1 GENERAL

The Organization National Authority for Tunnels (NAT) has planned for the construct and completion
of civil work of Metro line 4 phase (1) of Cairo Metro Line 4 which consists of:
- Construction of 01 overground station (HADAEK EL- ASHGAR station) - Construction of 11
underground stations. (HADAEK EL- AHRAM station, EL - NASR station, Great MUSEUM
station, ALREMAYA station, AL AHRAMAT station, MARYOUTIA station, ELARISH station,
MATBA’A station, TALBEYA station, MESSAHA Station and MADKOUR station).
- Construction of a double bored tunnel with total length 13.717 km.

1.1 SCOPE AND APPLICATION

This document provides the environmental management plan for potential impacts in regards to
the project during construction for metro Project line 4 Phase (1) from HADAEK EL ASHGAR to
station No.12, EL MESAHA station. The environmental management plan was developed in
accordance with the requirements of the Contract No.103/Metro - New CP401. and the current
national standards established by the Egyptian Environmental Affairs Agency (EEAA) and other
government agencies for control of environmental pollution such as air, water quality, noise, and
waste shall be followed for compliance during the execution of the work and if applicable shall
consider this requirement in the design of equipment and facilities.

1.2 PURPOSE

The aim of the Environmental Management Plan (EMP) is to set out the responsibilities with regard
to compliance with legislation and to implement any mitigation measures.
This EMP details management measures to minimize environmental impact from the construction
activities during the construction phase. Further, it provides a framework within which the
environmental measures will be implemented throughout the project. The EMP provides project-
specific management measures and is a dynamic document that should be reviewed if activities or
conditions onsite change that may influence management measures. This document has been
developed to avoid, minimize and mitigate against any construction effects on the environment and
surrounding community. It should be considered a living document with reviews being undertaken at
set intervals and new information added as appropriate. For the purposes of this document, the
working area is defined as any area where there will be a requirement for temporary or permanent
works to facilitate the construction of the development. This includes areas required for access,
temporary construction, and temporary storage areas.

2.2 LAW AND REGULATIONS.

The current national standards established by the Egyptian Environmental Affairs Agency (EEAA),
which is, the main legal instrument dealing with environmental issues in Egypt is Law 4/1994,
amended by Law 9/2009 and law 5/2015 and its Executive Regulations amended by decree
1095/2011, then 710/2012 and 964/2015, commonly known as the Law on Protection of the
Environment. The law deals mostly with the protection of the environment against pollution. Prime
Ministerial Decree 631 of 1982 established the EEAA as the competent body for environmental
matters in Egypt. Law 4 also stipulates the role of the EEAA as the main regulatory agency for
environmental matters

2.3 ENVIRONMENTAL POLICY

2.3.1 Consortium (AHPC)


Contractors of metro line 4 phase (1): Civil works package has been assigned to a fully Egyptian
consortium consisting of the Arab Contractors Company “Consortium Leader”, Concord, Petro jet and
Hassan Allam Construction.
2.3.2 Key Objectives
The key objectives of this policy are to set (AHPC) Consortium aims and objectives regarding their
approach to environmental awareness. This policy forms part of the AHPC’s Environmental
Management System in accordance with ISO 14001: 2015 Environmental Management System.
2.3.4 Scope
AHPC Consortium's top management is committed to reducing the impact of the construction activities
of greater Cairo metro line 4 phase (1) on the various environmental aspects, recognizing that
protecting the environment is vital, AHPC will strive for continual improvement of their environmental
performance.
The environmental policy also sets out the AHPC's statutory obligations and responsibilities to the
stakeholders regarding its activities.

