INDEX
The latest edition of each publication shall generally be used, together with any
amendments/supplements/revisions thereto, however new revisions/updates during an activity
or project will not be considered unless there are associated safety/environmental impacts.
The following is a list of standards to be prescribed for the development of the design of the
electrical system. National standards are not included in this list. In case the application of
national standards is required in the country of installation, they shall be added to the list. In
Italy, CEI and CEI EN standards shall replace the corresponding IEC standards.
In case a standard included in the following list has been withdrawn, it shall be substituted by
the standard that has replaced it.
When a standard refers to an agreement between parts, such agreement shall be subject to the
approval of Company.
For the international standards mentioned in the present specification, requirements expressed
in form of recommendations or with the word “should” and annexes indicated as “informative”
shall be instead considered as mandatory, unless specifically otherwise authorized by Company.
For standards and specifications mentioned in the present document, when a prescription is
preceded or followed by expressions such as “unless defined otherwise in the data sheets”, the
possibility to change the requirement in the data sheet shall require the specific authorization of
Company, unless the requirement adopted is more restrictive than the prescription of the
standard or specification.
The international or national standards referred in other international or national standards shall
be considered mandatory at the same level of the standard that refers to them, even if not
explicitly mentioned in the present specification.
1.3.1 Equipment and plants realized with earlier editions of the standards
New equipment shall comply with the latest revisions of the reference documents.
Second-hand equipment shall comply at least with the revisions of the standards and normatives
effective at time of manufacturing. In case the reference document was not existing at the time
of manufacturing, the equipment shall comply with the standards that were precedent to it and
that have been replaced by it.
Contractor shall declare, for each item that does not follow the latest revision of the standard,
which revision has been followed in place of it. Contractor shall be able to demonstrate that such
revision was effective at the time of manufacturing.
The same concept applies also to whole plants or facilities that have been constructed in the
past and are object of the rental agreement, such as leased FPSOs or containerized power
generation. In case new equipment are added to existing facilities (such as when new process
facilities are added to a leased FPSO), they shall comply with the latest requirements of the
standards.
However, IOGP specification S-620 must be complied with, even for existing plants and second-
hand equipment (limited only to the parts explicitly referenced in the present document).
For facilities not designed with IEC 61892-1:2019, a gap analysis between adopted measures
for ignition source control and the content of IEC 61892-1:2019, 4.14 and subclauses, shall be
prepared by Contractor and subject to the approval of Company.
In case for the following standards an earlier revision has been used, differences with provided
equipment, limited to the parts indicated here below, shall be listed and subject to the approval
of Company:
• IEC 61439-1:2011, clause 8 and subclauses
• IEC 61439-2:2011, clause 8 and subclauses, and tables therein referenced.
• IEC 62271-1:2017, clause 6 and subclauses
• IEC 62271-200:2011, clause 5 and subclauses.
1.3.2 Equipment and plants realized with standards different from IEC
Different sets of standards than those listed in 1.3 shall be subject to the approval of Company,
with the exception of cases in which they are mandatory due to local laws and regulations.
If Contractor intends to use different standards in replacement to those listed in 1.3, he has to
declare in his proposal at least which standards are used for the following:
• MV switchgear
• LV switchgear
• Internal components of switchgear (e.g. circuit breakers, contactors, fuses, CTs, VTs), in
MV and LV
• Transformers
• UPS
• Adjustable speed electrical power drive systems
• Rotating electrical machines, MV and LV
• Electrical safety in MV and LV
• Earthing and bonding
• Lightning protection system
• Electromagnetic compatibility
• Short circuit calculations
• Arc flash calculations
• Marking of Man-Made Offshore Structures
• Offshore helicopter landing areas
• Rules for offshore facilities

of EPL, refer to IEC 60079-0. For definition of LPL, refer to IEC 62305-1. For explanation of IP,
see IEC 60529 and IEC 60034-5. For definition of IK, see IEC 62262.
International Standards are at the lower level of hierarchy, their contents, assumed as reference,
is developed and detailed within the Company Specifications considering the specific application
and the area of business in which Eni SpA is operating. On top of those there are the Local
Regulations, the Project Specifications than the Company Specifications. Any applicable local
mandatory rule prevails on this specification. Should there be a perceived conflict between this
standard and other referenced standards, or lack of clear definition as to the applicability of any
specification or standard, the Facilities Technical Units owner of the Standard, shall seek
guidance to the Standard Team.
2.1 DEFINITIONS
Reference to the Normative References from paragraph 1.3 will be made for definitions and
terminology.
HVAC services used to guarantee the functionality and integrity of equipment to be used in
emergency conditions shall be considered as preferential loads.
The voltage levels shall be chosen according to IEC 60038. Exception can be made for the voltage
of motors driven by adjustable speed electrical power drive systems, which can be chosen by
Vendor. In addition to IEC 60038, IT systems at 230V for UPS outputs are allowed also at 60
Hz.
• During steady state conditions, the voltage profile across the network and the frequency
necessary to guarantee the operation of the users (e.g. luminaires, motors) is guaranteed
in all operating conditions (including emergency)
• The transient voltage and frequency deviations occurring during motor starting or motor
reacceleration shall not cause the shutdown of other users (e.g. for the opening of
contactors), including auxiliary and control circuits, and shall allow the starting of the
motor.
The limits set by the external power supplier regarding the maximum voltage deviations that a
consumer is allowed to cause at the point of common coupling, e.g. due to the starting of electric
motors, shall be adhered to.
The voltage and frequency on UPS users shall be guaranteed to be within the operating voltage
and frequency ranges required by the equipment, in all operating conditions (e.g. when fed from
inverter or from bypass for AC UPS, or with the battery at the end of discharge for DC UPS).
An islanding system shall be provided in order to allow operation of the generators when the
external network is not available. Provision shall be made to allow re-synchronization of islanded
system with external network.
