its joint Ventures, encompassing diverse interests in Manufacturing Sector via, Industrial Packaging,
Grease & Lubricants, Performance Chemicals and Tours & Travels, Logistics Infrastructure & Services
and Engineering & Technology Services.

Our Asaoti unit of SBU – Industrial Packaging is engaged in manufacturing of MS Drums & Barrels
which are supplied to M/s. India Oil Corporation, M/s. Bharat Petroleum Corporation, Ministry of
Defence and also various exporters in Food, Pharmaceuticals & Chemical Industries etc.

Tenders are invited from the reputed and experienced parties for “Supply, erection and
commissioning of Nigtrogen Generator”, as per Specifications & Scope of Work, given below
:

The sealed offers, alongwith a Demand Draft of Rs. 10,000/- (Rupees Ten Thousand) only in favour of
BALMER LAWRIE & CO. LTD. payable at FARIDABAD towards Earnest Money Deposit ( EMD ),
have to be submitted at our Faridabad Works address.

Offers received without EMD shall be treated as invalid.

PSA Nitrogen Gas generator of 100NM³/HR. capacity with 99.50% purity along with 20 M³
Nitrogen gas storage tank and purging device for drums with online O2 Gas Analyzer(without Air
Compressor) - 1 set.

Brief principle/description of operation with scope of work:


Compressed air supply from standard screw air compressor will be fed to the Nitrogen generator
system, the incoming air may have pressure pulsation, dust, dirt, oil and moisture etc. hence to
overcome air pulsation an air receiver is required to be installed before the air is fed into the
system.
First Stage Activated Carbon Filter: Activated carbon filter is used to remove oil, dust, dirt and
moisture up to 0.003ppm level or better. Moisture is removed by auto drain valves.
2nd and 3rd stage Macro and Micro fine oil removal filters: to eliminate oil vapors down
to0.01Microne and 0.001 Micron, 2nd and 3rd stage macro and micro fine oil removal filters are
provided before entering the oil free compressed air into the PSA Unit.
Thereafter air enters to twin tower PSA unit, both the towers are filled with special grade "Carbon
Molecular Sieves" (CMS) which can get affinity to adsorb Oxygen molecules at a faster rate than
Nitrogen molecules. Bottom section of the tower is filled with activated alumina for removal of
moisture content upto (-) 20°C dew point or better. Nitrogen gas comes out from the other end of
the tower which is collected in Nitrogen surge vessel.
Nitrogen Surge Vessel: Nitrogen from PSA module will have varying purity depending upon the
pressure in the adsorber during one minute cycle time. Nitrogen surge vessel gives Nitrogen at constant
pressure with constant average gas purity. Here oxygen percentage is analyzed with online instrument.
Nitrogen Gas Rotameter: The flow of Notrogen with desired purity and pressure is measured by passing
the gas through Nitrogen Gas rotameter.
Online Oxygen Gas Analyser: For analyzing the Oxygen percentage in the Nitrogen gas online
percentage oxygen gas analyzer is to be provided.
Nitrogen Storage Tank: Nitrogen storage tank is to be provided for storing desired purity of Nitrogen
Gas. The volume of the tank should be 20 M³ which can store Nitrogen Gas at 6.0 Bar pressure. The
Nitrogen generator plant is made to trip with the help of a high pressure switch when the pressure of the
gas in the tank reaches the upper set limit. Adequate safety should be provided in the storage tank.
Purging Device: The Nitrogen gas generated will be used for purging purpose in drums. Schematic
drawing of the drum is shown in the attachment drawing no.4. On the top of a drum there are two
openings of 50mm and 20mm each we have to purge Nitrogen through these openings hence the bidder

has to quote for suitable purging device to match production capacity of 400 drums per hour. Drums will
be moving on a conveyor line while purging operation. The purpose of Nitrogen purging in the drums is
to avoid rusting of drum surface as drums are manufactured from Mild Steel CR steel sheets hence its
highly rust prone.

P&I diagram is also attached.

Scope of Supply:
1. One no. air receiver with auto drain trap, safety valve, low pressure switch, and pressure gauge.
2. One no. first stage activated carbon filter.
3. One set of 2nd and third stage Macro and Micro Oil removal and fine filters.
4. Twin tower PSA unit filled with first charge of imported carbon molecular sieves, activated
alumina, ceramic balls and coconut mesh, interconnected with 8nos. of PSA quick automatic
changeover valves operated with solenoid valves, pressure gauges and orifice plates.
5. One no. of Nitrogen gas surge vessel.
6. One no. of Nitrogen Gas Rotameter.
7. One no. of back pressure controller.
8. One no. of 3-Way vent valve.
9. Nitrogen gas storage tank of 20 M³ volume.
10. On-line percentage Oxygen gas analyzer.
11. Electronic controller for entire operation sequence.
12. Pressure indicators, pressure switches, safety valves and flow switches.

