BACKGROUND

The DOLE acknowledges the significant role of LGU, Public Employment Service Offices
(PESOs) as its partner in implementing its employment services programs at the grassroots
level. Mission RACE Program is proposed to the Department to implement capacity-building
and development initiatives towards economic recovery strategy through livelihood and
entrepreneurship promotion. Hence, DOLE finds its importance to conduct a 2021 Mission
R.A.C.E. (Rebooting Activities Through Community Engagement) Post Assessment cum
Evaluation and Awarding Activity Per Covered Area/LGU
The activity gives due recognition to the valuable contribution of the LGU, PESOs and
HEROs in facilitating the conduct of the program amid the Covid-19 pandemic and their
active responses to the timetable given. This serves as an avenue to all the involve
implementers to share the good practices and insights in implementing their functions.
To fully extend the profiled data and realize the efficiency of the accomplishments, it is
deemed necessary for the implementers to grasp information from the partner agencies that
will partake in delivering assistance and intervention.

ASSESSMENT OBJECTIVES
The 2021 Mission R.A.C.E. Capacity Building cum Post-Assessment Activity aims to
convene all Mission R.A.C.E. Local HEROs and GIP HEROs from different LGUs to:

 PESO Managers and HERO personnel will be motivated to accomplish their targets
and enhanced their capabilities to fully implement the Mission R.A.C.E. program in
response to the effects brought by the Covid-19 pandemic;
 To assess the best practices exerted by the HEROs in reaching the 100%
accomplishment as part of the evaluation of their performance for awarding; and
 To strengthen the partnership with the LGUs and acknowledge the possible
interventions to be provided as an enhancement and expansion of employment
opportunities.

DATE AND VENUE

The 2021 Mission R.A.C.E. Capacity Building cum Post-Assessment Activity was
held on different dates and at different LGUs. It was first held on November 24 & 25 in
Silago and Liloan, Southern Leyte respectively. It was then held on December 1-3 at Tomas
Oppus and Sogod, Southern Leyte, and Barugo Leyte respectively. The last day of the
activity was held on December 6, 2021 in Baybay City, Leyte. The activity for each day was
scheduled to start at around 9 o’clock in the morning and scheduled to end at around 4
o’clock in the afternoon. The venue halls served as the reception for the main activity. The 6-
day event had morning snack, lunch, and afternoon snack.

PARTICIPANTS

The DOLE – Technical Support and Service Division (TSSD) staffs acted as the
activity’s secretariat spearhead by Norman L. Uyvico, TSSD Chief. Representatives from the
DOLE ROs namely the Regional Director, PESO Regional Focal Person, Regional HERO
Support, NSRP Coordinator, and Administrative Aide participated and served as the
organizers of the event. All Field Office Heads, Field Office Focals, and PESO Managers
from the three (3) field offices who were selected for the Mission R.A.C.E. Program, namely
North Leyte Field Office, West Leyte Field Office, and Southern Leyte Field Office were
invited to participate in the event conducted in their respective jurisdictions, although Mr.
Norman L. Uyvico, Head TSSD and Supervising LEO, was not able to personally attend the
entirety of the event and during the December 3 conduct of the event in Barugo and
December 6 conduct of the event in Baybay City, both Engr. Emmanuel Y. De la Cruz, Chief
LEO and Head of the North Leyte Field Office, and Mr. Edgar B. Tabuyan, Chief LEO and
Head of the West Leyte Field Office were not able to personally attend the events
respectively. They were both represented by Mr. Francis A. Segovia Jr., Senior LEO and Ms.
Marites H. Dy, Senior LEO from the North Leyte Field Office, and Ms. Christine Joyce C.
Bigcas, LEO III from the West Leyte Field Office on the said events. The Municipality
Mayors from Silago, Liloan, Tomas Oppus, Sogod, Southern Leyte and Barugo Leyte, and
Baybay City Mayor were all invited to the said event. Only Hon. Ma. Rosario Cumpio-
Avestruz was personally present during the conduct of the event in Barugo, Leyte. The other
Mayors were represented by their office staff. The event was attended by almost all of the
GIP HEROs and Local HEROs under the Mission R.A.C.E. Program from the different
LGUs.

RESOURCE SPEAKERS

Representatives from partner agencies such as the Technical Education and Skills
Development Authority (TESDA) and Employees’ Compensation Commission (ECC) were
invited to the event as resource speakers. During the conduct of the event in LGUs in
Southern Leyte, Mr. Jed Paolo Cairo, Supervising TESD Specialist – TESDA Southern Leyte
Provincial Office was invited as resource speaker to discuss about the programs under
TESDA. Meanwhile during the conduct of the event in Barugo and Baybay City, Leyte, Ms.
Vilma T. Arteche, Supervising TESD Specialist – TESDA Leyte Provincial Office was
invited as the resource speaker to discuss the programs under TESDA. Although she was not
able to personally or virtually join the event, Ms. Michelle C. Basal, Information Office II
from the Employees’ Compensation Commission (ECC), was able to furnish a video
presentation discussion about the Employees’ Compensation Program. PESO Managers from
the said LGUs were also present as resource speakers to discuss about the Labor Market
Updates.