The type of local power generation (e.g. gas turbines, steam turbines, co-generation, combined
power cycles, gas engines, diesel engines, photovoltaic, wind power generation) shall be subject
to the approval of Company.
Main power generation shall be designed for continuous service.
In case of connection to an external grid, Contractor shall comply with the requirements imposed
by the external power Supplier (e.g. power factor, sectioning and measuring equipment,
protections, fiscal metering).
Generating sets with reciprocating internal combustion engines shall comply with ISO 8528-1,
performance class G2.
and consequently the voltage distortion. Diesel engine generators used for emergency services
shall comply with ISO 8528-1, performance class G2.
2.4.5.1 MV systems
MV system neutrals shall be earthed in accordance with IEC 61936-1 (onshore) or IEC 61892-2
(offshore). Solid or low impedance neutral earthing is not allowed. The system shall open the
faulty circuits at first earth fault.
In case there is the possibility to disconnect an impedance earthing, in such a way that the
system could become neutral isolated, backup protections to sense an earth fault in such
conditions (e.g. voltage unbalance protection 59N) shall be foreseen.
2.4.5.2 LV systems
For new plants for onshore installation TN-S system shall be used, with neutral solidly earthed,
in accordance with IEC 60364-1 and IEC 60364-4-41. TT system is allowed, subject to the
approval of Company, if a facility is fed in low voltage from public network or from another
facility not contiguous to it.
In case the star point of generators and transformers is earthed inside the downstream
switchgear, PEN conductor shall be used between generators (or transformers) and switchgear,
and the incomer circuit breakers shall be 3-pole.
Note: According to IEC 60079-14, the TN-C system earthing is not permitted in hazardous area.
2.4.5.3 IT systems
All IT systems that do not foresee opening at first earth fault shall be provided with an insulation
monitoring device. Such device shall raise an alarm to a manned location in case of earth fault.

AC UPS and DC UPS systems shall have neutral isolated (IT system), without opening at first
earth fault.
UPS systems shall have TN-S system only in case it is necessary for functional requirements of
all the equipment that is being fed by them.
Destructive fault current limiters and fuses shall not be used when feeding emergency
switchboards or emergency busbars.
In case of fault in the generator or between the generator and its circuit breaker, the protection
shall open the circuit breaker and the generator shall be de-excited.
Generators and incomers from external networks shall be provided with overvoltage protection.
Means to isolate the secondary windings of transformers that can be connected to a power source
(for example, in case of parallel with other sources, or in case of momentary parallel during load
transfer) shall be provided.
The protections in AC UPS distribution shall be capable to interrupt a fault fed from the inverter
before it causes the shut-down of the UPS and shall operate fast enough to avoid voltage dips
that could cause the malfunction of other AC UPS users.
For equipment to be installed in classified areas (for example, motors with type of protection
“e”), the requirements of IEC 60079-14 shall be complied with.
The coordination and selectivity among protections devices shall be guaranteed in order to avoid
unnecessary trips in case of fault. The coordination and selectivity study shall be realized taking
into account that the failure downstream of any protection device in a switchgear shall not
compromise the power supply to other feeders.
The protection relays shall be equipped with a separate lock out relay (K86) with manual reset.
Incomers and feeders of LV and MV switchgears shall be equipped with hardwired trip contacts
activated by a dedicated SIS signal in order to open the involved circuit breaker or contactor.
This signal shall be permanent type and resettable only by SIS system. If the circuit breaker or
contactor is already open, the trip signal shall inhibit its closure.
For ASP and UPS distribution boards, hardwired trip contacts activated by dedicated SIS signals
shall be foreseen, in order to disconnect single users or groups of users. These signals shall be
permanent type and resettable only by SIS system. If the circuit breaker or contactor is already
open, the trip signal shall inhibit its closure.
Energization of a faulty busbar, either by manual or automatic operations, shall be inhibited.
Auxiliary and control circuits inside switchgear shall be protected by means of MCBs or fuses.
Buchholz relay shall be provided for oil transformers with conservator. For hermetically sealed
transformers, relays against sudden pressure increase shall be provided, according to the
recommendations of Manufacturers.
• The downstream switchgear has two or more incomers that can be paralleled,
permanently or for a short time (e.g. during load transfer)
• If the downstream switchgear has an automatic change over function between incomers
Protection intervention that causes the opening of a switchgear incomer shall cause the opening
of the upstream feeder on upstream switchgear.
For new equipment, the following shall be foreseen:
• An interlock shall be foreseen between earthing switch on an incomer and corresponding
feeder on upstream switchgear, in order to avoid the risk of energization of an earthed
circuit.
• An interlock shall inhibit the starting of a generator if the switchgear incomer to which it
is connected has the earthing switch in earthed position.
Electrical interlocks and intertrips shall be hardwired. The use of IEC 61850 for the purpose shall
be subject to the approval of Company and to the demonstration of its functionality at factory
acceptance test or during site testing activities.
Electrical interlocks shall be fail-safe.
When there are instrument circuits requiring special earthing, a separate IE instrument earth
bar shall be provided. When intrinsic safety instruments or cables are present, a separate IS
earth bar shall be provided. IE and IS bars shall be isolated from the enclosure. They can be
unified in one single busbar called ISE, providing that it does not interfere with the correct
operation of the equipment.
IE, IS and ISE bars shall be connected to the earth electrode outside of the switchgear or cabinet
enclosure, at a distance of at least 1m from the connection of the PE bar.
Medium voltage equipment shall be connected to the earth electrode by means of two different
earthing bars through two different conductors.
For installations in hazardous area, the requirements of IEC 60079-14 shall be complied with.
2.4.8.1 HV substations
The grid mesh of grounding system shall be calculated in order to comply with the requirements
of IEC 61936-1,
Every equipment and every other metal structures shall be connected to the earth electrode by
means of two earth wires.
Air insulated high voltage substation equipments shall be protected against lightning by means
of overhead earthing wires.
The frame structures supporting the overhead earthing wires can be used as natural down-
conductor, provided their metallic continuity is proved.
