PROJECT PROPOSAL

NAME OF PROJECT ENHANCING THE CAPABILITY OF TEACHERS THROUGH A


SEMINAR ON WRITING RESEARCH PROPOSALS AND
COMPLETED RESEARCH

BACKGROUND AND The conduct of action research is mandated in RA 9155,


RATIONALE Chapter 1, Sec. 7, paragraph 5 which states that DepEd must
“undertake national research and studies”. As stipulated in
DepEd Order No. 13, s. 2015, the national research and studies
results will serve as bases for an evidenced-based policy
development process in the department. Guidance in the
conduct of basic education research is provided in the DepEd
Order No. 39, s. 2016 otherwise known as “Adoption of
Basic Education Research Agenda (BERA). This policy ensures
the alignment of basic education research with DepEd’s vision,
mission, and goals maximizes existing resources and sets up
platforms for the sharing and use of results. This policy shall
guide DepEd and its stakeholders at the national and local levels
in gathering and examining evidence that can inform the
Department’s planning, policy, and program development. The
creation of regional and division research agendas is
encouraged to echo local concerns that fit seamlessly into the
national agenda.
The Department of Education also issued DepEd Order No. 43,
s. 2015 which gives us the guidelines on the availment of the
Basic Education Research Fund (BERF) and the conduct and
management of education research. Thus, qualified proponents
should utilize the research fund for research projects to promote
a culture of research.
For the school year 2020-2021, there were 56 submitted
research proposals. Out of 56, only 12 proposals were approved
on its third endorsement.
Moreover, research papers submitted to the Regional Office for
Basic Education Research Fund (BERF) grant are limited. Data
on the research entries showed that for CY 2017 three (3)
research paper (categorized as Basic Research) was submitted
to the Regional Research Committee (RRC) and has been
approved and granted. For CY 2018, research entries had
increased to six (6) and 2 were approved. For CY 2019, 8 were
submitted but only 2 were approved. However, for CY 2020, not
even one (1) research paper out of 2 was not qualified for the
grant of BERF.
With the above-cited laws and conditions needing improvement,
this 3-day seminar-workshop is conceptualized.

1. Equip the participants with the knowledge to make
research proposals and complete research.
2. Familiarize the participants with the institutionalized
format of the research proposal and completed
research.
3. Come up with a research proposal/complete research.

At the end of the activity, an evaluation shall be conducted
by the Senior Education Program Specialist In-charge of
SMME.
