EXCERPTS FROM MINUTES OF THE BARANGAY DISASTER RISK REDUCTION MANAGEMENT

COUNCIL MEETING OF THE BARANGAY SAN ISIDRO HELD ON OCTOBER 11, 2022 AT 9:00 IN
THE MORNING AT THE BARANGAY SESSION HALL

Agenda:

 Reconstitution/Reorganization of BDRRM Council

 Approval of Resolution to include CEF and BRT/BDCTWG Volunteers as members of the
BDRRM Council
 Feedbacking on the MDRRMC Meeting held last September 30, 2022.
 Discussion of DROM, overview, and its objectives and features
 Approval of resolution expressing the acceptance and adoption of disaster response operation
Modality (DROM) as a mode of implementation of KALAHI-CIDSS NCDDP
 Roles, function, and selection of BDC-TWG, GRS, BRT, and its approval through a resolution
 Approval of resolution confirming the Grant allocation of the Barangay
 Informing the public about the meeting concerning plan-making.
 Open forum/ other matters

The meeting started with an opening prayer led by Kagawad Concepcion V. Montero, followed
by the singing of the Philippine National Anthem led by Kagawad Arturo B. Vivero.

The Chair called the meeting to order at 9:00 am. The Secretary performed the roll call and
stated that the majority of the members are present. As certified by the Barangay Secretary that most of
the members are present, the Chair declared the presence of a quorum, and the meeting properly
started.

Punong Barangay then presented the agenda for the meeting. The Punong Barangay informed
the present council that there is a new member of BDRRMC which is the Community Empowerment
Facilitator (CEF) who is Ms. Chabelita D. Basilio and the other two members of the Barangay
Representation Team (BRT) community volunteers who are Evangeline Pateo and Rhodora Zaragoza
to help us plan on what to do to upend the coronavirus disease. This was approved by the council
which will help them with barangay planning.

Then barangay kagawad Joenard Mercado, who attended the MDRRMC meeting on behalf of
Punong Barangay held at Palompon Civic Center last September 30, 2022, gave feedback about the
said meeting and inform them that the Municipality of Palompon received P20,000,000.00 million grant
allocation based on the criteria used which was the 2015 population and 2017 poverty incidence, these
were the years and data officially approved by the PSA. Every barangay has a grant allocation and our
barangay has an allocation amounting to P1,051,469.25 pesos then, PB asked the council if they would
accept the grant allocation, and Kagawad Antonio V. Son moved for a resolution confirming the grant
allocation and seconded by the council. At the MDRRMC meeting, Kagawad Mercado also said that Mr.
Cristopher Montebon, MDRRMO, shared the status of the Municipality of Palompon with regards to
COVID-19 and the actions they do to stop the spreading of this virus.

After the feedback, Ms. Basilio, CEF, then explained the purpose of DROM which stands for
Disaster Response Operations Modality. After they understand its purpose, PB proposed a resolution to
accept and adopt the DROM which will be used to implement by the KALAHI and the additional
members of BDRRMC, the BRT, and CEF. Then Kagawad Joenard Mercado gave its motion and was
seconded by Kagawad Concepcion V. Montero to accept the CDD DROM implementation by the
KALAHI and the BDRRMC additional members.

Thereafter, Ms. Basilio gave an overview and the responsibilities of the BDC-TWG volunteers.
The selection of BDC-TWG volunteers happened, consisting of 10-15 members, and below are the
names who were elected.

There was also the selection of the Barangay Representation Team (BRT) which consists of 3
members, the Punong Barangay is automatically the member so they selected the last 2 members.

Lastly, the selection of the Grievance Redress System (GRS) consists of 3 members and these

These BDRRMC meeting agendas were encouraged to inform the public through public address
or informing the purok leaders about the outcome of the meeting.

Since there was no other business to discuss, the meeting was adjourned at 11:55 am.