Short circuit, motor starting and protection and discrimination study are mandatory if at least
one of the following conditions are specified:
• Contractor provides power generators and the switchgear to which they are connected
• In a plant with no local main power generation, Contractor provides switchgear for
distribution to the users, other than switchgear dedicated to package auxiliaries
• Contractor provides the assembly and installation of power generation and power
distribution switchgear, supplied by others as loose items
Lighting system calculation report is required if Contractor provides the construction and
installation of the plant, or if at least a building (e.g. containerized substation) is part of its
supply.
Earthing system study and lightning protection study are mandatory in case an entire plant, or
section of plant (e.g. a production train, a temporary power generation facility with annexed
substation) are provided. In case the portion of plant that is in the scope of Contractor is minor
with respect to the size of the existing facilities, subject to Company approval, Contractor can
be exempted of earthing system study and lightning protection study.
When the studies are not required (for example, for the supply of power generators only, or of
a single skid of equipment), Contractor shall however provide all the data that are necessary for
their performance, such as the impedances and ratings of generators and transformers and the
starting currents of motors, for the items in its scope of supply.
Lighting fixtures with integrated battery shall be rated for EPL “Gb”.
Protection types by means of pressurized enclosures (as described in IEC 60079-14 and IEC
60079-2), shall not be used for preferential or safety users, unless the source of pressurization
is not subject of being interrupted in case of loss of main and emergency power sources (for
example, with an air reservoir with hold up time sufficient for safe shut down of the plant), and
the solution is specifically approved by Company.
In the conditions when the IEC 60079-14 foresees alarm only in case of loss of pressurization,
the equipment shall be also switched off, unless it is a safety user. In case it is a safety user,
the area shall be provided with gas detection and the equipment shall be switched off in case of
gas presence happening at the same time as the loss of pressurization.
• Indoor switchgear and electrical panels: IP31 for LV, IP31 or IP3XW (with W referred to
water dripping from above) for MV
• Indoor lighting: IP44
• Other indoor electrical equipment: IP44
• Indoor motors and generators: IP44
• Outdoor motors and generators: IP55
• Other outdoor electrical equipment: IP55
In case of presence of dust or possibility of sand storms, outdoor equipment shall be rated for
IP65 or IP66.
2.5.3 Switchgears
For switchgear with two or more incomers, in case an automatic or manual transfer system is
foreseen (involving incomers and bus ties), instantaneous overcurrent and earth fault relays
shall be provided to block the transfer (manual or automatic) that would energize a faulty busbar.
In HMI screens, buttons and lamp indicators, colours shall be uniform throughout the facility for
the same function or indication.
Switchgear used in emergency distribution shall not have ratings depending on forced
ventilation.
Identification of terminals and conductors shall comply with IEC 60445.
Isolation points for all auxiliary supplies coming from outside of the switchgear shall be provided.
In case of fault of circuits feeding protection and control devices, an alarm shall be raised to a
manned location.

Auxiliary and control circuits shall be low smoke and with zero halogen content.
Gland plates for single core cables shall be of non-magnetic material.
Space heaters internal to switchgear compartments shall have a minimum protection degree of
IP 2X and shall be mechanically protected against accidental contact in order to avoid burning.
When the products of internal arc are evacuated from the switchgear, this shall happen without
the risk of harming the operators.
It shall be possible to read, for each functional unit of a switchgear, its position on the switchgear,
tag number and service description from the front of the switchgear.
It shall be possible to ascertain, from the front of the switchgear and without opening doors or
removing covers, the conditions of an incomer, bus tie or feeder, i.e. circuit breaker open/closed,
protection operated, earthing switch position, motor running/available/tripped.
When there is no visible evidence of the test or withdrawn position of a withdrawable part, such
condition (cumulative of test or withdrawn) shall be shown by means of a lamp or indication on
the IED.
It shall always be possible to open incomers, bus ties and feeders from the front of the
switchgear. All the switching operations on the main circuit that are possible from the front of
the switchgear shall not require the opening of doors or the removal of covers.
Earth busbar shall be provided through the length of the switchgear.
Doors or covers with electrical components mounted on them shall be provided with equipotential
bonding in addition to their mechanical connection to the switchgear.
It shall not be possible to insert withdrawable parts in the positions dedicated to functional units
of different function or rating.
Terminals for external wiring connections that have different voltages shall be separated by
means of barriers or earthed terminals. Terminals that remain energized when the corresponding
functional unit is isolated, for example terminals of external auxiliary supply, shall be identified
with warning indications.
In case there are different bus sections separated by bus couplers, means to avoid the
propagation of internal arc from one bus section to the other sections and to the bus couplers
shall be foreseen.
The secondary of a CT shall be connected to earth by means of disconnecting link.
Means to avoid that a CT secondary is left open shall be provided. CT wiring connected to external
circuits shall be provided with shorting links at the outgoing terminals.
Faults on a VT secondary shall generate an alarm visible in a manned location, if such VT is used
for interlocking purposes.
For emergency and safety power distribution, loss of power supply to a protection relay shall not
cause the opening of the main circuit.
2.5.3.1 MV switchgears
MV switchgears shall comply with IEC 62271-200, IEC 62271-1, IEC 62271-3, IEC 62271-4, IEC
62271-100, IEC 62271-102, IEC 62271-103, IEC 62271-106.
In addition, they shall comply with IOGP S-620 “Supplementary Specification to IEC 62271-200
High-voltage switchgear and controlgear”, at least for the following clauses and subclauses:
• 5.3.101
• 5.3.101.1
• 5.3.101.2
• 5.11
• 5.109, bullet points from b) to g)
• All MV switchgear shall be IAC (Internal Arc Classified). The rated three phase arc fault
current shall not be lower than the calculated prospective short circuit current at the
incoming terminals of the switchgear, for a minimum arc fault duration of 0.5 s. The
internal arc classification shall be AFLR. In case it is not possible to access to the rear of
the switchgear, AFL can be accepted.
