MESSAGE

It is indeed gratifying to welcome the potential candidates for the


admission in the different prominent Colleges of sister provinces of
Pakistan to build their dreams for better future career. In this regard
Directorate of Colleges & Higher Education facilitates the students of
Balochistan and their admission process right from its commencement to
its conclusion. We take strict observation on merit and address the
students genuine grievances through a systematize approach.
I advise to the candidates to commit themselves to their studies and
to optimally utilize their time in productive activities, contributing whole
heartedly to the well being for the province and nation building.
I reiterate my stand that the Directorate with the cooperation of
Government of Balochistan, Colleges, Higher & Technical Education
Department will strive to work with full devotion and commitment to
uphold merit and support to our students.
Nevertheless, it is realized that no system is perfect and there is
always room for improvement. To this end, this Directorate will
appreciate valuable comments and suggestions for incorporating in the

Approval of Admission Policy Regarding Selection of


Balochistan candidates against the reserved seats of FA/F.Sc/ICS

The Honorable Chief Minister Balochistan approved admission


policy conveyed by the Government of Balochistan, Colleges,
Higher & Technical Education Department vide letter
No.SO(ACAD:)4-10/R-S/2019/ dated 1st August, 2019 regarding
selection of Balochistan candidates against the reserved seats of
FA/F.Sc/ICS reserved in different colleges of sister provinces of the
country.

ADMISSION POLICY FOR SELECTION OF STUDENTS FOR


INTERMEDIATE PROGRAM AGAINST THE SEATS OF BALOCHISTAN
RESERVED IN VARIOUS COLLEGES OF OTHER PROVINCES.

TERMS AND CONDITIONS
1. In case of increase or decrease in the reserved seats by the Colleges concerned,
the available number of seats shall be announced through news papers and merit list
will be prepared on the basis of weightage of last degree certificate and entry test.
2. If the principle nominated candidate does not avail his/her reserved seat, the
vacant seat shall be allotted to the top waiting candidate according to the merit list.
3. The applications shall be invited through advertisement at least in three
prominent news papers of the province.
4. The candidates having Local/Domicile certificates of Balochistan will be
eligible for admission against the reserved seats. (*NOTE: The candidate applying
on Intermediate reserved seats of Balochistan should have passed SSC
examination from Schools located in the Province/Area of their respective
Local/Domicile).
5. All the reserved seats of (Intermediate programs) will be made only on open
merit basis and an entry test will be conducted for competition among all the applied
eligible candidates belonging to various districts of Balochistan.
6. The name of those candidates, who failed to appear in entry test on the
scheduled date and time, shall not be considered for admission against reserved seats.
7. The candidates who have fulfilled the required qualification as per
advertisement/admission policy of concerned Colleges will be eligible to apply for
admission. The candidates must have passed required education in Annual
Examination of running year or earlier up to Annual Examination of Previous 1 years
only for FA/F.Sc/ICS.

7. The following marks shall be deducted from the aggregate marks with
following manner.

a) The candidates who have passed their degrees in previous years, 1% marks of
his total obtained marks from last degree will be detected for each gap/year.

8. A candidate found in possession of two or more Local/Domicile certificate, his


application will be rejected without any notice/intimation.

Application for admission will be invited by the Director of Colleges & Higher
Education Balochistan, Quetta through advertisement.Candidates will apply through
online portal i.e. www.chte.gob.pk or portal.chte.gob.pk.
The prospectus and video “How to apply” is available at the above mentioned
website.Fill the form carefully. After submission of form candidates could not change
their priorities.
Challan slip (treasury receipt) bearing account number can be downloaded from the
given website, where candidates have to submit fee Rs.800/- (Eight Hundred
Rupees) in any branch of UBL, before applying for online admission The
application forms will be accepted on or before the specified date. After expiry of the
given date and incomplete application forms shall not be entertained.

9. The following attested documents in triplicate must have attached with
application forms of shortlisted candidate (Only).
A) Copies of D.M.C of SSC, must be verify from concerned Board.
B) Attested copies of CNIC of candidate or his/her father’s in case he/she is
below 18 years of age.
C) Verified copies of Local/Domicile Certificate from concerned District
authorities.
D) Character certificate from the head of the School last attended.
E) 4 latest passport size photographs.
F) An affidavit on the Non-Judicial Stamp paper, duly attested by the first
class. Magistrate, stating that the candidate is in possession of only one
Local/Domicile certificate of Balochistan. The candidate will follow the
admission policy and he has no objection on the merit list made by the Selection
Committee/Directorate of Colleges. He will not approach any court of law
against the merit list/nominations.
G) Attested copies of Birth certificate/B-form issued by NADRA.
H) The candidate must not be above 18 years of age on last date of the receipt of
applications for Intermediate admissions.
I) No whatsApp copy will be accepted.