2.3.4 Policy statement


To achieve the commitments, AHPC will:
 Comply with all environmental and cultural and heritage legislation, regulations, and
obligations
 Maintain an ISO 14001 adopted Environmental Management System and allocate adequate
resources to manage the environmental commitments.
 Continually improving environmental performance through assessments, establishment, and
monitoring of objectives and preventing pollution through the implementation of processes,
practices, and techniques to avoid, reduce or control the creation, emission, or discharge of
any type of pollutant or waste and to reduce adverse environmental impacts.
 Manage risks to prevent pollution and reduce consumption of resources through waste
management strategies that promote waste minimization re-use, recovery, and recycling, as
appropriate.
 Identify, evaluate and implement environmental opportunities, including initiatives to reduce
energy consumption and greenhouse gas emissions.
 Protect and restore biodiversity values through adopting a Biodiversity Management Plan.
 Exercising prudence with critical and sensitive ecological resources, in particular where
impacts are unknown or uncertain.
 Managing environmental risk in the workplace and surrounding areas.
 Raise environmental awareness, provide training and integrate environmental protection
procedures into day-to-day processes.
 Encourage the initiation and ownership of environmental activities by the staff, thereby
inculcating a strong environmentally aware culture.
 Communicate openly and consult with stakeholders on environmental issues and be
transparent and constructive in interactions with them.
AHPC Consortium aims to promote sustainability of project outcomes by protecting the environment
and people from projects' potential adverse impacts by avoiding the predicted impacts of the project
activities on the environment and affected communities, where possible; minimizing, mitigating, and/or
compensating for significant project impacts on the environment and affected people when avoidance
is not possible.

3 PROJECT ENVIRONMENTAL MANAGEMENT PLAN OVERVIEW

- This Environmental Management Plan for Metro line 4 phase (1) project (EMP) addresses
the environmental management commitments for the construction phase of the Project.;
- The EMP has been developed as a stand-alone document providing the following objectives:
 Builds on the commitments to environmental performance made in the Project EIA;
 Provides a framework to protect the environmental values potentially affected by the
Project activities;
 Sets out environmental management obligations for environmental authorities and apply
environmental law to assist the authorities when developing project activities; and
 Comply with the provisions of Egyptian Laws and Regulations, in addition to complying
with the contract and related requirements, specifications and standards, and owner
applicable specifications, procedures and regulations.
- The EMP is intended to be a live overview document which will be developed in more detail
as the Project progresses into detailed design, construction phase. It may also be updated
to reflect changes in legislation;
- The main sections in this EMP as described below are:
 Description of the Project location;
 Description of project components;
 The proposed construction activities relevant to the project;
 Details Environmental Management Framework to ensure environmental commitments
are achieved and implemented relevant to the project.; and
 Environmental Values and Potential Environmental Impacts to describe of the
environmental values likely to be affected by the construction phases of the Project.

4 ENVIRONMENTAL ORGANIZATION CHART

The HSE manager of the consortium will be assigned to lead the Environmental management
system of the project in coordination and cooperation with HSE areas managers and the
cooperation of the environmental consultant Green-plus (GPES). The following char

Figure 4-1 describes the Environmental management organization chart of the whole project.

4.1 RESPONSIBILITIES, AUTHORITY AND COMMITMENT

The following table illustrates the responsibility and the commitments of each entity inside the
environmental structure of the project.

reporting obligations;
 In cooperation with GPES, Provide the construction staff with
advice on their environmental responsibilities during their
meetings;
 Provide environmental expertise and assistance as required

 Recommend the mitigation, monitoring and remedial
requirements, an appropriate contractual and supervisory

4.2 SUBCONTRACTOR’S WORKS AND ITS ORGANIZATION

- Prior to start the work and contract for the subcontractor is signed, the Subcontractor must
attend a meeting with the Area HSE Manager to explain to the subcontractor the
Environmental requirements for the contractor scope.
- Performing Work, each subcontractor shall designate, in writing, a qualified person” could be
the subcontractor’s HSE responsible “, knowledgeable in Environment whose responsibilities
shall be solely responsible for performing Environmental compliance with environmental
management plan.

- The subcontractor’s HSE representative shall attend the environmental meetings “when be
invited “ held by Area HSE Manager on sites with GPES.
- Each subcontractor shall communicate all the environmental issues & mitigations on the site
HSE Area Manager and complete an Environmental report as required by GPES.
- GPES shall conduct regular environmental audit and follow-up in cooperation with
subcontractor of the work areas and suggest necessary and immediate corrective actions to
be implemented
- Each subcontractor shall take all precautions to maintain environment and Subcontractors,
will be notified by Area HSE Manager, taking all reasonable efforts to correct the
nonconformance or noncompliance issues within a specified time.

4.3 EMP OBJECTIVES AND TARGETS

The Environmental management plan objectives and targets have been developed in accordance
with local environmental law, objectives and legal obligations. They aim to be:
- Specific to the project activities;
- Quantified and measurable;
- Realistic and achievable;
- Focused on continual environmental improvement;
- Consistent with, and related to, Project Management ’s Environment and Sustainability Policy
and Project Management Standards; and
- Periodically reviewed and, if required, revised, and updated.