• Warning marks and indications to avoid contacts with live parts shall be provided for
shutters of withdrawable parts.
• Warning marks and indications shall be provided in the locations of possible accesses to
live parts.
• Handling of SF6 shall comply with IEC 62271-4.
• Circuit breakers or contactors in air shall not be used.
• High voltage and low voltage terminals shall not be in the same compartment.
• The minimum degree of protection provided by partitions and shutters shall be IP2X.
• With reference to IEC 62271-200:2011, 5.102.2, also the compartments not containing
high voltage equipment shall have tool based or procedure based access.
• In case there are different bus sections separated by a bus coupler, the busbars of
different sections shall be in separate compartments, as well as the bus risers located on
two different sides of the bus coupler.
• Closing of a circuit breaker or contactor shall be inhibited in case a trip condition exists,
and in case of fault to the tripping circuit supply.
• The inductive CT connections shall be automatically short circuited when a protection
relay is removed.
• For GIS assemblies:
With reference to IEC 62271-200:2011, 5.103.2.3, third paragraph, the provision
of the indication is mandatory (“should” to be replaced with “shall”).
With reference to IEC 62271-200:2011, 5.103.2.4, pressure relief devices shall
be provided for fluid filled compartments.
2.5.3.2 LV switchgears
LV switchgears shall comply with IEC 61439-1 and IEC 61439-2.
(as defined in IEC TR 61641), the switchgear shall sustain the effects of the internal arc
for a minimum of 0.3 seconds.
• Equipment shall be suitable for EMC environment A according to IEC 61439-1.
• Equipment shall be suitable for ambient with pollution degree 3 as a minimum, according
to IEC 61439-1.
• The equipment rated impulse withstand voltage shall comply with overvoltage category
III according to IEC 61439-1, Annex G.
• With reference to subclause 8.2.3 of IEC 61439-1:2011 and subclause 8.2.101 of IEC
61439-2:2011, the minimum protection degree after the removal of a removable or
withdrawable part shall be IP2X. Shutters shall be provided with warning signs against
danger of electric shock.
• VTs shall be protected against faults both on primary and secondary side. An earthed
screen between primary and secondary shall be provided.
• Three phase VTs shall have the secondary with star point earthed, with exception of IT
systems with insulation monitoring device.
• The operations indicated in IEC 61439-1:2011, 8.4.6.2.2, shall be performed without the
risk of accidentally touching live parts (protection degree IP2X or IPXXB minimum before,
during and after the operation). For fuse links, as an alternative, accessibility for
replacement shall be possible only when the circuit is de-energized.
• With reference to IEC 61439-2:2011, 8.101, internal segregation between different
compartments of the same functional units (when required by the adopted form of
segregation) shall comply with IPXXB or IP2X. In all other cases, the required form of
segregation (e.g. between main busbars and functional unit) shall be achieved with IP2X
as a minimum.
• Switching devices shall switch all phases or poles (with exception of what said in 2.4.5.2).
• ACB operating mechanism shall not allow closing if a trip condition exists.
2.5.3.3 Switchgear not complying with IAC or internal arc containment requirements
Existing switchgear, already installed in existing prefabricated plants (such as leased FPSOs or
containerized substations), if not compliant with the requirements of Internal Arc Classified
indicated in 2.5.3.1 (for MV switchgear), or with the internal arc containment requirements
indicated in 2.5.3.2 (for LV switchgear), can be accepted, subject to the approval of Company,
if all the following conditions are met:
• An arc flash study is performed, with a methodology to be agreed between Company and
Contractor. By default, or lacking an agreement, the methodology of IEEE 1584 shall be
used.
• The performance of the study shall be in the scope of Contractor, but it shall be
subcontracted to a specialized independent third party, that shall be subject to the
approval of Company. The study shall be subject to the review and approval of Company.
• Based on the results of the study, Contractor shall be able to demonstrate that utilized
vestments and personal protective equipment are adequate for the conditions that could
be verified in case of internal arc, as a minimum as described in NFPA 70E.
In no case a deviation of the requirements for Internal Arc Classified (as indicated in 2.5.3.1) or
of internal arc containment (as indicated in 2.5.3.2) is acceptable for new switchgear or for
second-hand switchgear that are not already installed in an existing prefabricated plant.
Opening of the enclosure shall be possible only if the transformer is de-energized, by means of
interlock.
In case the transformers are placed each in a dedicated room or bay, in rooms enclosed on all
sides without open walls to the outside, the enclosure is not necessary. Protection barriers,
grating and clearances shall be in compliance with IEC 61936-1 (to be complied with also in
offshore from this respect). Access to the room or bay shall be possible only in the transformer
is de-energized, by means of key interlock. In the room or bay, only equipment related to the
transformers shall be installed (e.g.: auxiliaries, neutral earthing resistor).
Installation inside switchgear or panel is allowed only if all the following conditions are verified:
• There are LV windings only
• Temperature rise in the operating conditions inside the switchgear does not exceed the
limits indicated in IEC 60076-11
• With door open the protection degree is IP2X as a minimum, or the door cannot be
opened until the transformer is de-energized
• Cooling shall not be based on liquids
As a minimum three temperature detectors in the windings (one in each winding on the low
voltage side of the transformer) shall be provided. They shall be placed in the transformer hottest
points and to connected to protection relays.
2.5.4.3 Reactors
Reactors shall comply with IEC 60076-6. In addition, they shall respect the prescriptions
indicated for the transformers in 2.5.4.
Magnetic clearance and protection from atmospheric effects shall be verified in relation to the
conditions of installation. Demonstration that heating and reaction forces induced in nearby
metallic objects are negligible shall be provided. Verification shall take into account also the
overheating of concrete rebars due to the interaction with electromagnetic fields generated by
reactors.
Dry type air core reactors shall be installed in a fenced area which shall be accessible, by means
of interlock, only when the equipment installed inside it are de-energized.