11. (1) The selection of candidate for admission shall be made by the Selection
Committee strictly on the basis of merit prepared on the basis of 50%
Degree/Certificate marks and 50% Entry Test marks in each category of seats
amongst the applicants according to the prescribed conditions and an entry test will be
conducted through a reliable testing service agency or firm. The entry test paper shall
consist of 150 MCQs. Less than 50% marks in the entry test will not be
considered for admission. The marks used for establishing merit for each category
will be calculated by giving weightage as per following criteria:
a) Total Weightage of SSC for F.A/F.Sc/ICS reserved seats will be 50% and
weightage of entry test will be 50%.

b) General Examples for obtaining the calculated marks:

1) Calculate Marks of SSC. Pass candidates securing 850


Adjusted marks out of 1100 and entry test score 75 out of 150.
Solution:
(I) SSC Marks Calculation out of 50%.
Adjusted Marks secured in SSC =850
Total Marks (SSC) =1100
Marks Secured out 50% (I) = (850/1100) x 50 = 38.63%
(II) Entry Test Marks Calculation out of 50%.

Marks obtained in Entry Test = 75


Total Marks of Entry Test = 150
Marks out of 50% (II) = (75/150) x 50=25.00%

2) In case the calculated marks of two or more candidates are equal then the
merit will be decided on the obtained marks of the candidates securing higher marks
in major three subjects in detail marks sheet of previous degree/certificate shall be
ranked higher in merit. If the marks of the candidates are again equal after calculating
the major subject’s marks then the selection of candidates shall be decided on
maximum age.

12. The candidates who apply for their admission on the basis of fake
certificates/documents/submission of duel forms (detected before or after their
admission) shall be prosecuted under criminal law and their admission shall be
cancelled. Proper FIR will be lodged under 420 CRPC & In-prosecution will be
additionally, they may also be debarred for a period of three years for applying
against any reserved seat through Directorate of Colleges. Since the application form
is a legal document, any wrong information provided therein, over-writing or
tampering in any other way is illegal and may result in outright rejection of the form
without notice.
13. The Selection Committee shall consist of the following members to scrutinize
the merit list and allotment of disciplines to the selected candidates.

a) Director Colleges & Higher Education Balochistan Chairman

b) Representative of the Higher Education Department Member

c) Deputy Director (Technical Branch) Directorate of Colleges &


Higher Education, Balochistan). Member

14. The meeting of the Selection Committee for scrutiny of merit list shall be
held in the office of the Director Colleges & Higher Education, Balochistan Quetta
after entry test and compilation of merit lists of all candidates/colleges.

15. The recommendation of the Selection Committee shall be submitted by the


concerned branch to the Director Colleges for final approval/nominations of the
selected candidates.
16. a) The candidate must mention his/her choices of discipline/institute in the
application form which shall be considered final.
b) A seat once allocated to a candidate duly approved by the competent
authority shall not be treated as vacant if the candidates leave/withdrawn his seat in
written to the Director Colleges within Seven days after issues of his nomination. In
case the selected candidate fails to convey his willingness within seven days of his
nomination, his admission shall treated as cancelled and other top waiting candidate
shall be nominated in place of principle candidate.

17. The Government of Balochistan reserves the rights of making any addition or
amendment in the admission policy at any stage.
18. A candidate once selected against the reserved seat in any College during
current academic year shall not be considered for selection in any other College
against the reserved seat of Balochistan during the same academic year.

19. Once the allotted discipline/Institute is not challengeable. No mutual exchange
of discipline/Institute shall be allowed. The requests of the candidates/Individuals for
admission through NOC or any other letter from any quarter shall not be accepted.
20. The Candidates who are already in service should attach NO OBJECTION
CERTIFICATE duly signed by the controlling authority/Head of Department. After
selection, they will be required to submit study leave order and reliving order from
their employer for study purpose at the College because the said degree/certificate
programs are regular full time and day program.
21. Since the application form is a legal document, any wrong information
provided therein, over-writing or tampering in any other way is illegal and may result
in outright rejection of the form without notice.
22. The candidate (his/her father/mother/Grand Father) must have obtained
Domicile/Local certificate at least 5 years prior to his application for admission
against reserved Seats and in case of underage the name of the candidate must include
in his/her Guardian/Mother/Father Local/ Domicile Certificate as son/daughter. In
case of domicile candidate will also attach his/her Grand Father Domicile Certificate.
Candidate will also provide B-form issued by the NADRA.
23. The candidates must present their original documents (DMCs/Local/Domicile
Certificates/CNIC) at the time of submission of application forms before the
representative of concerned branch. In case of non availability of original documents
the application forms shall be accepted conditionally with shortest deadline. In case of
failure the application will be liable to reject without any notice.
24. The officials of Technical Branch will be responsible to check the original
documents of the applicants before accepting the applications forms. After receiving
the application forms the concerned clerk will clear the application form with his
signatures and a receipt shall provide to the applicants with their signatures.
