Course Introduction
 CE 861 deals with the management of physical
highway infrastructure/ assets in general and
pavements infrastructure in particular.

 It also includes distress survey and structural

evaluation of pavement infrastructure, overlay
types and design methodologies.

 It is useful for all graduate students intending to

pursue a career in a variety of sectors (including
engineering and economics) that are related to
highway infrastructure planning, design,
construction, preservation, and operations. 3
Course Introduction
 Course Objectives

 The goal of the course is to examine the

process and techniques of managing
highway infrastructure.

 The course will deal with the principles of

asset management and will cover primary
management systems for pavement
infrastructure and overaly design
methodologies.

Management
What is an asset?

“an interacting or interdependent group of

physical items forming a unified system”

“A collection of interrelated structures that

interact to achieve a certain goal”

Synonyms
- highway facility
- highway system
- highway infrastructure

Attributes of a highway asset
1. Physical structure (this is the “Asset” or
“infrastructure”). Also “physical system”
2. Rules or procedures for operating and/or preserving
the asset (this is the “management system”). Also
“operational system”

2. Goals or objectives

3. Criteria by which attainment of the goals are

measured

4. Condition/performance of the asset at any time

5. Environment within which asset operates

Tasks of An Asset Manager
 How can I describe or predict the condition of
the asset? Using GIS? Statistical models?
Simulation?

 How can I predict the effectiveness of any

treatment in the short-term? long-term?

 How to estimate the cost-effectiveness of any

treatment; initially?, or over the service life?

CE 861 Pavement Rehabilitation &

29
Management
Tasks of An Asset Manager
 What factors significantly affect the cost of each
type of rehabilitation or maintenance treatment?

 How can the cost of M or R (Maintenance &

Rehabilitation) be predicted at the planning
phase of systems development?

 How do I choose from several alternatives for

preserving my asset?; Which factors should I
consider?
CE 861 Pavement Rehabilitation &
30
Management
Tasks of An Asset Manager
 What is the best preservation category
(reconstruction, rehab, or maintain) or specific
treatment for a given asset at a point in time?

 What is the best schedule of preservation

treatments over the remaining life of the asset?

 Which assets in a network deserve some

preservation activity, which preservation activity,
in which year?
CE 861 Pavement Rehabilitation &
31
Management
Tasks of An Asset Manager
 What are the trade-offs between cost (budget)
and performance?

 What is the optimal annual amount of

preservation funding for a SPECIFIC ASSET over its
remaining life?

 How can I optimize the use of preservation funds

for my asset?