Oil immersed reactors shall comply with the prescriptions indicated for oil immersed transformers
in 2.5.4.2.
2.5.5 UPS
UPS with battery back-up shall be provided to feed safety users.
UPS shall comply with IEC 62040 (all parts). In addition, they shall comply with the following:
• UPS shall be capable to operate in an ambient with pollution degree 3 as a minimum (as
defined in IEC 62040-1).
• The UPS shall guarantee non-interrupted feeding of the loads in case of passage from
supply from mains to supply from storage batteries, and vice versa. Each UPS shall have
a voltage (and frequency, for AC UPS) tolerance on the output such as to guarantee the
continuous operation of the loads, in all the UPS operating modes and independently from
voltage and frequency disturbances on the mains supply.
• Degree of protection of the enclosure shall be IP31 or better. When a door is opened, the
protection degree shall be at least IP2X.
• Reliability integrity level shall be 1 or better, in accordance with Table K.1 of IEC 62040-
3.
• The UPS distribution board shall comply with the requirements of 2.5.3 and 2.5.3.2.
• Transformers internal to the UPS shall comply with IEC 60076-11 and shall not be cooled
with liquids.
• The incomer transformers upstream of rectifier units shall provide galvanic insulation.
• Internal wiring shall be low smoke, zero halogen and flame retardant.
• Gland plates for single core cables shall be made of non-magnetic material.
• Upon return of mains supply following a period of discharge of the battery, recharging
(including boost charging or equalization charging as applicable for the type of battery)
shall start in automatic. When charging is complete, the UPS shall revert automatically
to floating charge mode. Means to switch manually from available types of charge shall
be however provided.
• The output parameters of the rectifier (e.g. charging current, voltage ripple) shall be
compatible with the battery, without risk of damaging it.
• The UPS shall be capable to deliver a fault current for a minimum time, sufficient to allow
the intervention of the protections in case of fault.
• The internal components of the UPS shall be protected against the effects of a
downstream short circuit.
• Indications of battery voltage or residual autonomy time (or autonomy percentage) shall
be available from the front of the UPS.
Autonomy time shall be proven by Contractor, by means of specific studies, to be higher than
the time necessary for a safe shutdown of the plant, plus evacuation of the facility by all
personnel, and in any case no less than the time prescribed by local authorities. The autonomy
time shall never be less than 30 minutes.
The battery isolator box shall be always provided in the connection between UPS and battery. It
shall be rated at least for EPL “Gb”, even if located in non-hazardous area. In case the switching
element is capable to be opened by the intervention of SIS, a manual SIS override in front of
the UPS shall be provided for black start purposes. The switching element shall be lockable in
the open position.
2.5.5.1 AC UPS
AC UPS shall comply with IEC 62040-3 and with the following:
• In case fans are required, they shall be designed in such a way that in case of failure of
one of them, the UPS can continue to deliver the rated power output without overheating
and without recourse to the bypass circuit.
• The UPS shall be sized for supplying the loads and charging the batteries (including boost
charging when foreseen) at the same time, for each rectifier/inverter branch.
• The inverter shall maintain synchronism with the bypass, as long as the bypass voltage
and frequency are within defined tolerance limits. When limits are exceeded, the inverter
shall operate autonomously to keep rated voltage and frequency outputs.
• The UPS shall be provided with a static bypass and with an overall maintenance bypass.
Manual load transfer from inverter to bypass and vice versa shall be possible. Passing
from inverter to bypass and vice versa shall happen without interruption of feeding to the
loads.
• The static bypass circuit shall have a short time rated current sufficient to tolerate inrush
currents of downstream equipment without necessity of intervention of the protective
device and to allow selectivity with downstream protections.
• Internal segregation shall allow maintenance activities and replacement of components,
without interrupting the power supply to the loads and without the risk of accidental
contact with live parts. As a minimum, the maintenance bypass shall be segregated by
means of barriers to IP2X minimum. It shall be possible to isolate completely the
rectifier/inverter and static bypass compartments, in order to allow maintenance and
replacement of components when the loads are fed through the maintenance bypass.
Means to isolate the circuits under maintenance shall be provided and protected against
accidental reclosing.
• The conditions of UPS fed from mains, load fed from battery or load fed from bypass,
battery charging or discharging shall be visible from the front of the UPS, as well as the
conditions of rectifier or inverter failure, disconnection of battery or inverter overload.
• The output voltage of the UPS shall have a THD not exceeding 5%, for all types of loads.
2.5.5.2 DC UPS
DC UPS shall comply with IEC 62040-5-3 and with the following:
• The DC UPS shall be designed to supply the users within their voltage tolerances, when
the DC UPS is fed from mains (normal mode) and when the loads are fed from battery
(stored energy mode), for the required autonomy time. Voltage stabilizers shall be
provided when required.
• In case fans are required, they shall be designed in such a way that in case of failure of
one of them, the UPS can continue to deliver the rated power output without overheating.
• The UPS shall be sized for supplying the loads and charging the batteries (including boost
charging when foreseen) at the same time, for each rectifier branch.
• The conditions of UPS fed from mains or load fed from battery, battery charging or
discharging shall be visible from the front of the UPS, as well as the conditions of rectifier
failure or disconnection of battery.
In case a DC UPS with more than one rectifier branch is used, internal segregation and barriers
shall allow to completely isolate one branch (providing protection degree to at least IP2X) in
order to perform maintenance or replacement of components, while the others are in operation,
without risk of accidental contact with live parts.
It shall be possible to carry out the topping up of oil baths and greasing, as appropriate, safely
whilst the machine is in operation.
Cooling methods based on water shall not be accepted for motors to be used in emergency
conditions.
For emergency generators, cooling with a water circuit external to the emergency generator
package (e.g. with sea water, or with a water cooling circuit utilized also for other users) is not
allowed.
Gland plates shall be of a non-magnetic material if single core cables are used.
