The Joint Tactical Radio System (JTRS) is a United States Department of Defense program to develop and produce a single, standard software-operated radio system for the United States armed services. Communications Price Range. According to a U.S. Army FY05 procurement document, a single JTRS Cluster 1 ground set will cost approximately US$149,000 (FY05 dollars). According to the same procurement document, a single JTRS Cluster 1 aviation set will cost approximately US$235,000 (FY05 dollars).

Joint Tactical Radio Set. A Joint Tactical Radio (JTR) Set is a completely functional configuration of radio communications hardware and software that provides the full range of Joint Tactical Radio System services. A JTR Set includes, but is not limited to, receivertransmitters, microphones, speakers, antennae, power amplifiers, batteries (for dismounted sets), interconnecting cables, platform installation kits, routers, and other networking components. The SCA is likened to a PC operating system (such as Microsoft Windows XP). Software-Based Waveforms. A waveform is the shape and form of a communications signal. Interoperability within JTRS will be supported using software-based waveforms. The waveform software developed for JTRS includes not only the actual radio frequency signal

C3I Forecast in space, but also the entire set of radio functions that occur from the user input to the RF output and vice versa. A JTRS waveform is implemented as a re-useable, executable software application that is independent of the JTRS operating system, middleware, and hardware. JTRS waveforms will be portable between hardware platforms, meaning that the basic waveform software will be developed in such a way that it may be ported to multiple hardware platforms and operating systems.

Variants/Upgrades
Procurements of JTR Sets are grouped into common clusters based on similarity of requirements and fielding schedules. Cluster 1. Joint Tactical Radio System Cluster 1 will procure Ground Vehicular JTR Sets (for the U.S. Army and U.S. Marine Corps) as well as Airborne JTR Sets (for the U.S. Army and the U.S. Air Force). The Ground Vehicular JTR Set will receive and transmit on 6 channels, and will also possess an embedded GPS receiver. The Airborne JTR Set will receive on 8 channels and transmit on 4 channels simultaneously. The Airborne JTR Set will include a GPS/Inertial Navigation System embedded on the aircraft platform. Cluster 2. Joint Tactical Radio System Cluster 2 will acquire handheld JTR Sets for the U.S. Army, Navy, Marine Corps, and Air Force. Thales will modify its PRC-148 Multiband Inter/Intra Team Radio (MBITR) for JTRS SCA compliance, incorporation of programmable communications security, and incorporation of the APCO-25 software waveform. Thales will call the adapted radio the JTRS Enhanced MBITR (JEM). Airborne, Maritime, and Fixed Station Cluster. The JTRS Airborne, Maritime, and Fixed Station Cluster will acquire JTR Sets for: Airborne platforms for the U.S. Army, Navy, Marine Corps, Air Force, and Coast Guard Maritime platforms for the U.S. Army, Navy, and Coast Guard Fixed sites for the U.S. Army, Navy, Marine Corps, Air Force, and Coast Guard

Cluster 5. Joint Tactical Radio System Cluster 5 will acquire handheld, manpack, and small form fit JTR Sets for the U.S. Armys Future Combat System and Land Warrior programs. SFF JTR Sets are suitable for embedment into platforms requiring a small form fit (such as unmanned aerial vehicles). JTRS Cluster 5 will include two versions of the handheld JTR Set a single channel model and a twochannel model (with the objective of producing a threechannel version). The manpack JTR Set will have two configurable channels (with an objective of four configurable channels). JTRS Cluster 5 will include several variants of the small form fit JTR Set. SFF JTR Sets will operate in the 2Mhz to 2.5Ghz frequency range.