5 TRAINING AND COMPETENCE

The Construction Contractor and Project Management in cooperation with GPES will ensure that all
employees and subcontractors involved with the Project receive environmental training appropriate
to their role. The provision of training will be in accordance with Project environmental regulations
and guidelines by EEAA.
All staff, sub-contractors, AHPC HSE Manager and visitors to the site will be required to attend the
induction program, which will include environmental awareness and obligations. The induction
program will include:
- Overview of relevant policies;
- Duty of care and duty to notify;
- Environmental awareness;
- Key environmental management requirements such as spill management (as a minimum
those requirements relevant to their role and responsibilities);
- waste re-cycling;
- Environmental Impact & mitigation measures;
- Compliance and General Environmental law; and
- Environmental auditing.
A training register will be maintained to record training attendance and currency of training for
each staff

5.1 TRAINING MATRIX

A Training matrix will be prepared by GPES to identify the different job categories and the required
training. The training matrix will cover all the different functions.

5.2 COMMUNICATION

All environmental matters and requirements shall be communicated to the Subcontractors of all
levels and their due compliance with the EMP and all relevant statutory regulations is ensured. AHPC
HSE Manager will ensure that environment and sustainability policy and this EMP will be adequately
communicated to all construction personnel. The Construction Contractor and Areas HSE Manager
s will ensure that the general intent, scope and relevance of these documents are understood.
Environmental issues for the project will be communicated by the following methods.
- Environmental induction programs and training;

- Daily toolbox meetings;


- Risk workshops;
- Management meetings;
- Noticeboards; and
- Environmental reports
The effectiveness of the communication will be assessed during the monthly sites visits and
environmental audits, that will be held by GPES, as measured through awareness of staff and
subcontractors and compliance with day-to-day site environmental management requirements.

5.3 ENVIRONMENTAL EMERGENCY PREPAREDNESS

AHPC HSE manager and HSE areas managers will ensure that all staff and sub-contractors have
adequate competence and training to respond to environmental emergencies. The GPES will
establish an emergency response plan for the construction phase.

HSE areas managers will ensure that there is a team for emergency respectively that has received
special training in emergency response including the use of emergency response equipment.

An Emergency Response Plan will be developed and implemented to address incidents such as:
- Environmental spills e.g., chemical spillage fuel, or other hazardous substances;
- Vehicle collisions;
- Fire;
- heavy rain, sand storm or; and
- Cyclones.
The Emergency Response Plan will include emergency procedures and emergency contact details
relevant to the project prior to the commencement of construction works. The emergency response
plan will be developed as part of the project documentation for construction and will reference this
EMP where applicable.

5.4 COMPLAINTS

All internal and external complaints related to environmental aspects of the construction phase of
the project will be recorded, acknowledged, considered, and responded as soon as practicable.
Employer, although the site offices are also likely to be contacted. Complaints and concerns will be
treated accordingly and immediate help will be taken Complaints management procedures will be
established for the construction phase. This will entail the development and maintenance of a
Complaints Register that will include:
- Responding to all complaints within agreed timeframes;
- Investigating all complaints within agreed timeframes;
- Field investigation will determine whether the complaint has merit, and if so;
- action shall be taken to address the impact;
- Follow-up with the complainant on outcomes of the investigation and proposed mitigation;
- measures (where applicable);
- Implementing corrective and preventative actions as required;
- Regular review of complaints to identify any trends which may require further; and
- The outcome of the investigation and the action will be taken shall be documented on a
complaint pro forma prepared by the contractor and submitted to the engineer.

6 ENVIRONMENTAL INSPECTIONS, MONITORING, REGISTER AND AUDITS

6.1 ENVIRONMENTAL INSPECTIONS

The inspection will be executed weekly by the AHPC HSE team site with the cooperation of the
construction team at each station/site of the project according to the GREENPLUS guidance.

GPES will execute monthly audits (follow up) to 12 sites, Audit reports will be issued for every site
The audit results will be introduced to AHPC HSE manager through an audit report, which will
include the following:
- Previous Weekly Inspections data for every site done by AHPC team site
- Follow up of implementation of EMP and complain system
- Follow up of implementation of the waste management plan
In addition to the audit report, Green-plus will issue a quarterly report to conclude the audit,
inspection, compliance with local Environmental law and Environmental constraints results during
the previous quarter.

