(Valentyn Ogirenko/Reuters) In areas that were recently freed during their southern counteroffensive, Ukrainian authorities are starting the difficult task of rebuilding. To discuss "the restoration of life in the region's liberated territories," the head of Mykolaiv's regional military administration paid a visit to the small city of Snihurivka on Friday. Volodymyr Zelensky, the president of Ukraine, declared Friday to be "an historic day" after Russia announced its withdrawal from the Kherson region's west bank. "We are returning the south of our country, we are returning Kherson," Zelensky said. "Absolutely everyone, from privates to generals, the Armed Forces, intelligence, the Security Service of Ukraine, the National Guard — all those who brought this day closer for Kherson region," Zelensky said of the military units involved in the operation. Officials have issued warnings to residents not to attempt a premature return home as Ukrainian forces tighten their grip on the western part of the Kherson region. "In the course of successful offensive actions," according to the General Staff of the Ukrainian Armed Forces, "advanced units of our troops have already reached the right bank of the Dnipro river in some places. Measures to detect and eliminate the enemy in a number of settlements continue." As Ukrainians celebrate the retreat, the Russian Defense Ministry reaffirmed that as of early Friday, all Russian troops had left the west bank of the Kherson region. Russia asserts complete withdrawal: Russia once more claimed that as of early Friday, all of its personnel and equipment had left the west bank of the Kherson region. The defense ministry asserted that "not a single piece of military hardware or weapons have been left on the right bank," Russian soldiers on the west bank should surrender right away to "avoid death," according to Ukrainian officials who also expressed concern that some of their soldiers may still be wearing civilian clothes. Officials from Ukraine have been celebrating the liberation of Kherson and the area's west bank. "Kherson is unbreakable! Today free people were able to come to Svobody (Freedom) Square with the flags of Ukraine again, as it was when the enemy captured the city," said Yuriy Sobolevskyi, first deputy head of Kherson regional council, on Telegram. Even though there have been no reports of Russian forces remaining on the west bank as of Friday, Operational Command South of the Ukrainian military suggested that the Russian withdrawal to the east bank was not yet complete.
