehicle are required to be reported
(event analysis, SIP…) to comply with legislation and SG policies.

9. Mobile Phone and Technology

a. Mobile Phone and Electronic Devices

WEBER UAE operates a zero tolerance policy with regard to the use of mobile phone and
equipment while driving. Any breach of legal compliance or WEBER UAE policy can lead to
disciplinary action, revocation or removal of company vehicle.

 Hand held mobile phone:


As per law regulations, it is illegal to use a hand-held mobile phone while driving any
form of mechanically propelled vehicle (car, truck, motorcycle…).

 Bluetooth and plug-in headsets:


The use of specific Bluetooth devises or plug-in headsets could be authorized by laws
in some of the countries of the region. However, it increases the risk of accident:
driving of a vehicle requires the full attention and reactivity that phone calling could
disrupt.
The company does not permit the use of plug-in headsets. A mobile phone may only
be used in a company vehicle and / or vehicle being utilised for business purposes if it
has professionally fitted hands free kit installed.
Where a hands free kit is not available, in-coming and outgoing calls must be made
with the vehicle safely parked and in a safe place and the engine turned off.

 Type of Bluetooth authorised:


Bluetooth Device factory fitted with the vehicle and that does not require a separate
cradle could be authorised if in accordance with country law. In this case, the phone,
paired with the vehicle, must be stowed away safely.
The hand-held phone must not be used under any circumstances.

 Calls while traveling:


All out-going calls even through proper Bluetooth are forbidden while driving. Drivers
are requested to park safely before calling.

All incoming calls should preferably be avoided. If not possible, they are required to be
kept to a minimum length of time. When answering a telephone call, driver should
advise the caller(s) that he is driving and should try to reschedule the call.
When a driver receives a call which may involve a lengthy discussion, he/she is
required to find a safe place to park the car and complete the call before resuming
his/her journey.
If the driver is required to participate in a conference call, he/she should plan his/her
journey to take this into account and find a designated and suitable place to stop in
order to join the call.

 Texting, e-mailing, surfing web and social media, taking pictures, etc…
The company does not tolerate the use of a mobile phone or any other devices to read
or send texts or emails while driving or taking pictures. Surfing on the web or visiting
social media pages is also strictly forbidden while driving. Vehicle must be parked
safely in a designated and suitable place with the engine switched off.

 Line/branch manager responsibility:


The manager of company vehicle drivers is required to ensure that all drivers are using
their mobile phones responsibly.
Where the company has reasonable cause to believe that a manager caused or
permitted an employee to use his/her phone in contradiction with the law or this
policy, he/she will be subject to disciplinary action.

 Laptops/tablets and mobile data terminals:


The use of such devices is strictly forbidden while driving a company vehicle.
Where a driver is required to utilise a device of this nature they are required to find a
safe and legal place to stop prior to continuing their journey.

b. Satellite Navigation

Satellite navigation is recommended where possible. Built in satellite navigation systems are
to be utilised by an employee.

External navigation systems and / or smart phones are required to be secured in the vehicle
and positioned in a way so that they do not cause distraction to the driver’s attention.

All new company cars should be provided with a built in satellite navigation system.

Commercial Vehicles:

The use of a satellite navigation system (SATNAV, GPS) is recommended, as it improves the
behaviour of the driver when he/she is going to an unknown destination. It reinforces the
driver’s vigilance while reducing stress levels. The GPS should preferably be built in the
vehicle and must always be set while the vehicle is stopped in a parking area.

10. Driving and Parking at Sites

An internal circulation map for each WEBER UAE entity is mandatory; it must be known by
employees, visible and monitored. It must include risk areas, general guidance (speed
limits…) and parking areas. Where possible this should involve the establishment of a ‘One
Way’ system to reduce the risk of vehicle accidents.

When entering non WEBER UAE, rules of the sites are to be respected.
It is recommended to park vehicles in the safest possible manner preferably with the vehicle
facing forward when it exits.
For circulation and operation of forklift trucks inside a WEBER UAE, please refer to WEBER
UAE “Forklift trucks standard”. In all cases, operating any specific vehicle (forklift truck,
crane, loader…) is governed by site policies and procedures.
The WEBER UAE “Vehicle Driver and Pedestrian Management” Safety Standard recommends
on WEBER UAE Sites the use of the reverse parking rule except where it is not yet possible for
technical reasons (e.g. the circulation way of parking is not yet compatible with reverse
parking rules)”.

