1. Purpose
The purpose of this method statement is to define the work procedure for Civil Works and to ensure
required safety & quality aspects during the execution of the works for the civil works at B2 EU2
Substation (Brown field) in full compliance to Borouge 4 Project Specifications & Requirements.
2. Scope
This method statement is covers the Methodology intended to outline how “IMECO” will be executing
activities such as but not limited to Cable Trench Excavation, backfilling & reinstatement works at B2 EU2
Substation to Dosing Skid and New QC Lab Transformer respectfully.

5.1 Manpower
Project Manager shall be responsible to ensure that all Construction / Site activities shall be within the
agreed timeframe of the project schedule. He shall also be responsible to arrange and ensure the all-
procurement agreements and other administrational/official documents are approved by the Company
prior to any relevant activity.
Construction Manager will plan and resource the manpower, materials & equipment to be used in this
project. He will coordinate with the EE regarding execution of all the works for the entire duration of the
project.
Planning Engineer shall report to project manager and shall be responsible for the overall evaluation and
control of the project schedules and performs schedule development, maintenance and monitoring of
the planning/scheduling activities with minimal or no supervisory oversight.
QA/QC Engineer - shall reports to the Construction manager, with all quality related aspects with regards
to this project. He is responsible for developing the project Quality Control Plan for the project in
Compliance with Company specifications and requirements. He shall be responsible for ensuring that the
approved Project Quality Plan is effectively implemented in the contract and the inspection and test
results are properly documented. He shall verify and ensure that quality records are being documented
accordingly.
Site Engineer shall report to the Construction manager, The Site Engineer will be responsible for
monitoring and controlling of all the construction activities, he shall report to the Construction manager.
Supervisor will direct all manpower on site receiving instructions from the Civil Engineer for all the
activities.
HSE Engineer shall reports to the Project manager and coordinates with HSE Manager. He shall ensure
that the HSE system and procedures are strictly respected and followed on-site. He shall be responsible
for the necessary training of all personnel and communication of matters affecting Health, Safety and
Environment. He shall develop and institute control and remedial measures for hazardous and potentially
hazardous conditions or equipment or activity, as per Hazard Analysis and Risk Assessment procedures.
He shall be directly responsible for monitoring the project for compliance of HSE requirements as per
approved HSE plan and HSE implementation program.
HSE Officer reports to the HSE Engineer on all HSE aspects with regards to this project and shall ensure
that the HSE system and procedures are followed on-site. He shall be responsible for the necessary
training of all personnel on matters affecting Health, Safety and Environment as per HSE Engineer.
Document Controller shall report to the Project Manager is mainly responsible for maintaining and
managing project related documentation such as technical documents, drawings, correspondence etc. He
shall ensure project documentation is appropriately logged, stored and easily traceable & accessible. He
shall ensure controlled copies of latest approved documents and drawings are distributed to the required
staff, Company, consultant & subcontractors.
Storekeeper shall be responsible for overseeing the proper storage and control of all material from the
suppliers. He shall coordinate all storekeeping related activities and keep track of all assets, tools and
inventory through effective documentation as per procedure.
7. Methodology and Work Procedure:
7.1 General:
The necessary work permit shall be obtained from concerned authorities prior to start of any work at site.
Proper access shall be maintained to all the working area through-out the execution of job.
All the latest revisions of all IFC Drawings to be made available at site.
The line and location of existing cable trench shall be marked by Surveyor.
Risk assessment shall be done to ensure that all the hazards involved are identified, risk assessed and
control measures are put in place.
Working Personnel should have work related PPE.
Conduct and record Tool box talk (TBT) prior to commencement of the activity.
Excavation area shall be surveyed and marked to the excavation lines as per the Approved IFC drawing.
Existing facilities, if any shall be protected / or covered properly prior to start work.
Temporary barricading will be provided all around the cable trench and warning lights shall be fixed all
around trench.
Trenches shall be excavated by using hand tools or as per company/Contractor guidelines.
Excavated material shall be removed, stockpiled or deposited at least 1 meter away to be reused for
backfilling.
Upon completion of excavation of trench, approval will be obtained from Company before proceeding
with subsequent work
The bottom of the trenches shall be leveled.
After excavation and cable trench inspection closed out, laying of new cables shall follow as per approved
method statement (4300-LZ-VD-PFU4U4000L100026/U4-SY-109-L1000026).
Where cable trenches to be taken below concrete paved area, Underground services shall be verified by
scanning machine and ensure there is no existing facilities are available under the paved area, if any
proper precautions shall be taken as per Company/Contractor guidelines .
If required, Concrete slab shall be cut by using company inspected concrete cutting machine up to
thickness of the concrete slab depth from ground level for marked location and shall be demolished by
using Jack hammers.
Appropriate PPE shall be used for jack hammer operators and rotation shall be followed.
Generated concrete debris shall be disposed in company designated area.
Trenches will be backfilled immediately after approval from Company. Reinstatement shall be followed as
per article 7.4 in this document.
Where cable trenches to be taken below interlocking area, Underground services shall be verified by
scanning machine and ensure there is no existing facilities are available under the Interlocking area, if any
proper precautions shall be taken as per Company/Contractor guidelines.
The interlocking shall be removed by hand and not to be damaged and stacked away from the cable
trench to be used later.
Interlocking bedding material shall be removed and stored separately and placed over the polyethylene
sheet and kept at 1 meter minimum away from the edge of excavated trench.
Proper housekeeping of the working area shall be done on a regular basis.
The sides of excavation shall be sloped, shored or stepped to prevent cave‐ins or other hazardous
conditions.
8. QA/QC Requirements
Site management, Site Engineer, QA/QC Engineer and Safety Officer will closely supervise and monitor
all phases of the work to ensure full compliance with the procedures and safe methods of working.
Inspection and test shall be carried out in accordance with the approved procedures and in accordance
with the project specification.
To perform all activities related to the project in such a way to avoid any harm to the health of
employees and subcontractors.
To promote general hygiene practices in the normal life.
To provide a well-defined medical care attention to each employee working in the project
9.2 Safety:
To provide a safe work environment by well-defined procedures and its strict Implementation.
Zero Lost Time Accidents.
To conduct adequate trainings to have a better safety awareness on work related activities.
Encourage Near Miss reporting and incident evaluations.
Comply with all applicable U.A.E. laws and regulations.
Identify hazards and reduce risks to an acceptable level as per project standards.
A minimum of one safety inspection of the working areas must be performed per week.
9.3 Environment:
To implement Reduce, Reuse and Replace policy in overall waste management.
Proper segregation and storing of wastes materials generated by the project activity.
9.4 Compliance:
All the works should comply with this method statement and follow the rules and guidelines as set
out in the approved HSE plan.
Contractor to keep COMPANY fully informed at all times of any issues regarding HSE.

PPE Usage
Contractor shall provide as a minimum HSE induction training for all its employees involved in the
Project in addition to mandatory COMPANY HSE induction. Contractor induction will cover the
following as minimum-
HSE Policy.
Plant/location hazards.
H2S.
Work related hazards controls.
Emergency evacuation procedure.
Duties and responsibility.
DO’s and DON’TS in the plant and work site.
Usage of PPEs.
