Key purpose The key purpose of the Chef is responsible for day to day food preparation and service delivery
at the Centre for National Resilience Perth.
Reason for role Support the delivery of services in the provision of Quarantined Guest Care Services,
Quarantined Health Care Services, Facilities Management, Garrison Services, Quarantined
Guest Transport Services, Security Services for the Centre for National Resilience Perth. The
overarching services is to provide care and maintenance of the Centre for National Resilience
and transition to full operations as required by the State Government of the quarantine facility
located at Bullsbrook.
The primary focus of the Centre for National Resilience is to ensure the safety, comfort, and
dignity of Quarantine Guests and Staff. The services and management of the Centre will
operate in accordance with WA Infection Prevention and Control guidelines for State
quarantine facilities, Public Health Act 2016, Emergency Management Act 2005, Food Health
Act 2008 (WA), WA Department of Health requirements and any other relevant applicable
legislation and policy guidelines. The Centre for National Resilience has been purpose-built to
be available to respond to natural disasters or any future health crises.

Key accountabilities The following duties are provided as a general guide in relation to the requirements and
objectives of this position. This person may also be required to undertake any other activities
as required of this position.
People Leadership
▪ Provide strong leadership and guidance to staff
▪ Promote and lead Serco’s Values and Code of Conduct
▪ Ensure staffing levels and tasking meets the service delivery requirements and resources
are managed efficiently and effectively
▪ Acknowledge and reinforce high quality work and outstanding performance efforts; provide
consistent recognition and encouragement to staff

where appropriate
▪ Effectively manage staff absenteeism and leave provisions
▪ Manage performance and disciplinary issues in accordance with Serco policy and
procedures
▪ Ensure staff receive an annual performance and development review, and then ensure
that the objectives within the appraisal are achieved
▪ Focus on building and enhancing local capability that supports development and career
pathways
▪ Work with all staff to foster an engaging culture which supports ideas and new initiatives
to enhance service delivery in line with key operating principles and cost efficiencies
▪ Create a high engaging culture of openness, trust, and transparency
▪ Build an inclusive culture that values equality and removes barriers to diversity
Operational
▪ The preparation and service of all dishes on the menu, notably including:
o Providing quarantined guests with meals at breakfast, lunch and dinner
o Providing quarantined guests with food that is wholesome, nutritious, well
presented and appropriately served
o Providing quarantined guests with a menu made available on a dietician-approved
cycle, modelled on Serco recipe cards
▪ Maintain a high standard of personal hygiene, ensuring uniform and correct footwear is
always worn
▪ Be up to date with industry skills, menu knowledge, presentation and display of foods
▪ and portion sizes
▪ Aid in the training and development of other staff working in the Catering team
▪ Manage environmental issues associated with the provision of catering services including
kitchen waste
▪ Always maintain the food preparation and work areas in a clean and thoroughly hygienic
condition
▪ Observe all statutory health and hygiene regulations, reporting any hazards they may
encounter
▪ Undertake any other duties as may be reasonably required by Serco and key stakeholders

▪ Ensure personal conduct is highly professional when on or off duty and appearance
conforms to official uniform and or dress standards
▪ Adhere to Serco’s Values, Code of Conduct, and key operating principles in every
interaction with staff, internal and external stakeholders and the local community

goals and objectives of the Centre’s operating requirements
▪ Take all practical steps to create and maintain a culturally sensitive environment including
respecting the diversity of Quarantined Guests, Staff and other stakeholders and the local
community
▪ Actively promote a safety culture and follow all Health and Safety Standards and
processes, including adherence and compliance to WA Infection Prevention and Control
guidelines for State quarantine facilities
▪ Demonstrate the highest level of personal integrity and ethical behaviour

Knowledge:
▪ Knowledge of regulations or specific work requirements relevant to the trade area
including strong knowledge in HACCP principles
▪ Knowledge and understanding of occupational health & safety requirements including
statutory health and hygiene regulations and hazards

ethnic backgrounds, customers and contemporary issues including knowledge of cultural
event calendar and subsequent dietary requirements

▪ Ability to develop, motivate and guide a catering team to obtain successful outcomes

▪ Ability to ensure compliance with all relevant food safety legislation

▪ National Criminal History Check (obtained and annually)

▪ Government of Western Australia (WA) Working with Children Check (WWCC) (obtained &
maintained)
▪ Pre-employment Medical
▪ Vaccination(s):
o COVID-19 mandatory – fully vaccinated in accordance with Serco’s policy and the
WA Department of Health requirements which may change from time to time, and
approved vaccines
o Any other vaccinations recommended by Serco or the WA Department of Health to
ensure the safety of staff, visitors, contractors and guests