2.5.7.1 Motors to be used with adjustable speed electrical power drive systems
The motors to be used with adjustable speed electrical power drive systems shall comply with
IEC TS 60034-25. The bearing on the opposite side of the drive shall be insulated to prevent the
circulation of parasite currents between rotor and casing.
The temperature rise limits when used with the converter shall not exceed the temperature limits
of the insulation class.
For motors installed in classified areas and to be used with power converters, the requirements
of IEC 60079-14 shall be complied with.
The prescriptions and recommendations of IEC 60826 and of EN 50341-1 shall be followed.
Limits of exposure to electric and magnetic fields shall be as described in national normatives
and regulations. When such limits are not defined in national normatives or regulations, the
reference levels given in the European Council Recommendation 1999/519/EC shall be adopted.
To provide protection against atmospheric discharge on the overhead lines, surge arresters shall
be foreseen after the gantry structure (e.g. primary side of plant incoming transformer).
The lines shall be protected against lightning by means of earth wires. Shielding of the line by
means of earth wires shall be demonstrated by means of calculations.
The luminaires, belonging to the normal lighting system, which will be reenergized by the
emergency system, shall be defined in order to guarantee at least the 30% of the lighting level
in normal operating conditions.
In case local motor control stations are foreseen, the function of local stopping shall be always
available, regardless of enabling of the starting function. Stopping shall be latched and
padlockable in the stop position.
For fire-fighting pumps, see specific requirements in relevant regulations.
Cable trays and cable ladders shall comply with IEC 61537. Metallic cable tray systems shall
have adequate electrical continuity to ensure equipotential bonding and connections to earth,
according to IEC 61537.
The requirements of avoidance of a build-up of electrostatic charges indicated in IEC 60079-14
shall be complied with. Materials classified as non-metallic or composite according to IEC 61537
shall:
• have contribution to fire according to Section 13.1.2 of IEC 61537:2006;
• be non-flame propagating according to Section 13.1.3 of IEC 61537:2006.
Cable ladders and cable trays used for cables that are required to be fire resistant shall be made
of metallic materials.
Cable trays and cable ladders for power cables shall have cables fixed to them by means of cable
cleats and shall be certified against the effects of short circuit.
Electrical rooms shall be located in a safe area. When not technically feasible, a positively
pressurized system shall be foreseen. A pressurization system shall be considered also in the
case of heavy pollution (sand, dust, etc.).
Spaces for access and maintenance shall respect the recommendations of Vendors, which shall
be made available upon Company request.
In case of presence of flaps for the evacuation of gases produced during internal arc, the
distances recommended by switchgear Manufacturer shall be respected.
At least one access door shall be sized to allow the entry and removal of the largest shipping
section of equipment.
The location in which the batteries are installed shall comply with IEC 62485-2. Contractor shall
be capable to demonstrate the compliance of the ventilation system with the requirements of
IEC 62485-2. Such ventilation shall be considered an emergency user. At least two fans shall be
provided. With reference to subclause 7.4 of IEC 62485-2:2010, inhibition of the type of charge
for which the ventilation is not assured shall be realized, rather than alarm only. In addition, an
alarm shall be raised to a manned location.
In case the batteries are not of the sealed type, the installation of batteries in a separate battery
room is mandatory. The electrical equipment inside the battery room shall be rated for EPL “Gb”,
gas group IIC or IIB+H, temperature class T3.
Battery rooms shall be maintained at a lower pressure than adjacent rooms.
Minimum distances between electrical and instrument cable trays shall be as follows:
• 300 mm for Low Voltage (below 300V) circuits.
• 600 mm for Low Voltage (from 300 V to 1000V) circuits.
• 1000 mm for High Voltage (above 1000V) circuits.
When cables of different insulation voltage levels and different services (e.g. power and electrical
control cables) are installed in the same cable tray, a metal barrier shall be used to separate
them.
For new facilities, the cable routes of safety users shall be kept separate from those in normal
and emergency system. Cables used for safety users shall be “fire resistant” type.
Moreover, all crossings, passages, penetration of single core cables shall be realized in non-
magnetic material.
Cables shall be identified by means of the application of appropriate labeling in AISI 316L with
letters engraved in compliance with project cable numbering system, subject to the approval of
Company.
The label shall be installed:
• At both cable ends
• When the cable changes the direction
• Before and after cable penetration (MCT, wall, etc.)
The power on three-phase or three-phase with neutral circuits shall be uniformly distributed
among the three phases. Similarly, the power on the single-phase distribution to luminaires shall
be balanced on the upstream three phase supply system.
The power to adjacent lighting fixtures shall be supplied from different circuits (at least 2) so
that in case of fault or planned cut-off of a circuit, part of the lighting can still be kept in
operation.
With the aim to avoid stroboscopic effects, feeding of luminaires in the same areas shall be
provided from different phases.
Aviation warning lights shall be installed in accordance with Volume 1 Chapter 6 of ICAO Annex
14. The luminaires shall consist of a double lamp unit with automatic changeover to the stand-
by lamp upon failure of the operating lamp.
• Power sockets shall be provided for operative and maintenance purposes. Their position
shall be as close as possible to the point of possible use.
The convenience socket (wall mounted) in the building or prefabricated cabins (package type)
shall be installed at an elevation not lower than 300 mm from the floor (measured from the
socket's centre line).
2.8 TESTING
Tests and checks to be performed during pre-commissioning and commissioning and site
performance tests are not included in the scope of the present document.
The present section refers to test requirements for new equipment. For second-hand equipment,
the requirements refer to the reports of the tests that have been performed at time of
manufacturing, and that have to be made available to Company.
Unless otherwise explicitly prescribed in reference IEC standards, type tests are not required to
be performed on equipment part of the supply and test reports are sufficient.
Company representatives shall always have the right to witness the testing activities. In any
case, the test reports shall be submitted to Company for information.