6.2 ENVIRONMENTAL MONITORING

Environmental monitoring programs will be developed by GPES during the construction phases of
the Project. These monitoring programs will address all the environmental aspects, such as: water
quality, air quality, noise, vibration. The monitoring programs will set out the monitoring objectives:
parameters, criteria, location, frequency, procedure, recording, reporting and corrective action.
Monitoring activities will be conducted by GPES who is adequately capable and qualified. monitoring
will be carried out in accordance with EEAA guidelines all monitoring instruments will be maintained
and calibrated in accordance with manufacturers’ instructions to ensure the reliability of equipment
and data.
The results of the monitoring programs will be interpreted and reviewed regularly. Results will be
reported to AHPC HSE Manager within agreed timeframes.

6.3 ENVIRONMENTAL AUDITS

Site inspections (follow up) shall be undertaken by the GPES staff on monthly basis to inspect the
construction activities at each station in order to ensure that the appropriate environmental auditing
process will meet the requirements of EEAA regulations and project ToR guidelines.

Follow-up will be conducted by GPES competent auditors independent of the construction being
audited. The audit results, conclusions and corrective actions required will be communicated to those
responsible for implementing the corrective actions.
An audit report will be prepared to summarize the findings of the audits and any corrective and
preventive actions. The environmental audit reports will be made available to relevant environmental
authorities as required by conditions of approvals.

6.4 ENVIRONMENTAL REGISTER

The Environmental Register is an environmental record, which is a dynamic life document that
recorded the impact of a facility's activity on the environment, the register should be prepared
according to the EEAA, general environmental, law regulation, and guidelines. It stated that, every
facility must prepare an Environmental Register Periodically to show the impact of its activity on the
environment, and it shall be available for periodic inspection by the competent authorities. The most
important data should be available at the Environmetal Register Facility name, description, location,
process, Environmental Measurements, Types of Waste Records, ERP, and … etc. Normally the

Environmental register is updated Annually.

6.5 NON-CONFORMANCE AND CORRECTIVE ACTION

Procedures will be developed for managing non-conformances with this EMP or legislative
requirements identified during the site inspection, environmental audits and through other
mechanisms, such as the complaints register. The procedures will include:
- Classification of non-conformances;
- Investigation requirements (including root-cause analysis);
- Identification and implementation of corrective and preventative actions;
- Assigning adequate resources and timelines for completion of corrective and preventative
actions;
- Reporting requirements;
- Development and maintenance of Non-Conformance register;
- Closing out of non-conformances;
- Regular review of the status of non-conformances; and
- Project Management will conduct a monthly review of all non-conformances that have not
been closed out.

6.6 REPORTING SYSTEM

Reporting under the Environmental Management System shall contain results of monitoring and
audit programs
In the EMP, the GPES will be prepare and submit the monthly environmental management reports
to AHPC;
The monthly report shall include but shall not be limited to the following:
- Executive Summary;
- Brief mention of construction activities;
- Monitoring results of each environmental item;
- Interpretation of monitoring results, significance and influencing factors; and
- Graphical representation of monitored results.

6.7 POTENTIAL ENVIRONMENTAL IMPACTS – CONSTRUCTION

Potential environmental impacts relating to construction activities are listed in Table 6-1 together
with the magnitude for these impacts have been addressed:
- Underground and land clearance for site preparation;
- Earthworks and excavation and where required, pneumatic rock-breaking;
- Topsoil and soil/gravel/crushed rock handling (stockpiling, loading, dumping);
- Leveling and grading of disturbed soil surfaces;
- Placement of ballast;
- Laying of concrete sleepers and Metro line 4 phase (1);
- Construction and administrative vehicles travelling over unsealed sections of road or
localized unconsolidated surfaces; and
- Wind erosion of unconsolidated surfaces such as unstable/uncovered cleared land and
stockpiles

