INTRODUCTION

Telangana agitation actually started at 1969 at Khammam when students demmanded a separate Telangana state. Madan Mohan, a lawyer, formed a forum known as the Telangana Praja Samithi (TPS) in February 1969. The emotions and forces generated by the movement in 1969 were not strong enough, however, for a continuing drive for a separate state until 1990s when Bharatiya Janata Party (BJP), promised a separate Telangana state if they came to power.

Separate Telangana State Movement


After nearly four decades of struggle for a separate state, the Telangana issue has reached a flashpoint. Under the leadership of K Chandrasekhar Rao, Telangana Rashtra Samithi (TRS) has pressurized the Central government to set a deadline for the formation of a separate Telangana state. Telangana corresponds to the Telugu speaking part of the erstwhile princely state of Hyderabad. The region lies to the west of the Eastern ghats range. Telangana came under Muslim rule in 14th century. Strangely, it was never under direct British rule. The central government established unified Andhra Pradesh on November 1, 1956 on linguistic lines. The first battle for separation of Telangana from Andhra Pradesh erupted in 1969 under the leadership of Marri Chenna Reddy. In 2004, the Congress party and the TRS had an electoral alliance in the Telangana region with the promise of a separate Telangana state. TRS joined the coalition government in 2004 and was successful in making a separate Telangana state a part of the common minimum program (CMP). In September 2006, TRS withdrew support from the Congress-led coalition government. However, once again, it was felt that the Congress party did not fulfill the promise made to the people of Telangana. In December 2009, the demand for a separate Telangana state was being raised by all the four crore people of Telangana in unison. The TRS chief's fast-unto-death mission to free his land pressurised the Central government.On the night of December 9, 2009, the Congress Party decided to accept the demand for Telangana and promised to initiate a process for it.But on the other side, in Kurnool the people complained that if Telangana separates then they would have no resources for development.They reminded that Hyderabad generates around 60% of the state's revenue and they are not prepared to let go of Hyderabad just like that and this city belongs to all three regions of Andhra Pradesh. Andhra Pradesh continued to smoulder over the Telangana issue even as the UPA government and the Congress blew hot and cold on the separate state resolution by issuing contradictory statements and assurances in the national capital.

CONCLUSION

This refers to the report that the Centre is examining a proposal to seek Presidential reference to the Supreme Court under Article 143 to find a legal solution to the demand for a separate State of Telangana (Jan. 5). It is nothing but a ploy to hoodwink people, and avoid taking a decision on the matter. The States Reorganisation Commission recommended the formation of states on a linguistic basis. It did not prohibit the bifurcation of a State in which people speak one language. Most States in the Hindi belt are covered under this corollary.