For second-hand equipment, it shall be possible to retrieve information on the original factory
testing. In case the reports of the tests indicated in paragraph 2.8 and subparagraphs are not
available, Company has the right to ask for replacement or re-testing of such equipment. In the
latter case, the testing procedure shall be agreed between Contractor and Company. For second-
hand equipment, reports of tests as per revision of the reference standard in force at time of
manufacturing are acceptable. However, if for any reason a test has to be repeated, the latest
revision of the reference standard shall be applied.
For components of equipment (for example, circuit breakers part of a switchgear) traceability
shall be kept of the origin and related certification.
Equipment that has been subject to destructive type tests, such as short circuit withstand
strength, shall not be part of the supply.
which the report is required are those listed as mandatory in IEC 62271-200:2011,
subclause 6.1.
• LV switchgear: routine tests as per IEC 61439-1:2011, clause 11 and subclauses, as
amended in clause 11 and subclauses of IEC 61439-2:2011. Type test reports related to
the design verification activities indicated in clause 10 and subclauses of IEC 61439-
1:2011, as amended in clause 10 and subclauses of IEC 61439-2:2011.
• Power transformers in oil: tests as per IEC 60076-1:2011, clause 11 and subclauses,
including routine tests as listed in IEC 60076-1:2011, 11.1.2 and subclauses, and reports
of type tests as per IEC 60076-1:2011, 11.1.3.
• Power transformers dry type: routine tests as per IEC 60076-11:2018, 14.2 and
subclauses. Reports of type tests as per IEC 60076-11:2018, 14.3 and subclauses. For
transformers to be installed in an enclosure, the temperature rise test shall be with the
enclosure, unless the thermal performance of the enclosure is evaluated according to IEC
60076-11:2018, 5.2.4.
• For all UPS: tests listed in Table 22 of IEC 62040-1:2017.
• For AC UPS: tests listed in Table 3 of IEC 62040-3:2011.
• For DC UPS: tests listed in Table 3 of IEC 62040-5-3:2016.
• For storage batteries, as per reference IEC standard, depending on the technology:
IEC 62259:2003, clauses 7 to 10 (routine tests as per subclause 10.2, others as
type tests)
IEC 60622:2002, clauses 4 to 7 (routine tests as per subclause 7.2, others as type
tests)
IEC 60623:2017, clauses 7 to 10 (routine tests as per subclause 10.2, others as
type tests)
IEC 60896-11:2002, clauses 13 to 20 (routine tests as per subclause 20.2 and
clause 14, others as type tests)
IEC 60896-21:2004, clauses 5 and 6 (routine tests as per subclause 5.6.1, others
as type tests)
In case a battery type is not described in IEC standards, tests to be performed
shall be subject to the approval of Company, and shall include a capacity test, or
discharge performance test, as a minimum.
• For LV rotating electrical machines: routine tests as per IEC 60034-1:2017, table 16.
Type test reports: temperature rise as per IEC 60034-1 (with possibility to use methods
of IEC 60034-29).
• For MV rotating electrical machines: routine tests as per IEC 60034-1:2017, table 16,
plus measurement of insulation resistance and polarization index as per IEC 60034-27-
4, vibration severity test (as per IEC 60034-14), overspeed test (when prescribed in IEC
60034-3). Type test reports: temperature rise as per IEC 60034-1 (with possibility to use
methods of IEC 60034-29).
• For cables for onshore facilities: routine tests, sample tests and tests after installation as
per IEC 60502-1, IEC 60502-2, IEC 60840. Type test reports as per IEC 60502-1, IEC
60502-2, IEC 60840 and as per IEC standards mentioned in 2.5.10.1.
• For cables for offshore facilities: routine and sample tests as per IEC 60092-353:2016,
tables from 4 to 8, and IEC 60092-354:2014, tables from 3 to 6. Type test reports as per
IEC 60092-353:2016, tables from 4 to 8, and IEC 60092-354:2014, tables from 3 to 6.
• For all adjustable speed electrical power drive systems, as per IEC 61800-5-1:2016, table
17.
• For MV adjustable speed electrical power drive systems, as per IEC 61800-4:2002, table
9 and table 10 (for routine tests and for type test reports).
• For LV adjustable speed electrical power drive systems, tests chosen from those included
in IEC 61800-2, as per Manufacturer standard inspection and test plan.
• Electrical Management System: as per Vendor standard inspection and test plan.
• Navigation aids, aeronautical aids system and boat landing status lights (offshore): as
per Vendor standard inspection and test plan; at least routine tests on panels as per IEC
61439-1 and check of functionality of all components (such as lanterns, fog horns),
control logics and operating sequences shall be included.
The measurement of the generator subtransient reactance shall be performed when the
calculated maximum short circuit current, using data sheet values, has a margin of 10% or less
with respect to the ratings of the downstream equipment (rated short time withstand current or
peak withstand current).
For transformers to be used in conjunction with power converters, such as the transformers used
in adjustable speed electrical power drive systems, the requirements of IEC 60076 series shall
be integrated and amended with the requirements of IEC 61378-1.
The delivery to Company of the test reports shall be as follows:
• For the equipment listed above, excluding LV motors and all cables, reports of the tests
performed on the equipment part of the supply shall be provided to Company
• Reports of type tests on similar equipment, plus all the tests on LV motors and all cables,
shall be made available upon Company request
When (A) is indicated, the document shall be subject to the approval of Company.
One line diagrams shall include protection and metering devices, including protection functions,
and equipment ratings and characteristics.
For plants, or parts of them, that are already assembled before Contract award and for
equipment that are not new, also the documentation listed in 2.9.1 shall be provided with the
bid. Simplified versions of documentation listed above at d), f), g) are not required if
corresponding as-built documentation is available and provided to Company
3.1 GENERAL
The design of electrical systems for offshore installations shall be in accordance with IEC 61892.
In case IEC 61892 has different requirements than the present document, the most stringent
requirement shall be applied.
With reference to IEC 61892-1:2019, Table 5, the locations considered as “open decks” shall be
all those for which it is possible to have the presence of green water, even if only during
exceptional sea conditions, and taking into account the inclination of the unit in such situations.
