REVIEW OF RELATED LITERATURE AND STUDIES

INTRODUCTION

The New Bilibid Prisons (NPB) in Muntinlupa City is severely congested and more

prisoners are being admitted to the facility. By end of year 2016, NBP’s prison population

raised at 23,996, well beyond its rated capacity to accommodate which is 10,082 prisoners

only, resulting in an occupancy rate of 238%, based on BuCor statistics. BuCor has for its

major duty the rehabilitation of prisoners, or those condemned to serve a term for

imprisonment of more than three years. Since its creation, the BuCor has transformed with

modern penology and has get rid of to the traditional view of imprisonment as society’s

retribution against criminal offenders into one which regards imprisonment as a humanizing

and enriching experience.

Corrections emphasize rehabilitation and regards inmates as patients who need treatment

and supervision in order to become productive and responsible members of society upon their

discharge.