PROGRAM PROPER
Pre-Assessment Event (November 24&25, December 1-3 & 6, 2021)
The DOLE Regional Office staff acted as the secretariat, documentation, technicals
committee and emcee for the 6-day activity. All of the activities in all of the LGUs have the
same program proper. The secretariat committee started registering participants upon arrival

at the venues which was around 9 o’clock in the morning while giving training materials
simultaneously.

Assessment Event Proper (November 24&25, December 1-3 & 6, 2021)


The Post-Assessment activity was conducted the whole day of each event. The
activity formally started around 9:30 in the morning although the event conducted in Silago,
Southern Leyte on November 24, 2021 did not start on the time scheduled. Before the event
proper, there was a power interruption. Electricity was out until around 10:30 in the morning.
As soon as electricity was back, we started the program proper. All of the events in different
LGUs had the same program proper. Ms. Feb Vrenelli A. Castil, HERO Support, formally
opened the event as the program’s emcee. The event started with a prayer, followed by the
singing of the Philippine National Anthem, and then other LGUs provided LGU Hymns with
an audio – visual presentation prepared by the technical committee. During the November 24,
2021 event in Silago, Mr. Henry John S. Jalbuena, DOLE RO8 Regional Director, and Mr.
Norman L. Uyvico, Head TSSD and Supervising LEO joined the event via Google Meet. Ms.
Castil called the attention of Regional Director, Mr. Henry John S. Jalbuena, to commence
the activity by giving an inspirational message for the GIP HEROs, which was then followed
by the acknowledgement of participants and introduction of the program proper which was
presented by Ms. Salvacion A. Yepez, Senior LEO and Regional Focal Person. She
acknowledged the presence of the DOLE Field Office Staff, representatives from the LGUs,
PESO Managers, and Local HEROs and GIP HEROs. She then discussed the program
overview of the Mission R.A.C.E. Program. During the November 24, 2021, before
proceeding with the presentation by the Local HERO, Ms. Patria A. Bigcas, Chief LEO and
Head of the Southern Leyte Field Office, first gave her message to the GIP HEROs and Local
HERO. After Ms. Bigcas’ mesasge, it was then followed by the presentation of the
Presentation of Monthly Accomplishments and Labor Market Analysis Report presented by
each of the Local HEROs in each LGUs. Each Local HEROs discussed about their Monthly
Accomplishments of the profiling of Individual Skills and Establishments and also discussed
about the Labor Market Information. After the presentation of the Local HEROs, it was then
followed by the presentation from the TESDA. During the conduct of the event on November
24&25 and on December 1&2 which were all held in Southern Leyte, the resource speaker
was Mr. Jed Paolo Cairo. He discussed about TESDA’s TVET Programs. He highlighted the
importance of TESDA’s programs as the institution that provides skills training. Mr. Cairo’s
presentation usually ends at around 12 o’clock and because of that, before moving on with
the presentations from the PESO Managers and from the ECC, Ms. Castil ends the morning
session of the event and blesses the food before having a lunch break.
After taking their lunch, the remaining presentations from the PESO Managers and
the video presentation from ECC continued in the afternoon. The first presenters in the
afternoon sessions were PESO Managers namely, Mr. Arabie Saudi C. Tomol from PESO
Silago (November 24, 2021), Ms. Mary Ann B. Habitan from PESO Liloan (November 25,
2021), Mr. Edmar Peter Tambis from PESO Tomas Oppus (December 1, 2021), Ms. Alyssa
Gail Terante from PESO Sogod (December 2, 2021), Ms. Armie Castroverde- Elizondo from
PESO Barugo (December 3, 2021), and Mr. Marianito E. Gorgonio from PESO Baybay
(December 6, 2021). After each of the PESO Managers’ presentations, it was then followed
by the video presentation from the ECC except during the event in Barugo and Baybay, Leyte
wherein the video presentation from the ECC was presented before lunch break. This was

then followed by the awarding of Certificates of Appreciation for the Municipal Mayors and
City Mayor for each LGU, resource speakers, PESO Managers, Local HEROs, and GIP
HEROs. The event officially ends with a group photo.
Post- Assessment Event
During the event in Silago, Leyte on November 24, 2021, the event was formally
adjourned by Mr. Norman L. Uyvico via google meet. During the conduct of the event on
November 25, 2021, December 1&2, 2021 in Liloan, Tomas Oppus, and Sogod, Southern
Leyte respectively, the events were formally adjourned by Ms. Patria A. Bigcas who
personally attended all events held in Southern Leyte. During the conduct of event in Barugo,
Leyte on December 3, 2021, Mr. Francis A. Segovia Jr. formally adjourned the event by
giving the closing remarks. During the event in Baybay City, Leyte on December 8, 2021,
Mr. Marianito E. Gorgonio formally adjourned the event by giving the closing remarks,
which also signaled the end of the 6-day event.