In case data on the possible presence of green water in exceptional sea conditions are not
available, all outdoor equipment (and equipment separated from outdoors by means of louvres,
grates or similar) shall have a degree of protection of IP56 minimum (IP55 for luminaires).
For all offshore facilities, the battery isolator box switching element shall be provided with an
undervoltage coil, to be activated by SIS in order to disconnect the batteries from the UPS.
For FPSO and floaters, battery racks shall be anti-seismic type and shall be of the type to prevent
tipping over. Acceleration shall be specified at project level.
For FPSO and floaters, the main emergency switchgear shall be separate, and in a different
room, with respect to normal and essential switchgear.
For all offshore facilities, the electrical studies indicated in IEC 61892-2, clause 10, shall be
performed, even if not specifically indicated in the present document.
For LV switchgear that require internal arc containment feature according to 2.5.3.2 and are
energized in emergency conditions, the required Arcing Class is C, unless Contractor is capable
to demonstrate (subject to the approval of Company) that the loss of such switchgear does not
compromise the safety of people (for example, if an alternative supply for loads necessary for
people safety is available, as described in 3.4).
LV systems shall be IT, neutral isolated. TN-S is allowed for systems integrally originated and
contained in non-hazardous areas, designed in such a way that earth fault currents do not have
the possibility to flow in parts of the hull or structure containing the storage of liquid
hydrocarbons, such as lighting and small power distribution in living quarters.
It is allowed to have, in addition to main and emergency power generation systems as described
in 2.5.4, also essential power generation system.
The subdivision of preferential loads between emergency loads (fed from emergency generation)
and essential loads (fed from essential generation) shall be done in compliance with the
requirements of IEC 61892-2, including annexes A and B. Loads mentioned as emergency in IEC
61892-2 but indicated as safety loads in the present document shall be considered as safety
loads.
It shall be possible to feed the whole emergency distribution network from essential power
generation, and the whole plant under main power source.
If the essential generators are capable of automatic starting and feeding the loads in case of
main power loss, even when the emergency generator and emergency switchgear are not
available, the requirements of 2.4.10 can be realized by feeding A and B emergency loads
(redundant one to the other) one from emergency and one from essential power distribution.
3.5 CABLES
All electrical power and control cables (included internal wiring of switchgear and other enclosure
for electrical equipment) shall be in accordance with IEC 61892 with the following amendment:
• § 9.1 Cables
In addition to what is indicated in the reference paragraph, the following circuits shall be
realized with cables low smoke, halogen free and fire resistant, according to IEC 61034-
2, IEC 60754-1, IEC 60754-2 and IEC 60331 series:
- Power and control of firefighting system
- PA/GA
- HIPPS
- SIS/F&G, including fire and gas detection
- Emergency escape lighting;
- Interconnecting cables from battery to UPS;
- Navigation Aids, Aeronautical obstruction lights, helideck lights, helideck and boat
landing status lights.
- Radio communication
- Other emergency and critical loads defined in the project specification.
The outer sheath compounds of cables shall be SHF 1 or SHF 2 according to IEC 60092-360.
The minimum conductor cross sections indicated in IEC 60092-353:2016, Table 1, and in IEC
60092-354:2014, Table 1, shall be respected.
3.7 LIGHTING
The par. 2.6.1 is applicable with the following notes:
• The lighting system shall be in accordance also with IEC 61892-2. In case of conflict with
the EN 12464 and the EN 1838, the IEC 61892-2 shall prevail. For parameters related to
lighting and not specified in the IEC 61892-2, the EN 12464 shall be applied.
• With reference to IEC 61892-2 Annex G, it shall be considered as mandatory.
• Lighting distribution panels shall be separate between normal, emergency, and
emergency escape lighting fed from UPS.
• Emergency escape lighting shall be always certified for EPL “Gb”, including local
accessories and junction boxes.
Marine navigation lights and fog horns shall be provided and shall be capable to operate also in
case of presence of explosive atmosphere outside of the boundaries of hazardous areas and of
abandonment shutdown of the facility. For this reason, equipment that is to remain operational
in such abnormal conditions to guarantee the operation of the marine navigation lights and fog
horns for at least 96 hours shall be certified for EPL “Gb”, regardless of location of installation.
Equipment not certified for EPL “Gb” shall be disconnected upon abandonment shutdown of the
facility.
The 96 hours autonomy time required for marine navigation lights and fog horns in absence of
external power supply shall be guaranteed by means of battery back-up.
For marine navigation lights and fog horns, including their positioning, Contractor shall be
capable to demonstrate compliance with the recommendations of IALA O-139.
Fault or unavailability of devices controlling the switching on and off of signal lights and fog
horns, such as photocells and visibility sensor, shall cause the automatic starting of the
corresponding controlled items (signal lights or fog horns).
Whenever a helideck is present, the following equipment shall be provided and fed from UPS
with battery back-up:
Latest edition of CAP 437 shall be followed for new facilities. The recommendations of CAP 437,
including those expressed with the word “should”, shall be followed as mandatory requirements.
Control philosophy shall be in compliance with the requirements and recommendations of CAP
437.
For existing facilities, a gap analysis between the requirements utilized at the time of installation
and the latest edition of CAP 437 shall be performed and submitted for the approval of Company.
In case ICAO rules are established by Company at project level, or have been used for an existing
facility instead of CAP 437, such rules shall be followed.
Helideck status lights shall have the possibility to be activated by SIS (for example, in case of
emergency shut down or abandonment shut down of the facility).
All equipment part of the aeronautical aids system, including control panels, shall be certified for
EPL “Gb”.
Flush mounted equipment on horizontal surfaces (like for example the lights on the surface of
the helideck) shall be rated for IP66/IP67. In case they are subject to high pressure water
washing, they shall be rated also for IP69.
Electrical distribution through the swivel shall be designed in such a way that a failure of any
feeder passing through slip rings does not render any essential, emergency or safety service
unavailable.
