City, owner/sole proprietor of SOLID BLOCK TRADE AND CONSTRUCTION do hereby name,
constitute and appoint ATTY. BAI PANGANDONGAN G. DILANGALEN, RPh, of legal age and
resident of 10 Nayon Shariff, RH3, Cotabato City, to be my true and lawful Attorney-in-Fact with
power and authority to transact business with and to receive payments of RETENTION from 8990
HOUSING DEVELOPMENT CORPORATION for the Construction of Individual House Fence
(Project Title) located at Deca Homes 2, Pavia, Ilo-Ilo.

Giving and granting unto said attorney-in-fact power and authority to do every act
necessary and required in connection with the above transaction and hereby ratifying and
confirming all that she may do by virtue of it.