11. Legal Compliance

a. Substance Abuse

All employees are required to adhere to the respective road and national laws relating to
driving under the influence of legal substances, illegal substances and medical prescriptions.
Where there is a breach in Legal Compliance this may lead to the use of disciplinary
procedures up to and including dismissal.

b. Medical Conditions

All employees are required to inform HR department and their head of department of any
changes relating to medical conditions which could affect their ability to operate a vehicle.
Where concerned the employee is required to notify his management and submit any
information requested. Where the employees licence conditions are affected they are
required to notify the company.

c. Smoking

Smoking in a company car is strictly forbidden.

d. Road Laws and Compliance

While operating a company vehicle all employees are required to adhere to the relevant road
laws which are in force. Where there is a breach in Legal Compliance this may incur the use of
disciplinary procedures up to and including dismissal.

12. Driving for Social Use

Driving for personal need is subject to the same risks as driving for work.
Where an employee is operating a company vehicle for social reasons they are required to
adhere to the same Road Risk Policies as they would when on business trip.

While operating a company vehicle for social use, all employees are required to adhere to the
relevant road laws which are in force.

Where there is a breach in Legal Compliance this may lead to disciplinary actions up to and
including dismissal.

13. Procedural Control Measures

a. Driver’s Skills

Companies must perform regular check-ups of their drives behaviours (SMAT, Incident
analysis and follow up corrections…), to ensure they have the necessary skills to drive safely.

Driver licences must also be checked and recorded annually. Employees must communicate
any restrictions or licence withdrawals.

Driver rules compliance behaviour should be included in the agendas of Safety meetings and
as items for discussion during health and safety days and staff communications etc...

b. Training Program

As part of WEBER UAE commitment to road risk management, the training courses available
to employees are continually developed and reviewed to assist in managing the risk: theoretic
and on road assessments, e-boost training, etc…

Where applicable, Eco Friendly training will be provided to reduce CO2 emissions.
All company car drivers will receive a training regarding this policy and are required to sign the
declaration to confirm that they have agreed with it.

All new company car drivers are required to attend a Driver Training and Assessment Course,
as part of their induction within one month of joining the company.

Further instructions are provided to existing company car drivers with regard to safe driving
through the means of refresher courses.

All existing employees will receive further training at least every two years.

c. Safe Driving Instructions

Safe driving instructions must be drawn up, communicated and accepted by all WEBER UAE
Drivers. These instructions must comply with local driving rules and as a minimum include the
following points:

 Code of Good practices


This code of good practices is inspired by the Principles of Conduct and Action, by the
general prevention principles in the WEBER UAE EHS manual, and by the principles of
preservation of the environment.
When an employee drives in public areas, he/she is subject to all the obligations of
local traffic laws and regulations and his/her personal liability may be affected,
including his/her penal liability (according to local laws and regulations).
Due to the relationship of subordination, the employer has an obligation of safety
towards the employee, and as a result must take all the necessary measures so that
the employee is able to comply with local traffic laws and regulations and drive around
and work in complete safety. A lack of prevention measures may lead to the employer
incurring civil and penal liability, in the same way as for any occupational risk
(according to local laws and regulations).
Beyond these principles and obligations, WEBER UAE employees must drive
responsibly and courteously.

 Medical monitoring
Saint-Gobain recommends implementing medical check-ups in order to ensure that
drivers are medically capable of carrying out their driving tasks.

 Checking compliance with rules


The company must set up a system of inspection and maintenance of vehicles and
driving equipment to ensure that all vehicles and equipment are always in working
order.
A daily self-assessment system must be implemented, to check the key points of the
vehicle before starting to drive. This self-assessment could be partially based on the
self-assessment of the vehicle and equipment.
The company must include drivers in the yearly SMAT program.
A driver training program must be implemented in order to ensure that each employee
has the necessary skills to be able to drive according to whatever risks may be present.

 Monitoring and measurement:


Road accidents on company business are reported in the TFx results of the site and are
considered as work accidents. According to SG regulations, commuting accidents
should be recorded, investigated by the business unit but they are not included in the
calculation of TFx.
The collection of data about Near Misses and Unsafe Conditions and Unsafe Acts must
include drivers.

14. Review

This policy shall be reviewed every year in the Management Review Meeting for
continual improvement.