Program Review
Background. In September 1997, the United States Undersecretary of Defense signed a Decision Memorandum officially creating the Joint Tactical Radio System program. The memorandum established a U.S. Joint Program Office to lead the JTRS effort. In June 1999, the JTRS Joint Program Office selected the baseline SCA definition developed by a fourcompany consortium led by Raytheon Company. Raytheons team members included ITT Industries, Rockwell-Collins, and BAE Systems. In October 1999, the Raytheon consortium was chosen by the JTRS Joint Program Office to create the SCA and to validate that the software program actually works. In November 2001, the Raytheon consortium did just that. Using prototype JTRS hardware, the Raytheon team finished the development and validation of the Software Communications Architecture version 2.2. Cluster Approach. As mentioned above, acquisitions of JTR Sets are grouped into common clusters based on similarity of requirements and fielding schedules. Joint Tactical Radio System Cluster 1 is managed by the U.S. Armys Program Manager for Tactical Radio Communications systems (PM TRCS). The contracting agency for JTRS Cluster 1 is the U.S. Armys Communications Electronics Command (CECOM) at Fort Monmouth in New Jersey. In June 2002, the U.S. Army CommunicationsElectronics Acquisition Center awarded Boeing a contract for the development, demonstration, and lowrate initial production of 10,000 JTRS Cluster 1 Joint Tactical Radio Sets. To fulfill its obligations under the contract, Boeing has teamed up with Northrop Grumman (formerly TRW), BAE Systems (partnered with Harris Corporation), and Rockwell Collins. Latest Information. In October 2003, Boeing announced it selected Rockwell Collins to complete the Universal Transceiver design for Joint Tactical Radio System Cluster 1. One month later (November 2003), Boeing announced it would be using Green Hills Softwares INTEGRITY real-time operating system (RTOS) and MULTI Integrated Development Environment (IDE) software for Joint Tactical Radio System Cluster 1 JTR Sets. Forecast International projects Cluster 1 JTR Sets to undergo early operational assessment in the first quarter of fiscal year (FY) 2005. Look for low-rate initial production of Cluster 1 JTR Sets to begin in the fourth quarter of FY 2006. Additionally, Forecast International anticipates Cluster 1 JTR Sets to undergo multi-service operational test and evaluation in the first quarter of FY 2007. Moreover, expect full-rate production of Cluster 1 JTR Sets to begin in the fourth quarter of FY 2008. Cluster 2. Joint Tactical Radio System Cluster 2 is managed by the U.S. Special Operations Command (SOAL-IIS-PMC4). JTRS Cluster 2 will acquire handheld radios for the U.S. Army, Navy, Marine Corps, and Air Force. Latest Information. In May 2003, Thales Communications selected Innovative Concepts, Incorporated to embed its SCA 2.2 compliant IDM Technology into Thaless PRC-148 Multiband Inter/Intra Team Radio (MBITR). Thales is modifying its MBITR for Joint Tactical Radio System Cluster 2. Under its agreement with Thales, Innovative Concepts will develop IP routing capabilities in accordance with MIL-STD-188-220B compatible with the Armys Tactical Internet and Fire Support networks. This capability gives every soldier access to the Tactical Internet allowing them to pass battle command and situation awareness data across the integrated battlespace communications network. Forecast International projects low-rate initial production of Cluster 2 JTR Sets to begin in the first quarter of FY05. Look for full-rate production of Cluster 2 JTR Sets to begin in the second quarter of FY05. Airborne, Maritime, and Fixed Station Cluster. The U.S. Air Force and the Navy manage the Joint Tactical Radio System Airborne, Maritime, and Fixed Station Cluster. This cluster will acquire JTR Sets for airborne platforms, maritime platforms, and fixed sites. Latest Information. In February 2004, the U.S. Air Force issued a Request for Proposal (RFP) for the PreSystem Development and Demonstration (Pre-SDD) phase of the JTRS Airborne, Maritime, and Fixed Station Cluster. The Pre-SDD phase will identify system architectures and initial designs. Forecast International expects JTR Sets for the Airborne, Maritime, and Fixed Station Cluster to undergo early operational assessment sometime in FY07. Look for low-rate initial production of JTR Sets in this cluster to begin in FY09. Finally, Forecast International projects full-rate production of JTR Sets for the Airborne, Maritime, and Fixed Station Cluster to begin sometime in FY11. Cluster 5. The U.S. Army Program Manager for the Warfighter Information Network-Tactical (PM WIN-T) manages JTRS Cluster 5. The U.S. Armys Communications Electronics Command (CECOM) at Fort Monmouth is the contracting agency for this cluster. Latest Information. Forecast International expects low-rate initial production of the second spiral of Cluster 5 JTR Sets to begin in the fourth quarter of FY07. Moreover, look for full-rate production of the second spiral of Cluster 5 JTR Sets to begin in the fourth quarter of FY09.

Date/Description Mar 2003 The JTRS program office awards ITT Industries a contract to develop software that demonstrates interoperability between JTRS and the United Kingdom Bowman tactical communications system. Under the agreement, ITT will integrate five modes of the British Bowman VHF radio waveform onto a JTRS prototype to show the ability of JTRS technology to host the new British tactical radio system waveform. Forecast Rationale
The Joint Tactical Radio System (JTRS) is a United States Department of Defense program. The JTRS program will develop and produce a single, standard radio system for the United States armed services. As indicated by the outlook chart below, Forecast International projects the U.S. Army, Air Force, and Marine Corps to procure some 8,317 Cluster 1 Ground JTR Sets over the next decade. Additionally, expect the U.S. Army to purchase approximately 1,632 Cluster 1 Aviation JTR Sets over the next ten years. The Joint Tactical Radio System program is one of the largest military communications endeavors of all time. U.S. government and defense industry officials estimate the JTRS program to be worth some US$3 billion (and a potential for another $3 billion in international sales). The JTRS program is technologically demanding and tricky to implement given its numerous requirements. The U.S. General Accounting Office (GAO) issued a report stating the JTRS program lacks a strong, jointmanagement architecture. To solve the problem, GAO recommended the U.S. DoD centralize JTRS program funding, reorganize the JTRS Joint Program Office, and place the JTRS cluster program under the JPOs control. The Joint Tactical Radio System is an ambitious program. Forecast International will continue to report and analyze JTRS program developments as they occur.