7 MANAGEMENT PLANS

Through the EMS, the following specific management plans and documents will develop to provide
practical measures to prevent or minimize environmental impacts on existing environmental values.
The structure of the management plans for each element has been developed to meet the
requirements of the ToR for (cp401 civil work, part 5: environmental management).
GPES will submit detailed plans and documents as follow: -
- Environmental Monitoring plan (EMoP);
- Environmental Policy;
- Waste Management Plan;
- Groundwater Management Plan;
- Environmental Register;
- Tree preservation and protection plan;
- Environmental Emergency Response & Event Contingency Plan; and
- Environmental Impacts / Aspects and Mitigation Measures
In addition to the above plans regarding environmental protection imposed and incorporation
with, and the means by which the AHPC HSE Manager shall supervise, monitor and audit his
site environmental assurance system to ensure due compliance with these obligations in respect
of:
- Air quality;
- Water quality;
- Noise and Vibration levels
- Hazardous Materials;
- Ground Water
- Protection of Existing Streams/Rivers;
- Tree Protection;
- Traffic Management; and
- Landscape and Aesthetics.

In order to achieve site environmental compatibility, there were some goals for better
compliance might be clarified as the following:

7.1 Air Quality

- Ongoing visual inspections for excessive emissions from combustion engines (e.g., black
smoke);
- Ongoing visual inspections for excessive dust emissions;
- All complaints relating to air quality (including dust emissions) will be recorded and managed
in accordance with the complaints management procedure; and
- Environmental inspections, monitoring and audits will be undertaken in accordance with
procedures.

7.2 Water Quality


- The condition of erosion and sediment control structures will be inspected daily and
immediately after a significant rain event;
- The construction site and its perimeter will be regularly inspected for signs of erosion; and
- Downstream waterways will be inspected for signs for increased turbidity and sedimentation.

7.3 Noise and Vibration


- All noise complaints will be recorded, acknowledged, considered and responded to as soon
as is practicable;
- Environmental inspections, monitoring and audits will be undertaken in accordance with
procedures;
- Pre-construction building and infrastructure surveys will be conducted on properties
potentially susceptible to vibration damage from construction of the Metro line 4 Phase (1)
way;
- Where there are structures in close proximity to the construction activities, vibration levels
will be monitored to prevent sustained vibration levels causing unacceptable loading; and
- Air blast overpressure monitoring will be conducted during the initial blasts to assist with the
optimization of the blast parameters and confirmation of predictions

7.4 Hazardous Materials


- All waste storage areas will be regularly inspected for condition of storage area, containment
and appropriateness of storage (e.g., waste segregation);

- The Site Waste Register will be regularly reviewed to identify general volume trends and
waste reduction opportunities;
- Untreated sewage tanks and pipes will be monitored regularly for leaks; and
- Environmental inspections, monitoring and audits will be undertaken in accordance with
procedures The construction sites will be inspected regularly for littering.

7.5 Groundwater

- Inspections of the project area will be conducted regularly for signs of soil contamination
(e.g., staining, odour);
- Storage areas will be regularly inspected to assess condition and appropriateness of storage;
- All bunded areas will be inspected regularly and each time before and after a rain event to
assess capacity of bunds;
- The condition of spill kits will be regularly inspected;
- All vehicles, plant and machinery will be routinely inspected and maintained to ensure they
are not at risk or leaking or spilling contaminants; and
- Environmental inspections, monitoring and audits will be undertaken in accordance with
procedures.

7.6 Protection of Existing Streams/Rivers

- The potential for flooding will be monitored daily following heavy rain events and in
accordance with the BOM flood warning system. Staff will be notified and equipment and
materials removed from flood prone areas if required.
- Environmental inspections, monitoring and audits will be undertaken in accordance with
procedures; and
- Visual inspections of raw water storage streams and waterways in the vicinity of the
construction sites for signs of contamination (e.g., oily sheen, discoloration) will be conducted
regularly.

7.7 Tree Protection

- Incidents of tree cutting will be monitored during construction;


- The condition of all fencing will be inspected regularly to determine the maintenance
requirements

- A monitoring program will be developed and implemented to examine the success of growing
trees species;
- Environmental inspections, monitoring and audits will be undertaken in accordance with
procedures; and

7.9 Landscape and Aesthetics

- Housekeeping practices will be inspected, especially tidiness of access roads and worksites;
- Off-site impacts of area will be inspected regularly, especially light spill and sky glow;
- Environmental inspections, monitoring and audits will be undertaken in accordance with
applied procedures; and
- The condition of erosion and sediment control structures will be inspected daily and
immediately after a significant rain event.