Tenderer's Scope of Work: In addition to the job as listed above

1. The successful tenderer is required to provide necessary toolings, additional welding/gas


cutting sets and hand grinders etc. at the time of commissioning.
2. The successful tenderer is required to provide sufficient nos. of skilled manpower including
supervisor at our Asaoti Plant, for the commissioning of the equipment.
3. The successful tenderer shall arrange conveyance, food lodging, necessary safety gears to
their personnel at their own costs.

General Conditions :

To ascertain the exact nature of job, the interested parties are advised to visit our Asaoti (Faridabad)
Plant and quote as per Annexure attached.

The offer should be valid for acceptance for a period of 60 days from the date of opening of tender with a
provision to extend the validity by another 30 days if required by the Company.

The successful tenderer has to provide all necessary lifting tools & tackles, consumables, safety gears
including skilled personnel at their own cost. The successful tenderer shall provide all costs towards
conveyance, food & lodging to their personnel.

The successful tenderer & their labourers will be allowed to work inside our premises at Asaoti
(Faridabad) any time between 9.30 A.M to 6 P.M on all working days of the week. The successful
tenderer has to submit written request to the Company providing detail of their persons e.g Name, Father's
name, age, address, category ( skilled/semi skilled/ un skilled) to obtain permission to work inside our
premises.

Please note that in case of any shutdown of the production line is required to complete the job, that
would be planned in consultation with Manager (Manufacturing).

EARNEST MONEY DEPOSIT :

The tenderer shall submit an Earnest Money Deposit [EMD] of Rs.10,000.00 (Rupees Ten thousand
only) along with the tender in the form of Demand Draft (DD)/Pay order drawn in favour of Balmer
Lawrie & Co. Ltd, issued by a scheduled bank payable at Faridabad, Cheque / Cash or any other
form of payment are not acceptable towards EMD.

Linking with earlier transactions/adjustments with pending bills of any other amount payable by the
company is not allowed.
EMD IS LIABLE TO FORFEITURE IN THE EVENT OF :
 Withdrawal of offers during validity period of the offer.
 Non acceptance of orders.
 Non-confirmation of acceptance of orders within the stipulated time.
 Any unilateral revision made by the tenderer during the validity period of the offer.
 Non-executing of the documents after acceptance of the contract due to any dispute of the
tenderer or any reason whatsoever.

AWARD OF CONTRACT :
Only the Lowest Quoted (L1) party shall be considered for award of the contract. The company reserves
the right to reject the offers submitted by the tenderer s either in part or full without assigning any reasons
what so ever. The decision of the company is final in this regard.

SECURITY DEPOSIT :

The successful party shall be required to deposit 10% of the total order value towards Security
Deposit within 10 days from the date of receipt of confirmed order.

COMPLETION PERIOD :
The successful party should complete the job within 30 days after receipt of our Work Order.

GENERAL TERMS AND CONDITIONS :


i] SAFETY COMPLIANCES

The tenderer must ensure that their workmen abide by all the statutory safety norms and wears
safety gears as stipulated for working in factory premises and working at a height of 10 metres from
the floor during the work at site and also behave in a responsible and disciplined manner while at
work.

ii] STATUTORY COMPLIANCES

The successful tenderer shall be responsible for fulfilling all statutory obligations in respect of PF,
ESI, Laws and Injuries Act, etc., for their labour force working in company's premises. Necessary
contributions to above for their workmen shall be deposited by the successful tenderer. They shall
also provide complete information and furnish all records to the company whenever asked for. In
the event of any additional levies or penalties being imposed on this account ,the same,to be
remitted by the tenderer within the due dates with intimation to the company. In all respects,
tenderer will be responsible for employment, welfare, conduct, etc. of his employees.

iii] The contractor shall hold the company harmless and indemnified from and against all claims,
charges and costs for which the company may be held liable under the Workmen’s Compensation
Act 1923.
Employees Liability Act 1930 and amendments thereof and expenses which the company may be
made to bear by them in respect of personnel injuries to the servants and employees of the
company, arising out or occasion through the acts of commissions/omissions whether due to
negligence or not of the contractor or his agents or his employees in carrying out the job of the
contractor, will be the liability of the contractor.

iv] The contractor shall hold the company harmless and indemnified from all claims, costs and charges
for which the company may be held liable in respect of any loss of injury exchanged to any third
party through servants/employees/agents. This indemnity shall be in addition to, and not in lieu of
any indemnity towards the company may be entitled by law.

v] ARBITRATION
 In case of any dispute, the COO (IP) or any person nominated by him will act as an Arbitrator.
The place of arbitration will be Delhi and language to be used for the arbitration proceeding will
be English.

 The award of Arbitrator so appointed shall be final and conclusive and binding all parties to the
agreement subject to the Provisions of the Indian Arbitration and Conciliation Act, 1996, and the
rules there under and any statutory modification or re-enactment’s thereof deemed to apply to the
Arbitration proceedings under this clause.

 It shall be understood that every Endeavour has been made to avoid error which may materially
affect the basis of the tender and the successful tenderer will take upon himself to provide for risk
of any error which may subsequently be discovered and shall make no subsequent claim on
account thereof.
