Forum for Advancing Better Health Policy and Systems Research Institutions

Demand is growing for inter-country learning to strengthen the ecosystem for Health
Policy and Systems Research (HPSR). In the Asian context, countries including the Philippines
have been implementing capacity strengthening in HPSR to accelerate Universal Health
Coverage as part of health sector reforms. This session for the 19th Philippine National Health
Research Forum for Action (NHRFA) will be a platform for constructive exchanges on lessons
emerging from the experience of HPSR capacity strengthening in the Philippines and other
Asian countries. It will also introduce FAB HPSRIs, a collaborative undertaking to assess and
enhance organizational capacities in HPSR in the Philippines and Nepal.

Session Objectives

​ After completing this session, the participants should be able to:

1. Define the concept and terrain of HPSR;

2. Analyze the process and outcomes of capacity strengthening in HPSR in selected Asian
countries; and
3. Understand the implications of the lessons emerging from the session for HPSR
capacity strengthening in their respective organizations.
